    Abstract
The paper deals with the particular problem of lexical versus encyclopedic information, with emphasis on the role of each type of information in construction and use of indexing languages. With reference to this, the controlled vocabulary approach is evaluated and contrasted with the natural language approach. It is further suggested that the syndetic structure of the access language is critical, and that success in its use is predicated on the user's conceptual framework. Following from this, a theory of "frame searching" is proposed, which attempts to resolve some of the problems of the traditional "match" process in searching, and which also attempts to provide a theoretical account of the cognitive search processes of users. Finally, related research projects are briefly sketched, with suggestions for future directions
