    Abstract
    Citation analysis is performed in order to evaluate authors and scientific collections, such as journals and conference proceedings. Currently, two major systems exist that perform citation analysis: Science Citation Index (SCI) by the Institute for Scientific Information (ISI) and CiteSeer by the NEC Research Institute. The SCI, mostly a manual system up until recently, is based on the notion of the ISI Impact Factor, which has been used extensively for citation analysis purposes. On the other hand the CiteSeer system is an automatically built digital library using agents technology, also based on the notion of ISI Impact Factor. In this paper, we investigate new alternative notions besides the ISI impact factor, in order to provide a novel approach aiming at ranking scientific collections. Furthermore, we present a web-based system that has been built by extracting data from the Databases and Logic Programming (DBLP) website of the University of Trier. Our system, by using the new citation metrics, emerges as a useful tool for ranking scientific collections. In this respect, some first remarks are presented, e.g. on ranking conferences related to databases.

    Abstract
    Purpose - The purpose of this paper is to examine the way in which library and information science (LIS) issues have been handled in the formulation of recent UK Higher Education policy concerned with research quality evaluation. Design/methodology/approach - A chronological review of decision making about digital rights arrangements for the 2008 Research Assessment Exercise (RAE), and of recent announcements about the new shape of metrics-based assessment in the Research Excellence Framework, which supersedes the RAE. Against this chronological framework, the likely nature of LIS practitioner reactions to the flow of decision making is suggested. Findings - It was found that a weak grasp of LIS issues by decision makers undermines the process whereby effective research evaluation models are created. LIS professional opinion should be sampled before key decisions are made. Research limitations/implications - This paper makes no sophisticated comments on the complex research issues underlying advanced bibliometric research evaluation models. It does point out that sophisticated and expensive bibliometric consultancies arrive at many conclusions about metrics-based research assessment that are common knowledge amongst LIS practitioners. Practical implications - Practical difficulties arise when one announces a decision to move to a new and specific type of research evaluation indicator before one has worked out anything very specific about that indicator. Originality/value - In this paper, the importance of information management issues to the mainstream issues of government and public administration is underlined. The most valuable conclusion of this paper is that, because LIS issues are now at the heart of democratic decision making, LIS practitioners and professionals should be given some sort of role in advising on such matters.

    Abstract
    Autonomous Citation Indexing (ACI) automates the construction of citation indexes - Lower cost, wider availability: ACI is completely autonomous - no manual effort is required. This should result in lower cost and wider availability. Broader coverage: Because no manual effort is required, there are few barriers to indexing a broader range of literature, compared to indexes like the Science Citation Index that require manual effort. More timely feedback: Conference papers, technical reports, and preprints can be indexed, providing far more timely feedback in many cases (often such publications appear far in advance of corresponding journal publications). Citation context: ACI groups together the context of citations to a given article, allowing researchers to easily see what is being said and why the article was cited. Benefits for both literature search and evaluation. Freely available: Our implementation of ACI is available at no cost for non-commercial use. Several orgnizations have requested the software and expressed interest in providing an index within their domain, or in using ACI within their own digital libraries.

    Abstract
    The possibilities of using the Arts & Humanities Citation Index (A&HCI) for journal mapping have not been sufficiently recognized because of the absence of a Journal Citations Report (JCR) for this database. A quasi-JCR for the A&HCI ([2008]) was constructed from the data contained in the Web of Science and is used for the evaluation of two journals as examples: Leonardo and Art Journal. The maps on the basis of the aggregated journal-journal citations within this domain can be compared with maps including references to journals in the Science Citation Index and Social Science Citation Index. Art journals are cited by (social) science journals more than by other art journals, but these journals draw upon one another in terms of their own references. This cultural impact in terms of being cited is not found when documents with a topic such as digital humanities are analyzed. This community of practice functions more as an intellectual organizer than a journal.

    Abstract
    The increasing availability of digital libraries with cross-citation data on the Internet enables new studies in bibliometrics. The paper focuses on the list of 10.000 top-cited authors in computer science available as part of CiteSeer. Using data from several consecutive lists a model of how authors accrue citations with time is constructed. By comparing the rate at which individual authors accrue citations with the average rate, predictions are made of how their ranking in the list will change in the future.

    Abstract
    Reports results of a study to investigate the place and role of citation analysis in selected disciplines in the social sciences, including library and information science. 5 core library and information science periodicals: Journal of documentation; Library quarterly; Journal of the American Society for Information Science; College and research libraries; and the Journal of information science, were studed to determine the percentage of articles devoted to citation analysis and develop an indictive typology to categorize the major foci of research being conducted under the rubric of citation analysis. Similar analysis was conducted for periodicals in other social sciences disciplines. Demonstrates how the rubric can be used to dertermine how citatiion analysis is applied within library and information science and other disciplines. By isolating citation from bibliometrics in general, this work is differentiated from other, previous studies. Analysis of data from a 10 year sample of transdisciplinary social sciences literature suggests that 2 application areas predominate: the validity of citation as an evaluation tool; and impact or performance studies of authors, periodicals, and institutions

    Abstract
    This article provides an overview of studies that have used citation analysis in the field of humanities in the period 1951 to 2010. The work is based on an exhaustive search in databases-particularly those in library and information science-and on citation chaining from papers on citation analysis. The results confirm that use of this technique in the humanities is limited, and although there was some growth in the 1970s and 1980s, it has stagnated in the past 2 decades. Most of the work has been done by research staff, but almost one third involves library staff, and 15% has been done by students. The study also showed that less than one fourth of the works used a citation database such as the Arts & Humanities Citation Index and that 21% of the works were in publications other than library and information science journals. The United States has the greatest output, and English is by far the most frequently used language, and 13.9% of the studies are in other languages.

    Abstract
    The act of referencing another author's work in a scholarly or research paper is usually assumed to signal a direct semantic relationship between the citing and cited work. The present article reports a study that examines this assumption directly. The purpose of the research is to investigate the semantic relationship between citing and cited documents for a sample of document pairs in three journals in library and information science: 'Library journal', 'College and research libraries' and 'Journal of the American Society for Information Science'. A macroanalysis, absed on a comparison of the Library of Congress class numbers assigned citing and cited documents, and a microanalysis, based on a comparison of descriptors assigned citing and cited documents by three indexing and abstracting journals, ERIC, LISA and LiLi, were conducted. Both analyses suggest that the subject similarity among pairs of cited and citing documents is typically very small, supporting a subjective, psychological view of relevance and a trial-and-error, heuristic understanding of the information search and research processes. The results of the study have implications for collection development, for an understanding of psychological relevance, and for the results of doing information retrieval using cited references. Several intriguing methodological questions are raised for future research, including the role of indexing depth, specifity, and quality on the measurement of document similarity

    Abstract
    We explore the intellectual subject structure and research themes in software engineering through the identification and analysis of a core journal literature. We examine this literature via two expert perspectives: that of the author, who identified significant work by citing it (journal cocitation analysis), and that of the professional indexer, who tags published work with subject terms to facilitate retrieval from a bibliographic database (subject profile analysis). The data sources are SCISEARCH (the on-line version of Science Citation Index), and INSPEC (a database covering software engineering, computer science, and information systems). We use data visualization tools (cluster analysis, multidimensional scaling, and PFNets) to show the "intellectual maps" of software engineering. Cocitation and subject profile analyses demonstrate that software engineering is a distinct interdisciplinary field, valuing practical and applied aspects, and spanning a subject continuum from "programming-in-the-smalI" to "programming-in-the-large." This continuum mirrors the software development life cycle by taking the operating system or major application from initial programming through project management, implementation, and maintenance. Object orientation is an integral but distinct subject area in software engineering. Key differences are the importance of management and programming: (1) cocitation analysis emphasizes project management and systems development; (2) programming techniques/languages are more influential in subject profiles; (3) cocitation profiles place object-oriented journals separately and centrally while the subject profile analysis locates these journals with the programming/languages group

    Abstract
    The methodology and findings are presented of an empirical study comparing local citation patterns with the holdings lists of a number of sources of journal articles. These sources were the British Library Document Supply Centre (BLDSC) and the BL inside service, library holdings, ProQuest Direct, SearchBank, EiText and a linking system including both the Geobase database and the BLDSC. The value of local citation figures is discussed, as is the concept of a "core" of journal titles, from both theoretical and practical perspectives. Using these figures to represent the local use of journal articles, the coverage of the document sources was found to vary widely. Unsurprisingly, the BLDSC was found to offer the widest coverage. Newer, electronic systems generally fared less well, but may offer other advantages.
