    Abstract
    Purpose - The purpose of this paper is to examine the way in which library and information science (LIS) issues have been handled in the formulation of recent UK Higher Education policy concerned with research quality evaluation. Design/methodology/approach - A chronological review of decision making about digital rights arrangements for the 2008 Research Assessment Exercise (RAE), and of recent announcements about the new shape of metrics-based assessment in the Research Excellence Framework, which supersedes the RAE. Against this chronological framework, the likely nature of LIS practitioner reactions to the flow of decision making is suggested. Findings - It was found that a weak grasp of LIS issues by decision makers undermines the process whereby effective research evaluation models are created. LIS professional opinion should be sampled before key decisions are made. Research limitations/implications - This paper makes no sophisticated comments on the complex research issues underlying advanced bibliometric research evaluation models. It does point out that sophisticated and expensive bibliometric consultancies arrive at many conclusions about metrics-based research assessment that are common knowledge amongst LIS practitioners. Practical implications - Practical difficulties arise when one announces a decision to move to a new and specific type of research evaluation indicator before one has worked out anything very specific about that indicator. Originality/value - In this paper, the importance of information management issues to the mainstream issues of government and public administration is underlined. The most valuable conclusion of this paper is that, because LIS issues are now at the heart of democratic decision making, LIS practitioners and professionals should be given some sort of role in advising on such matters.

    Abstract
    In November 2014, the Nature Index (NI) was introduced (see http://www.natureindex.com) by the Nature Publishing Group (NPG). The NI comprises the primary research articles published in the past 12 months in a selection of reputable journals. Starting from two short comments on the NI (Haunschild & Bornmann, 2015a, 2015b), we undertake an empirical analysis of the NI using comprehensive country data. We investigate whether the huge efforts of computing the NI are justified and whether the size-dependent NI indicators should be complemented by size-independent variants. The analysis uses data from the Max Planck Digital Library in-house database (which is based on Web of Science data) and from the NPG. In the first step of the analysis, we correlate the NI with other metrics that are simpler to generate than the NI. The resulting large correlation coefficients point out that the NI produces similar results as simpler solutions. In the second step of the analysis, relative and size-independent variants of the NI are generated that should be additionally presented by the NPG. The size-dependent NI indicators favor large countries (or institutions) and the top-performing small countries (or institutions) do not come into the picture.

    Abstract
    Internet based electronic resources are growing dramatically but there have been no empirical studies evaluating the impact of e-sources, as a whole, on formal scholarly communication. reports results of an investigation into how much e-sources have been used in formal scholarly communication, using a case study in the area of Library and Information Science (LIS) during the period 1994 to 1996. 4 citation based indicators were used in the study of the impact measurement. Concludes that, compared with the impact of print sources, the impact of e-sources on formal scholarly communication in LIS is small, as measured by e-sources cited, and does not increase significantly by year even though there is observable growth of these impact across the years. It is found that periodical format is related to the rate of citing e-sources, articles are more likely to cite e-sources than are print priodical articles. However, once authors cite electronic resource, there is no significant difference in the number of references per article by periodical format or by year. Suggests that, at this stage, citing e-sources may depend on authors rather than the periodical format in which authors choose to publish

    Abstract
    Collaboration is a major research policy objective, but does it deliver higher quality research? This study uses citation analysis to examine the Web of Science (WoS) Information Science & Library Science subject category (IS&LS) to ascertain whether, in general, more highly cited articles are more highly collaborative than other articles. It consists of two investigations. The first investigation is a longitudinal comparison of the degree and proportion of collaboration in five strata of citation; it found that collaboration in the highest four citation strata (all in the most highly cited 22%) increased in unison over time, whereas collaboration in the lowest citation strata (un-cited articles) remained low and stable. Given that over 40% of the articles were un-cited, it seems important to take into account the differences found between un-cited articles and relatively highly cited articles when investigating collaboration in IS&LS. The second investigation compares collaboration for 35 influential information scientists; it found that their more highly cited articles on average were not more highly collaborative than their less highly cited articles. In summary, although collaborative research is conducive to high citation in general, collaboration has apparently not tended to be essential to the success of current and former elite information scientists.

    Abstract
    Using 17 fully open-access journals published uninterruptedly during 2000 to 2004 in the field of library and information science, the present study investigates the impact of these open-access journals in terms of quantity of articles published, subject distribution of the articles, synchronous and diachronous impact factor, immediacy index, and journals' and authors' self-citation. The results indicate that during this 5-year publication period, there are as many as 1,636 articles published by these journals. At the same time, the articles have received a total of 8,591 Web citations during a 7-year citation period. Eight of 17 journals have received more than 100 citations. First Monday received the highest number of citations; however, the average number of citations per article was the highest in D-Lib Magazine. The value of the synchronous impact factor varies from 0.6989 to 1.0014 during 2002 to 2005, and the diachronous impact factor varies from 1.472 to 2.487 during 2000 to 2004. The range of the immediacy index varies between 0.0714 and 1.395. D-Lib Magazine has an immediacy index value above 0.5 in all the years whereas the immediacy index value varies from year to year for the other journals. When the citations of sample articles were analyzed according to source, it was found that 40.32% of the citations came from full-text articles, followed by 33.35% from journal articles. The percentage of journals' self-citation was only 6.04%.

    Abstract
    This study uses three bibliometric methods: direct citation, bibliographic coupling, and co-authorship analysis, to investigate interdisciplinary changes in library and information science (LIS) from 1978 to 2007. The results reveal that LIS researchers most frequently cite publications in their own discipline. In addition, half of all co-authors of LIS articles are affiliated with LIS-related institutes. The results confirm that the degree of interdisciplinarity within LIS has increased, particularly co-authorship. However, the study found sources of direct citations in LIS articles are widely distributed across 30 disciplines, but co-authors of LIS articles are distributed across only 25 disciplines. The degree of interdisciplinarity was found ranging from 0.61 to 0.82 with citation to references in all articles being the highest and that of co-authorship being the lowest. Percentages of contribution attributable to LIS show a decreasing tendency based on the results of direct citation and co-authorship analysis, but an increasing tendency based on those of bibliographic coupling analysis. Such differences indicate each of the three bibliometric methods has its strength and provides insights respectively for viewing various aspects of interdisciplinarity, suggesting the use of no single bibliometric method can reveal all aspects of interdisciplinarity due to its multifaceted nature.

    Abstract
    The paper reports a longitudinal analysis of the topical and methodological development of Library and Information Science (LIS). Its focus is on the effects of researchers' disciplines on these developments. The study extends an earlier cross-sectional study (Vakkari et al., Journal of the Association for Information Science and Technology, 2022a, 73, 1706-1722) by a coordinated dataset representing a content analysis of articles published in 31 scholarly LIS journals in 1995, 2005, and 2015. It is novel in its coverage of authors' disciplines, topical and methodological aspects in a coordinated dataset spanning two decades thus allowing trend analysis. The findings include a shrinking trend in the share of LIS from 67 to 36% while Computer Science, and Business and Economics increase their share from 9 and 6% to 21 and 16%, respectively. The earlier cross-sectional study (Vakkari et al., Journal of the Association for Information Science and Technology, 2022a, 73, 1706-1722) for the year 2015 identified three topical clusters of LIS research, focusing on topical subfields, methodologies, and contributing disciplines. Correspondence analysis confirms their existence already in 1995 and traces their development through the decades. The contributing disciplines infuse their concepts, research questions, and approaches to LIS and may also subsume vital parts of LIS in their own structures of knowledge production.

    Abstract
    Counts of tweets and Mendeley user libraries have been proposed as altmetric alternatives to citation counts for the impact assessment of articles. Although both have been investigated to discover whether they correlate with article citations, it is not known whether users tend to tweet or save (in Mendeley) the same kinds of articles that they cite. In response, this article compares pairs of articles that are tweeted, saved to a Mendeley library, or cited by the same user, but possibly a different user for each source. The study analyzes 1,131,318 articles published in 2012, with minimum tweeted (10), saved to Mendeley (100), and cited (10) thresholds. The results show surprisingly minor overall overlaps between the three phenomena. The importance of journals for Twitter and the presence of many bots at different levels of activity suggest that this site has little value for impact altmetrics. The moderate differences between patterns of saving and citation suggest that Mendeley can be used for some types of impact assessments, but sensitivity is needed for underlying differences.

    Abstract
    This study examines the differences between Scopus and Web of Science in the citation counting, citation ranking, and h-index of 22 top human-computer interaction (HCI) researchers from EQUATOR - a large British Interdisciplinary Research Collaboration project. Results indicate that Scopus provides significantly more coverage of HCI literature than Web of Science, primarily due to coverage of relevant ACM and IEEE peer-reviewed conference proceedings. No significant differences exist between the two databases if citations in journals only are compared. Although broader coverage of the literature does not significantly alter the relative citation ranking of individual researchers, Scopus helps distinguish between the researchers in a more nuanced fashion than Web of Science in both citation counting and h-index. Scopus also generates significantly different maps of citation networks of individual scholars than those generated by Web of Science. The study also presents a comparison of h-index scores based on Google Scholar with those based on the union of Scopus and Web of Science. The study concludes that Scopus can be used as a sole data source for citation-based research and evaluation in HCI, especially when citations in conference proceedings are sought, and that researchers should manually calculate h scores instead of relying on system calculations.

    Abstract
    Historically, papers have been physically bound to the journal in which they were published; but in the digital age papers are available individually, no longer tied to their respective journals. Hence, papers now can be read and cited based on their own merits, independently of the journal's physical availability, reputation, or impact factor (IF). We compare the strength of the relationship between journals' IFs and the actual citations received by their respective papers from 1902 to 2009. Throughout most of the 20th century, papers' citation rates were increasingly linked to their respective journals' IFs. However, since 1990, the advent of the digital age, the relation between IFs and paper citations has been weakening. This began first in physics, a field that was quick to make the transition into the electronic domain. Furthermore, since 1990 the overall proportion of highly cited papers coming from highly cited journals has been decreasing and, of these highly cited papers, the proportion not coming from highly cited journals has been increasing. Should this pattern continue, it might bring an end to the use of the IF as a way to evaluate the quality of journals, papers, and researchers.

    Abstract
    The possibilities of using the Arts & Humanities Citation Index (A&HCI) for journal mapping have not been sufficiently recognized because of the absence of a Journal Citations Report (JCR) for this database. A quasi-JCR for the A&HCI ([2008]) was constructed from the data contained in the Web of Science and is used for the evaluation of two journals as examples: Leonardo and Art Journal. The maps on the basis of the aggregated journal-journal citations within this domain can be compared with maps including references to journals in the Science Citation Index and Social Science Citation Index. Art journals are cited by (social) science journals more than by other art journals, but these journals draw upon one another in terms of their own references. This cultural impact in terms of being cited is not found when documents with a topic such as digital humanities are analyzed. This community of practice functions more as an intellectual organizer than a journal.

    Abstract
    We investigate the extent to which open-access (OA) journals and articles in biology, computer science, economics, history, medicine, and psychology are indexed in each of 11 bibliographic databases. We also look for variations in index coverage by journal subject, journal size, publisher type, publisher size, date of first OA issue, region of publication, language of publication, publication fee, and citation impact factor. Two databases, Biological Abstracts and PubMed, provide very good coverage of the OA journal literature, indexing 60 to 63% of all OA articles in their disciplines. Five databases provide moderately good coverage (22-41%), and four provide relatively poor coverage (0-12%). OA articles in biology journals, English-only journals, high-impact journals, and journals that charge publication fees of $1,000 or more are especially likely to be indexed. Conversely, articles from OA publishers in Africa, Asia, or Central/South America are especially unlikely to be indexed. Four of the 11 databases index commercially published articles at a substantially higher rate than articles published by universities, scholarly societies, nonprofit publishers, or governments. Finally, three databases-EBSCO Academic Search Complete, ProQuest Research Library, and Wilson OmniFile-provide less comprehensive coverage of OA articles than of articles in comparable subscription journals.

    Abstract
    Webometric network analyses have been used to map the connectivity of groups of websites to identify clusters, important sites or overall structure. Such analyses have mainly been based upon hyperlink counts, the number of hyperlinks between a pair of websites, although some have used title mentions or URL citations instead. The ability to automatically gather hyperlink counts from Yahoo! ceased in April 2011 and the ability to manually gather such counts was due to cease by early 2012, creating a need for alternatives. This article assesses URL citations and title mentions as possible replacements for hyperlinks in both binary and weighted direct link and co-inlink network diagrams. It also assesses three different types of data for the network connections: hit count estimates, counts of matching URLs, and filtered counts of matching URLs. Results from analyses of U.S. library and information science departments and U.K. universities give evidence that metrics based upon URLs or titles can be appropriate replacements for metrics based upon hyperlinks for both binary and weighted networks, although filtered counts of matching URLs are necessary to give the best results for co-title mention and co-URL citation network diagrams.

    Abstract
    There will soon be a critical mass of web-based digital objects and usage statistics on which to model scholars' communication behaviors - publishing, posting, blogging, scanning, reading, downloading, glossing, linking, citing, recommending, acknowledging - and with which to track their scholarly influence and impact, broadly conceived and broadly felt (Cronin, 2005, p. 196). A decade after Cronin's prediction and five years after the coining of altmetrics, the time seems ripe to reflect upon the role of social media in scholarly communication. This Special Issue does so by providing an overview of current research on the indicators and metrics grouped under the umbrella term of altmetrics, on their relationships with traditional indicators of scientific activity, and on the uses that are made of the various social media platforms - on which these indicators are based - by scientists of various disciplines.

    Abstract
    Purpose The purpose of this paper is to analyse the author self-citation behavior in the field of Library and Information Science. Various factors governing the author self-citation behavior have also been studied. Design/methodology/approach The 2012 edition of Social Science Citation Index was consulted for the selection of LIS journals. Under the subject heading "Information Science and Library Science" there were 84 journals and out of these 12 journals were selected for the study based on systematic sampling. The study was confined to original research and review articles that were published in select journals in the year 2009. The main reason to choose 2009 was to get at least five years (2009-2013) citation data from Web of Science Core Collection (excluding Book Citation Index) and SciELO Citation Index. A citation was treated as self-citation whenever one of the authors of citing and cited paper was common, i.e., the set of co-authors of the citing paper and that of the cited one are not disjoint. To minimize the risk of homonyms, spelling variances and misspelling in authors' names, the authors compared full author names in citing and cited articles. Findings A positive correlation between number of authors and total number of citations exists with no correlation between number of authors and number/share of self-citations, i.e., self-citations are not affected by the number of co-authors in a paper. Articles which are produced in collaboration attract more self-citations than articles produced by only one author. There is no statistically significant variation in citations counts (total and self-citations) in works that are result of different types of collaboration. A strong and statistically significant positive correlation exists between total citation count and frequency of self-citations. No relation could be ascertained between total citation count and proportion of self-citations. Authors tend to cite more of their recent works than the work of other authors. Total citation count and number of self-citations are positively correlated with the impact factor of source publication and correlation coefficient for total citations is much higher than that for self-citations. A negative correlation exhibits between impact factor and the share of self-citations. Of particular note is that the correlation in all the cases is of weak nature. Research limitations/implications The research provides an understanding of the author self-citations in the field of LIS. readers are encouraged to further the study by taking into account large sample, tracing citations also from Book Citation Index (WoS) and comparing results with other allied subjects so as to validate the robustness of the findings of this study.     Abstract
    There are powerful reasons for and against research ers taking the lead in formulating research impact measures for disciplines in the humanities, social sciences and creative arts (HSSCA). On balance, the reasons in favour are stronger, not least because such measures are otherwise apt to be formulated badly by those with little expertise. This invites us to inquire about the sorts of measures would best apply to HSSCA disciplines (among others), and whether some of the more popular impact measures, such as citation indices, really are reasonable indicators of impact or quality in these domains. It also raises questions about how burgeoning modes of research, knowledge mobilization, and impact tracking in the digital domain play into HSSCA research measures. On reflection, empirically adequate and arithmetically meaningful HSSCA impact measures will be pluralistic, non-reductive, and highly context-dependent; they are unlikely to lend themselves to the current pseudoscience of single-dimensional ordinal rankings between research institutions. Nevertheless they may support comparisons of interesting sorts, and enable assessments for accountability and planning purposes.
