Abstract

Es wird nachvollzogen. wie sich der Prozess zum Weltgipfel zur Informationsgesellschaft (WSIS) entwickelt, der Ende 2003 in Genf und im November 2005 in Tunis stattfinden soll. Insbesondere wird auf Probleme der Integration der bei WSIS vertretenen vier Hauptgruppen - Regierungsdelegationen, drei Beobachtergruppen: Internationale Organisationen, Privatwirtschaft und Zivilgesellschaft - hingewiesen. Eine besondere Herausforderung stellt der anzustrebende Ausgleich zwischen den Interessen der Länder des Südens und denjenigen der entwickelten Länder dar. Natürlich geht es um die globale Verfügung über die Informations- und Kommunikationstechnologien sowie vor allem um die Dienste und Inhalte. Wer hat unter welchen Bedingungen Zugriff zum Wissen der Welt ("right to read"), und wer kann seine eigenen Inhalte ("local content") in die Netzwerke einbringen ("right to write" und "right to communicate"). Zu vermeiden, dass sich aus dieser InterEs wird nachvollzogen, wie sich der Prozess zum Weltgipfel zur Informationsgesellschaft essenauseinandersetzung ein ähnlich fataler Streit entwickelt, wie er um 1980 herum um eine neue Weltkommunikationsordnung geführt wurde, wird besondere politische Kunst erfordern (die bislang in Deutschland mit Blick auf WSIS bislang nicht zu erkennen ist). Der bis zur zweiten Vorbereitungskonferenz (PrepCom2 in Genf Ende Februar 2003) erreichte Stand wird dargestellt, vor allem mit Blick auf die ersten Entwürfe der Regierungsdelegationen für Deklaration und Aktionsplan und die Reaktionen deranderen Beobachtergruppen, vor allem aus Sicht der hier besonders aktiven zivilgesellschaftlichen Gruppen. Es deutet sich, dass das programmatische Konzept von WSIS "inclusive and sustainable knowledge and Information society" werden könnte.
