    Abstract
    A summary of brain theory is given so far as it is contained within the framework of Localization Theory. Difficulties of this "conventional theory" are traced back to a specific deficiency: there is no way to express relations between active cells (as for instance their representing parts of the same object). A new theory is proposed to cure this deficiency. It introduces a new kind of dynamical control, termed synaptic modulation, according to which synapses switch between a conducting and a non- conducting state. The dynamics of this variable is controlled on a fast time scale by correlations in the temporal fine structure of cellular signals. Furthermore, conventional synaptic plasticity is replaced by a refined version. Synaptic modulation and plasticity form the basis for short-term and long-term memory, respectively. Signal correlations, shaped by the variable network, express structure and relationships within objects. In particular, the figure-ground problem may be solved in this way. Synaptic modulation introduces exibility into cerebral networks which is necessary to solve the invariance problem. Since momentarily useless connections are deactivated, interference between di erent memory traces can be reduced, and memory capacity increased, in comparison with conventional associative memory

    Abstract
    Early in 1988 the East German Akademie der Wissenschaften set up in the Centre for Scientific Equipment the local computer network ELAN. This offers data base access, including to data of other network members, and an electronic mail system. Users of the network include directors and workers in research and deelopment projects, and in technological production, business and safety processes. The role played by the network in the provision of information to educational institutions is central. The network is being perfected in conjunction with standardisation and coordination of information technology equipment in other activities of the center. Consistent use of technical processes has led to rationalisation of work. Resistance among users to the new facility must be overcome, for example by adding their research papers to the data base.

    HyperNews is a prototype user interface to reading the articles coming in over the Unix network news. HyperNews automatically constucts hypertext links between articles which are part of a stream of articles commenting on each other, and it also constructs links to articles outside these streams if they are considered related to the current article according to y similarity rating based on a information retrieval formula.

    Abstract
    It is shown that the cognitive paradigm may be an orientation mark for automatic classification. On the basis of research in Artificial Intelligence, the cognitive paradigm - as opposed to the behavioristic paradigm - was developed as a multiplicity of competitive world-views. This is the thesis of DeMey in his book "The cognitive paradigm". Multiplicity in a loosely-coupled network of cognitive knots is also the principle of dynamic restlessness.     Abstract
    Bibliographic records available in WLN (Western Library Network, formerly Washington Library Network) for works which are both by and about authors or artists are evaluated to show the inconsistency in the assignment by descriptive and subject catalogers of subject headings and author access points. The physical description and classification of these works is also examined in relation to its relevance in online use/retrieval. Bibliographic records created over a decade or more illustrate this persistent problem of access which affects retrieval in both DIALOG and WLN online systems as well as in card catalogs. The article includes suggestions for catalogers, particularly those working with art or literature subjects, to improve the situation.
