    Abstract
    The Royal Society Scientific Information Conference of 1948 was a top level attempt to look at scientific and technical information in the light of the post-war growth of the literature. Some of the large number of recommendations have been made irrelevant by advances in technology, and some, for example those relating to bibliographic control of books and comprehensive collecting of scientific literature, have been overtaken by action. Most recommendations, however, are unfinished - some unfinishable - business. The recommendations relating to control over the number and format of journals and cooperation between abstracting journals were never realistic. Issues that are still live include library co-operation and copyright. The 1948 conference may have had few direct effects, but it helped to create a climate where improvements were easier to make. Political and technological changes in the world since then have led to a very different environment, in which information is held to bave a commercial value, the private sector plays a greater part, and market forces rule. A similar conference in 1998 would have a very different agenda

    While the literature identifies some broad approaches to subject analysis there is little supporting empirical evidence and few attempts to explicate any specifiable procedures. A productive step forward with indexing research would be to begin by examining how indexers actually undertake the process of subject analysis and to explore systematically factors that guide and influence this process. This would shed some light on a theory of subject analysis, clarify some of the central concepts of indexing, and provide an intelligent knowledge-base for effective, academic indexing practice

    Examines copyright from an international perspective, looking at what constitutes copyright in different countries; the rights enjoyed by a copyright; owner; infringement by restricted acts; existing international and European treaties; electronic copyright and contracts; the definition of literary works; and fair dealing. Focuses in particular on the implications of electronic document delivery. Copyright law does not keep up with technical developments, making publishers nervous of the new technologies. In the light of the Follett Report the time seems right for a radical rethink, and the various parties involved should grasp this opportunity
