    Abstract
    Wie wird sich die Privatsphäre im Zeitalter digitaler Vernetzung effektiv schützen lassen? Was können Staat und Recht leisten und wo müssen die Bürger als Datensubjekte selbst agieren? Wie lassen sich Innovationen fördern und Daten zum Allgemeinwohl nutzen, ohne dass dabei die Grundrechte der Datensubjekte leiden? Viele Fragen zum Datenschutz sind noch ungeklärt, verlangen aber nach fachübergreifenden Debatten. Diesem Bedürfnis stellt sich die unabhängige Stiftung Datenschutz als Herausgeberin mit Band 1 der neuen Schriftenreihe DatenDebatten, in dem es um die Zukunft der informationellen Selbstbestimmung geht. Band 1 der DatenDebatten führt Utopien und Dystopien zum Datenschutz zusammen und wirft einen spannenden Blick auf die kommende Entwicklung des Schutzes der Privatsphäre. Möglich wurde das durch namhafte Autoren verschiedener Disziplinen und Professionen. Unter ihnen sind u.a. - Peter Schaar (Vorsitzender der Europäischen Akademie für Informationsfreiheit und Datenschutz und ehemaliger Bundesbeauftragter für den Datenschutz und die Informationsfreiheit), - Prof. Dr. Hans Peter Bull (emeritierter Professor für Öffentliches Recht und Verwaltungswissenschaften und erster Bundesbeauftragter für den Datenschutz) sowie - Sabine Leutheusser-Schnarrenberger (frühere Bundesjustizministerin). Als gemeinnützige Einrichtung des Bundes beleuchtet die Stiftung Datenschutz die Aspekte des Datenschutzes neutral und frei von gewerblichen oder behördlichen Interessen. Datenschutz ist nicht nur Recht und Technik. Die neue Reihe DatenDebatten gibt der Diskussion um die Zukunft der Daten auf dem Weg zu einem Datenrecht deshalb einen größeren Rahmen. Die Schriftenreihe DatenDebatten richtet sich an Personen aus Wissenschaft, Politik, Wirtschaft, Aufsicht und Beratung, die sich mit Datenschutz und seinen Grundlagen befassen. (2016-01-29)

    Der frühere Bundesbeauftragte für Datenschutz Hans Peter Bull schreibt, wie aus seiner Sicht die Zukunft der informationellen Selbstbestimmung aussieht und weist in diesem Zusammenhang auf die Kompliziertheit und Unübersichtlichkeit des Anspruchs hin, die daraus folgen, dass der Gesetzgeber nicht jeden Umgang mit Daten im Voraus regeln kann. Kritisch mit der Datenschutz-Grundverordnung setzt sich der ehemalige Sächsische Datenschutzbeauftragte Thomas Giesen auseinander. Er legt die aus seiner Sicht fehlende Regelungskompetenz der EU dar, verzichtet aber auch nicht darauf, sich Grundprinzipien in Abschnitten wie »Was sind Daten?« oder »Informationelle Selbstbestimmung ist unmöglich« zu hinterfragen. Die Erreichung eines wirksamen Datenschutzes durch die Rolle des Rechts stellt der Wissenschaftler Jürgen Kühling vor. Die Bundesjustizministerin a.D. Sabine Leutheusser-Schnarrenberger geht in ihrem Beitrag zur Verantwortung der Internet-Giganten auch auf den Aspekt des Privatheitkonzepts und die Schutzpflicht des Staates ein. Kai von Lewinski trägt mit seiner Kurzfassung seiner Matrix des Datenschutzrechts eine Begriffsfeldanalyse bei und versucht daraus eine Zukunftsvorhersage abzuleiten. Unter anderem mit der Erwartungshaltung der Betroffenen beschäftigt sich Bettina Robrecht in ihrem Beitrag zu dem »Gesellschaftlichen Wandel und Digitalisierung«. Peter Schaar mahnt in seinem Kapitel »Datenschutz ohne Zukunft« an, dass der Datenschutz-Grundverordnung weitere Maßnahmen folgen müssen, um zu einem globalen Verständnis zu führen, auf dessen Grundlage das in den Grund- und Menschenechten garantierte Recht auf Privatsphäre und Datenschutz global durchgesetzt werden kann.

    Abstract
    Environmental changes are the result of complex interplay among a number of natural and human-related systems. The global ggregate of interactive linkanges among the major systems that affect the environment has become defined as 'global change', The term is intended to encompass the full range of global issues and interactions concerning natural and human-induced changes in the earth's environment. The Global Change Research Act of 1990 defines global change as 'changes in the global environment (including alterations in climate, land productivity, oceans or other water resources, atmospheric chemistry, and ecological systems) that may alter understanding and predicting the cvauses and impacts of; and potential chnages in, atmospheric ozone and UV radiation; and natural climate fluctuations over seasonal to interannual time periods. Other related global issues include desertification, deforstation, land use management, and preservation of ecosystems". These articles deal with how the federal agencies and other organizations are working together to address the critical issues of our earth's changing environment

    Abstract
    The 15th International ISKO Conference has been held in Porto (Portugal) under the topic Challenges and opportunities for KO in the digital age. ISKO has been organizing biennial international conferences since 1990, in order to promote a space for debate among Knowledge Organization (KO) scholars and practitioners all over the world. The topics under discussion in the 15th International ISKO Conference are intended to cover a wide range of issues that, in a very incisive way, constitute challenges, obstacles and questions in the field of KO, but also highlight ways and open innovative perspectives for this area in a world undergoing constant change, due to the digital revolution that unavoidably moulds our society. Accordingly, the three aggregating themes, chosen to fit the proposals for papers and posters to be submitted, are as follows: 1 - Foundations and methods for KO; 2 - Interoperability towards information access; 3 - Societal challenges in KO. In addition to these themes, the inaugural session includes a keynote speech by Prof. David Bawden of City University London, entitled Supporting truth and promoting understanding: knowledge organization and the curation of the infosphere.

    Abstract
    The Internet has been integral to the globalization of a range of goods and production, from intellectual property and scientific research to political discourse and cultural symbols. Yet the ease with which it allows information to flow at a global level presents enormous regulatory challenges. Understanding if, when, and how the law should regulate online, international flows of information requires a firm grasp of past, present, and future patterns of information flow, and their political, economic, social, and cultural consequences.In The Global Flow of Information, specialists from law, economics, public policy, international studies, and other disciplines probe the issues that lie at the intersection of globalization, law, and technology, and pay particular attention to the wider contextual question of Internet regulation in a globalized world. While individual essays examine everything from the pharmaceutical industry to television to "information warfare" against suspected enemies of the state, all contributors address the fundamental question of whether or not the flow of information across national borders can be controlled, and what role the law should play in regulating global information flows.

    Abstract
    In an ideal world, everyone would always have the right information, in the right form, with the right context, right when they needed it. Unfortunately, we do not live in an ideal world. This book looks at how people in the real world currently manage to store and process the massive amounts of information that overload their senses and their systems, and discusses how tools can help bring these real information interactions closer to the ideal. Personal information management (PIM) is the practice and study of the activities people perform to acquire, organize, maintain, and retrieve information for everyday use. PIM is a growing area of interest as we all strive for better use of our limited personal resources of time, money, and energy, as well as greater workplace efficiency and productivity. Personal information is currently fragmented across electronic documents, email messages, paper documents, digital photographs, music, videos, instant messages, and so on. Each type of information is organized and used to complete different tasks and to fulfill disparate roles and responsibilities in an individual's life. Existing PIM tools are partly responsible for this fragmentation. They can also be part of the solution that brings information together again. A major contribution of this book is its integrative treatment of PIM-related research. The book grows out of a workshop on PIM sponsored by the National Science Foundation, held in Seattle, Washington, in 2006. Scholars from major universities and researchers from companies such as Microsoft Research, Google, and IBM offer approaches to conceptual problems of information management. In doing so, they provide a framework for thinking about PIM as an area for future research and innovation.

Kommt also die Intelligenz aus dem Web oder dient die Intelligenz als Werkzeug für das Web? Der Tagungsband ist seit Anfang 2003 verfügbar und bietet nun den Anlass, diesen Begriff anhand der darin präsentierten Inhalte zu bewerten. Die Herausgeber führen in ihrem einleitenden Artikel gleich die Abkürzung WI ein und versuchen tatsächlich "Web Intelligence" als neue Sub-Disziplin der Informatik zu etablieren. Zu diesem Zweck greifen sie auch auf die Anzahl der Nachweise für diese Phrase in Suchmaschinen zu. Zwar lieferten die Systeme angeblich Zahlen von über einer Million (S. 4), aber dies überzeugt sicher noch niemanden, das Studium der WI aufzunehmen. Allerdings weist dieses Vorgehen schon auf einen Kern der WI hin: man versucht, aus dem im Web gespeicherten Wissen neues Wissen zu generieren. Damit wäre man sehr nahe am Data oder eben Web-Mining, jedoch geht die Definition der Autoren darüber hinaus. Sie wollen WI verstanden wissen als die Anwendung von Künstlicher Intelligenz sowie Informationstechnologie im Internet (S. 2). Da nun Künstliche Intelligenz bei allen Meinungsverschiedenheiten sicherlich nicht ohne Informationstechnologie denkbar ist, wirkt die Definition nicht ganz überzeugend. Allerdings beschwichtigen die Autoren im gleichen Atemzug und versichern, diese Definition solle ohnehin keine Forschungsrichtung ausschließen. Somit bietet sich eher eine Umfangsdefinition an. Diese solle die wichtigsten Stoßrichtungen des Buchs und damit auch der Tagung umfassen. Als Ausgangspunkt dient dazu auch eine Liste der Herausgeber (S. 7f.), die hier aber etwas modifiziert wird: - Grundlagen von Web Informationssystemen (Protokolle, Technologien, Standards) - Web Information Retrieval, WebMining und Farming - Informationsmanagement unter WebBedingungen - Mensch-Maschine Interaktion unter Web-Bedingungen (hier "HumanMedia Engineering" S. XII) Eine grobe Einteilung wie diese ist zwar übersichtlich, führt aber zwangsläufig zu Ouerschnittsthemen. In diesem Fall zählt dazu das Semantic Web, an dem momentan sehr intensiv geforscht wird. Das Semantic Web will das Unbehagen mit der Anarchie im Netz und daraus folgenden Problemen für die Suchmaschinen überwinden, indem das gesamte Wissen im Web auch explizit als solches gekennzeichnet wird. Tauchen auf einer WebSeite zwei Namen auf und einer ist der des Autors und der andere der eines Sponsors, so erlauben neue Technologien, diese auch als solche zu bezeichnen. Noch wichtiger, wie in einer Datenbank sollen nun Abfragen möglich sein, welche andere Seiten aus dem Web liefen, die z.B. den gleichen Sponsor, aber einen anderen Autor haben. Dieser Thematik widmen sich etwa Hendler & Feigenbaum. Das Semantic Web stellt ein Ouerschnittsthema dar, da dafür neue Technologien (Mizoguchi) und ein neuartiges Informationsmanagement erforderlich sind (z.B. Stuckenschmidt & van Harmelen), die Suchverfahren angepasst werden und natürlich auch auf die Benutzer neue Herausforderungen zukommen. Diesem Aspekt, inwieweit Benutzer solche Anfragen überhaupt stellen werden, widmet sich in diesem Band übrigens niemand ernsthaft. Im Folgenden sollen die einzelnen Themengebiete anhand der im Band enthaltenen Inhalte näher bestimmt werden, bevor abschließend der Versuch eines Resümees erfolgt.

The book is significant in that it captures both the rich history of partnership between the fields, and because it demonstrates clearly the incomplete nature of our understanding of that partnership. In the post-9/11 world, such understanding is increasingly important, as we struggle with the problem of transforming information into intelligence and intelligence into effective policy. Information science has an important role to play in meeting these challenges, but the sometimesambiguous nature of the field combined with similar uncertainties over what constitutes intelligence, makes any attempt at definitive answers problematic. The book is a collection of works from different contributors, in the words of one editor "not so much a created work as an aggregation" (p. 1). More than just an edited collection of papers, the book draws from the personal experiences of several prominent information scientists who also served as intelligence professionals from World War II onward. The result is a book that feels very personal and at times impassioned. The contributors attempt to shed light on an often-closed community of practice, a discipline that depends simultaneously on access to information and on secrecy. Intelligence, like information science, is also a discipline that finds itself increasingly attracted to and dependent upon technology, and an underlying question of the book is where and how technology benefits intelligence (as opposed to only masking more fundamental problems of process and analysis and providing little or no actual value).
    The role of technology in both intelligence and information science is just one question explored in Covert and Overt, which takes on more fundamental issues as well. Even the ubiquitous "What is information?" debate is revisited. But the questions asked are always subordinate to the overarching theme of bringing concepts and techniques of intelligence and information science together and examining the results. The process and lifecycle of intelligence is explored and mapped to information science methods, primarily indexing and information retrieval. In more historical explorations undertaken by contributors, it becomes apparent that intelligence and information science have always been closely aligned, but that this alignment is not always perceived by those engaged in intelligence work. Interestingly, and probably not surprisingly, a general consensus seems to be that library and information science practitioners involved in intelligence were (and are) more capable of seeing the complementary nature of the techniques information science brings to intelligence services than many intelligence professionals, who often needed demonstrations of efficacy to be convinced. Structurally, the book is divided into four parts, moving from anecdotal accounts through to discussions of definition and theory. Part 1, "Information Science and Intelligence: Reminiscences and Reflections from World War II to Today" is comprised of the personal stories of information scientists who also served as intelligence professionals at various times during and since World War II, collected from special panel presentations at the 2001 and 2002 American Society for Information Science and Technology (ASIS&T) annual conferences. These contributors include former American and British servicemen and intelligence officers who all relate a common experience of dealing with information, documents, and other records in the pursuit of intelligence goals.
