    Abstract
    Dewey Decimal Classification and Relative Index, Edition 22 (DDC 22) will be issued simultaneously in print and web versions in July 2003. The new edition is the first full print update to the Dewey Decimal Classification system in seven years-it includes several significant updates and many new numbers and topics. DDC 22 also features some fundamental structural changes that have been introduced with the goals of promoting classifier efficiency and improving the DDC for use in a variety of applications in the web environment. Most importantly, the content of the new edition has been shaped by the needs and recommendations of Dewey users around the world. The worldwide user community has an important role in shaping the future of the DDC.

    Abstract
    The Bibliographic Control Division of the International Federation of Library Associations and Institutions (IFLA) consists of three sections: bibliography, cataloguing, and classification. The cataloguing section, which focuses on descriptive cataloguing, is one of the oldest within IFLA, having been founded in 1935 as the IFLA Committee on Uniform Cataloguing Rules. It became the Committee on Cataloguing in 1970. The committee played a key role in planning and convening the International Conference on Cataloguing Principles held in Paris in 1961 and the International Meeting of Cataloguing Experts held in Copenhagen in 1969. The Copenhagen conference provided the impetus to develop the International Standard Bibliographic Descriptions (ISBD). The Committee on Cataloguing established a systematic process for the revision of the ISBDs. The cataloguing section focuses on traditional cataloguing standards and on the impact of electronic resources and technology on these standards. The section has initiated several projects at the international level to facilitate access to information.

    Abstract
    Catalogers have become interdependent in their pursuit to provide bibliographic control and access. This interdependency has brought with it the need for greater agreement in applying common cataloging policies and rules. The expanded application of AACR2 (Anglo-American Cataloguing Rules) is fostering greater uniformity in the provision of bibliographic description and access. The rules have been translated into numerous languages and used in European, Middle Eastern, and Latin American countries. Cataloging committees and individual libraries in Europe and South Africa have expressed strong interest in adopting, adapting, or aligning with AACR2. PCC (Program for Cooperative Cataloguing) is one of the most successful cooperative cataloging efforts and has a considerable international component, which encourages the use of AACR, LCSH (Library of Congress Subject Headings), and MARC. AACR2 is successful on an international level because it is based in internationally developed standards, including ISBDs and the Paris Principles. ISBDs (International Standard Bibliographic Description) and the Functional Requirements for Bibliographic Records are examples of the contributions that IFLA (International Federation of Library Associations and Institutions) has made to the internationalization of cataloging. IFLA sponsored the international conference that resulted in the Paris Principles as well as subsequent projects to craft international policy in relation to uniform headings for persons, corporate bodies, and titles.

    Abstract
    International co-authorship relations and university-industry-government (Triple Helix) relations have hitherto been studied separately. Using Japanese publication data for the 1981-2004 period, we were able to study both kinds of relations in a single design. In the Japanese file, 1,277,030 articles with at least one Japanese address were attributed to the three sectors, and we know additionally whether these papers were coauthored internationally. Using the mutual information in three and four dimensions, respectively, we show that the Japanese Triple-Helix system has been continuously eroded at the national level. However, since the mid-1990s, international coauthorship relations have contributed to a reduction of the uncertainty at the national level. In other words, the national publication system of Japan has developed a capacity to retain surplus value generated internationally. In a final section, we compare these results with an analysis based on similar data for Canada. A relative uncoupling of national university-industry-government relations because of international collaborations is indicated in both countries.
