    Abstract
    The Internet is a giant semiotic system. It is a massive collection of Peirce's three kinds of signs: icons, which show the form of something; indices, which point to something; and symbols, which represent something according to some convention. But current proposals for ontologies and metadata have overlooked some of the most important features of signs. A sign has three aspects: it is (1) an entity that represents (2) another entity to (3) an agent. By looking only at the signs themselves, some metadata proposals have lost sight of the entities they represent and the agents - human, animal, or robot - which interpret them. With its three branches of syntax, semantics, and pragmatics, semiotics provides guidelines for organizing and using signs to represent something to someone for some purpose. Besides representation, semiotics also supports methods for translating patterns of signs intended for one purpose to other patterns intended for different but related purposes. This article shows how the fundamental semiotic primitives are represented in semantically equivalent notations for logic, including controlled natural languages and various computer languages

    Abstract
    Authority control of Spanish-language subject headings is described, with a special focus on Mexico. Efforts currently underway in Colombia, Chile, Spain and Mexico, although they share the same language, are somewhat lacking in standardization and cooperation among countries. In the absence of a national authority for bibliographic control in Mexico, a group of university libraries has initiated a cooperative project to build in the near future a national file of Spanish subject headings for the Social Sciences. The project, based upon the experience and rich collections of El Colegio de Mexico, has attracted support from the U.S. Library of Congress and is being partially financed by the U.S.-Mexican Fund for Culture (sponsored by the Rockefeller and Bancomer Foundations). The paper mentions some of the difficulties found in translating LCSH, which is the main resource for the project. These difficulties can include semantics, syndetic structure, or pragmatic problems; most have been solved by supplementing the LCSH with Spanish-language subject heading lists or thesauri

    Abstract
    This work is an attempt to visually document all established mechanisms of an injury event. It is based upon the World Health Organization document, International Classification of Diseases - The External Causes Code, that demarcates and categorizes all possible combinations of mechanisms of injury as several thousand E-codes. The repetitive, non-descriptive noun and verb use, translating injury events, present a curiously obscure version of a real, unique, often traumatic and personal experience. Highly edited, transplanted and all specific references lost, the reader of this World Health Organization document must supply their own specific interpretation. The External Cause Codes, obsessed with quantifiable detail, remain fragmentary. These codes indicate extensive exclusions and abstract divisions - difference pushed to indifference. The Injury Project accentuates this vague and outrageously arbitrary principle of word selection inherent within this conventional, formal and scientific document. As an example, The Injury Project - Traffic Series is one of several series from The External Cause Codes in the original exhibition. It includes thirty-two digital image groups. Referencing the established sequence of words appearing in a select number of E-codes, (all injury events that involve the "mechanism" of injury as Traffic) each image group incorporates a procession of generic visual images attempting to objectively represent the nonspecific words used. Thus, the image group entitled Traffic, MC vs. highway Object includes three images within a frame: an image of "Traffic," an image of a "MC" (motorcycle) and an image depicting "Highway Object". Titles for each framed image correspond directly with the sequenced E-code numbers and word descriptions as they exist within The External Causes Code document.     Merely translating web sites is not sufficient for serving international clienteles. Web sites need to be "localised". This involves adapting various informational aspects to address the local population in such a way that users understand the content and its use in the context of their own culture. A cultural marker denotes a convention used on a web site to address a particular population. Research in the area of localisation has concentrated on commercial web sites and software. We found that localisation of cultural web sites increases the complexity of the information management issues. As a project of the Section on Audiovisual and Multimedia of IFLA, a kind for localising the The Moving Image Collections (MIC) site was developed, then tested by using it to localise a selection of pages from the web site in French, Spanish, and Arabic. The kit, in the form of a .pdf file, can be used to produce a version of the MIC site localised for any other language or ethnic community.

    The highly-structured data standards of the Semantic Web contain a promising venue for the migration of library subject access standards onto the World Wide Web. The new functionalities of the Web, however, along with the anticipated capabilities of intelligent Web agents, suggest that information on the Semantic Web will have much more flexibility, diversity and mutability. We need, therefore, a method for recognizing and assessing the principles whereby Semantic Web information can combine together in productive and useful ways. This paper will argue that the concept of warrant in traditional library science, can provide a useful means of translating library knowledge structures into Web-based knowledge structures. Using Derrida's concept of logocentrism, this paper suggests that what while "warrant" in library science traditionally alludes to the principles by which concepts are admitted into the design of a classification or access system, "warrant" on the Semantic Web alludes to the principles by which Web resources can be admitted into a network of information uses. Furthermore, library information practice suggests a far more complex network of warrant concepts that provide a subtlety and richness to knowledge organization that the Semantic Web has not yet attained.
