Classification is often regarded as one of the core subdisciplines of the field and as one of the core qualifications of library and information professionals. Nevertheless, no classification researchers (not even S.R. Ranganathan or Jack Mills-and none of the authors in the book under review) are visible in bibliometric maps of LIS (e.g., White & McCain, 1998)! One of the problems in this book is that it fails to define classification and to distinguish between different kinds of classification. By only considering systems like Dewey, LC and facetted classifications, it fail to consider, for example, bibliometric approaches in LIS as kinds of classifications and thus to consider the basic strength and weakness of different methods of classification. In computer science the term "ontologies" is very popular, and can be considered a modern development in classification research. Vickery (1997) made a useful introduction to this research, but it is not considered in the present book. I have a feeling that most of the authors in this book (and other "classification researchers" as well) are more or less implicitly working from the presumption that classification is about printed documents, and certainly not full-text electronic retrieval. I am, of course, aware that some of the chapters in the book do explicitly consider the Internet and electronic retrieval. However, if the electronic environment is to be considered, one needs to compare the relative strength and weakness of all kinds of subject access points (cf., Hjorland & Kyllesbech Nielsen, 2001). One has to consider what utility-if any-classification codes can have in relation to all other kinds of access points. If what is considered "classification" is not considered in relation to the electronic challenge, it is in my opinion reduced to something of minor importance. In Chapter 3, Julian Warner actually does take a step toward considering inherent weaknesses in current approaches to Information Retrieval (IR), and this chapter is, in my view, the best one. I think he is right in making the point that the IR tradition has built on the assumption that the system should provide a set of records that satisfy a query. What an IR system, in his view, should do is enlarge the users' capacity for informed choice between the representation of objects in the given universe of discourse. "Such an enhanced capacity for informed choice broadly corresponds to exploratory capability. It should also be regarded as analogous to a sense of cognitive control over, or ability to discriminate between, representations of objects" (p. 36). His basic idea is not much unfolded in the present chapter, but I think his line of research looks promising.

    Abstract
    In Information and Intrigue Colin Burke tells the story of one man's plan to revolutionize the world's science information systems and how science itself became enmeshed with ideology and the institutions of modern liberalism. In the 1890s, the idealistic American Herbert Haviland Field established the Concilium Bibliographicum, a Switzerland-based science information service that sent millions of index cards to American and European scientists. Field's radical new idea was to index major ideas rather than books or documents. In his struggle to create and maintain his system, Field became entangled with nationalistic struggles over the control of science information, the new system of American philanthropy (powered by millionaires), the politics of an emerging American professional science, and in the efforts of another information visionary, Paul Otlet, to create a pre-digital worldwide database for all subjects. World War I shuttered the Concilium, and postwar efforts to revive it failed. Field himself died in the influenza epidemic of 1918. Burke carries the story into the next generation, however, describing the astonishingly varied career of Field's son, Noel, who became a diplomat, an information source for Soviet intelligence (as was his friend Alger Hiss), a secret World War II informant for Allen Dulles, and a prisoner of Stalin. Along the way, Burke touches on a range of topics, including the new entrepreneurial university, Soviet espionage in America, and further efforts to classify knowledge.

    Abstract
    In 1934, a Belgian entrepreneur named Paul Otlet sketched out plans for a worldwide network of computers-or "electric telescopes," as he called them - that would allow people anywhere in the world to search and browse through millions of books, newspapers, photographs, films and sound recordings, all linked together in what he termed a reseau mondial: a "worldwide web." Today, Otlet and his visionary proto-Internet have been all but forgotten, thanks to a series of historical misfortunes - not least of which involved the Nazis marching into Brussels and destroying most of his life's work. In the years since Otlet's death, however, the world has witnessed the emergence of a global network that has proved him right about the possibilities - and the perils - of networked information. In Cataloging the World, Alex Wright brings to light the forgotten genius of Paul Otlet, an introverted librarian who harbored a bookworm's dream to organize all the world's information. Recognizing the limitations of traditional libraries and archives, Otlet began to imagine a radically new way of organizing information, and undertook his life's great work: a universal bibliography of all the world's published knowledge that ultimately totaled more than 12 million individual entries. That effort eventually evolved into the Mundaneum, a vast "city of knowledge" that opened its doors to the public in 1921 to widespread attention. Like many ambitious dreams, however, Otlet's eventually faltered, a victim to technological constraints and political upheaval in Europe on the eve of World War II. Wright tells not just the story of a failed entrepreneur, but the story of a powerful idea - the dream of universal knowledge - that has captivated humankind since before the great Library at Alexandria. Cataloging the World explores this story through the prism of today's digital age, considering the intellectual challenge and tantalizing vision of Otlet's digital universe that in some ways seems far more sophisticated than the Web as we know it today.

    Abstract
    That there is a "digital divide" - which falls between those who have and can afford the latest in technological tools and those who have neither in our society - is indisputable. "Virtual Inequality" redefines the issue as it explores the cascades of that divide, which involve access, skill, political participation, as well as the obvious economics. Computer and Internet access are insufficient without the skill to use the technology, and economic opportunity and political participation provide primary justification for realizing that this inequality is a public problem and not simply a matter of private misfortune. Defying those who say the divide is growing smaller, this volume, based on a national survey that includes data from over 1800 respondents in low-income communities, shows otherwise. In addition to demonstrating why disparities persist in such areas as technological abilities, the survey also shows that the digitally disadvantaged often share many of the same beliefs as their more privileged counterparts. African-Americans, for instance, are even more positive in their attitudes toward technology than whites are in many respects, contrary to conventional wisdom. The rigorous research on which the conclusions are based is presented accessibly and in an easy-to-follow manner. Not content with analysis alone, nor the untangling of the complexities of policymaking, "Virtual Inequality" views the digital divide compassionately in its human dimensions and recommends a set of practical and common-sense policy strategies. Inequality, even in a virtual form this book reminds us, is unacceptable and a situation that society is compelled to address.

The conference gathered together information and computer scientists to discuss an important and difficult question: in what specific ways can the accumulated skills, theories and traditions of librarianship be mobilized to face the challenges of providing subject access to information in present and future networked information environments? The papers which grapple with this question are organized in a surprisingly deft and coherent way. Many conferences and proceedings have unhappy sessions that contain a hodge-podge of papers that didn't quite fit any other categories. As befits a good classificationist, editor I.C. McIlwaine has kept this problem to a minimum. The papers are organized into eight sessions, which split into two broad categories. The first five sessions deal with subject domains, and the last three deal with subject access tools. The five sessions and thirteen papers that discuss access in different domains appear in order of in creasing intension. The first papers deal with access in multilingual environments, followed by papers an access across multiple vocabularies and across sectors, ending up with studies of domain-specific retrieval (primarily education). Some of the papers offer predictably strong work by scholars engaged in ongoing, long-term research. Gerard Riesthuis offers a clear analysis of the complexities of negotiating non-identical thesauri, particularly in cases where hierarchical structure varies across different languages. Hope Olson and Dennis Ward use Olson's familiar and welcome method of using provocative and unconventional theory to generate meliorative approaches to blas in general subject access schemes. Many papers, an the other hand, deal with specific ongoing projects: Renardus, The High Level Thesaurus Project, The Colorado Digitization Project and The Iter Bibliography for medieval and Renaissance material. Most of these papers display a similar structure: an explanation of the theory and purpose of the project, an account of problems encountered in the implementation, and a discussion of the results, both promising and disappointing, thus far. Of these papers, the account of the Multilanguage Access to Subjects Project in Europe (MACS) deserves special mention. In describing how the project is founded an the principle of the equality of languages, with each subject heading language maintained in its own database, and with no single language used as a pivot for the others, Elisabeth Freyre and Max Naudi offer a particularly vivid example of the way the ethics of librarianship translate into pragmatic contexts and concrete procedures. The three sessions and nine papers devoted to subject access tools split into two kinds: papers that discuss the use of theory and research to generate new tools for a networked environment, and those that discuss the transformation of traditional subject access tools in this environment. In the new tool development area, Mary Burke provides a promising example of the bidirectional approach that is so often necessary: in her case study of user-driven classification of photographs, she user personal construct theory to clarify the practice of classification, while at the same time using practice to test the theory. Carol Bean and Rebecca Green offer an intriguing combination of librarianship and computer science, importing frame representation technique from artificial intelligence to standardize syntagmatic relationships to enhance recall and precision.

It is clearly a formidable task. Warner succeeds occasionally in this endeavor; more often, he fails. Yet, it would be wrong to mark Humanizing Information Technology as a book not worth reading. On the contrary, though much fault was found and this review is far from positive, it was nevertheless a book well-worth reading. That Humanizing Information Technology succeeds at all is in some ways remarkable, because Warner's prose tends to be dense and graceless, and understanding his commentaries often relies an close readings of a wide array of sources, some of them familiar, many of them less so. The inaccessibility of Warner's prose is unfortunate; there is not a single idea in Humanizing Information Technology so complicated that it could not have been stated in a clear, straightforward manner. The failure to establish a clear, sufficiently füll context for the more obscure sources is an even more serious problem. Perhaps the most conspicuous example of this problem stems from the frequent examination of the concept of the "information society" and the related notion of information as an autonomous variable, each of them ideas drawn largely from Frank Webster's 1995 book, Theories of the Information Society. Several of Warner's essays contain passages in Humanizing Information Technology whose meaning and value are largely dependent an a familiarity with Webster's work. Yet, Warner never refers to Theories of the Information Society in more than cursory terms and never provides a context füll enough to understand the particular points of reference. Suffice it to say, Humanizing Information Technology is not a book for readers who lack patience or a thorough grounding in modern intellectual history. Warner's philosophical analyses, which frequently exhibit the meter, substance, and purpose of a carefully crafted comprehensive examination, are a large part of what is wrong with Humanizing Information Technology. Warner's successes come when he turns his attention away from Marxist scholasticism and toward historical events and trends. "Information Society or Cash Nexus?" the essay in which Warner compares the role of the United States as a "copyright haven" for most of the 19th century to modern China's similar status, is successful because it relies less an abstruse analysis and more an a sharply drawn comparison of the growth of two economies and parallel developments in the treatment of intellectual property. The essay establishes an illuminating context and cites historical precedents in the American experience suggesting that China's official positions toward intellectual property and related international conventions are likely to evolve and grow more mature as its economy expands and becomes more sophisticated. Similarly, the essay entitled "In the Catalogue Ye Go for Men" is effective because Warner comes dangerously close to pragmatism when he focuses an the possibility that aligning cataloging practice with the "paths and tracks" of discourse and its analysis may be the means by which to build more information systems that furnish a more direct basis for intellectual exploration.

    Abstract
    Keen's relentless "polemic" is on target about how a sea of amateur content threatens to swamp the most vital information and how blogs often reinforce one's own views rather than expand horizons. But his jeremiad about the death of "our cultural standards and moral values" heads swiftly downhill. Keen became somewhat notorious for a 2006 Weekly Standard essay equating Web 2.0 with Marxism; like Karl Marx, he offers a convincing overall critique but runs into trouble with the details. Readers will nod in recognition at Keen's general arguments - sure, the Web is full of "user-generated nonsense"! - but many will frown at his specific examples, which pretty uniformly miss the point. It's simply not a given, as Keen assumes, that Britannica is superior to Wikipedia, or that record-store clerks offer sounder advice than online friends with similar musical tastes, or that YouTube contains only "one or two blogs or songs or videos with real value." And Keen's fears that genuine talent will go unnourished are overstated: writers penned novels before there were publishers and copyright law; bands recorded songs before they had major-label deals. In its last third, the book runs off the rails completely, blaming Web 2.0 for online poker, child pornography, identity theft and betraying "Judeo-Christian ethics."

    Abstract
    Founded in 1800 as a resource for lawmakers, the Library of Congress is one of the greatest libraries in existence, with more than 110 million items in holding, including books in 450 different languages, national documents and art works. Conaway (The Smithsonian) investigates the Library's history from the vantage point of the 13 Librarians of Congress, to illustrate how their experiences and contributions have reflected political and intellectual developments in the U.S. Several Librarians of Congress stayed on for decades, dedicating their lives to the institution. The first, John J. Beckley, appointed in 1802 by President Thomas Jefferson, was confronted with an enormous challenge when the original collection was engulfed in flames during the British's burning of the Capitol by the British in 1812. Aimsworth Rand Spofford, appointed by Abraham Lincoln, succeeded in securing copyright deposit at the Library, thus ensuring its place as the national repository. Appointed by William McKinley, Herbert Putnam made the cataloging system available to U.S. libraries, while Archibald MacLeish, appointed by Franklin D. Roosevelt, established the Library as an important cultural center through his acquisitions and literature programs. The current Librarian of Congress, James H. Billington, appointed by Ronald Reagan, has made a good portion of the collection available electronically. This is an engrossing and comprehensive read, as much a history of the people who made the Library of Congress what it is today--a library to the world--as it is a rich chronicle of the magnificent institution.

    After several detailed examples of XML, Direen and Jones discuss sequence comparisons. The ability to create scored comparisons by such techniques as sequence alignment is fundamental to bioinformatics. For example, the function of a gene product may be inferred from similarity with a gene of known function but originating from a different organism and any information modeling method must facilitate such comparisons. One such comparison tool, BLAST utilizes a heuristic method has become the tool of choice for many years and is integrated into the NeoCore XMS (XML Management System) described herein. Any set of sequences that can be identified using an XPath query may thus become the targets of an embedded search. Again examples are given, though a BLASTp (protein) search is labeled as being BLASTn (nucleotide sequence) in one of them. Some variants of BLAST are computationally intensive, e.g., tBLASTx where a nucleotide sequence is dynamically translated in all six reading frames and compared against similarly translated database sequences. Though these variants are implemented in NeoCore XMS, it would be interesting to see runtimes for such comparisons. Obviously the utility of this and the other four quite specific examples will depend an your interest in the application area but two that are more research-oriented and general follow them. These chapters (on using XML with inductive databases and an XML warehouses) are both readable critical reviews of their respective subject areas. For those involved in the implementation of performance-critical applications an examination of benchmark results is mandatory, however very few would examine the benchmark tests themselves. The picture that emerges from this section is that no single set is comprehensive and that some functionalities are not addressed by any available benchmark. As always, there is no Substitute for an intimate knowledge of your data and how it is used. In a direct comparison of an XML-enabled and a native XML database system (unfortunately neither is named), the authors conclude that though the native system has the edge in handling large documents this comes at the expense of increasing index and data file size. The need to use legacy data and software will certainly favor the all-pervasive XML-enabled RDBMS such as Oracle 9i and IBM's DB2. Of more general utility is the chapter by Schmauch and Fellhauer comparing the approaches used by database systems for the storing of XML documents. Many of the limitations of current XML-handling systems may be traced to problems caused by the semi-structured nature of the documents and while the authors have no panacea, the chapter forms a useful discussion of the issues and even raises the ugly prospect that a return to the drawing board may be unavoidable. The book concludes with an appraisal of the current status of XML by the editors that perhaps focuses a little too little an the database side but overall I believe this book to be very useful indeed. Some of the indexing is a little idiosyncratic, for example some tags used in the examples are indexed (perhaps a separate examples index would be better) and Ron Bourret's excellent web site might be better placed under "Bourret" rather than under "Ron" but this doesn't really detract from the book's qualities. The broad spectrum and careful balance of theory and practice is a combination that both database and XML professionals will find valuable."

    Abstract
    Verfahren des Information Retrieval haben in den letzten Jahren eine enorme Bedeutung erlangt. Während diese Verfahren jahrzehntelang nur Einsatz in spezialisierten Datenbanken fanden, haben sie durch das Aufkommen von Suchmaschinen im World Wide Web mittlerweile eine zentrale Bedeutung in der Informationsversorgung eingenommen. Verfahren des Web Information Retrieval entscheiden darüber, welche Informationen von Nutzern gefunden werden; man spricht auch von einer "Gatekeeper"-Funktion der Suchmaschinen. Diese sind zum bedeutendsten Rechercheinstrument sowohl im privaten, beruflichen als auch wissenschaftlichen Bereich avanciert. Google, die berühmteste der "Information-Retrieval-Firmen", ist fast täglich in den Schlagzeilen zu finden. Immer neue Innovationen (nicht nur dieses Anbieters) zeigen die Web-Suche als dynamisches Feld. Vor allem wird durch die zahlreichen Neuerungen der letzten Jahre, teilweise erst der letzten Monate, deutlich, dass die Suche im Web trotz ihrer mittlerweile fast zehnjährigen Geschichte erst am Anfang steht. Dass dem Web Information Retrieval eine hohe Bedeutung zugemessen wird, zeigt sich auch im wachsenden Interesse kommerzieller Unternehmen an diesem Thema. Ein Blick auf die Sponsorenliste der letztjährigen Konferenz der ACM Special Interest Group on Information Retrieval mag dies verdeutlichen: Neben den wichtigen Suchmaschinen-Anbietern Google, Microsoft, Yahoo und Ask Jeeves finden sich auch Großunternehmen wie IBM, Canon und Sharp. Auch in der gesellschaftlichen Diskussion sind die Suchmaschinen angekommen: Es findet gegenwärtig eine Diskussion um die "Google-Gesellschaft" statt, wobei gefragt wird, inwieweit ein einzelner Anbieter bzw. wenige Anbieter darüber entscheiden sollten, welche Informationen beim Nutzer angelangen. In dieser Hinsicht befassen sich inzwischen auch politische Parteien mit dem Thema.     Chapter 2 (Technology and People) focuses an several theories of technological acceptance and diffusion. Unfortunately, Bruce's presentation is somewhat confusing as he moves from one theory to next, never quite connecting them into a logical sequence or coherent whole. Two theories are of particular interest to Bruce: the Theory of Diffusion of Innovations and the Theory of Planned Behavior. The Theory of Diffusion of Innovations is an "information-centric view of technology acceptance" in which technology adopters are placed in the information flows of society from which they learn about innovations and "drive innovation adoption decisions" (p. 20). The Theory of Planned Behavior maintains that the "performance of a behavior is a joint function of intentions and perceived behavioral control" (i.e., how muck control a person thinks they have) (pp. 22-23). Bruce combines these two theories to form the basis for the Technology Acceptance Model. This model posits that "an individual's acceptance of information technology is based an beliefs, attitudes, intentions, and behaviors" (p. 24). In all these theories and models echoes a recurring theme: "individual perceptions of the innovation or technology are critical" in terms of both its characteristics and its use (pp. 24-25). From these, in turn, Bruce derives a predictive theory of the role personal perceptions play in technology adoption: Personal Innovativeness of Information Technology Adoption (PIITA). Personal inventiveness is defined as "the willingness of an individual to try out any new information technology" (p. 26). In general, the PIITA theory predicts that information technology will be adopted by individuals that have a greater exposure to mass media, rely less an the evaluation of information technology by others, exhibit a greater ability to cope with uncertainty and take risks, and requires a less positive perception of an information technology prior to its adoption. Chapter 3 (A Focus an Usings) introduces the User-Centered Paradigm (UCP). The UCP is characteristic of the shift of emphasis from technology to users as the driving force behind technology and research agendas for Internet development [for a dissenting view, see Andrew Dillion's (2003) challenge to the utility of user-centerness for design guidance]. It entails the "broad acceptance of the user-oriented perspective across a range of disciplines and professional fields," such as business, education, cognitive engineering, and information science (p. 34).

    Chapter 2 examines the variety and breadth of DL implementations and collections through a well-balanced selection of 20 DLs. The authors make a useful classification of the various types of DLs into seven categories and give a brief synopsis of two or three examples from each category. These categories include historical, national, and university DLs, as well as DLs for special materials and research. Chapter 3 examines research efforts in digital libraries, concentrating an the three eLib initiatives in the UK and the two Digital Libraries Initiatives in the United States. The chapter also offers some details an joint research between the UK and the United States (the NSF/JISC jointly funded programs), Europe, Canada, Australia, and New Zealand. While both of these chapters do an admirable job of surveying the DL landscape, the breadth and variety of materials need to be encapsulated in a coherent summary that illustrates the commonality of their approaches and their key differences that have been driven by aspects of their collections and audience. Unfortunately, this summary aspect is lacking here and elsewhere in the book. Chapter 2 does an admirable job of DL selection that showcases the variety of existing DLs, but 1 feel that Chapter 3's selection of research projects could be improved. The chapter's emphasis is clearly an UK-based research, devoting nine pages to it compared to six for EU-funded projects. While this emphasis could be favorable for UK courses, it hampers the chances of the text's adoption in other courses internationally. Chapter 4 begins the core part of the book by examining the DL from a design perspective. As a well-designed DL encompasses various practical and theoretical considerations, the chapter introduces much of the concepts that are elaborated an in later chapters. The Kahn/Wilensky and Lagoze/Fielding architectures are summarized in bullet points, and specific aspects of these frameworks are elaborated on. These include the choice between a federated or centralized search architecture (referencing Virginia Tech's NDLTD and Waikato's Greenstone) and level of interoperability (discussing UNIMARC and metadata harvesting). Special attention is paid to hybrid library design, with references to UK projects. A useful summary of recommended standards for DL design concludes the chapter.
