    Abstract
    Resource Description & Access (RDA) is intended to provide a flexible and extensible framework that can accommodate all types of content and media within rapidly evolving digital environments while also maintaining compatibility with the Anglo-American Cataloguing Rules, 2nd edition (AACR2). The cataloging community is grappling with practical issues in navigating the transition from AACR2 to RDA; there is a definite need to evaluate major subject areas and broader themes in information organization under the new RDA paradigm. This article aims to accomplish this task through a thorough and critical review of the emerging RDA literature published from 2005 to 2011. The review mostly concerns key areas of difference between RDA and AACR2, the relationship of the new cataloging code to metadata standards, the impact on encoding standards such as Machine-Readable Cataloging (MARC), end user considerations, and practitioners' views on RDA implementation and training. Future research will require more in-depth studies of RDA's expected benefits and the manner in which the new cataloging code will improve resource retrieval and bibliographic control for users and catalogers alike over AACR2. The question as to how the cataloging community can best move forward to the post-AACR2/MARC environment must be addressed carefully so as to chart the future of bibliographic control in the evolving environment of information production, management, and use.

    Abstract
    Changes in the environment in which the Anglo-American Cataloguing Rules, second edition (AACR2), currently operates are examined, including the growth in electronic publishing and use of the Internet, and the development and increasing use of a range of other metadata standards, such as the Dublin Core. AACR2 and other metadata standards, particularly the Dublin Core, are compared. It is argued that AACR2 should continue to be used for describing selected Web-based resources. Criteria for deciding whether to use AACR2 or another metadata standard are defined, drawing on the experiences of two Brisbane universities in developing mechanisms for providing access to electronic resources. Five options are evaluated: catalog only (direct entry); catalog only (indirect entry); subject gateway only; catalog and subject gateway combined; and shared databases, such as CORC. The option chosen by the two universities is identified and explained. Revisions to the rules in AACR2 for cataloging electronic resources resulting from decisions made through 2000 are described. Possible future revisions are also explored.

    Abstract
    The relationship between library catalogues and electronic resources differs from that between catalogues and physical materials, particularly with regard to cataloguing rules, which were originally designed to help users of card catalogues to find physical works on library shelves. However, these rules apply awkwardly to electronic resources because functionally different electronic works raise special cataloguinf issues. Discusses the problems of describing remote electronic resources in online catalogues with particular reference to the InterCat project: a nationwide experiment to create a database of Internet resources in MARC format, containing description, location and access information (including PURLs = Persitent URLs)). Concludes that descriptive information helps the user identify the works needed, but that it is practical to provide only minimal desriptive information for remote electronic resources in the catalogue record. To a limited extent, the access lost from reduced description can be replaced with new cataloguing techniques designed to stabilize the catalogue record

    Abstract
    This paper describes the work of the MARC Content Designation Utilization (MCDU) Project, funded by a National Leadership Grant from the U.S. Federal Institute of Museum and Library Services (IMLS). The MCDU Project is analyzing approximately 56 million MARC 21 Format for Bibliographic Data records from OCLC's WorldCat database to identify actual use of the content designation available in the MARC bibliographic record. We consider bibliographic records as artifacts resulting from the overall cataloging enterprise, of which the encoding of the bibliographic data into MARC is only one part. Concepts from the Functional Requirements for Bibliographic Records (FRBR) can be used to examine and critically assess the availability of bibliographic data in these records, data meant to assist end users in finding, identifying, selecting, and obtaining relevant information resources. Overall, the MCDU Project will provide empirical data reflecting the actual use of MARC content designation structures in this set of records. Specifically, the data can be used to demonstrate how catalogers' coding of bibliographic data may or may not assist end users in these four tasks. The project is using the mapping by Delsey of MARC data elements to FRBR user tasks in this analysis. These data are crucial for making decisions about the future of MARC and may inform current work on bibliographic rules reflected in the development of the next version of cataloging rules (i.e., Resource Description and Access) by the Joint Steering Committee for the Revision of the Anglo-American Cataloguing Rules.

    Abstract
    In this article recording evidence for data values in addition to the values themselves in bibliographic records and descriptive metadata is proposed, with the aim of improving the expressiveness and reliability of those records and metadata. Recorded evidence indicates why and how data values are recorded for elements. Recording the history of changes in data values is also proposed, with the aim of reinforcing recorded evidence. First, evidence that can be recorded is categorized into classes: identifiers of rules or tasks, action descriptions of them, and input and output data of them. Dates of recording values and evidence are an additional class. Then, the relative usefulness of evidence classes and also levels (i.e., the record, data element, or data value level) to which an individual evidence class is applied, is examined. Second, examples that can be viewed as recorded evidence in existing bibliographic records and current cataloging rules are shown. Third, some examples of bibliographic records and descriptive metadata with notes of evidence are demonstrated. Fourth, ways of using recorded evidence are addressed.

    Abstract
    First generation scholarly research on the Web lacked a firm system of authority control. Second generation Web research is beginning to model subject access with library science principles of bibliographic control and cataloguing. Harnessing the Web and organising the intellectual content with standards and controlled vocabulary provides precise search and retrieval capability, increasing relevance and efficient use of technology. Dublin Core metadata standards permit a full evaluation and cataloguing of Web resources appropriate to highly specific research needs and discovery. Current research points to a type of structure based on a system of faceted classification. This system allows the semantic and syntactic relationships to be defined. Controlled vocabulary, such as the Library of Congress Subject Headings, can be assigned, not in a hierarchical structure, but rather as descriptive facets of relating concepts. Web design features such as this are adding value to discovery and filtering out data that lack authority. The system design allows for scalability and extensibility, two technical features that are integral to future development of the digital library and resource discovery.

    Abstract
    Metadata quality of digital resources in a repository is an issue directly associated with the repository's efficiency and value. In this paper, the subject of metadata quality is approached by introducing a new conceptual framework that defines it in terms of its fundamental components. Additionally, a method for assessing these components by exploiting structural and semantic relations among the resources is presented. These relations can be used to generate implied logic rules, which include, impose or prohibit certain values in the fields of a metadata record. The use of such rules can serve as a tool for conducting quality control in the records, in order to diagnose deficiencies and errors.

    Abstract
    The historical interweaving of evolving trends and applications in metadata and bibliographic control seems largely absent from the literature. To address this apparent gap in perspective, we trace some historic and more recent developments related to each, and speculate on future directions. Cataloguing rules are ancestors to the current lineage of bibliographic standards. Metadata schemas have been developed to meet the needs of particular fields or domains and to support a variety of functions related to resource discovery. While differences between the tools of bibliographic control and of metadata application still remain, the similarities have become sufficient to warrant a confluence in terminology and definition. While internationally determined codes and standards have fostered the goal of universal bibliographic control, syntactic structures, semantic element sets, transmission protocols, cross-schema mappings, and metadata harvesting tools have been instrumental to realizing the concept of interoperability.

    Abstract
    This paper describes recent initiatives to make standard library metadata models and structures available to the Semantic Web, including IFLA standards such as Functional Requirements for Bibliographic Records (FRBR), Functional Requirements for Authority Data (FRAD), and International Standard Bibliographic Description (ISBD) along with the infrastructure that supports them. The FRBR Review Group is currently developing representations of FRAD and the entityrelationship model of FRBR in resource description framework (RDF) applications, using a combination of RDF, RDF Schema (RDFS), Simple Knowledge Organisation System (SKOS) and Web Ontology Language (OWL), cross-relating both models where appropriate. The ISBD/XML Task Group is investigating the representation of ISBD in RDF. The IFLA Namespaces project is developing an administrative and technical infrastructure to support such initiatives and encourage uptake of standards by other agencies. The paper describes similar initiatives with related external standards such as RDA - resource description and access, REICAT (the new Italian cataloguing rules) and CIDOC Conceptual Reference Model (CRM). The DCMI RDA Task Group is working with the Joint Steering Committee for RDA to develop Semantic Web representations of RDA structural elements, which are aligned with FRBR and FRAD, and controlled metadata content vocabularies. REICAT is also based on FRBR, and an object-oriented version of FRBR has been integrated with CRM, which itself has an RDF representation. CRM was initially based on the metadata needs of the museum community, and is now seeking extension to the archives community with the eventual aim of developing a model common to the main cultural information domains of archives, libraries and museums. The Vocabulary Mapping Framework (VMF) project has developed a Semantic Web tool to automatically generate mappings between metadata models from the information communities, including publishers. The tool is based on several standards, including CRM, FRAD, FRBR, MARC21 and RDA.

    The PICS, an initiative of W3C, is a technology that supports the association of descriptive labels with Web resources. By providing a single common transport syntax for metadata, PICS will support the growth of metadata systems (including library cataloguing) that are interoperable and widely supported in Web information systems.     Abstract
    The complexity of cataloging manuscripts, particularly medieval manuscripts, has meant that these materials have remained largely inaccessible to the public. The quantity and quality of the descriptive data, the time and money it takes to catalog manuscripts, and the fragility of the materials themselves explain the dearth of searchable data on these valuable resources. Even when manuscripts have been cataloged, they have often been physically available only to a few elite scholars who are able to gain access to them. Certain institutions have embarked on projects to reverse this situation. This paper deals with three of these projects: the British Library's Digital Catalogue of Illuminated Manuscripts (DigCIM), a European consortium's database entitled Manuscripts And Letters Via Integrated Networks in Europe (MALVINE), and Columbia University's Digital Scriptorium (DS). The author explores the history of each project, compares the metadata utilized by each one through the creation of a crosswalk, and analyzes the usefulness of these catalogs to the user.
