    Abstract
    RDA: Resource Description and Access is a new cataloguing standard which will replace the Anglo-American Cataloguing Rules, 2nd edition, which has been widely used in libraries since 1981. RDA, like AACR2, is a content standard providing guidance and instruction on how to identify and record attributes or properties of resources which are significant for discovery. However, RDA is also an implementation of the FRBR and FRAD models. The RDA element set and vocabularies are being published on the Open Metadata Registry as linked open data. RDA provides a rich vocabulary for the description of resources and for expressing relationships between them. This paper describes what RDA offers and considers the challenges and potential of linked open data in the broader framework of bibliographic control.

    RDA was created in response to complaints about the Anglo-American Cataloguing Rules, especially the call for a more international, principle-based content standard that takes the perspective of the conceptual models of FRBR (Functional Requirements for Bibliographic Records) and FRAD (Functional Requirements for Authority Data). The past and ongoing process for continuous improvement to RDA is through the Joint Steering Committee for Development of RDA (known as the JSC, but recently renamed the RDA Steering Committee - RSC) to make RDA even more international and principle-based.

    Abstract
    RDA appears to be an hybrid standard: a list containing a high number of bibliographic elements and a rewrite - more formal than substantial - of cataloguing practices established with AACR2. In this document, RDA guidelines are analysed trying to compare them to the requirements of good cataloguing rules. Cataloguing rules in general shold not be an abstract and self-referential model but an effective tool to analyse and represent cultural phenomena, useful to qualified staff and helpful in learning about users need. From this point of view, RDA is quite disappointing: many relevant and frequent cataloguing issues are not mentioned at all, and cataloguing itself is left without real guidelines. A certain number of omissions, mistakes and individual flawness in the text should be modified by RDA board with a deep analysis of real cataloguing activities.

    Abstract
    This article presents an overview of the LEAF project (Linking and Exploring Authority Files)1, which has set out to provide a framework for international, collaborative work in the sector of authority data with respect to authority control. Elaborating the virtues of authority control in today's Web environment is an almost futile exercise, since so much has been said and written about it in the last few years.2 The World Wide Web is generally understood to be poorly structured-both with regard to content and to locating required information. Highly structured databases might be viewed as small islands of precision within this chaotic environment. Though the Web in general or any particular structured database would greatly benefit from increased authority control, it should be noted that our following considerations only refer to authority control with regard to databases of "memory institutions" (i.e., libraries, archives, and museums). Moreover, when talking about authority records, we exclusively refer to personal name authority records that describe a specific person. Although different types of authority records could indeed be used in similar ways to the ones presented in this article, discussing those different types is outside the scope of both the LEAF project and this article. Personal name authority records-as are all other "authorities"-are maintained as separate records and linked to various kinds of descriptive records. Name authority records are usually either kept in independent databases or in separate tables in the database containing the descriptive records. This practice points at a crucial benefit: by linking any number of descriptive records to an authorized name record, the records related to this entity are collocated in the database. Variant forms of the authorized name are referenced in the authority records and thus ensure the consistency of the database while enabling search and retrieval operations that produce accurate results. On one hand, authority control may be viewed as a positive prerequisite of a consistent catalogue; on the other, the creation of new authority records is a very time consuming and expensive undertaking. As a consequence, various models of providing access to existing authority records have emerged: the Library of Congress and the French National Library (Bibliothèque nationale de France), for example, make their authority records available to all via a web-based search service.3 In Germany, the Personal Name Authority File (PND, Personennamendatei4) maintained by the German National Library (Die Deutsche Bibliothek, Frankfurt/Main) offers a different approach to shared access: within a closed network, participating institutions have online access to their pooled data. The number of recent projects and initiatives that have addressed the issue of authority control in one way or another is considerable.5 Two important current initiatives should be mentioned here: The Name Authority Cooperative (NACO) and Virtual International Authority File (VIAF).
    NACO was established in 1976 and is hosted by the Library of Congress. At the beginning of 2003, nearly 400 institutions were involved in this undertaking, including 43 institutions from outside the United States.6 Despite the enormous success of NACO and the impressive annual growth of the initiative, there are requirements for participation that form an obstacle for many institutions: they have to follow the Anglo-American Cataloguing Rules (AACR2) and employ the MARC217 data format. Participating institutions also have to belong to either OCLC (Online Computer Library Center) or RLG (Research Libraries Group) in order to be able to contribute records, and they have to provide a specified minimum number of authority records per year. A recent proof of concept project of the Library of Congress, OCLC and the German National Library-Virtual International Authority File (VIAF)8-will, in its first phase, test automatic linking of the records of the Library of Congress Name Authority File (LCNAF) and the German Personal Name Authority File by using matching algorithms and software developed by OCLC. The results are expected to form the basis of a "Virtual International Authority File". The project will then test the maintenance of the virtual authority file by employing the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH)9 to harvest the metadata for new, updated, and deleted records. When using the "Virtual International Authority File" a cataloguer will be able to check the system to see whether the authority record he wants to establish already exists. The final phase of the project will test possibilities for displaying records in the preferred language and script of the end user. Currently, there are still some clear limitations associated with the ways in which authority records are used by memory institutions. One of the main problems has to do with limited access: generally only large institutions or those that are part of a library network have unlimited online access to permanently updated authority records. Smaller institutions outside these networks usually have to fall back on less efficient ways of obtaining authority data, or have no access at all. Cross-domain sharing of authority data between libraries, archives, museums and other memory institutions simply does not happen at present. Public users are, by and large, not even aware that such things as name authority records exist and are excluded from access to these information resources.

    Abstract
    The article aims to provide an update on the 2009 Statement of International Cataloguing Principles (ICP) and on the status of work on the Statement by the IFLA Cataloguing Section. The article begins with a summary of the drafting process of the ICP by the IME ICC, International Meeting of Experts on an International Cataloguing Code, focusing in particular on the first meeting (IME ICC1) and on the earlier drafts of the 2009 Statement. It then analyzes both the major innovations and the unsatisfactory aspects of the ICP. Finally, it explains and comments on the recent documents by the IFLA Cataloguing Section relating to the ICP, which express their intention to revise the Statement and to verify the convenience of drawing up an international cataloguing code. The latter intention is considered in detail and criticized by the author in the light of the recent publication of the RDA, Resource Description and Access. The article is complemented by an updated bibliography on the ICP.

    Abstract
    This article presents the process adopted by the France to bring library catalogs to the Web of data and the RDA role in this general strategy. After analising RDA limits and inconsistencies, inherited from the tradition of AACR and MARC21 catalogues, the authors present the French approach to RDA and its positioning in correlation to international standards like ISBD and FRBR. The method adopted in France for FRBRising the catalogues go through a technical work of creating alignment beteween existing data, exploiting the technologies applied to the creation of data.bnf.fr and through a revision of the French cataloguing rules, allowing FRBRised metadata creation. This revision is based on RDA and it is setting up a French RDA application profile, keeping the analysis on the greater differences. RDA adoption, actually, is not a crucial issue in France and not a self standing purpose; it is just a tool for the transition of bibliographic data towards the Web of data.

    "Catalogers, catalog managers, and others in library technical services have become increasingly interested in, worried over, and excited about FRBR (the acronym for Functional Requirements of Bibliographic Records). Staff outside of the management of the library's bibliographic database may wonder what the fuss is about (FERBER? FURBUR?), assuming that FRBR is just another addition to the stable of acronyms that catalogers bandy about, a mate or sibling to MARC and AACR2. FRBR, however, has the potential to inspire dramatic changes in library catalogs, and those changes will greatly impact how reference and resource sharing staff and patrons use this core tool. FRBR is a conceptual model for how bibliographic databases might be structured, considering what functions bibliographic records should fulfill in an era when card catalogs are databases with unique possibilities. In some ways FRBR clarifies certain cataloging practices that librarians have been using for over 160 years, since Sir Anthony Panizzi, Keeper of the Printed Books at the British Museum, introduced a set of 91 rules to catalog the print collections of the museum. Sir Anthony believed that patrons should be able to find a particular work by looking in the catalog, that all of an author's works should be retrievable, and that all editions of a work should be assembled together. In other ways, FRBR extends upon past practice to take advantage fully of the capabilities of digital technology to associate bibliographic records in ways a card catalog cannot. FRBR was prepared by a study group assembled by IFLA (International Federation of Library Associations and Institutions) that included staff of the Library of Congress (LC). The final report of the group, "Functional Requirements for Bibliographic Records," is available online. The group began by asking how an online library catalog might better meet users' needs to find, identify, select, and obtain the resources they want.
    What are these two Beowulf translations "expressions" of? I used the term work above, an even more abstract concept in the FRBR model. In this case, the "work" is Beowulf , that ancient intellectual creation or effort that over time has been expressed in multiple ways, each manifested in several different ways itself, with one or more items in each manifestation. This is a pretty gross oversimplification of FRBR, which also details other relationships: among these entities; between these entities and various persons (such as creators, publishers, and owners); and between these entities and their subjects. It also specifies characteristics, or "attributes," of the different types of entities (such as title, physical media, date, availability, and more.). But it should be enough to grasp the possibilities. Now apply it Imagine that you have a patron who needs a copy of Heaney's translation of Beowulf . She doesn't care who published it or when, only that it's Heaney's translation. What if you (or your patron) could place an interlibrary loan call on that expression, instead of looking through multiple bibliographic records (as of March, OCLC's WorldCat had nine regular print editions) for multiple manifestations and then judging which record is the best bet on which to place a request? Combine that with functionality that lets you specify "not Braille, not large print," and it could save you time. Now imagine a patron in want of a copy, any copy, in English, of Romeo and Juliet. Saving staff time means saving money. Whether or not this actually happens depends upon what the library community decides to do with FRBR. It is not a set of cataloging rules or a system design, but it can influence both. Several library system vendors are working with FRBR ideas; VTLS's current integrated library system product Virtua incorporates FRBR concepts in its design. More vendors may follow. How the Joint Steering Committee for Revision of Anglo-American Cataloging Rules develops the Anglo-American Cataloging Rules (AACR) to incorporate FRBR will necessarily be a strong determinant of how records work in a "FRBR-ized" bibliographic database.
    National FRBR experiments The larger the bibliographic database, the greater the effect of "FRBR-like" design in reducing the appearance of duplicate records. LC, RLG, and OCLC, all influenced by FRBR, are experimenting with the redesign of their databases. LC's Network Development and MARC Standards Office has posted at its web site the results of some of its investigations into FRBR and MARC, including possible display options for bibliographic information. The design of RLG's public catalog, RedLightGreen, has been described as "FRBR-ish" by Merrilee Proffitt, RLG's program officer. If you try a search for a prolific author or much-published title in RedLightGreen, you'll probably find that the display of search results is much different than what you would expect. OCLC Research has developed a prototype "frbrized" database for fiction, OCLC FictionFinder. Try a title search for a classic title like Romeo and Juliet and observe that OCLC includes, in the initial display of results (described as "works"), a graphic indicator (stars, ranging from one to five). These show in rough terms how many libraries own the work-Romeo and Juliet clearly gets a five. Indicators like this are something resource sharing staff can consider an "ILL quality rating." If you're intrigued by FRBR's possibilities and what they could mean to resource sharing workflow, start talking. Now is the time to connect with colleagues, your local and/or consortial system vendor, RLG, OCLC, and your professional organizations. Have input into how systems develop in the FRBR world."

    Abstract
    This paper describes recent initiatives to make standard library metadata models and structures available to the Semantic Web, including IFLA standards such as Functional Requirements for Bibliographic Records (FRBR), Functional Requirements for Authority Data (FRAD), and International Standard Bibliographic Description (ISBD) along with the infrastructure that supports them. The FRBR Review Group is currently developing representations of FRAD and the entityrelationship model of FRBR in resource description framework (RDF) applications, using a combination of RDF, RDF Schema (RDFS), Simple Knowledge Organisation System (SKOS) and Web Ontology Language (OWL), cross-relating both models where appropriate. The ISBD/XML Task Group is investigating the representation of ISBD in RDF. The IFLA Namespaces project is developing an administrative and technical infrastructure to support such initiatives and encourage uptake of standards by other agencies. The paper describes similar initiatives with related external standards such as RDA - resource description and access, REICAT (the new Italian cataloguing rules) and CIDOC Conceptual Reference Model (CRM). The DCMI RDA Task Group is working with the Joint Steering Committee for RDA to develop Semantic Web representations of RDA structural elements, which are aligned with FRBR and FRAD, and controlled metadata content vocabularies. REICAT is also based on FRBR, and an object-oriented version of FRBR has been integrated with CRM, which itself has an RDF representation. CRM was initially based on the metadata needs of the museum community, and is now seeking extension to the archives community with the eventual aim of developing a model common to the main cultural information domains of archives, libraries and museums. The Vocabulary Mapping Framework (VMF) project has developed a Semantic Web tool to automatically generate mappings between metadata models from the information communities, including publishers. The tool is based on several standards, including CRM, FRAD, FRBR, MARC21 and RDA.

    Abstract
    Every standard embodies a particular set of values. Some aspects are privileged while others are masked. Values embedded within knowledge organization standards have special import in that they are further perpetuated by the data they are used to generate. Within libraries, descriptive catalog codes serve as prominent knowledge organization standards, guiding the creation of resource representations. Though the historical and functional aspects of these standards have received significant attention, less focus has been placed on the values associated with such codes. In this study, a critical, historical analysis of ten Anglo-American descriptive catalog codes and surrounding discourse was conducted as an initial step towards uncovering key values associated with this lineage of standards. Two values in particular were found to be highly significant: authority and universalism. Authority is closely tied to notions of power and control, particularly over practice or belief. Increasing control over resources, identities, and viewpoints are all manifestations of the value of authority within descriptive codes. Universalism has guided the widening coverage of descriptive codes in regards to settings and materials, such as the extension of bibliographic standards to non-book resources. Together, authority and universalism represent conventional values focused on facilitating orderly social exchanges. A comparative lack of emphasis on values concerning human welfare and empowerment may be unsurprising, but raises questions concerning the role of human values in knowledge organization standards. Further attention to the values associated with descriptive codes and other knowledge organization standards is important as libraries and other institutions seek to share their resource representation data more widely

    Abstract
    Much literature has been written speculating upon how classification can be used in online catalogs to improve information retrieval. While some empirical studies have been done exploring whether the direct use of traditional classification schemes designed for a manual environment is effective and efficient in the online environment, none has manipulated these manual classifications in such a w ay as to take full advantage of the power of both the classification and computer. It has been suggested by some authors, such as Wajenberg and Drabenstott, that this power could be realized if the individual components of synthesized DDC numbers could be identified and indexed. This paper looks at the feasibility of automatically decomposing DDC synthesized numbers and the implications of such decomposition for information retrieval. Based on an analysis of the instructions for synthesizing numbers in the main class Arts (700) and all DDC Tables, 17 decomposition rules were defined, 13 covering the Add Notes and four the Standard Subdivisions. 1,701 DDC synthesized numbers were decomposed by a computer system called DND (Dewey Number Decomposer), developed by the author. From the 1,701 numbers, 600 were randomly selected fo r examination by three judges, each evaluating 200 numbers. The decomposition success rate was 100% and it was concluded that synthesized DDC numbers can be accurately decomposed automatically. The study has implications for information retrieval, expert systems for assigning DDC numbers, automatic indexing, switching language development, enhancing classifiers' work, teaching library school students, and providing quality control for DDC number assignments. These implications were explored using a prototype retrieval system.

    Abstract
    The CIDOC CRM provides an ontology for describing entities, properties and relationships appearing in cultural heritage (CH) documentation, history and archeology. CRM promotes shared understanding by providing an extensible semantic framework that any CH information can be mapped to. CRM data is usually represented in semantic web format (RDF) and comprises complex graphs of nodes and properties. An important question is how a user can search through such complex graphs, since the number of possible combinations is staggering. One approach "compresses" the semantic network by mapping many CRM entity classes to a few "Fundamental Concepts" (FC), and mapping whole networks of CRM properties to fewer "Fundamental Relations" (FR). These FC and FRs serve as a "search index" over the CRM semantic web and allow the user to use a simpler query vocabulary. We describe an implementation of CRM FR Search based on OWLIM Rules, done as part of the ResearchSpace (RS) project. We describe the technical details, problems and difficulties encountered, benefits and disadvantages of using OWLIM rules, and preliminary performance results. We provide implementation experience that can be valuable for further implementation, definition and maintenance of CRM FRs.
