    Abstract
Explains the legal aspects of copyright. Under English law, copying includes electronic copying of works. Takes the example of a company wishing to store its in house cuttings library of other people's news cuttings on disc. One option is to retain the newspapers. Another is to contact the publishers, which presents enormous difficulties. The Copyright Licensing Agency at present only deals with photocopying and has no mandate from newspaper publishers to include their works in such schemes

    Abstract
Library managers are often concerned to assess the most cost effective means of access to bibliographic data. Considers comparative prices for bibliographic data on CD-ROM and in print form. In many instances, CD-ROM offers added value and easier access to data, but the relative cost is important. Library managers need not only to compare prices but to consider cost effectiveness. Differences between the nature of bibliographic data on CD-ROM and in a printed bibliography or in abstracting and indexing service, and the relative complexities of pricing structures for bibliographic data in both CD-ROM and printed form, where both hinder comparisons. Varying policies on network pricing are an added complication when assessing CD-ROM service. Concludes that some standardization of aspects of the licensing arrangements would be welcome

    Abstract
Describes ELINOR (Electronic Library Information Online Retrieval), the electronic library project of De Montfort University, based at Milton Keynes, UK. The project uses document image processing to build a document database containing the full contents of undergradutae texts, including copyright material and University documents. Against the background of the strategic aims of the multi campus university, describes the hardware and software used, the inputting of documents, searching and browsing, the use of a WWW interface, major issues in dealing with publishers, and the pricing model used. Briefly notes the results of a study of user satisfaction, and how use of the system is monitored

    Abstract
The study deals with the cutting-edge subject of electronic contracts which have the potential to automatically process and control the access rights for (electronic) goods. It shows the design and the implementation of a rights expression exchange framework. The framework allows DRM systems to exchange electronic contracts, formulated in a standardized rights expression language, and thus provides DRM system interoperability. The work introduces a methodology for the standardized composition, exchange and processing of electronic contracts or rights expressions.

    Abstract
Downloading and information filtering are prerequisites for efficient use of electronic documents available in databases or on the Internet. Taking full advantage of electronic text collections requires a proper legal framework. Under present copyright law, electronic copying is subject to prior consent from the copyright owner, with due regard to fair use exceptions. This approach is followed by the European Union in its Database Protection Directive. The Directive leaves important questions concerning the fair use doctrine, compulsory licenses, and non copyright ('copyleft') to be resolved by national implementation as well as contractual arrangements between publishers and authors. The Directive's strong emphasis on direct revenues from users to copyright owners should be supplemented by compulsory licenses. Unrestricted access to information adds enormous value to database use and would result in more revenue for the authors and makers of databases. If the public's interest in access to information id deemed paramount to private copyright, government should intervene to secure sufficient revenues for the copyright owners

    Abstract
Management of rights in electronic resources on the Internet is a complex issue. this can be considered almost universal knowledge, as paraphrases of this statement can be found in many discussions on this subject. This being the case, it is not surprising that a definition, operational solution to the problem has yet to be found. In one of the world's leading metadata initiatives, the Dublin Core Metadata Initiative, discussions on this topic over several years have failed to reach a conclusion. Some people think the issue is simply too complex to handle, others that the provision of simple shortcuts to more detailed information should be sufficient. It could be argued that a solution to the issue is in fact out of scope for the Dublin Core element set, in so far as it aims only to establish a core set of descriptive metadata for resource discovery

    Abstract
This paper develops an understanding of creativity to meet the requirements of the decision of the Supreme Court of the United States in Feist v. Rural (1991). The inclusion of creativity in originality, in a minimal degree of creativity, and in a creative spark below the level required for originality, is first established. Conditions for creativity are simultaneously derived. Clauses negatively implying creativity are then identified and considered. The clauses that imply creativity can be extensively correlated with conceptions of computability. The negative of creativity is then understood as an automatic mechanical or computational procedure or a so routine process that results in a highly routine product. Conversely, creativity invariantly involves a not mechanical procedure. The not mechanical is then populated by meaning, in accord with accepted distinctions, drawing on a range of discourses. Meaning is understood as a different level of analysis to the syntactic or mechanical and also as involving direct human engagement with meaning. As direct engagement with meaning, it can be connected to classic concepts of creativity, through the association of dissimilars. Creativity is finally understood as not mechanical human activity above a certain level of routinicity. Creativity is then integrated with a minimal degree of creativity and with originality. The level of creativity required for a minimal degree is identified as intellectual. The combination of an intellectual level with a sufficient amount of creativity can be read from the exchange values connected with the product of creative activity. Humanly created bibliographic records and indexes are then possible correlates to, or constituents of, a minimal degree of creativity. A four-stage discriminatory process for determining originality is then specified. Finally, the strength and value of the argument are considered.
