    Abstract
    Man versetze sich für einen kurzen Augenblick in ein Wohnheimzimmer einer Studentin, die eine Hausarbeit in Politologie zum Thema "Der Sozialstaat in der öffentlichen Wahrnehmung der Bundesrepublik Deutschland von 1990 bis 2010" schreibt. Es ist zwei Uhr nachts, die Universitätsbibliothek hat geschlossen und die Studentin muss bis spätestens 14 Uhr am gleichen Tag die Arbeit einreichen. Verzweifelt sucht sie im Online-Katalog nach weiterer Literatur, um die Forschungsdiskussion in den Fußnoten weiter zu differenzieren. Sie findet auch die entsprechenden gedruckten Publikationen, auf die sie leider nicht zugreifen kann, da die Bibliothek geschlossen hat. Dabei hat "ihre" Universitätsbibliothek E-Books lizenziert, die sie allerdings nicht gefunden hat, da die E-Books nicht im Online-Katalog erfasst, sondern nur auf der Homepage der Einrichtung verlinkt sind. Bei der Rückgabe der Arbeit erfährt die Studentin, dass sie eine bessere Note erhalten hätte, wenn sie nur die Forschungsdiskussion differenziert dargestellt hätte. Eine vollständige Einbindung der lizenzierten E-Books im Online-Katalog ist der Wunsch vieler Bibliotheken. Insbesondere mit der vermehrten Verfügbarkeit konsortial oder national lizenzierter Sammlungen und Pakete ist das Angebot zusehends unübersichtlicher geworden und die bisherige Praxis, elektronische Dokumente parallel zu den gedruckten Exemplaren manuell formal und inhaltlich zu erschließen, stößt an organisatorische und ressourcenbedingte Grenzen. Einer direkten maschinellen Verarbeitung steht das Problem entgegen, dass die bibliografischen Metadaten der E-Books häufig im Format MARC 21 geliefert werden, die lokalen Bibliothekssysteme in der Regel aber mit den Formaten MAB2 und Pica arbeiten und Daten in anderen Formaten nicht verarbeiten können. Ein Lösungsansatz besteht darin, die bibliografischen Metadaten an zentraler Stelle zu konvertieren und zu harmonisieren und den Bibliotheken im Format MAB2 zur Verfügung zu stellen. Dieser Ansatz ist allerdings nur für statische E-BookSammlungen praktizierbar und durch den Aufwand der Konversion in "saubere" MAB2-Daten mit einem deutlichen zeitlichen Verzug verbunden.

    Darin auch: "Crisscross Ziel des von der DFG geförderten Projekts ist die Schaffung eines multilingualen, thesaurusbasierten und benutzerorientierten Recherchevokabulars zu heterogen erschlossenen Dokumenten für die Nutzer des deutschen wissenschaftlichen Bibliothekswesens. Dazu werden die Sachschlagwörter der SWD mit den Notationen der Dewey Dezimalklassifikation verbunden sowie mit ihren Äquivalenten in LCSH und Rameau verknüpft. Im Berichtszeitraum wurde der Verlängerungsantrag bewilligt, der eine Laufzeit von 24 Monaten umfasst. Projektende ist jetzt ca. Januar 2010. In der Vergangenheit wurde der Schwerpunkt auf die Vergabe der DDC-Notationen für die Sachschlagwörter der SWD gelegt. Bisher nicht berücksichtigt wurden die Verknüpfungen der Sachschlagwörter mit den äquivalenten LCSH- und Rameau-Termen. Arbeitstechnische Mängel in der MACS-Datenbank (u.a. nicht aktuelle Datenbasis, Dubletten, fehlende Identifier) haben die Verlinkungsarbeit behindert und konnten im Berichtszeitraum in Zusammenarbeit mit den MACS-Partnern, insbesondere der Schweizerischen Nationalbibliothek, gelöst werden. Initiert wurde u.a. ein Update-Verfahren, das nun regelmäßig die Original-Thesauri und die vorhandenen Pärchen aktualisiert, so dass die konkrete Verlinkungsarbeit - unmittelbar in der LMI-Umgebung - demnächst beginnen kann."     1. Introduction With the diversification of the material available in library collections such as: music, film, 3D objects, cartographic material and electronic resources like CD-ROMS and Web sites, the existing cataloguing principles and codes are no longer adequate to enable the user to find, identify, select and obtain a particular entity. The problem is not only that material fails to be appropriately represented in the catalogue records but also access to such material, or parts of it, is difficult if possible at all. Consequently, the need emerged to develop new rules and build up a new conceptual model able to cope with all the requirements demanded by the existing library material. The Functional Requirements for Bibliographic Records developed by an IFLA Study Group from 1992 through 1997 present a generalised view of the bibliographic universe and are intended to be independent of any cataloguing code or implementation (Tillett, 2002). Outstanding scholars like Antonio Panizzi, Charles A. Cutter and Seymour Lubetzky formulated the basic cataloguing principles of which some can be retrieved, as Denton (2003) argues as updated versions, between the basic lines of the FRBR model: - the relation work-author groups all the works of an author - all the editions, translations, adaptations of a work are clearly separated (as expressions and manifestations) - all the expressions and manifestations of a work are collocated with their related works in bibliographic families - any document (manifestation and item) can be found if the author, title or subject of that document is known - the author is authorised by the authority control - the title is an intrinsic part of the work + authority control entity

    Abstract
    Neben der integrierten Recherche war die Realisierung einer direkten Bestell- und Ausleihmöglichkeit des Altbestands konzeptioneller Kernpunkt des Projekts. Dabei stellte sich jedoch ein grundlegendes Problem: Mehr als die Hälfte, nämlich knapp 425.000 der zu konvertierenden Katalogkarten waren Aufsatzkatalogisate. Die für eine Ausleihe notwendigen Verknüpfungen zu den ausleihfähigen, übergeordneten Gesamtheiten konnten nicht automatisch erzeugt werden, hier mussten Umgehungslösungen gefunden werden. Die Vorgehensweise bei der Retrokonversion ergab sich aus den konzeptionellen Grundüberlegungen einerseits und der Nichtzugehörigkeit der Bundestagsbibliothek zu einem überregionalen Verbund andererseits. Von vornherein schied daher die Variante aus, bereits vorhandene Datensätze eines eigenen Verbundes als Ausgangspunkt für die Retrokonversion zu nehmen und gleichzeitig den Aufsatzbestand neu zu katalogisieren - ein Weg, wie ihn die Deutsche Zentralbibliothek für Wirtschaftswissenschaften in Kiel beschritten hat, die gleichfalls einen Gülich-Katalog zu konvertieren hattet. Stattdessen verlief das Retrokonversionsprojekt der Bundestagsbibliothek zweigeteilt. Im Zuge einer europaweiten Ausschreibung mit vorgeschaltetem Teilnehmerwettbewerb wurde die Firma Satz-Rechen-Zentrum GmbH, die schon zahlreiche Katalogkonversionen erfolgreich durchgeführt hat, beauftragt, die Daten der Katalogkarten zu konvertieren und für eine Einspielung in die Bibliotheksdatenbank zu Verfügung zu stellen. Die Einspielung selbst wurde von der Firma ASTEC GmbH vorgenommen, welche die in der Bundestagsbibliothek eingesetzte Katalogsoftware aDIS/BMS entwickelt hat.
