    Abstract
    Survey on the activities going to develop the UDC into a fully faceted classification system according to the Recommendations of the UDC Management Board. A Master Reference File (MRF) has been created from which any publisher or insitution may develop its own versions according to the requests of its clientele. The UDC Technical Director at the FID Headquarters in The Hague maintains the file. An Editorial Board and an Editor in Chief was appointed. Extensions and Corrections are being published. Examples are given on ongoing revision work in the classes for Astronomy, Linguistics and Philology as well as in Medicine. Cooperation with the Editors of the Bliss Classification and the DDC exists

    Abstract
    This book examines a core topic in traditional librarianship: classification. Classification has often been treated as a sub-set of cataloguing and indexing with relatively few basic textbooks concentrating solely an the theory and practice of classifying resources. This book attempts to redress the balance somewhat. The aim is to demystify a complex subject, by providing a sound theoretical underpinning, together with practical advice and promotion of practical skills. The text is arranged into five chapters: Chapter 1: Classification in theory and practice. This chapter explores theories of classification in broad terms and then focuses an the basic principles of library classification, introducing readers to technical terminology and different types of classification scheme. The next two chapters examine individual classification schemes in depth. Each scheme is explained using frequent examples to illustrate basic features. Working through the exercises provided should be enjoyable and will enable readers to gain practical skills in using the three most widely used general library classification schemes: Dewey Decimal Classification, Library of Congress Classification and Universal Decimal Classification. Chapter 2: Classification schemes for general collections. Dewey Decimal and Library of Congress classifications are the most useful and popular schemes for use in general libraries. The background, coverage and structure of each scheme are examined in detail in this chapter. Features of the schemes and their application are illustrated with examples. Chapter 3: Classification schemes for specialist collections. Dewey Decimal and Library of Congress may not provide sufficient depth of classification for specialist collections. In this chapter, classification schemes that cater to specialist needs are examined. Universal Decimal Classification is superficially very much like Dewey Decimal, but possesses features that make it a good choice for specialist libraries or special collections within general libraries. It is recognised that general schemes, no matter how deep their coverage, may not meet the classification needs of some collections. An answer may be to create a special classification scheme and this process is examined in detail here. Chapter 4: Classifying electronic resources. Classification has been reborn in recent years with an increasing need to organise digital information resources. A lot of work in this area has been conducted within the computer science discipline, but uses basic principles of classification and thesaurus construction. This chapter takes a broad view of theoretical and practical issues involved in creating classifications for digital resources by examining subject trees, taxonomies and ontologies. Chapter 5: Summary. This chapter provides a brief overview of concepts explored in depth in previous chapters. Development of practical skills is emphasised throughout the text. It is only through using classification schemes that a deep understanding of their structure and unique features can be gained. Although all the major schemes covered in the text are available an the Web, it is recommended that hard-copy versions are used by those wishing to become acquainted with their overall structure. Recommended readings are supplied at the end of each chapter and provide useful sources of additional information and detail. Classification demands precision and the application of analytical skills, working carefully through the examples and the practical exercises should help readers to improve these faculties. Anyone who enjoys cryptic crosswords should recognise a parallel: classification often involves taking the meaning of something apart and then reassembling it in a different way.

From the outset the author identifies this as a textbook - one that provides theoretical underpinnings, but has as its main goal the provision of "practical advice and the promotion of practical skills" (p. vii). This is a book for the student, or for the practitioner who would like to learn about other applied bibliographic classification systems, and it considers classification as a pragmatic solution to a pragmatic problem: that of organizing materials in a collection. It is not aimed at classification researchers who study the nature of classification per se, nor at those whose primary interest is in classification as a manifestation of human cultural, social, and political values. What makes this book so appealing, even to someone who has immersed herself in this area for many years, as a practicing librarian, a teacher, and a researcher? I especially liked the conceptual framework that supported the detailed descriptions. The author defines and provides examples of the fundamental concepts of notation and the types of classifications, and then develops the notions of conveying order, brevity and simplicity, being memorable, expressiveness, flexibility and hospitality. These basic terms are then used throughout to analyze and comment an the classifications described in the various chapters: DDC, LCC, UDC, and some well-chosen examples of facetted schemes (Colon, Bliss, London Classification of Business Studies, and a hypothetical library of photographs).
    The heart of the book lies in its exceptionally clear and well illustrated explanation of each of the classification schemes. These are presented comprehensively, but also in gratifying detail, down to the meaning of the various enigmatic notes and notations, such as "config" or "class elsewhere" notes, each simply explained, as if a teacher were standing over your shoulder leading you through it. Such attention at such a fine level may seem superfluous or obvious to a seasoned practitioner, but it is in dealing with such enigmatic details that we find students getting discouraged and confused. That is why I think this would be an excellent text, especially as a book to hold in one hand and the schedules themselves in the other. While the examples throughout and the practical exercises at the end of each chapter are slanted towards British topics, they are aptly Chosen and should present no problem of understanding to a student anywhere. As mentioned, this is an unabashedly practical book, focusing an classification as it has been and is presently applied in libraries for maintaining a "useful book order." It aims to develop those skills that would allow a student to learn how it is done from a procedural rather than a critical perspective. At times, though, one wishes for a bit more of a critical approach - one that would help a student puzzle through some of the ambiguities and issues that the practice of classification in an increasingly global rather than local environment entails. While there is something to be said for a strong foundation in existing practice (to understand from whence it all came), the author essentially accepts the status quo, and ventures almost timidly into any critique of the content and practice of existing classification schemes. This lack of a critical analysis manifests itself in several ways: - The content of the classification schemes as described in this book is treated as fundamentally "correct" or at least "given." This is not to say the author doesn't recognize anomalies and shortcomings, but that her approach is to work with what is there. Where there are logical flaws in the knowledge representation structures, the author takes the approach that there are always tradeoffs, and one must simply do the best one can. This is certainly true for most people working in libraries where the choice of scheme is not controlled by the classifier, and it is a wonderful skill indeed to be able to organize creatively and carefully despite imperfect systems. The approach is less convincing, however, when it is also applied to emerging or newly developed schemes, such as those proposed for organizing electronic resources. Here, the author could have been a bit braver in at least encouraging less normative approaches. - There is also a lingering notion that classification is a precise science. For example the author states (p. 13): Hospitality is the ability to accommodate new topics and concepts in their correct place in the schedules ... Perfect hospitality world mean that every new subject could be accommodated in the most appropriate place in the schedules. In practice, schemes do manage to fit new subjects in, but not necessarily in their most appropriate place. It world have been helpful to acknowledge that for many complex subjects there is no one appropriate place. The author touches an this dilemma, but in passing, and not usually when she is providing practical pointers.
    - Similarly, there is very little space provided to the thorny issue of subject analysis, which is at the conceptual core of classification work of any kind. The author's recommendations are practical, and do not address the subjective nature of this activity, nor the fundamental issues of how the classification schemes are interpreted and applied in diverse contexts, especially with respect to what a work "is about." - Finally, there is very little about practical problem solving - stories from the trenches as it were. How does a classifier choose one option over another when both seem plausible, even given that he or she has done a user and task analysis? How do classifiers respond to rapid or seemingly impulsive change? How do we evaluate the products of our work? How do we know what is the "correct" solution, even if we work, as most of us do, assuming that this is an elusive goal, but we try our best anyway? The least satisfying section of the book is the last, where the author proposes some approaches to organizing electronic resources. The suggestions seem to be to more or less transpose and adapt skills and procedures from the world of organizing books an shelves to the virtual hyperlinked world of the Web. For example, the author states (p. 153-54): Precise classification of documents is perhaps not as crucial in the electronic environment as it is in the traditional library environment. A single document can be linked to and retrieved via several different categories to allow for individual needs and expertise. However, it is not good practice to overload the system with links because that will affect its use. Effort must be made to ensure that inappropriate or redundant links are not included. The point is well taken: too muck irrelevant information is not helpful. At the same time an important point concerning the electronic environment has been overlooked as well: redundancy is what relieves the user from making precise queries or knowing the "right" place for launching a search, and redundancy is what is so natural an the Web. These are small objections, however. Overall the book is a carefully crafted primer that gives the student a strong foundation an which to build further understanding. There are well-chosen and accessible references for further reading. I world recommend it to any instructor as an excellent starting place for deeper analysis in the classroom and to any student as an accompanying text to the schedules themselves."

    Abstract
    Analytico-synthetic and faceted classifications, such as Universal Decimal Classification (UDC) provide facilities to express pre-coordinated subject statements using syntactic relations. In this case, the relevance, in the process of UDC-based information retrieval, can be determined by extracting the meaning of the classmarks as precisely as is possible. The central question here is how the identification mentioned above can be supported by automatic means and an analysis of the structure of complex classmarks appears to be an obvious requirement. Many bibliographic sources contain complex UDC classmarks which are stored as simple text strings and on which it is very difficult to perform any meaningful information discovery. The paper presents results from a phase of ongoing research focused on developing a new platform-independent, machine-processable data format capable of representing the whole syntactic structure of the composite UDC numbers to support their further automatic processing. An algorithm that can produce the representation of the numbers in such a format directly from their designations has also been developed and implemented. The research also includes implementing conversion methods to provide outputs that can be employed by other software directly and, as a service, make them available for other software. The paper provides an overview of the solutions developed and implemented since 2015 and outlines future research plans.

    "The contents of the book cover: This book is intended as an introduction to the Dewey Decimal Classification, edition 22. It is not a substitute for it, and I assume that you have it, all four volumes of it, by you while reading the book. I have deliberately included only a short section an WebDewey. This is partly because WebDewey is likely to change more frequently than the printed version, but also because this book is intended to help you use the scheme regardless of the manifestation in which it appears. If you have a subscription to WebDewey and not the printed volumes you may be able to manage with that, but you may then find my references to volumes and page numbers baffling. All the examples and exercises are real; what is not real is the idea that you can classify something without seeing more than the title. However, there is nothing that I can do about this, and I have therefore tried to choose examples whose titles adequately express their subject-matter. Sometimes when you look at the 'answers' you may feel that you have been cheated, but I hope that this will be seldom. Two people deserve special thanks. My colleague Vanda Broughton has read drafts of the book and made many suggestions. Ross Trotter, chair of the CILIP Dewey Decimal Classification Committee, who knows more about Dewey than anyone in Britain today, has commented extensively an it and as far as possible has saved me from error, as well as suggesting many improvements.     "The title says it all. The book contains the essentials for a fundamental understanding of the complex world of the Dewey Decimal Classification. It is clearly written and captures the essence in a concise and readable style. Is it a coincidence that the mysteries of the Dewey Decimal System are revealed in ten easy chapters? The typography and layout are clear and easy to read and the perfect binding withstood heavy use. The exercises and answers are invaluable in illustrating the points of the several chapters. The book is well structured. Chapter 1 provides an "Introduction and background" to classification in general and Dewey in particular. Chapter 2 describes the "Outline of the scheme" and the conventions in the schedules and tables. Chapter 3 covers "Simple subjects" and introduces the first of the exercises. Chapters 4 and 5 describe "Number-building" with "standard subdivisions" in the former and "other methods" in the latter. Chapter 6 provides an excellent description of "Preference order" and Chapter 7 deals with "Exceptions and options." Chapter 8 "Special subjects," while no means exhaustive, gives a thorough analysis of problems with particular parts of the schedules from "100 Philosophy" to "910 Geography" with a particular discussion of "'Persons treatment"' and "Optional treatment of biography." Chapter 9 treats "Compound subjects." Chapter 10 briefly introduces WebDewey and provides the URL for the Web Dewey User Guide http://www.oclc.org/support/documentation/dewey/ webdewey_userguide/; the section for exercises says: "You are welcome to try using WebDewey an the exercises in any of the preceding chapters." Chapters 6 and 7 are invaluable at clarifying the options and bases for choice when a work is multifaceted or is susceptible of classification under different Dewey Codes. The recommendation "... not to adopt options, but use the scheme as instructed" (p. 71) is clearly sound. As is, "What is vital, of course, is that you keep a record of the decisions you make and to stick to them. Any option Chosen must be used consistently, and not the whim of the individual classifier" (p. 71). The book was first published in the UK and the British overtones, which may seem quite charming to a Canadian, may be more difficult for readers from the United States. The correction of Dewey's spelling of Labor to Labo [u] r (p. 54) elicited a smile for the championing of lost causes and some relief that we do not have to cope with 'simplified speling.' The down-to-earth opinions of the author, which usually agree with those of the reviewer, add savour to the text and enliven what might otherwise have been a tedious text indeed.     Abstract
    Dewey Decimal Classification and Relative Index, Edition 22 (DDC 22) will be issued simultaneously in print and web versions in July 2003. The new edition is the first full print update to the Dewey Decimal Classification system in seven years-it includes several significant updates and many new numbers and topics. DDC 22 also features some fundamental structural changes that have been introduced with the goals of promoting classifier efficiency and improving the DDC for use in a variety of applications in the web environment. Most importantly, the content of the new edition has been shaped by the needs and recommendations of Dewey users around the world. The worldwide user community has an important role in shaping the future of the DDC.

Françoise Levie's new biography of Otlet embodies the research she has started with the production of the documentary of the same name (Sofidoc, 2002, 60 min.). It is impossible to give a chapter-bychapter overview of this informatively dense and beautifully illustrated book, which consists of twenty chapters, a concluding piece by Benoît Peeters, a very useful list and description of the pivotal figures in Otlet's life, and a list containing the locations of the sources consulted (an index is, unfortunately, not provided). I will therefore restrict myself by pointing to Levie's innovative contributions to our knowledge of Otlet and to topics that are of genuine interest to the readers of this journal. Levie's book is the result of a fascinating, worldwide quest into the remains of Otlet's work and his international connections. Ever since W Boyd Rayward's monumental 1975 The Universe of Information: The Work of Paul Otlet for Documentation and International Organization (Moscow: VINITI), this book is the second systematic survey of the Collections of the Mundaneum (now, after various peregrinations, preserved at Bergen/Mons, Belgium) (cf. pp. 339-340), which contains Otlet's private documents, the "Otletaneum". Sixty-eight unopened banana boxes were the main source of inspirations for Levie's research. Of special interest in this respect is Levie's discovery of Otlet's 1916 diary "le Cahier Blue". As these boxes were, at the time Levie conducted her research, not classified and as they were thereafter re-divided and re-classified, precise references to this collection are not provided and the text is simply quoted during the course of the book (p. 339). While this is perfectly understandable, I would have welcomed exact references to Otlet's main works such as, for instance, Traité de documentation and Monde, Essai d'universalisme which are also quoted without supplying further details.
    Levie's focus is not exclusively on Otlet's contributions to bibliography and information science per se, but aims at offering a very complete, chronological overview of the life and work of Paul Otlet. Levie succeeds very well at documenting Otlet's personal and familial life, and offers ample socio-historical and political contextualisation of Otlet's activities (e.g. the interaction between Otlet's internationalist endeavours and the expansionist politics of King Leopold II (p. 59), and Otlet's ardent pacifism during World War I are relevantly highlighted (pp. 161176)). Levie begins by exploring Otlet's childhood days and by bringing into perspective some of the traits which are relevant to understand his later work. She shows how his father Edouard, an internationally active railway contractor, awoke a mondial awareness in the young Otlet (pp. 20-21) and how his encyclopaedic spirit for the first time found expression in a systematic inventory of the small Mediterranean isle his father bought (L'île du Levant, 1882) (p. 31). From the age of 16 Otlet suffered from a disorder of his literal memory (Otlet's personal testimony in the Cahier Blue, on p. 47), which might perhaps explain his lifelong obsession with completeness and accuracy. Of special interest to the readers of this journal are chapter 4, in which Otlet's and Henri Lafontaine's adaptation of Melvil Dewey's Decimal Classification and the origin of the Universal Decimal Classification (UDC) is discussed in extenso (pp. 5170; also see chapter 6, p. 98 for Otlet's attempt at a universal iconographical index) and chapter 17, in which Traité de documentation (1934) is presented
    (pp. 267-277). In chapter 5 (pp. 75-89), Levie discusses Otlet's interest in urbanism (also see, p. 147 ff) and recounts how in Westende he built from scratch a complete coastal village, a kind of miniutopia, in close collaboration with the architects Octave Van Rysselberghe and Henry Van de Velde (unfortunately, it was destroyed in 1914). In close connection to their pacifist ideals, Otlet and his Nobelprize winning co-worker Lafontaine sought to realize a World City and in 1911 saw their ambitions shared by the joint work of the French architect Ernest Hébrard and the American-Norwegian sculptor Hendrik Anderson (pp. 128-141). Later, in the late 1920s, Otlet joined forces with Le Corbusier to establish such a world-centre (pp. 229-247, a 1930 letter of Le Corbusier to Otlet on this matter is reproduced on pages 234-235). In his later moments of desperation, Otlet called on virtually every major political leader, including Mussolini, Franco, and Hitler to achieve this goal (pp. 217-218, p. 294). In these chapters related to architecture, Levie draws extensively on previously unstudied correspondence and adds much detail to our knowledge of Otlet's explorations in this area. In several other chapters, Levie documents in great detail the less unknown rise and downfall of Otlet's "Mondial Palace" (which was inaugurated in 1919) (chapters 12-14 and 16). Looking back on Otlet's endeavours it is not difficult to realize that many of his "utopian" ideas were realized in the course of history. Levie's unique work represents a most welcome update of our knowledge of Otlet. It bears direct relevance for historians of information science and bibliography and historians of architecture, but will, no doubt, attract many scholars from other disciplines, as it places Otlet against the background of several important historical trends and as it is very accessibly written. I take it that publishers are already preparing an English edition of this work - or else, they should be. I wholeheartedly agree with Levie's conclusion that we haven't finished discovering Otlet's work (p. 318)."

    Abstract
    The decimal system is one system of a number of possible systems of ordering - and a very symbolic also. The ordering in ten chapters, themes, numbers, etc. you can find often in history. Indeed Dewey is not the genius-founder of decimal classification (against a number of authors)! For ordering and structuring separate schemes within a classification DDC creates a number of important negative solutions, e.g. in the main classes the 'lost' of physics and of medicine as special schemes: Nearly a catastrophe in the times of STM! And against an enormous tradition like Leibniz 1646 - 1716) et alii! Compare Bliss: The Bliss-Classification gives space for 6 numbers »sciences« in a context of 26 classes. Therefore the result in short: DDC (and UDC of course!) are »flowers« of the past, of the first decades of century 20! As a fact the Decimal Classification within the tradition of Melvil Dewey is not a final work: See the increasing number of newly constructed decimal classifications during the years 80 and 90 of the 20th century! Nevertheless DDC is a very great (problem and) solution in its development, internationality, reception - and edge-stone for many thinkers and librarians throughout the world - and an important example for modern translational work! Magda Heiner-Freiling has given to us a great stone for the edifice of Modern DDC: Requiescat in pace!

    Abstract
    In 2003, OCLC published Dewey Decimal Classification and Relative Index, Edition 22 (DDC 22), in print and Web versions. The changes and updates in the new edition reflect a modern view of knowledge structures and address the general needs of Dewey users. The content of DDC 22 has been shaped by a number of social, geopolitical, and technical trends. The World Wide Web has provided a vehicle for more frequent distribution of updates to the DDC, and a medium for direct communication with Dewey users around the world. In addition to updating the system itself, other strategies are needed to accommodate the needs of the global Dewey user community. Translation of the system is one approach; another is mapping. Mapping terminology to the DDC is a strategy for supporting effective local implementation of the system while maintaining the internal cohesiveness of the DDC. This paper explores the usefulness of mapping terminology from English-language general subject headings lists produced outside the U.S.

    Abstract
    This book is an extension and total revision of the author's earlier Guide to the use of UDC. The original was written in 1993 and in the intervening years much has happened with the classification. In particular, a much more rigorous approach has been undertaken in revision to ensure that the scheme is able to handle the requirements of a networked world. The book outlines the history and development of the Universal Decimal Classification, provides practical hints on its application and works through all the auxiliary and main tables highlighting aspects that need to be noted in applying the scheme. It also provides guidance on the use of the Master Reference File and discusses the ways in which the classification is used in the 21st century and its suitability as an aid to subject description in tagging metadata and consequently for application on the Internet. It is intended as a source for information about the scheme, for practical usage by classifiers in their daily work and as a guide to the student learning how to apply the classification. It is amply provided with examples to illustrate the many ways in which the scheme can be applied and will be a useful source for a wide range of information workers

    This work is a comprehensive guide to Edition 21 of the Dewey Decimal Classification (DDC 21). The previous edition was edited by John Phillip Comaromi, who also was the editor of DDC 20 and thus was able to impart in its pages information about the inner workings of the Decimal Classification Editorial Policy Committee, which guides the Classification's development. The manual begins with a brief history of the development of Dewey Decimal Classification (DDC) up to this edition and its impact internationally. It continues on to a review of the general structure of DDC and the 21st edition in particular, with emphasis on the framework ("Hierarchical Order," "Centered Entries") that aids the classifier in its use. An extensive part of this manual is an in-depth review of how DDC is updated with each edition, such as reductions and expansions, and detailed lists of such changes in each table and class. Each citation of a change indicates the previous location of the topic, usually in parentheses but also in textual explanations ("moved from 248.463"). A brief discussion of the topic moved or added provides substance to what otherwise would be lists of numbers. Where the changes are so dramatic that a new class or division structure has been developed, Comparative and Equivalence Tables are provided in volume 1 of DDC 21 (such as Life sciences in 560-590); any such list in this manual would only be redundant. In these cases, the only references to changes in this work are those topics that were moved from other classes. Besides these citations of changes, each class is introduced with a brief background discussion about its development or structure or both to familiarize the user with it. A new aspect in this edition of the DDC study manual is that it is combined with Marty Bloomberg and Hans Weber's An Introduction to Classification and Number Building in Dewey (Libraries Unlimited, 1976) to provide a complete reference for the application of DDC. Detailed examples of number building for each class will guide the classifier through the process that results in classifications for particular works within that class. In addition, at the end of each chapter, lists of book summaries are given as exercises in number analysis, with Library of Congress-assigned classifications to provide benchmarks. The last chapter covers book, or author, numbers, which-combined with the classification and often the date-provide unique call numbers for circulation and shelf arrangement. Guidelines in the application of Cutter tables and Library of Congress author numbers complete this comprehensive reference to the use of DDC 21. As with all such works, this was a tremendous undertaking, which coincided with the author completing a new edition of Conversion Tables: LC-Dewey, Dewey-LC (Libraries Unlimited, forthcoming).     A system of library classification that flashed across the inquiring mind of young Melvil Louis Kossuth Dewey (known as Melvil Dewey) in 1873 is still the most popular classification scheme.. The modern library classification begins with Dewey Decimal Classification (DDC). Melvil Dewey devised DDC in 1876. DDC has is credit of 128 years of boudless success. The DDC is being taught as a practical subject throughout the world and it is being used in majority of libraries in about 150 countries. This is the result of continuous revision that 22nd Edition of DDC has been published in July 2003. No other classification scheme has published so many editions. Some welcome changes have been made in DDC 22. To reduce the Christian bias in 200 religion, the numbers 201 to 209 have been devoted to specific aspects of religion. In the previous editions these numbers were devoted to Christianity. to enhance the classifier's efficiency, Table 7 has been removed from DDC 22 and the provision of adding group of persons is made by direct use of notation already available in schedules and in notation -08 from Table 1 Standard Subdivision. The present book is an attempt to explain, with suitable examples, the salient provisions of DDC 22. The book is written in simple language so that the students may not face any difficulty in understanding what is being explained. The examples in the book are explained in a step-by-step procedure. It is hoped that this book will prove of great help and use to the library professionals in general and library and information science students in particular.

    Abstract
    Es werden die Überlegungen im Zusammenhang mit der Einführung der Dewey-Dezimalklassifikation im deutschen Sprachraum dargestellt, wobei die künftige deutsche DDC-Ausgabe auf der Basis der 22. Auflage der Original-DDC im Mittelpunkt steht. Dringlich für eine deutsche Ausgabe sind neben Korrekturen und Expansionen für deutsche Sachverhalte, etwa im Bereich der geografischen Hilfstafel, die Schaffung eines deutschen Begriffsinventars für das Instrumentarium der DDC selbst und eine Integration der Terminologie der Schlagwortnormdatei, soweit das mit der Struktur einer Klassifikation vereinbar ist. Daneben kommt der über eine reine Übersetzung hinausgehenden Anpassung der Beispiele und Registereinträge der DDC an die Suchgewohnheiten deutschsprachiger Benutzer eine erhebliche Bedeutung zu.

    A work in progress. An analysis of the handling of the domain "environmental science" in three universal classification schemes. Attention is given to problems of primary location, interdisciplinarity, degree of scatter, tenninology and structure of the domain. 1. Introduction Many traditional tools for organizing and providing access to recorded knowledge have become increasingly inadequate in responding to the changing requirements for effective organization and retrieval. The universal classification systems have been primary targets for criticism. In varying degrees they have been proven too rigid and somewhat limited as tools of modern knowledge organization. These inadequacies can be attributed to several significant factors - the changing nature of knowledge itself, the emergence of new domains, the realignment of old ones, and the development of very large databases. Also, more and more, as new technologies become available, there is increasing emphasis an the retrieval of facts as opposed to the retrieval of whole documents. In particular, the Internet encourages information seeking at a macro-level while the major universal systems were designed to organize information at a macro level. Moreover, there is a growing body of research and practical application aimed at improving the situation. This papers examines three of the best known universal classification systems the Dewey Decimal (DDC), Universal Decimal (UDC) and Library of Congress (LCC) classification systems in the light of their ability to respond to the changing nature of information itself. Recent research is briefly examined for its applicability to them. Environmental science, a recently emerging domain, is used as a basis for the analysis.

    Abstract
    Toward the end of the nineteenth century, Paul Otlet and Henri LaFontaine of Belgium initiated the compilation of an index to all recorded knowledge. Instead of an alphabetical file, they decided to adopt a classified arrangement. For the basis of such an arrangement, they turned to the Dewey Decimal Classification, a system which was gaining wide acceptance in American libraries. With permission secured from Melvil Dewey to expand the system to include details required for an indexing tool, Otlet and LaFontaine began developing what was to become the Universal Decimal Classification (UDC). Following the establishment of the Institut International de Bibliographie (IIB), later the Fédération Internationale de Documentation (FID), in 1895, work an the universal index and the classification scheme proceeded under its aegis. In 1905, the classification scheme was published as the Manuel du Répertoire bibliographique universel. While the initial, ambitious project of the universal index was abandoned, the classification scheme itself was widely adopted, particularly in special libraries in Europe. A second edition was published in 1927-1933 under the title Classification décimale universelle. The development and maintanance of the scheme continued with the support of the FID. In the course of its development, the UDC moved further and further away from its prototype, the Dewey Decimal Classification. One of the major differences between the two systems is the use of relators in UDC. The notation adopted by Melvil Dewey for his scheme is a hierarchical one; in other words, the notation reflects the hierarchical relationships among subjects. However, it does not display the relationships among the facets, or aspects, of a particular subject. Furthermore, the use of auxiliaries in the Dewey Decimal Classification, beginning with the form subdivisions and gradually expanding to include geographic subdivisions and finally other auxiliaries in the most recent editions, has been relatively restricted. As an indexing tool, Otlet and LaFontaine felt that their system needed commonly applicable auxiliaries which they called "determinatives."` To this end, a series of special symbols were introduced into the system for the purpose of combining related subjects and indicating different facets or aspects of the main subject. The use of these symbols, called relators, with the auxiliaries has rendered the Universal Decimal Classification a synthetic scheme. In this respect, the UDC has moved much more rapidly than the Dewey Decimal Classification toward becoming a faceted classification. In the following paper, Henry V. Hopwood, a Senior Assistant at the British Patent Office Library during the 1900s, explains the use and rationale of relators, or "marks," as he calls them, in the Universal Decimal Classification.
