    "Es gibt Daten, Informationen und Fakten. Wenn man mir eine Zahlenreihe vorsetzt, dann handelt es sich um Daten: unterscheidbare Einheiten, im Fachjargon: Items. Wenn man mir sagt, dass diese Items stündliche Temperaturangaben der Aare im Berner Marzilibad bedeuten, dann verfüge ich über Information - über interpretierte Daten. Wenn man mir sagt, dies seien die gemessenen Aaretemperaturen am 22. August 2016 im Marzili, dann ist das ein Faktum: empirisch geprüfte interpretierte Daten. Dieser Dreischritt - Unterscheiden, Interpretieren, Prüfen - bildet quasi das Bindemittel des Faktischen, «the matter of fact». Wir alle führen den Dreischritt ständig aus und gelangen so zu einem relativ verlässlichen Wissen und Urteilsvermögen betreffend die Dinge des Alltags. Aber wie schon die Kurzcharakterisierung durchblicken lässt, bilden Fakten nicht den Felsengrund der Realität. Sie sind kritikanfällig, sowohl von der Interpretation wie auch von der Prüfung her gesehen. Um bei unserem Beispiel zu bleiben: Es kann durchaus sein, dass man uns zwei unterschiedliche «faktische» Temperaturverläufe der Aare am 22. August 2016 vorsetzt.
    - Als eine regelrechte Sumpfblüte aus dem Szenario des «Bullshits» präsentiert sich der republikanische Präsidentschaftskandidat Donald Trump. Aber Künstlichkeit des Faktischen bedeutet nun gerade nicht Unverbindlichkeit. Dieser Fehlschluss stellt sich nicht nur für die Erkenntnistheorie als ruinös heraus, sondern vor allem auch für die Demokratie. Zur Erläuterung benütze ich drei politische Szenarien: jenes der Wahrheit, jenes der Macht und jenes des «Bullshits». Im Szenario der Wahrheit überprüfen wir eine Aussage, bis wir den robusten Konsens für einen Entscheid gefunden haben: Die Aussage ist wahr oder falsch, tertium non datur. Lügner werden überführt, wie US-Aussenminister Colin Powell, der 2003 in der Uno die Intervention im Irak mit falschen faktischen Behauptungen begründete. Dieser Makel haftet ihm bis heute an. Dies gerade auch - und das muss man ihm zugutehalten -, weil Powell das Szenario der Wahrheit anerkennt. George W. Bush und seine Kamarilla im Irakkrieg etablierten dagegen das Szenario der Macht.

    "Das Web wuchert. Das Informationsangebot lässt zwar mit Maschinen nach Stichwörtern durchsuchen. Doch die Ergebnisse sind teils ernüchternd oder erschlagend: Die Fundlisten sind lang und trennen nur manchmal die Spreu vom Weizen. Da geben nicht nur Normalnutzer schnell auf. Auch Studierende streichen die Web-Segel. Nur wenige beschaffen sich wissenschaftliche Informationen aus dem Internet, ergab eine Studie der Sozialforschungsstelle an der Universität Dortmund. Zwar grast knapp zwei Drittel des akademischen Nachwuchses das Web mit den üblichen Suchmaschinen ab - durchaus auch nach fachlichen Informationen. Doch es herrscht allgemeine Unzufriedenheit mit den Ergebnissen der Recherchen. Wichtigster Kritikpunkt: ein umfassendes Auflisten aller Treffer ist meist nur hinderlich. Biologen etwa, die nach Veröffentlichungen über Eiweiße suchen, sind weniger an Küchenrezepten mit Eischnee interessiert - die sie aber mitserviert bekommen. Selbst die Recherche nach "Protein ohne Eiweiß", die bei einigen Suchmaschinen möglich ist, führt noch zu einem mittleren Informationsstau. Eine Maschine, die sich in Biologie auskennt und ausschließlich dieses Feld beackert, wäre gut. Im Auftrag des Bildungsministeriums entwickelt der Verein zur Förderung eines Deutschen Forschungsnetzes (DFN) nun solche fachspezifischen Suchmaschinen. Wie üblich, soll die Software unablässig im Netz stöbern - und die Funde nach einem Schlagwortkatalog festgelegten Fachgebieten zuordnen. Anfragen durchstöbern dann nur die entsprechende Sektion. Der Bezug der Dokumente untereinander, die Links auf den Seiten werden zur Bewertung herangezogen. Damit, hoffen die Forscher, sei ein effektives Ranking möglich: Die Dateien, auf die am häufigsten verwiesen wird, landen ganz oben. Die erfolgreiche allgemeine Suchmaschine Google arbeitet nach diesem Prinzip. Das Ministerium zahlt dafür 1,2 Millionen Mark. DFN-Chef Eike Jessen: "Spätestens im Frühjahr 2003 soll die innovative Suchsoftware für die Mitglieder des DFN-Vereins sowie für andere akademische Einrichtungen frei verfügbar sein.""

    Abstract
    Dieses Kapitel beschreibt ein quantitatives Verfahren, bei dem Suchmaschinen als exploratives Werkzeug für die Erhebung forschungsrelevanter Daten benutzt werden. Suchmaschinen bilden dabei die Grundlage für einen systemtheoretischen Ansatz, der die gewonnenen Informationen für die Abbildung der makro-soziologischen Eigenschaften einzelner Webseiten und kompletter Netzwerke nutzt. Die technischen Fortschritte des Information Retrieval ermöglichen 15 Jahre nach der Evolution des Internets zum Massenmedium Zugang zu Informationen und informationsverfahren, die ohne den Wandel des Verhältnisses von Öffentlichkeit und Privatsphäre, von Internetnutzern zu Inhalte-Produzenten und von Sendern zu Empfängern im Sinne des mathematischen Modells der Kommunikation nicht vorstellbar sind. Diese Entwicklung erlaubt die Nutzung innovativer Explorationsverfahren, die durch den direkten Zugriff auf Milliarden von Daten auch Einblicke in die Transaktionsprozesse der daran beteiligten Suchmaschinen und Märkte bieten. Im Folgenden werden die Transformationen des Öffentlichen Raumes und der Privatsphäre beleuchtet. Besonderes Augenmerk gilt dabei dem Zugang und der Verfügbarkeit von Informationen in Information-Retrieval-Systemen, die relevante Informationen für eine umfassende Exploration und Analyse der Zielobjekte geben. Beschrieben wird insbesondere, wie eine Nutzung von Suchmaschinen zur Datenerhebung verbunden mit einer Betrachtung als geregelte Prozesse innerhalb eines kybernetischen Modells Nutzungsmöglichkeiten und Optionen für die quantitative Analyse von Nutzerverhalten, Strukturen und Marktzahlen bietet.
