    Abstract
    Der avisierte Umstieg von RAK auf AACR bindet die Arbeitskraft von Bibliothekaren, ohne dass als Resultat ein zukunftsfähiges Regelwerk mit rationellen Arbeitsprozessen zustande kommen wird. Dies führt nicht nur in eine Sackgasse in der Entwicklung bibliothekarischer Informationssysteme. Bei denjenigen Spezialbibliotheken, die nicht über die arbeitsteiligen Strukturen wie eine Katalogabteilung verfügen, sondern ihre Arbeit eigenständig nach Vorgaben ihrer Institutionen und Prioritäten organisieren müssen und gegenwärtig vor viel wichtigeren Aufgaben stehen (Digitalisierung von Dokumenten, Internetangebot, Informationsvermittlung, Wissensmanagement, Verwaltungssteuerung, Kostenrechnung usw.), deren Bewältigung schon die normale Arbeitskapazität überfordert, kann dies direkt in eine Krisensituation führen. Diskussionen, Aufsätze und Fortbildung zu diesem Thema drohen somit aufgrund dieser zusätzlichen Arbeitsbelastung ein Teil dieses Problems zu werden, es sei denn, man schafft es, die gegenwärtige Situation als Anlass zu nehmen, ein wirklich zukunftsfähiges Regelwerk zu entwickeln und auch durchzusetzen. Ich erlaube ich mir daher, zehn Thesen über "Die Katalogisierung der Zukunft" vorzulegen, um eine derartige Diskussion anzustoßen. Zunächst muss allerdings auf drei wesentliche Elemente der bisherigen Diskussion eingegangen werden, damit der Blick frei wird für die eigentlichen Probleme: die stillschweigenden Voraussetzungen, die Metaphorik des Nutzens, die Paradoxa des deutschen Bibliothekswesens.

    Abstract
    Information professions identified the need for a set of standard metadata almost as soon as the WWW became a reality. Several initiatives have already identified the types of bibliographic information that would be necessary to describe and locate an electronic publication. The descriptors identified in the OCLC/NCSA Dublin Core are combined with those assembled by the Coalition of Networked Information and the Internet Engineering Task force to produce a list of electronic citation elements. Advocates embedding these citation elements within electrinic documents through the use of HTML<META>tags and other markup techniques. There is also a call to cataloguing librarians to contribute their expertise in information resources management to document being prepared for the WWW in order to influence the quality of electronic publication from the insides

    Abstract
    Die Handschriftenkatalogisierung in Deutschland wird durch einen im Oktober 2000 gefassten Beschluss des Bibliotheksausschusses der Deutschen Forschungsgemeinschaft grundlegend verändert. Dieser Beschluss basiert auf einem Arbeitspapier einer vor Jahresfrist einberufenen Arbeitsgruppe "Neue Konzepte der Handschriftenerschließung"; seine Folgen sind kaum abzuschätzen. Ausgehend von der in der Probephase befindlichen Handschriftendatenbank, von der noch zu reden sein wird, sieht man Möglichkeiten für ein stärker selektives Vorgehen und den partiellen Ersatz herkömmlicher DFG-Kataloge durch Kurztitelkataloge, also Handschriftencensus. Als Kernthese wird eine Verlagerung der Förderung von einer Handschriftenkatalogisierung zu einem "Data Mining und Knowledge Engineering" angestrebt, worunter ein "Leitkonzept für Informationssysteme zur Mittelalter- und Frühneuzeitforschung" verstanden wird. Dies soll primär eine Öffnung zu freieren Formen ermöglichen, als es der traditionelle Handschriftenkatalog darstellt; als Ausführungsinstanzen werden jedoch weiterhin die sogenannten "Handschriftenzentren" angesprochen

    Abstract
    "Libraries: Tools for Education and Development" war das Motto der 70. IFLA-Generalkonferenz, dem Weltkongress Bibliothek und Information, der vom 22.-27. August 2004 in Buenos Aires, Argentinien, und damit erstmals in Lateinamerika stattfand. Rund 3.000 Teilnehmerinnen und Teilnehmer, davon ein Drittel aus spanischsprachigen Ländern, allein 600 aus Argentinien, besuchten die von der IFLA und dem nationalen Organisationskomitee gut organisierte Tagung mit mehr als 200 Sitzungen und Veranstaltungen. Aus Deutschland waren laut Teilnehmerverzeichnis leider nur 45 Kolleginnen und Kollegen angereist, womit ihre Zahl wieder auf das Niveau von Boston gesunken ist. Erfreulicherweise gab es nunmehr bereits im dritten Jahr eine deutschsprachige Ausgabe des IFLA-Express. Auch in diesem Jahr soll hier über die Veranstaltungen der Division IV Bibliographic Control berichtet werden. Die Arbeit der Division mit ihren Sektionen Bibliography, Cataloguing, Classification and Indexing sowie der neuen Sektion Knowledge Management bildet einen der Schwerpunkte der IFLA-Arbeit, die dabei erzielten konkreten Ergebnisse und Empfehlungen haben maßgeblichen Einfluss auf die tägliche Arbeit der Bibliothekarinnen und Bibliothekare. Erstmals wird auch ausführlich über die Arbeit der Core Activities ICABS und UNIMARC und der Information Technology Section berichtet.

    Knowledge Management Section (Sektion Wissensmanagement) Ziel der neuen Sektion ist es, die Entwicklung und Implementierung des Wissensmanagements in Bibliotheken und Informationszentren zu fördern. IFLA-CDNL Alliance for Bibliographic Standards (ICABS) Ein Jahr nach ihrer Gründung in Berlin hat die IFLA Core Activity "IFLA-CDNL Alliance for Bibliographic Standards (ICABS)" in Buenos Aires zum ersten Mal das Spektrum ihrer Arbeitsfelder einem großen Fachpublikum vorgestellt. Die IFLA Core Activity UNIMARC, einer der Partner der Allianz, hatte am Donnerstagvormittag zu einer Veranstaltung unter dem Titel "The holdings record as a bibliographic control tool" geladen. Am Nachmittag des selben Tages fand unter dem Titel "The new IFLA-CDNL Alliance for Bibliographic Standards - umbrella for multifaceted activities: strategies and practical ways to improve international coordination" die umfassende ICABS-Veranstaltung statt, die von der Generaldirektorin Der Deutschen Bibliothek, Dr. Elisabeth Niggemann, moderiert wurde. Nachdem die Vorsitzende des Advisory Board in ihrem Vortrag auf die Entstehungsgeschichte der Allianz eingegangen war, gab sie einen kurzen Oberblick über die Organisation und die Arbeit von ICABS als Dach der vielfältigen Aktivitäten im Bereich bibliographischer Standards. Vertreter aller in ICABS zusammengeschlossener Bibliotheken stellten im Anschluss daran ihre Arbeitsbereiche und -ergebnisse vor.

    - Knowledge Management Section (Sektion Wissensmanagement) - Christel Mahnke Die 2004 neu gegründete Sektion hat sich weiter konsolidiert. Ziel der Sektion ist es, die Entwicklung des Wissensmanagements in Bibliotheken und Informationszentren zu fördern. Dabei soll der Fokus nicht nur auf Spezial- und Firmenbibliotheken liegen. Wissensmanagement soll als kultureller Faktor verstanden werden. Die Webseite der Sektion ist unter http://www.ifla.org/VII/s47/index.htm erreichbar. In den nächsten Wochen soll außerdem eine Plattform entstehen, die den direkten Austausch von Dokumenten erleichtert. Auch der Newsletter soll zukünftig KM-relevante Fachartikel und Hinweise auf Artikel und Publikationen enthalten. (S.1136) - IFLA-CDNL Alliance for Bibliographic Standards (ICABS) einschließlich UNIMARC - Renate Gömpel; Susanne Oehlschläger Bei der Gründung von ICABS im Jahr 2003 haben die Mitglieder beschlossen, die Arbeit der Core Activity nach Ablauf von 3 Jahren zu evaluieren. Hierzu wurde bereits im Sommer eine Online-Befragung durchgeführt. Das ICABS Advisory Board hat während seiner Sitzung in Seoul die Ergebnisse der Umfrage und seine künftige strategische Ausrichtung diskutiert. Man hat sich darauf verständigt, ICABS auf jeden Fall weiterzuführen, allerdings den Strategieplan umzustrukturieren und Außendarstellung sowie Berichterstattung an den Themenbereichen von ICABS zu orientieren und nicht wie bisher an den beteiligten Institutionen. Die Deutsche Nationalbibliothek hat sich bereit erklärt, den Vorsitz im Advisory Board für weitere drei Jahre zu übernehmen und damit auch weiterhin das Sekretariat zu stellen. Der umgestaltete Strategieplan soll Ende des Jahres den IFLA-Gremien zugeleitet werden. Auf eine formelle Evaluierung soll zu diesem Zeitpunkt verzichtet werden. (S.1137-1138)
