    Die 'superindustrielle' Entwicklung der Gegenwart verlangt eine neue und neuartige Informationsordnung. Eine bloße Wissensordnung alten Zuschnitts reicht nicht mehr aus. Ein tieferes Verständnis von 'Information' und 'Informationstechnologie' erleichtert die Gewinnung einer neuen Informationsordnung: (1) 'Information' gehört nicht zu einer mysteriösen 'Welt drei' (K.R. Popper), sondern ist schlicht ein spezielles 'Modell - wovon -für wen - wozu' im Sinne einer modifizierten allgemeinen Systemtheorie; (2) dies trifft ebenfalls zu für 'Wissen' und 'Entscheidung', da sie Untermengen der Information sind; (3) Programme sind dynamische 'Modelle ...', die sogar das tun, was sie modellieren, nämlich menschliches Problemlöseverhalten; als solche sind sie neuartiges Wissen, das auch ausführt, was es zeigt; (4) Informationssysteme sind Makro-'Modelle - wovon - für wen - wozu'; (5) Computersysteme sind programmierbare Makromodelle (wovon - für wen - wozu), die auch ausführen, was sie modellieren; (6) die vergangene Informationsordnung beruhte auf dem Buch, die zukünftige wird auf Buch und Computer basieren. Buch und Computer verhalten sich zueinander wie statische lokale Wissensspeicher und dynamische verteilte und vernetzte Entscheider. Dem Umbruch sollte eine künftige Informationsordnung entsprechen; (7) es gibt zwei Arten von Kommunikation: die 'horizontale' unter Gleichen und die 'vertikale' unter Ungleichen. Computernetze umfassen Kommunikation beider Typen und deren programmierte Manipulation; (8) Computernetze umfassen Information aller Arten: Wissen, Entscheiden, Kommunikation u.a. Eine reine Wissensordnung reicht nicht mehr aus, sondern muß um eine Entscheidungs- und Kommunikationsordnung erweitert werden; (9) Wissen, Entscheiden, Kommunikation sind heute programmierbar, also für bestimmte Zwecke computermanipulierbar; zugleich sind sie vernetzt, also nicht mehr lokal oder zeitlich fixiert. Eine neue Informationsordnung wird sowohl das informationelle und kommunikative Selbstbestimmungsrecht der Bürger als auch diese neuen Umstände zu wahren haben

    Abstract
    2015 warnte das »DigitalManifest« in »Spektrum der Wissenschaft« vor Verhaltensmanipulation und heraufziehender Datendiktatur. Demokratie und Menschenrechte seien in Gefahr. Es wurde ein neuer Ansatz bei der Digitalisierung gefordert. Wenngleich es auch Fortschritte gab, muss dringend gewarnt werden. Die Gefahr des technologischen Totalitarismus ist keineswegs gebannt. In Zeiten des Klimawandels ist er wahrscheinlicher denn je.

    Abstract
    Die DFG hat mit ihren empfehlungen 'Neue Informations-Infrastrukturen in forschung und Lehre' eine engere Kooperation bei der Förderung digitaler Bibliotheksentwicklungen angeregt und auf die Notwendigkeit der Reorganisation des Informationsmanagements der Hochschulen im digitalen Zeitalter hingewiesen.     Abstract
    In der Informationsgesellschaft kommen auf Bibliotheken und Spezialbibliotheken insbesondere neue Aufgaben zu. Automatisierung, Digitalisierung und Virtualisierung sind die Entwicklungsstadien, in denen die Bibliotheken die infrastrukturellen Grundlagen zur Übernahme neuer Funktionalitäten legen. Die Bibliothek wird neben den gewohnten Tätigkeiten dann auch Funktionen eines Dokumentationszentrums, eines Multimediazentrums und eines Verlages übernehmen können. Am Beispiel der Bibliothek der Friedrich-Ebert-Stiftung wird die funktionale Erweiterung und Anpassung an die durch die digitale Revolution und neue Telekommunikationstechnologien geschaffenen Bedingungen geschildert.
