- Abstract
- Am 1. Juli 1998 beginnt Die Deutsche Bibliothek im Vorgriff auf die Novellierung des neuen Gesetzes mit der Sammlung von Netzpublikationen. In den ersten Monaten werden vor allem Dissertationen und Habilitationen sowie die Veröffentlichungen einiger freiwilliger Verlage gesammelt. Die Ablieferung der Publikationen muß in einem der von Der Deutschen Bibliothek bevorzugten Dateiformate erfolgen. Die Formalerschließung erfolgt auf der Grundlage von RAK-NBM im PICA-ILTIS-Format; die inhaltliche Erschließung auf der Grundlage der RSWK, 3. Aufl.

- "Die Angst ist nicht unberechtigt: Da viele Informationen nur noch digital abrufbar und gespeichert sind, könnten sie in den nächsten Jahrhunderten vielleicht unwiderruflich verschwinden. Von unserer Epoche bliebe wenig übrig, wenn all diese Daten vergessen würden. Je nach Inhalt kann das gut oder schlecht sein. Auf immer und ewig gespeichert werden soll er trotzdem. So sieht das jedenfalls die Bundesregierung und hat ein Gesetz verabschiedet, das bei vielen Betroffenen für Fassungslosigkeit sorgt. Denn: Die "Verordnung über die Pflichtablieferung von Medienwerken an die Deutsche Nationalbibliothek" schreibt vor, dass jeder Betreiber einer Website diese als PDF-Dokument speichern und an die Nationalbibliothek zu senden hat. Dort wird das deutsche Internet dann sicher aufbewahrt. Immerhin: Ausgenommen sind Seiten, die nur private oder gewerbliche Zwecke haben. Seltsam, wie sehr der logistische Aufwand unterschätzt wird. Eine aberwitzige Flut von PDF-Webseiten wird über die Nationalbibliothek hereinbrechen, die kaum zu bewältigen ist. Ebenso hat sich wohl niemand darüber Gedanken gemacht, dass beispielsweise Videos oder Tondokumente auf Webseiten abrufbar, als PDF-Dateien aber nicht zu sichern sind. Also wird letztendlich doch nur Halbwissen gespeichert. Und warum ausgerechnet private Seiten - die oft informativ sind - von der Archivierung ausgenommen werden, ist auch unklar. Stellt sich die Frage, welche Seiten dann überhaupt noch für die Bibliothek vorgesehen sind. Es bleibt ohnehin abzuwarten, ob die neue Verordnung in der Praxis tatsächlich durchsetzbar ist."

- Abstract
- Die Vernetzung von Informationen, die Wissen entstehen lässt, war der originäre Entstehungskontext des Internets und seiner populärsten Anwendung, des World Wide Webs. Aus dieser Perspektive stellt das Internet sowohl einen riesigen Speicher von Informationen als auch - ermöglicht durch seine Struktur des (Mit-)Teilens und Vernetzens - ein Medium zur Erzeugung, Organisation, Repräsentation und Vermittlung von Wissen dar. Mit seinen Anwendungen bildet es die Infrastruktur, auf die Wissenspraktiken zurückgreifen. Diese Infrastruktur ist von ihrer Entstehung bis zu ihren Zukunftsaussichten Gegenstand des vorliegenden Bandes, welcher im Stile eines Casebooks auch die juristischen Grundlagen und Herausforderungen herausarbeitet. Das Buch wendet sich insbesondere an Studierende der Bibliotheks- und Informationswissenschaft sowie Beschäftigte in Informationseinrichtungen.

- Ablieferung als PDF oder Zip-Archiv Geschehen soll die Ablieferung am liebsten in PDF-Form, über ein Webformular. Bei Bedarf, nämlich "wenn Ihre Netzpublikation aus mehreren Dateien besteht, z. B. einer oder mehreren HTML-Seiten mit Bildern", darf man sie auch auch als Zip-Archiv abgeben. Wie es sich mit privaten Webseiten genau verhält, ist derzeit nicht ganz klar. "Lediglich privaten Zwecken dienende Websites" sind beispielsweise freigestellt - aber was genau ist im Netz lediglich privat? Ein Blog? Auch, wenn darin das Weltgeschehen oder die deutsche Politik kommentiert wird? Auch dann, wenn neben den Blog-Einträgen Google-Anzeigen erscheinen? Da es sich um eine Pflichtabgabe handelt, ist sie, zumindest theoretisch, auch strafbewehrt. Nach einer Abmahnung kann es heise.de zufolge bis zu 10.000 Euro Strafe kosten, wenn man seine Netz-Inhalte nicht bei der DNB abliefert. Eine Erklärseite der DNB schränkt allerdings ein: "Die Entwicklung geeigneter Verfahren für den Massenbetrieb der Sammlung, Erschließung und Archivierung von Netzpublikationen erfolgt stufenweise." Im Klartext: Man weiß bei der DNB selbst noch nicht so genau, wie das alles funktionieren und organisiert werden soll. So lange das nicht abschließend geklärt ist, wird die Bibliothek "keine Ordnungswidrigkeitsverfahren anstrengen". Außerdem werde man "abzuliefernde Netzpublikationen gegebenenfalls nicht gleich übernehmen, sondern vormerken und erst anfordern, wenn der Stand der Technik und der Absprachen dies zulässt." Zudem hat die Bibliothek das Recht, von der Übernahme von Inhalten abzusehen, unter anderem dann, wenn "technische Verfahren die Sammlung und Archivierung nicht oder nur mit beträchtlichem Aufwand erlauben". Bleibt abzuwarten, wie weit die Nationalbibliothek diese Ausnahmen ausdehnen wird - sonst kommt ein Speicherplatzbedarf auf die Einrichtung zu, der den Steuerzahler beträchtliche Summen kosten dürfte."

- Abstract
- Zum 7. Mal wird Anfang November 2012 das Internet Governance Forum (IGF) stattfinden, das die Steuerung und Entwicklung des Internets auf globaler Ebene thematisiert. In diesem Jahr wird der "Weltgipfel des Internet" in Baku, Aserbaidschan, stattfinden und Vertreter aus Politik, Privatwirtschaft, internationalen Organisationen und der Zivilgesellschaft zusammenführen. Auch der internationale Bibliotheksverband IFLA wird wie in den Vorjahren wieder dabei sein, um die bedeutende Rolle von Bibliotheken in der modernen Informationsgesellschaft in die Diskussionen einzubringen. Resultierend aus den beiden Weltgipfeln zur Informationsgesellschaft (WSIS) 2003 in Genf und 2005 in Tunis, die erstmals Themen wie Information und Kommunikation und die globale Informationsgesellschaft diskutierten, entstand das Internet Governance Forum, das 2006 formell vom Generalsekretär der Vereinten Nationen ohne eigene Entscheidungsbefugnis einberufen wurde und dessen Aufgabe es ist, eine Vielzahl von Themen des Internets wie Urheberrechtsfragen, Überwindung der digitalen Spaltung, Schutz der Privatsphäre und Freiheit der Meinungsäußerung im Netz zu diskutieren. Das Thema für die Konferenz in Baku lautet "Internet Governance for Sustainable Human, Economic and Social Development". Verschiedene Länder und Regionen der Welt, so auch Europa und u.a. USA, Dänemark, Italien, Russland, Ukraine, Finnland, Schweden, Spanien und auch Deutschland haben regionale und nationale IGF-Initiativen gegründet, um die Diskussionen der Jahrestreffen auf nationaler oder regionaler Ebene vorzubereiten. Am 7. Mai 2012 kamen in Berlin rund 80 deutsche Vertreter aus Politik, der Zivilgesellschaft, aus Verbänden und der Wirtschaft zum 4. deutschen Internet Governance Forum in Berlin zusammen, um zu dem Thema "Das Verhältnis von Internet und den Grund- und Menschenrechten" die Stichpunkte aus deutscher Sicht für die Teilnahme in Baku zusammenzutragen.

- Discusses the publishing of books online on the Internet, in the USA. The issues is treated mainly in relation to trade publishers. Outlines various ways in which such publishers have so far used the Internet, for example in the publishing of the full text of works of fiction, for publishing catalogues, and for presenting authors to the public via bulletin boards or electronic conferences. - Discusses the Internet and its implications fir the information industry and for database producers in particular. Considersa the Internet and its users, services and resources. Describes the origins of the Internet, its changing character from a research and educational tool to a growing commercial tool, and criticisms made against these changes. Discusses the size and growth of the Internet and a definiton of the terms and basic information about the Internet. Examines positive aspects of the Internet for the information industry with specific note of how database producers can take advantage of the Internet and scenarios covering activities that database producers can carry out through the Internet.
