    "Es ist ein seltsames Phänomen, wenn kulturelle Errungenschaften, die in einem langen Kampf institutionalisiert worden sind, kampflos preisgegeben werden sollen - bloß weil angeblich die Kräfteverhältnisse so sind, dass man ein wenig Mut zusammennehmen muss, gegen die Einkassierung aufzustehen. Wären die Interessenvertreter im Bereich der Sozialversicherungssysteme genauso lethargisch wie die Autoren und Verlage im Zusammenhang der aktuellen Urheberrechtsfragen, es gäbe schon lange keine Krankenversicherung mehr. Für das Urheberrecht und das aus ihm abgeleitete Verwertungsrecht an künstlerischen und wissenschaftlichen Werken ist in Deutschland seit Mitte des 18. Jahrhunderts gestritten worden, und die Künstler (und in ihrem Windschatten: die Wissenschaftler) haben schließlich mit nach wie vor gültigen und plausiblen Gründen eine Rechtsform durchsetzen können, die die Bedingungen dafür schafft, von den Erträgen kreativer Produktion leben zu können. Nun ist durch das Internet und seine scheinbar grenzenlose Verfügbarmachung von Informationen (und die in ihr zu konstatierende bedingungslose Gier, sich solche Informationen zu verschaffen) eine Situation eingetreten, die, will man nicht jeden Gedanken an die Produktion von neuem Kulturgut ad acta legen, eine politische Regelung auf höchster Ebene an sich zwingend notwendig macht.
