    Content
    Der IFLA Kongress in Glasgow stand in diesem Jahr unter dem Thema "Libraries for life: democracy, diversity, delivery". Eine wichtige Voraussetzung für das Leben in einer demokratischen Gesellschaft ist Kompetenz zur selbständigen effizienten Nutzung des wachsenden Informationsangebots. Entsprechend wurde in zahlreichen Veranstaltungen "Information Literacy" als eine fundamentale Methodenkompetenz thematisiert, an deren Vermittlung die Bibliotheken mitwirken sollten. Der Bericht wird sich schwerpunktmäßig mit den Veranstaltungen des Round Table User Education (RTUE) befassen, aber daneben auch punktuell auf Veranstaltungen eingehen, die sich ebenfalls mit dem Thema "User Education" befassten. Angestrebt wird dabei weniger eine detaillierte Wiedergabe der Inhalte einzelner Veranstaltungen, als ein Bericht über Entwicklungen, die für die Aktivitäten deutscher Bibliotheken im Bereich der Informationskompetenz relevant sein könnten.

    Abstract
    WISSEN IST DIE RESSOURCE und der Produktionsfaktor des neuen Jahrtausends und längst schon Brennstoff der sich beschleunigenden Globalisierung. Wie erwerben und sortieren, vermitteln und nutzen wir Wissen, und wie hat die digitale Revolution den traditionellen Wissenserwerb verändert?     - Vermeintliche Objektivität - Die Nutzung und Weiterverbreitung, Einordnung und Bewertung von Informationen besonders aus Massenmedien fremder Kultur- und Sprachräume setzt genaue Kenntnisse über ebenjene voraus. Mit anderen Worten: Ohne interkulturelle Medienkompetenz der Medienschaffenden und Medienkonsumenten sind interkulturelle Missverständnisse, ja Störfälle vorprogrammiert. Denn dass sich weltweit Kulturen/Zivilisationen in ihren Kommunikationssystemen tendenziell voneinander unterscheiden, zugleich aber stets miteinander in Kontakt treten, ist seit der frühen interkulturellen Kommunikationsforschung von Edward T. Hall bekannt. Er schulte künftige US-Diplomaten (und später auch Unternehmensmanager) für ihrAuftreten im Ausland in einem Foreign Service Institute, das im Rahmen des 1946 vom US-Kongress verabschiedeten Gesetzes Foreign Service Act zur Reform des auswärtigen Dienstes eingerichtet worden war. In der Individual- wie in der Massenkommunikation ist jede Information der anthropologischen Erkenntnis Halls zufolge kulturell konditioniert. Die Bedeutung einer Information ist nicht per se eindeutig; sie entsteht erst durch ihren kulturellen Kontext. Deshalb kann die Bedeutung einer einzigen Information von Kulturkontext zu Kulturkontext erheblich variieren. Verschiedene Kulturkontexte und Kommunikationssysteme setzen den Massenmedien unterschiedliche Rahmenbedingungen. Folglich operieren auch das neue arabische und das westliche Nachrichtenfernsehen nicht in hermetisch abgeriegelten Kulturräumen, sondern in ihren jeweiligen Kulturkontexten und mit ihren eigenen Kommunikationssystemen ihrer Zielpublika. Daher unterscheiden sich besonders in der Krisenkommunikation auch ihre Perspektiven. Ihre unterschiedlichen Sichtweisen können immer nur bezogen auf den jeweiligen Kulturkontext der Zielpublika objektiv genannt werden. Diese so genannte Kontextobjektivität kann im öffentlichen Krisendialog zwischen der arabischen und westlichen Medienwelt interkulturelle Störfälle verursachen. Die meisten von ihnen entstehen nach Befunden der Interkulturalitätsforschung durch Kommunikationsstörungen in kulturellen und politischen Machtverhältnissen. Ein solches kommunikatives Dilemma ist auch die kulturelle Definitionsmacht über das Phänomen internationaler Terrorismus. Was die eine Seite als Terrorismus bezeichnet, nennt die andere womöglich Freiheitskampf. Was TV-Nachrichtensender des Westens, sprich: der USA als "Krieg gegen den Terrorismus" bezeichnen, heißt in der Berichterstattung neuer arabischer Informationskanäle etwa "US-Krieg gegen den so genannten Terrorismus". Ferner entstehen interkulturelle Störfälle auf Grund fehlerhafter Übersetzungsäquivalenzen in der Nachrichtensprache. In der Nahost-Berichterstattung bezeichnet AI Dschasira beispielsweise palästinensische Selbstmordattentäter in Israel mit demselben arabischen Wort für Todesopfer in gewaltsamen Konflikten als "shahid", "shuhada" (PI.), was "hingeschieden", aber auch "Märtyrer" bedeutet. Dieser Begriff wird in der westlichen Welt als parteiergreifend für die palästinensische Sache verstanden. Dagegen übernimmt beispielsweise CNN häufig Euphemismen der Streitkräfte und bezeichnet die Politik von Anschlägen der israelischen Armee aufmutmaßliche palästinensische Terroristen als "target killings" ("gezielte Tötungen"), statt sie korrekter "assassination" ("Mord") zu nennen. Oft werfen sich neue arabische und westliche TVNachrichtensender wegen dieser interkulturellen Störfälle in der Krisenkommunikation gegenseitig Propaganda vor. Die Hintergründe derartiger Vorwürfe besser zu verstehen und zu relativieren, ist ein wichtiges Lernziel in der Ausbildung interkultureller Medienkompetenz von Medienschaffenden und Medienkonsumenten."
