    Abstract
    Die barrierefreie Gestaltung von Internet-Anwendungen hat durch das Behindertengleichstellungsgesetz starken Aufwind erhalten. Sie kann allerdings nur dann gelingen, wenn von dem Versuch der Klassifizierung des typischen Nutzers, mit oder ohne Behinderungen, Abschied genommen wird und stattdessen Nutzerinnen und Nutzer mit ihren vielfältigen Fähigkeiten und Eigenschaften in dieModellierung des Nutzerbildes einfließen. Der Beitrag möchte deshalb die Schwierigkeiten, die durch einzelne Behinderungen auftreten können, aufzeigen. Gleichzeitig soll im Sinne eines universellen Designs für einen Perspektivwechsel geworben werden: Nicht nurMenschen mit Behinderungen, sondern die gesamte Nutzergruppe mit ihrer Inhomogenität ist die Zielgruppe, die durch eine barrierefreie Gestaltung leichter erreicht werden kann. Vor diesem Hintergrund ist es zu verschmerzen, dass es bisher keine repräsentativen Erhebungen gibt die die Internetnutzung von Menschen mit Behinderungen umfassend untersucht oder die sich auf dieHindernisse, auf die Menschen mit Umgang mit dem Internet stoßen, konzentrieren.

    "Wenn Klaus-U. Walth von barrierefreiem Internet spricht, stößt er häufig auf Unverständnis und Kopfschütteln. Wo sollen denn diese Barrieren sein? Einmal klicken, und das Internet "läuft"- so die landläufige Meinung. "Für Menschen mit Behinderungen gibt es tatsächlich viele Hürden im Internet", sagt Walth. "Das beginnt mit einer viel zu kleinen Schrift, die sich nicht vergrößern lässt." "Web ohne Grenzen e.V." heißt das ehrgeizige Projekt, mit dem Walth das Internet jetzt für alle Menschen öffnen will. 16 Mitglieder gibt es derzeit, darunter einige Fachgremien. Deutschlandweit will Web ohne Grenzen agieren. "Es werden mehr werden, denn barrierefreies Internet ist ein gesellschaftliches Anliegen." Das Büro des Marketing-Experten liegt unscheinbar im Frankenforster Gewerbegebiet, von hier hält er Kontakte zu seinen Mitstreitern in ganz Deutschland. Wir sind erst ganz am Anfang unserer Aufgabe", sagt der Vereinspräsident. "Schauen Sie hier", und Walth, klickt die Homepage der Kreissparkasse Köln an. Schnell hat er die Schrift um das Doppelte vergrößert und eine Schwarz-Weiß-Version der Seite auf seinem Bildschirm. "Klare Strukturen, die für eine gute Orientierung sorgen, lobt er. Bei einem großangelegten Test von acht Online-Bankenportalen habe die Kreissparkasse als eine von zwei Großbanken die Note "Gut" erhalten (mit der Commerzbank). Zweimal habe "Web ohne Grenzen" mangelhaft vergeben müssen. Vielen Bankern war diese Problematik gar nicht bewusst", sagt Walth. Denn für Farbenblinde ist Rot nicht gleich Rot und Blau nicht Blau. Im ungünstigsten Fall könnten die Inhalte der Seite nicht mehr erkannt werden: Der Kontrast auf der Website verschwimmt, eine Navigation ist nicht mehr möglich. "Deshalb ist eine Version in Scharzweiß notwendig", erklärt er. Bei der Kreissparkasse, deren Internet-Auftritt von der Gladbacher Oevermann Networks GmbH betreut wird, verzichte man auf unnötigen Schnickschnack wie blinkende Symbole und dergleichen. "Die Seiten müssen übersichtlich strukturiert seid, deutet Walth auf den Monitor. Dass nur zwei Banken gut abschnitten, zeige die Dimension des Problems. Leider sind die meisten Webdesigner für barrierefreie Internet-Seiten zu wenig sensibilisiert.« Generell werde zu wenig darauf geachtet, dass ein Surfen auf den Seiten auch ohne Maus möglich sein müsse. Für motorisch eingeschränkte Menschen sei dies eines der wichtigsten Voraussetzungen. Statt "schöner Seiten zu gestalten, müsse das Ziel "schöne und barrierefreie Seiten" sein. ,Das Bewusstsein wird sich ändern, hofft der Chef von Web ohne Grenzen. Das Jahr 2008 markiere dafür einen wichtigen Termin: Bis dahin müssen alle Kommunen ihre Seiten barrierefrei eingerichtet haben. Wir setzen auf den Gesetzgeber", hofft Waith auf einen Schub für seine Idee. Im Gegensatz zu Deutschland sei die USA bei diesem Thema schon weiter. Dort ist das barrierefreie Internet ein einklagbares Recht."

    Abstract
    Laut einer Studie des Marktforschers »Cyber Dialogue« haben im September 1999 bereits 27,7 Millionen Amerikaner aufgehört, das Internet zu nutzen, das sind 18,3 Millionen 'former users' mehr als zwei Jahre zuvor. Nur ein Drittel dieser Aussteiger kann sich vorstellen, in absehbarer Zeit wieder online zu gehen - ganz zu schweigen von den 108 Millionen erwachsenen US-Bürgern, die erst gar nicht in die Netzgemeinde aufgenommen werden wollen. Wissenschaftler der Brunel University haben herausgefunden, daß vor allem Teenager das anfangs enthusiastisch gefeierte Medium mittlerweile eher langweilig finden und sich - zumindest in Großbritannien und den Staaten - schon wieder nach neuen Experimentierfeldern umschauen. Doch auch finanzielle Gründe spielen nach Angaben der britischen Forscher eine nicht unwesentliche Rolle. Die ersten Kontakte mit dem Netz erfolgen zumeist in Schulen, Universitäten oder am Arbeitsplatz. Fällt der kostenlose Zugang weg, können sich viele, insbesondere junge Online-Nutzer, das Internet nicht mehr leisten. Den vielleicht wichtigsten Ausstiegsgrund sehen die Experten jedoch in der 'Benutzerunfreundlichkeit' des Netzes. Von den knapp 28 Millionen US-Amerikanern, die 1999 dem Internet abgeschworen haben, sollen viele von dem dort herrschenden Chaos genervt gewesen sein. Und in der Tat: Das Internet ist in den letzten Jahren erheblich komplizierter geworden. Was als geordnetes Hilfsmittel der akademischen Elite begann, hat sich in der Zwischenzeit zu einem hochgradig kommerziellen, schwer zu durchschauenden 'Ding' entwickelt.

    Abstract
    Der Beitrag behandelt die wissenschaftsinterne Kommunikation bzw. genauer die diskursive Verbreitung und Rezeption von wissenschaftskommunikativen Äußerungen in virtuellen Kommunikationsräumen, die mit semantischen Technologien gestützt werden. Ziel der Überlegungen ist die Darstellung von Anforderungen an und Möglichkeiten für die Gestaltung virtueller Diskurs-räume für Fach- und Wissenschaftsgemeinschaften.
