    Abstract
    Vielen Bibliotheksbenutzern wird inzwischen mehr und mehr bewußt: Alle Vernetzungsbestrebungen in Bibliotheksbereich, die lokale Traditionen zugunsten eines überregionalen Nachweises der Bestände aufgeben, handeln auch gegen die Benutzerinteressen. Wir werden uns zunehmend klar darüber, daß von den meisten wissenschaftlern der lokale Online-Katalog allein für Literaturrecherchen herangezogen wird, und zwar aus dem Grund, daß das gesuchte Buch so schnell und unkompliziert wie möglich zur Hand sein soll. Diese Feststellung impliziert auch den Gedanken, daß die Aufgabe guter lokaler Katalogisierungstraditionen möglicherweise ein unwiederbringlicher Verlust ist, ein Schritt hin zu einer schlechteren und oberflächlicheren Information. Wie sich eine überregionale Verbesserung der Nachweissituation unter gleichzeitiger Bewahrung lokaler Traditionen darstellen kann, ist Gegenstand der folgenden Ausführungen. Sie bahandeln das Thema aus dem Blickwinkel der Bilbiotheken, Archive und Museen, deren aufgabe im Nachweis und der Bewahrung von Unikaten besteht. die hier behandelte Metadatendiskussion bezieht sich also auf die Beschreibungskriterien nicht für digitales Material, sondern für Manuskripte, Briefe, Gegenstände

    Abstract
    Ende Oktober 1999 hat das 7. Dublin core Meeting in der Deutschen Bibliothek in Frankfurt/M. in beeindruckender Weise die Internationalität und Interdisziplinarität dieses Ansatzes zur Beschreibung elektronischer Medien verdeutlicht. Es war zugleich eine Anerkennung für die vielfältigen deutschen Aktivitäten. Anhand von Beispielen (Math-Net und Math-Bibl-Net; SSG-FI der SUB Göttingen; Südwestverbund und HBZ) werden die Zielvorstellungen von Dublin Core herausgearbeitet. Um die Auffindbarkeit der elektronischen Dokumente durch Standardisierung der Metadaten zu sichern setzt DC schon beim Autor an. Es ist u.a. gelungen, DC im Rahmen von neuen Standards wie open-e-book zu implementieren. Damit wird die Interoperabilität von Metadaten wesentlich verbessert. Die deutschen Bibliotheken haben sich erfolgreich in die internationale Entwicklung integriert. Auch die Teilnahme am OCLC-Projekt CORC trägt dazu bei. Das kann Rückwirkungen auch auf die Regeln für die Katalogisierung gedruckter Medien haben

    Abstract
    Metadata is a key aspect of our evolving infrastructure for information management, social computing, and scientific collaboration. DC-2008 will focus on metadata challenges, solutions, and innovation in initiatives and activities underlying semantic and social applications. Metadata is part of the fabric of social computing, which includes the use of wikis, blogs, and tagging for collaboration and participation. Metadata also underlies the development of semantic applications, and the Semantic Web - the representation and integration of multimedia knowledge structures on the basis of semantic models. These two trends flow together in applications such as Wikipedia, where authors collectively create structured information that can be extracted and used to enhance access to and use of information sources. Recent discussion has focused on how existing bibliographic standards can be expressed as Semantic Web vocabularies to facilitate the ingration of library and cultural heritage data with other types of data. Harnessing the efforts of content providers and end-users to link, tag, edit, and describe their information in interoperable ways ("participatory metadata") is a key step towards providing knowledge environments that are scalable, self-correcting, and evolvable. DC-2008 will explore conceptual and practical issues in the development and deployment of semantic and social applications to meet the needs of specific communities of practice.

    Abstract
    META-LIB ist ein gemeinsames Projekt der Niedersächsischen Staats- und Universitätsbibliothek Göttingen, Der Deutschen Bibliothek, der Bayerischen Staatsbibliothek und des Deutschen Bibliotheksinstituts. Es wird im Rahmen des Förderbereichs 'Verteilte digitale Forschungsbibliothek', Einzelprogramm 'Modernisierung und Rationalisierung in wissenschaftlichen Bibliotheken' von der DFG gefördert. META-LIB hat zum Ziel, Richtlinien für den Einsatz von Metadaten, insbesondere des Dublin-Core-Sets, zur Erschließung digitaler und digitalisierter Ressourcen in wissenschaftlichen Bibliotheken zu entwickeln.     Abstract
    Im Kontext der durch die Deutsche Forschungsgemeinschaft (DFG) geförderten Projekte "Virtuelle Fachbibliothek Politikwissenschaft" und "Virtuelle Fachbibliothek Wirtschaftswissenschaften" wird für den Nachweis von Onlinequellen jeweils ein Fachinformationsführer aufgebaut. Die verantwortlichen Institutionen, die Staatsund Universitätsbibliothek Hamburg (SUB Hamburg), die Universitäts- und Stadtbibliothek Köln (USB Köln) und die Deutsche Zentralbibliothek für Wirtschaftswissenschaften (ZBW Kiel) haben dazu ein Metadatenkonzept in Abstimmung mit nationalen und internationalen Entwicklungen auf Basis von Dublin Core entwickelt und dieses Konzept beim Aufbau der Verbunddatenbank Internetquellen umgesetzt.

    Abstract
    ONIX (das Akronym steht für Online information exchange) ist der erste weltweit akzeptierte Standard für angereicherte Metadaten über Bücher, Fortsetzungswerke und andere Produkte des Buchhandels. Er wurde ursprünglich in den USA entwickelt, zunächst mit dem Ziel, dem Internetbuchhandel in einem einheitlichen Format Katalogdaten und zusätzlich Marketingmaterial zur Verfügung stellen zu können. Von Anfang an waren Barsortimente, bibliographische Agenturen und Verlage in den USA und bald auch aus dem Vereinigten Königreich an der Entwicklung von ONIX beteiligt und haben diese finanziell sowie personell gefördert. Die Pflege und Weiterentwicklung dieses neuen Standards wurde dann in die Hände von EDItEUR gelegt, der internationalen Dachorganisation für Standardisierung im Buchhandel, gegründet und gefördert von Verbänden aus Buchhandel, Verlagen und Bibliothekswesen, darunter dem Börsenverein des Deutschen Buchhandels und der European Booksellers Federation. Büro und Sekretariat von EDItEUR werden in London von Book Industry Communication (BIC), einer Gemeinschaftsorganisation der britischen Verleger- und Buchhändlerverbände, gestellt. EDIMUR wurde vor zehn Jahren gegründet, um EDIStandards (EDI = electronic data interchange, elektronischer Datenaustausch) für die Kommunikation zwischen Buchhandel und Verlagen einerseits und Bibliotheken und ihren Lieferanten andererseits zu entwickeln. Dafür wurden Richtlinien für eine Reihe von EANCOM-Nachrichten verabschiedet, darunter für Bestellungen, Auftragsbestätigungen, Rechnungen und Angebote. Ein Richtlinienentwurf für die Nachricht PRICAT (Price and sales catalogue), die für die Übermittlung von Katalogdaten bestimmt ist, wurde zwar vor einigen Jahren entwickelt, aber bisher noch nirgendwo in der Praxis getestet oder gar produktiv eingesetzt. Hingegen sind die transaktionsbezogenen EDI-Nachrichten sowohl im Bibliothekswesen als auch im Buchhandel in Europa vielfach im Einsatz.

    Abstract
    Die seit Mitte der goer Jahre des letzten Jahrhunderts durch das Internet und vor allem durch das World Wide Web (WWW) entstandenen neuen Kommunikations- und Publikationsmöglichkeiten stellen die mit der Sammlung, Erschließung und Nutzbarmachung von Veröffentlichungen beauftragten wissenschaftlichen Bibliotheken vor neue Herausforderungen. Netzpublikationen erfordern die Überprüfung und Anpassung bestehender Methoden und Geschäftsgänge. Neben den bibliothekarischen Verfahren haben sich im WWW neue Vorgehensweisen herausgebildet. Um die Suche, die Identifikation und den Zugriff auf Netzpublikationen zu unterstützen, werden strukturierte Daten beigegeben: Metadaten. Außer den zum Auffinden der Ressourcen notwendigen Metadaten spielen weitere Arten von Metadaten für Netzpublikationen eine zunehmend wichtige Rolle.

    Abstract
    Normdaten sind Metadaten besonderer Oualität: Metadaten zu Metadaten. In einem getrennt vom Metadaten-Set zur einzelnen Publikation gebildeten Normdaten-Satz werden die unterschiedlichen in den Publikationen verwendeten Namensformen bzw. Bezeichnungen für dasselbe Objekt zusammengeführt und normiert. Durch die Verwendung von Normdaten als Metadaten wird kontrolliert und sichergestellt, dass z. B. für Autoren, Urheber, Verleger, Sachinhalte etc. gleich bleibende, identische Sucheinstiege und Zugriffspunkte gebildet werden (Authority Control). Für die Recherche wirkt sich die Normierung so aus, dass die zugehörigen Publikationen über alle im Normdatensatz beinhalteten Namensformen und Bezeichnungen gefunden werden können. Durch die Angabe von Attributen und Relationen zu den einzelnen Objekten werden zudem zusätzliche, vernetzte Zugriffspunkte bereitgestellt. Normdaten sind damit ideal zur Bildung von semantischen Navigationsnetzen für die Suche und den Zugriff auf Publikationen und andere Objekte geeignet. Das standardisierte Vokabular und das Nummernsystem einer Normdatei hat aber nur im eigenen Anwendungsbereich Gültigkeit, und die gemeinsame Nutzung von Titeldaten kann durch die Nutzung unterschiedlicher Normdateien behindert werden. Die IFLA-Arbeitsgruppe FRANAR hat mit der Vision eines gemeinsamen Virtuellen Authority File ein Modell entwickelt, wie im Bibliothekswesen Interoperabilität zwischen den nationalen Normdateien hergestellt werden kann. Um die Realisierbarkeit eines solchen Vorhabens nachzuweisen, haben die Library of Congress, OCLC und Die Deutsche Bibliothek ein gemeinsames Projekt vereinbart, in dem exemplarisch für den Bereich der Personennormdaten ein VIAF (Virtual International Authority File) aufgebaut werden soll.

    Abstract
    Forschungsdaten sind von zunehmender Wichtigkeit für die Wissenschaft, Forschungsförderer und schließlich auch für die Arbeit an Bibliotheken. Sie sollen nicht nur veröffentlicht werden, sondern nach ihrer Publikation auch auffindbar und nachnutzbar sein, wie von den FAIR-Prinzipien gefordert. Die beschreibenden Metadaten müssen daher in ausreichendem Detail vorliegen, sowie standardisiert und maschinenverwendbar sein, um den Datenaustausch zu ermöglichen. Im Zuge dieser Entwicklung haben sich verschiedene Metadatenschemata und weitere Metadatenstandards sowohl für eine generische Beschreibung von Forschungsdaten, als auch für fachspezifische Metadaten einer Wissenschaftsdisziplin oder -teildisziplin etabliert. In diesem Beitrag wird eine Auswahl von weitverbreiteten generischen Standards sowie exemplarisch einzelne fachspezifische Standards aus der Biologie und den Ingenieurwissenschaft vorgestellt. Dabei wird auch die Kultur des Datenaustausches in den behandelten Fachdisziplinen beleuchtet, in dessen Kontext sich die entsprechenden Metadatenschemata herausbildet haben. Weiterhin wird auch ein kurzer Ausblick auf die Plattformen, die den Austausch von Daten- und Metadatenstandards, sowie ihre Weiterentwicklung und ihre Referenz unterstützen einbezogen. Bei der Forschungsdokumentation und entsprechender Anwendung von Metadatenstandards im Forschungsalltag bestehen weiterhin Hürden aufgrund des Aufwandes. Softwareanwendungen die die Dokumentation erleichtern und in die Metadatenschemata integriert werden könnten werden kurz diskutiert. In all diesen Bereichen können sich Bibliotheken unterstützend oder gestaltend einbringen und ihre Expertise gewinnbringend in Kommunikation mit der Wissenschaft zur Verfügung stellen.

    Abstract
    Die Sonderfördermaßnahme CARMEN (Content Analysis, Retrieval and Metadata: Effective Networking) zielt im Rahmen des vom BMB+F geförderten Programms GLOBAL INFO darauf ab, in der heutigen dezentralen Informationsweit geeignete Informationssysteme für die verteilten Datenbestände in Bibliotheken, Fachinformationszentren und im Internet zu schaffen. Diese Zusammenführung ist weniger technisch als inhaltlich und konzeptuell problematisch. Heterogenität tritt beispielsweise auf, wenn unterschiedliche Datenbestände zur Inhaltserschließung verschiedene Thesauri oder Klassifikationen benutzen, wenn Metadaten unterschiedlich oder überhaupt nicht erfasst werden oder wenn intellektuell aufgearbeitete Quellen mit in der Regel vollständig unerschlossenen Internetdokumenten zusammentreffen. Im Projekt CARMEN wird dieses Problem mit mehreren Methoden angegangen: Über deduktiv-heuristische Verfahren werden Metadaten automatisch aus Dokumenten generiert, außerdem lassen sich mit statistisch-quantitativen Methoden die unterschiedlichen Verwendungen von Termen in den verschiedenen Beständen aufeinander abbilden, und intellektuell erstellte Crosskonkordanzen schaffen sichere Übergänge von einer Dokumentationssprache in eine andere. Für die Extraktion von Metadaten gemäß Dublin Core (v. a. Autor, Titel, Institution, Abstract, Schlagworte) werden anhand typischer Dokumente (Dissertationen aus Math-Net im PostScript-Format und verschiedenste HTML-Dateien von WWW-Servern deutscher sozialwissenschaftlicher Institutionen) Heuristiken entwickelt. Die jeweilige Wahrscheinlichkeit, dass die so gewonnenen Metadaten korrekt und vertrauenswürdig sind, wird über Gewichte den einzelnen Daten zugeordnet. Die Heuristiken werden iterativ in ein Extraktionswerkzeug implementiert, getestet und verbessert, um die Zuverlässigkeit der Verfahren zu erhöhen. Derzeit werden an der Universität Osnabrück und im InformationsZentrum Sozialwissenschaften Bonn anhand mathematischer und sozialwissenschaftlicher Datenbestände erste Prototypen derartiger Transfermodule erstellt

    Abstract
    This book provides a practical introduction to metadata for the digital library, describing in detail how to implement a strategic approach which will enable complex digital objects to be discovered, delivered and preserved in the short- and long-term.
    The range of metadata needed to run a digital library and preserve its collections in the long term is much more extensive and complicated than anything in its traditional counterpart. It includes the same 'descriptive' information which guides users to the resources they require but must supplement this with comprehensive 'administrative' metadata: this encompasses technical details of the files that make up its collections, the documentation of complex intellectual property rights and the extensive set needed to support its preservation in the long-term. To accommodate all of this requires the use of multiple metadata standards, all of which have to be brought together into a single integrated whole.
    Metadata in the Digital Library is a complete guide to building a digital library metadata strategy from scratch, using established metadata standards bound together by the markup language XML. The book introduces the reader to the theory of metadata and shows how it can be applied in practice. It lays out the basic principles that should underlie any metadata strategy, including its relation to such fundamentals as the digital curation lifecycle, and demonstrates how they should be put into effect. It introduces the XML language and the key standards for each type of metadata, including Dublin Core and MODS for descriptive metadata and PREMIS for its administrative and preservation counterpart. Finally, the book shows how these can all be integrated using the packaging standard METS. Two case studies from the Warburg Institute in London show how the strategy can be implemented in a working environment. The strategy laid out in this book will ensure that a digital library's metadata will support all of its operations, be fully interoperable with others and enable its long-term preservation. It assumes no prior knowledge of metadata, XML or any of the standards that it covers. It provides both an introduction to best practices in digital library metadata and a manual for their practical implementation.

    Abstract
    MedPilot (www.medpilot.de) ist ein Gemeinschaftsprojekt der Deutschen Zentralbibliothek für Medizin (ZBMed) und des Deutschen Instituts für Medizinische Dokumentation und Information (DIMDI). Im Rahmen der Virtuellen Fachbibliotheken wird MedPilot von der Deutschen Forschungsgemeinschaft (DFG) gefördert. MedPilot basiert auf der Software SISIS-Elektra, welche im Rahmen des Projektes weiterentwickelt wurde. Projektstart im August 2001, Testbetrieb seit Juli 2002, offizielle Eröffnung im Februar 2003

    Abstract
    Zur Unterstützung von Autoren, Bibliotheken, Verlagen und weiteren Institutionen bei der Publikation von elektronischen Hochschulschriften sowie zur Förderung ihrer Verbreitung und Nutzung wurde 2001 auf Empfehlung des Projektes der Deutschen Forschungsgemeinschaft (DFG) »Dissertationen Online« die Koordinierungsstelle DissOnline an Der Deutschen Bibliothek eingerichtet. Die Koordinierungsstelle hat sich inzwischen in Deutschland etabliert. Seit ihrer Gründung 2001 führte die Koordinierungsstelle auf jedem Bibliothekartag eine Veranstaltung durch. Auf dem diesjährigen 2. Bibliothekskongress in Leipzig wurde in einer Einführung von Dr. Thomas Wollschläger (die Deutsche Bibliothek Frankfurt am Main) über die aktuelle Arbeit der Koordinierungsstelle berichtet. Es wurden neue Entwicklungen bei der Informationsvermittlung mittels DissOnline vorgestellt und es konnte sowohl eine wachsende Nutzung der Möglichkeit zur OnlinePublikation als auch ein verstärkter Zugriff - auf Online-Hochschulschriften selbst verzeichnet werden. Deutlich wurden dabei auch die Vorteile der Metadaten für eine effektive Nutzung der Online-Veröffentlichungen.

    Abstract
    The Dublin Core Metadata Iniative (DCMI) is nearing the fifth anniversary of what has become the broadest international, interdisciplinary effort in resource description on the Internet. It is the leading initiative for improving resource discovery on the Web. Die Deutsche Bibliothek in Frankfurt hosted the 7th of the series of international metadata workshops of this 5-year-old-initiative. This article reviews the progress made during 1999 and summarizes some of the developments resulting from the Frankfurt meeting and how these developments can be expected to shape DCMI activities for the year 2000
