    Abstract
    1971 ging in Ohio/USA ein EDV-Verbund von 54 College- und Universitätsbibliotheken an den Start, entwickelt vom OCLC, dem "Ohio College Library Center. Bereits 1977 öffnete sich dieser Verbund für interessierte Bibliotheken außerhalb Ohios, verbreitete sich schnell in den USA und schaffte bald auch den Sprung nach Übersee. Aus dem lokalen Verbund entwickelte sich ein globaler Verbund von heute etwa 10.000 Bibliotheken in aller Welt. Der Verbundkatalog dieser Bibliotheken, der WorldCat, ist mit mehr als 77 Mio. Titeln und über 1,1 Milliarden Besitznachweisen die größte bibliografische Datenbank der Welt. OCLC wurde als "Online Computer Library Center", zum globalen Datenbank- und Serviceanbieter für Bibliotheken. Über FirstSearch haben inzwischen 54.000 Bibliotheken und Institutionen weltweit, darunter auch die Zentral- und Landesbibliothek Berlin, als OCLC-Mitglieder online Zugriff auf WorldCat und etwa 70 andere OCLCDatenbanken. Am deutschen Bibliothekswesen ging die Entwicklung des WorldCat allerdings weitestgehend vorbei, das Interesse deutscher Bibliotheken war bisher sehr verhalten, die Teilnahme an diesem Verbund lange Zeit gleich Null. Als erste und bis Ende 2006 auch einzige große deutsche Bibliothek nimmt seit März 2000 nur die Niedersächsische Staats- und Universitätsbibliothek Göttingen aktiv am WorldCat teil. Das soll sich jetzt ändern, nachdem nicht zuletzt durch Open WorldCat das Interesse deutscher Bibliotheken am WorldCat doch noch geweckt werden konnte. Die Übernahme der Katalogdaten der Deutschen Nationalbibliothek in den WorldCat Ende 2006 war ein erster Schritt in die neue Richtung, dem bald weitere folgen sollen mit der Übernahme von Daten der Bayerischen Staatsbibliothek München und der OCLC-PICA-Verbünde GBV und BSZ.

    "Die Deutsche Bibliothek hat in den vergangenen Monaten die Bezieher der Deutschen Nationalbibliographie (DNB) mit einem Fragebogen um ihre Meinung zu möglichen Änderungen in der sachlichen Gliederung der DNB gebeten (wie in dem Beitrag von M. Heiner-Freiling "Dewey in der Deutschen Nationalbibliographie?" in: BIBLIOTHEKSDIENST 36.2002, Heft 6, S. 709-715 angekündigt). Sinn dieser Umfrage war es vor allem, die im Zusammenhang mit dem Projekt DDC Deutsch geplante Einführung der Dewey Decimal Classification (DDC) als Gliederungsprinzip der deutschsprachigen Nationalbibliographien durch eine Benutzerbefragung zu ergänzen, damit trotz der notwendigen Veränderungen die bisherigen Dienstleistungen dort in der gewohnten Qualität aufrecht erhalten werden können. Die Struktur der DDC führt zu Änderungen im Zuschnitt der einzelnen Fächer, Umstellungen in der Reihenfolge und ermöglicht an einigen Stellen nicht mehr die bisher gewohnte Unterteilung von Fächern. Wo dies von den Beziehern für nötig gehalten wird, sollten gewohnte Recherchemöglichkeiten weiterhin angeboten werden, dabei aber die Konformität mit der internationalen DDC-Praxis gewahrt und eine weitgehende Übereinstimmung mit den beiden anderen deutschsprachigen Nationalbibliographien erzielt werden. Das Schweizer Buch hat bereits 2001 eine auf den beiden obersten DDC-Ebenen (den Second Summaries) basierende Gliederung eingeführt, abweichend davon nur zwei speziellere Sachgruppen für Schweizer Geschichte und Landeskunde berücksichtigt. Ähnliches ist für die Österreichische Bibliographie ab 2004 geplant. Insgesamt wurden 188 ausgefüllte Fragebogen zurückgesandt, in Einzelfällen mehrere aus einer Institution, 16 öffentliche und 107 wissenschaftlichen Allgemeinbibliotheken beteiligten sich, darunter neben Universitätsbibliotheken auch etliche Fachhochschul- und Landesbibliotheken. Hinzu kamen zahlreiche Spezialbibliotheken mit juristischer, wirtschaftswissenschaftlicher, technischer und theologischer Ausrichtung, einzelne Buchhändler und Verlage sowie Forschungseinrichtungen und interessierte Einzelne. Ist allein schon diese Bereitschaft ein erfreuliches Zeichen des Interesses, so zeigen die zusätzlichen Kommentare auf den Fragebogen (insgesamt 44), wie wichtig für die Literaturauswahl neben der Bereitstellung der bibliographischen Daten auch eine sachliche Zuordnung der Titel zu einzelnen Fachgebieten ist. Ganz überwiegend sprachen sich die Teilnehmer an der Umfrage für die Umstellung auf die DDC aus, obwohl jede Veränderung, auch die Aufgabe der bisherigen WVSachgruppen, sicher an vielen Stellen mit Aufwand, Umorganisation und zusätzlichem Informationsbedarf verbunden ist. Für die am Projekt DDC Deutsch beteiligten Institutionen ist dieses positive Signal eine Ermutigung, den eingeschlagenen Weg zur Internationalisierung in der klassifikatorischen Inhaltserschließung weiterzugehen.
    Verständlich erscheint gerade aus der Sicht der Bibliotheken mit bestimmter fachlicher Schwerpunktsetzung der Wunsch nach größerer Ausdifferenzierung im eigenen Interessenbereich. Trotzdem ergab die Umfrage insgesamt kaum Bedarf an zusätzlichen Sachgruppen, selbst die bisher in der DNB in mehrere Teildisziplinen unterteilten Ingenieurwissenschaften, die so in der DDC nicht problemlos wiederzugeben sind, können nach Auffassung der weitaus meisten Umfrageteilnehmer im Gesamtfach Technik zusammengefasst werden. Eine qualifizierte Minderheit aus den technischen Universitäts- und Fachhochschulbibliotheken plädiert hier aber für mindestens der bisherigen Differenzierung entsprechende Untergliederungen, teilweise werden bis zu zehn verschiedene Teildisziplinen in den Ingenieurwissenschaften vorgeschlagen. Ähnliches gilt für den Wegfall der Slawistik, die in der DDC unter die Sprachen und Literatur der übrigen Welt subsummiert wird, was kaum beanstandet wurde, aber bei einigen Bibliotheken mit wichtigen Beständen auf diesem Gebiet natürlich weiterhin für wünschenswert gehalten wird. Aus diesem Umfeld gibt es sogar weitergehende Bedürfnisse zur Ausweisung einzelner außereuropäischer Sprachgruppen. Dagegen hat sich eine deutliche Mehrheit dafür ausgesprochen, die Belletristik und die Kinder- und Jugendliteratur wie bisher von den philologischen Disziplinen, also der dazu gehörigen Sekundärliteratur, getrennt aufzuführen, bei Schul- und Berufsschulbüchern sind die Befürworter einer eigenständigen Sachgruppe ganz knapp in der Minderheit. Interessant sind bei den eingegangenen Kommentaren solche, die auf weitere wichtige Gestaltungs- und Gliederungsaspekte hinweisen; das reicht vom Hinweis, die Sachgruppen so zu begrenzen, dass sie zweispaltig gedruckt und übersichtlich auf eine Seite passen, bis zur Frage nach den bisherigen Nebensachgruppen, wobei die Sachgruppe 03 für Bibliographien und Lexika bei der Lesesaalbestückung und für bibliographische Zusammenstellungen offenbar besonders wichtig war. Die DDC, die primär als Aufstellungssystematik konzipiert ist, sieht Doppel- oder Nebenstellen nicht vor und legt auch für interdisziplinäre Sachverhalte eindeutige fachliche Zuordnungen fest. In DDCstrukturierten Nationalbibliographien wie dem Schweizer Buch finden sich daher auch keine Verweisungen auf Titel an anderer Stelle, wie dies bisher in der DNB Praxis war und für bestimmte Recherchen etwa nach Fachbibliographien genutzt wurde. So lässt sich aus den Umfrageergebnissen neben der grundsätzlichen Befürwortung einer Umstellung auf eine international verbreitete Klassifikation wie die DDC sicher auch ein Appell nach zusätzlichen und weiter gehenden klassifikatorischen Zugriffsmöglichkeiten auf speziellere Fachgebiete wie Ernährungswissenschaft, Pharmazie, Tiermedizin, Ethnologie, Archäologie und vor allem auf die Teildisziplinen der Technik herauslesen, dem nur durch eine umfassendere Anwendung der DDC, die über die 100 oder sogar 1000 obersten Hierarchiestufen hinausgeht, Genüge getan werden kann. Hier für die Zukunft zusätzliche Angebote auf bestimmte Fächer vorzubereiten wird ein wichtiger Teil des Gesamtprojekts DDC Deutsch sein, vor allem auch dort, wo die DDC keine eindeutige Zuordnung zu einem bestimmten Fach vorsieht, wie etwa bei der Archäologie, die nur im Zusammenhang mit der Alten Geschichte aufgeführt ist. Daneben gilt es, durch Register, typographische Signale oder andere Strukturierungsmaßnahmen die gezielte Suche nach einzelnen Literaturgruppen wie Bibliographien, Schul- und Ausbildungsliteratur, Kinder- und Jugendbüchern und Belletristik zu ermöglichen. Notwendig ist daneben eine Orientierung von Benutzern und Anwendern der DDC-Sachgruppen, für die mehrheitlich eine Kurzübersicht mit einer Konkordanz zwischen alten und neuen WVSachgruppen gewünscht wurde.

    Abstract
    Bibliothekssigel werden in Deutschland seit über 100 Jahren an der Staatsbibliothek zu Berlin vergeben. Entstanden ist das System der Bibliothekssigel anlässlich des Jahrhundertprojektes »Preußischer Gesamtkatalog«. Es wurde vom Auskunftsbüro der Deutschen Bibliotheken weiterentwickelt, das 1904 an der Königlichen Bibliothek etabliert worden war. Zur Entschlüsselung von Bibliothekssigeln gehören Sigelverzeichnisse, die von ihren unselbstständigen Anfängen im Rahmen der ersten Zeitschriften-Gesamtkataloge über regelmäßig publizierte eigenständige Druckproduktionen bis hin zum Sigelverzeichnis online als ständig aktualisierte Datenbank im ZDB-OPAC weiterentwickelt wurden. Das gedruckte Sigelverzeichnis ist zusammen mit der Online-Ausgabe ein wichtiges Instrument für den Leihverkehr, Bibliothekssigel werden auch für Online-Kataloge und die Online-Fernleihe eingesetzt. Bibliothekssigel sind eindeutige Kennzeichen,die Bibliotheken als Entitäten identifizieren. Das deutsche Sigelsystem bildet nun auch die Grundlage für den nationalen Identifier im neuen ISO Standard 15511, dem »International Standard Identifier for Libraries and Related Organizations (ISIL)« ,der quasi ein international gültiges Bibliothekssigel geschaffen hat. Bibliothekssigel und ISIL werden zusammen von der Sigelstelle der Staatsbibliothek zu Berlin innerhalb der Bibliotheksdatei der ZDB verwaltet.

    Abstract
    Aus fünf Jahrhunderten und aus allen Ländern stammen die mehr als 1 Million Zeitschriftentitel, darunter auch mehrere tausend elektronische, die ab sofort in der Zeitschriftendatenbank (ZDB) nach verschiedenen Suchkriterien weltweit von jedem Online-PC aus recherchiert werden können. In Sekundenschnelle sind aus ca. 4000 deutschen Bibliotheken alle Besitznachweise einer Zeitschrift zu finden, die damit gezielt bestellt werden kann. Gemeinsam mit Der Deutschen Bibliothek, die die technische Plattform dieses besonders für die wissenschaftliche Arbeit äußerst bedeutsamen Angebots betreibt, schaltet die Staatsbibliothek zu Berlin als Träger der ZDB die Internetadresse zdb-opac.de frei. Der damit jetzt allgemein zugängliche OPAC (Online Public Access Catalogue) der ZDB wird auch in Zukunft im Verbund mit allen deutschen Bibliotheken ständig ergänzt und auf dem jeweils neuesten Stand gehalten. Jeder von einer deutschen Bibliothek abonnierte oder nachträglich erworbene Zeitschriftentitel wird in die ZDB eingetragen und so für die allgemeine Öffentlichkeit erschlossen

    Abstract
    Über Pläne, Konzepte und Initiativen im Aufbau der Hand Press Book Datenbank (HPB), die frühe europäische Drucke bis etwa 1830 nachweist,wurde seit Beginn dieses Projekts in Deutschland geschrieben und gesprochen. Ein neuerlicher Bericht bietet sich in diesem Themenheft an. Einmal gilt es - nach wie vor - die nationalen Erschließungsprojekte in diesen europäischen Kontext einzufügen, d.h. deutsche Initiativen und Leistungen vor dem Hintergrund und mit den Perspektiven der Einbindung in ein umspannenderes Erschließungsgefüge zu sehen, zum anderen vollzieht sich die Entwicklung der HPB in einem dynamischen Prozess, dessen erreichte und angestrebte Ziele in regelmäßigem Abstand referiert werden können. Das zehnjährige Jubiläum der formalen Gründung des die HPB aufbauenden Consortium of European Research Libraries (CERL), das zur diesjährigen Mitgliederversammlung im November 2004 in Edinburgh zu feiern ist, lädt ebenfalls zu einer Würdigung des Geleisteten und einer Besinnung der deutschen Bibliotheken auf ihre Rolle, Mitwirkung und Beteiligung bei dieser europäischen Gemeinschaftsaufgabe ein.

    Abstract
    Die 15 laufenden deutschen Landesbibliographien dokumentieren die Literatur über die einzelnen Länder, ihre Regionen, Orte und Persönlichkeiten in regelmäßig erscheinenden Bibliographien. Neben bzw. an die Stelle der gedruckten Bibliographie ist die Online-Datenbank getreten, die über das Internet weltweit zur Verfügung steht. Die nach der Methode des KVK funktionierende Virtuelle Deutsche Landesbibliographie fasst diese Internet-Datenbanken nun unter einer gemeinsamen Suchoberfläche zusammen. Sie ermöglicht die Abfrage gleich mehrerer Bibliographien in einem Schritt und vergrößert die Treffermenge bei länderübergreifenden, regional unspezifischen sowie biographischen Fragestellungen.

    Abstract
    Die bibliographische Erschließung von deutschen Drucken des 16. Jahrhunderts wurde von der Deutschen Forschungsgemeinschaft von 1969 bis 1999 gefördert. Seit 2000 wird das Verzeichnis der im deutschen Sprachbereich erschienenen Drucke des 16. Jahrhunderts (VD 16) von der Bayerischen Staatsbibliothek kontinuierlich fortgeführt: durch Einarbeiten neuer Titel verschiedener Bibliotheken und Initiativen, durch Aufbau, Entwicklung und Optimierung der EDV-Struktur und wieder mit DFG-Förderung durch gezielte Digitalisierung, derzeit der Drucke der Bayerischen Staatsbibliothek mit Erscheinungsjahren 1501-1517. Im April 2006 wurde die Migration des seit Konversion des gedruckten Grundwerks 2003/2004 vollständig maschinenlesbar vorliegenden VD 16 in ein ALEPH-System abgeschlossen. Für den Benutzer steht das VD 16 im Gateway Bayern eingebunden in das Portal und als eigene Datenbank zur Verfügung.

    Abstract
    In diesem Jahr erscheint das Sigelverzeichnis für die Bibliotheken der Bundesrepublik Deutschland in der 14. Ausgabe. Herausgegeben von der Staatsbibliothek zu Berlin ist es die gedruckte (Teil-)Ausgabe des Sigelverzeichnis online bzw. der Bibliotheksdatei der Zeitschriftendatenbank. Die Bibliotheksdatei dient gleichzeitig den Zwecken der Zeitschriftendatenbank als nationale Verbunddatenbank für Zeitschriften aller Art und der Sigelstelle als Grundlage für die Sigelvergabe für den Leihverkehr und die Verbundkatalogisierung. Um das Sigelverzeichnis mit möglichst aktuellen Angaben auszustatten, wurden im April und Mai 2005 an alle ca. 2.800 sigeltragenden deutschen Bibliotheken Fragebögen verschickt, von denen etwa 65% mit zahlreichen Korrekturen zurückgekommen sind. Seit dem Redaktionsschluss der 13. Ausgabe 2003 sind ca. 200 Sigel neu vergeben worden. Insgesamt steigt damit der Umfang von 434 auf 479 Seiten. Das Format und die Anordnung der einzelnen Kapitel bleiben im Sigelverzeichnis unverändert, es wird neben Benutzungshinweisen und einem Register der Ortskennungen die Teile "Zahlensigel" und "Sigelorte" geben, wo nochmals alle Sigelbibliotheken nach dem Ortsalphabet aufgeführt sind. Außerdem werden "Deutsche Sigelbibliotheken im Ausland" sowie die Sigel "Virtueller Bibliotheken" aufgelistet. Wie gewohnt werden bei Hochschulbibliotheken in der Regel nur die Zentral- oder Hauptbibliotheken ins Sigelverzeichnis aufgenommen, nicht jedoch die Fakultäts-, Bereichs- oder Institutsbibliotheken. Die Sigel dieser Bibliotheken (zusammen mit allen anderen Bibliothekssigeln) sind aber über den OPAC der ZDB im Sigelverzeichnis online recherchierbar. Erstmals werden im Sigelverzeichnis auch die seit 2004 für deutsche Bibliotheken von der Sigelstelle als Deutscher ISIL-Agentur vergebenen internationalen Bibliothekssigel nach ISO 15511 (International Standard Identifier for Libraries and Related Organizations - ISIL) abgedruckt. Herstellung und Vertrieb des Sigelverzeichnisses liegen beim K. G. Saur Verlag. Der Subskriptionspreis für diese Ausgabe liegt bis zum 31.12.2005 bei Euro 64,-, danach wird der endgültige Ladenpreis Euro 78,- betragen. Das Sigelverzeichnis wird unter der ISBN 3-598-23469-4 voraussichtlich ab Ende Oktober 2005 ausgeliefert.

    Abstract
    Mit den Literaturnachweisen des OCLC PICA Partners - des Gemeinsamen Bibliotheksverbunds (GBV) - wird WorldCat um einen weiteren großen deutschen Datenbestand erweitert. Die entsprechende Rahmenvereinbarung zwischen der OCLC PICA GmbH und dem GBV wurde am anlässlich des OCLC PICA Partner Update Meetings in Oberhaching unterzeichnet. Nach Zustimmung durch die betroffenen Bibliotheken werden ca. 22 Mio. Titelsätze an WorldCat geliefert. Dazu gehören die Bestände der Stiftung Preußischer Kulturbesitz einschließlich Staatsbibliothek zu Berlin und aller Hochschulbibliotheken in den sieben zum GBV gehörenden Bundesländern. OCLC wird diese Daten in Absprache mit den Bibliotheken kontrolliert an Internetsuchmaschinen wie Google und Yahoo weitergeben. Damit wird neben den Titel- und Besitznachweisen der Niedersächsischen Staats- und Universitätsbibliothek Göttingen und der Bayerischen Staatsbibliothek eine weitere große deutsche Titelsammlung via Internet weltweit recherchierbar sein.

    Abstract
    Einleitung Natürlich ist das Projekt zvdd im Vergleich zu einem Langzeitunternehmen wie dem VD 17, über das Frau Sommer eben sprach, ein echtes Kurzzeit-Projekt. Dennoch: wer schon fast 30 Monate Förderung hinter sich und gerade noch ein gutes halbes Jahr vor sich hat, kann nur noch sehr begrenzt über Absichten, Pläne und Ziele sprechen, die er noch erreichen will. Man wird vor allem Ergebnisse und vielleicht sogar schon ein erstes vorgezogenes Resümee erwarten. Ich will das in meinem Referat versuchen und dabei vor allem den Blick auf die Ausgangs- und Rahmenbedingungen und die besonderen Herausforderungen werfen, mit denen die Projektnehmer in der Vergangenheit zurechtkommen mussten. Ich glaube, dass das nicht zuletzt deswegen gerechtfertigt ist, weil wir ganz aktuell vor der Bildung neuer und größerer Portallösungen stehen und die in zvdd gemachten Erfahrungen auch für diese wertvoll sein können.

    Voraussetzungen und Zielvorgaben Im Laufe der letzten ungefähr 10 Jahre sind in Deutschland zahlreiche Digitalisierungsprojekte durchgeführt worden. Die Mehrzahl davon war und ist an Bibliotheken angesiedelt, daneben stehen aber nicht wenige Projekte, die von Akademien, MaxPlanck-Instituten, einzelnen Universitätsinstituten und anderen Projektnehmern beantragt und durchgeführt wurden. Selbst wenn man die Zählung auf die DFG-finanzierten Projekte beschränkt, ist man schnell in der Größenordnung von weit über 100 Projekten, ohne Berücksichtigung der mindestens noch einmal so vielen von anderer Seite unterstützten oder privat durchgeführten Unternehmungen2. Was am Beginn der großen Digitalisierungskampagnen noch durchaus gewollt war, nämlich die Förderung unterschiedlicher Verfahren und Methoden, die Anwendung verschiedener technischer Lösungen bei Hard- und Software, die freie Hand für die Projektleiter bei der Entwicklung von Zugriffsmöglichkeiten, bei Erschließungsmethoden und Navigationsinstrumenten, entpuppte sich jedoch nach und nach als strategischer Nachteil. Gewiss: Man hatte auf diese Weise eine Vielzahl an Erfahrungen sammeln und für die Formulierung von Empfehlungen nutzen können. Vor allem bei der Ausarbeitung von technischen Standards mag es hilfreich gewesen sein, auf möglichst viele unterschiedliche Erfahrungen zurückgreifen zu können. Im Ergebnis aber entstanden so viele Realisierungen, wie es Projekte gab. Jedes stand für sich mit einem individuellen Auftritt im Netz und wartete auf Kundschaft, die - wie wir heute wissen - aber nicht in der erhofften Frequenz die neuen Angebote nutzte. Spätestens bei einem Seitenblick auf die parallel entstehenden Strukturen im Ausland musste die sehr bunte deutsche Digitalisierungs-landschaft mehr und mehr als ein eher bedenkliches Konzept erscheinen. Der Verzicht auf Standardisierung und Zentralisierung, das Nebeneinander von jeweils für die Projekte sinnvollen, aber in der Regel nicht nachnutzbaren Projektarchitekturen begann sich zu rächen, denn die potenziellen Nutzer der bereitgestellten Dokumente fanden diese entweder nicht oder verloren schnell die Lust, in jedem neuen Projekt wieder mit dem Studium der Betriebsanleitung zu beginnen. Als sich dann vor dem Hintergrund des Erfolges von Google die Vorstellung durchsetzte, das weltweite Netz lasse sich leicht und vollständig von einem einfachen Suchschlitz aus durchkämmen, wuchs hierzulande der Druck, hinter den vielen bunten Mosaiksteinchen doch noch das eigentliche Bild erkennbar werden zu lassen. Ein zweifellos lohnendes Ziel sind doch die in den Projekten erarbeiteten Angebote und Standards zumeist von hoher Qualität. Der Plan fügte sich zudem leicht in die aktuellen strategischen Zielvorstellungen von einer homogenen digitalen Bibliothek Deutschland, sogar einer europäischen digitalen Bibliothek oder gemeinsamen Portalen von Bibliotheken, Museen und Archiven, in welchen die in den Einzelprojekten erzielten Ergebnisse letzten Endes aufgehen sollen.
