- Abstract
- Das Internet verändert den Medienalltag. Damit ist der Computer nicht nur zu einem neuen Informations-, sondern auch zu einem Kommunikationsmedium geworden. Die Arbeit beschäftigt sich mit diesem Hybridmedium, indem insbesondere der Rahmen 'computervermittelter' interpersonaler Kommunikation näher bestimmt und vor dem Hintergrund multipler Medienrahmen verortet wird. Die theoretischen Verortungen werden durch eine empirische Fallstudie ergänzt. Gegenstand der Studie ist die Nutzung der Online-Angebote einer Tageszeitung. Da es sich um die ersten OnlineAktivitäten einer deutschen Tageszeitung überhaupt handelt, hat die Studie für zukünftige Forschungen sogar einen dokumentierenden Charakter.

- Das Problem der Wahrnehmung und Darstellung von Wahrheit durch die Medien führt zu vier zentralen Fragen: Wie viel Wahrheit gibt es in der Welt, über die Journalisten berichten müssen? Wie ermittelt oder recherchiert man diese Wahrheit? Wie trennt man die Spreu vom Weizen? Und wie geht man als Journalist mit dem um, was man als Wahrheit erkannt hat oder erkannt zu haben glaubt? Hier gibt es ganz offensichtlich eine Parallele zwischen Journalisten und Wissenschaftlern. Journalisten und Wissenschaftler brauchen erstens Hypothesen, zweitens geeignete Hypothesentests, drittens ein gutes Abgrenzungs-Kriterium und viertens Verfahren, um die erkannten Sachverhalte auf angemessene Weise für eine Kommunikation mit anderen zu repräsentieren, das heißt sie darzustellen. Es gibt zwei große Unterschiede zwischen Journalisten und Wissenschaftlern: Journalisten sind in der Regel auf raum-zeitlich begrenzte Aussagen aus, Wissenschaftler in der Regel auf raumzeitlich unbegrenzte Gesetze. Aber diese Unterschiede sind fließend, weil Wissenschaftler raum-zeitlich begrenzte Aussagen brauchen, um ihre All-Aussagen zu überprüfen, und Journalisten sich immer häufiger auf das Feld der allgemeinen Gesetzes-Aussagen wagen oder doch zumindest Kausalinterpretationen für soziale Phänomene anbieten. Der zweite Unterschied besteht darin, dass die Wissenschaft weitgehend professionalisiert ist (zumindest gilt dies uneingeschränkt für die Naturwissenschaften und die Medizin), was ihr relativ klare Abgrenzungs- und Güte-Kriterien beschert hat. Diese fehlen weitgehend im Journalismus.

- Abstract
- Information ist ein allgegenwärtiger Begriff im Alltag, in den Wissenschaften und in der Philosophie. Heute wird er immer mehr von den Naturwissenschaften als ureigenster Gegenstand reklamiert: Er wird »naturalisiert«. Das Buch zeichnet den Weg nach, wie aus Physik und Mathematik Auffassungen entstehen, die über die Wissenschaftstheorie und die Sprachphilosophie zur Grundlage der Nachrichtentechnik und der Kybernetik werden, um schließlich bei der »Erbinformation« und anderen Naturgegenständen zu landen. So entsteht eine mißverstandene Form des Körper-Geist- Problems: Wie kommen technische Objekte, aber auch Moleküle im menschlichen Genom zu Eigenschaften, die ursprünglich der menschlichen Sprache vorbehalten waren? Dieses Buch korrigiert Mißverständnisse, weist heute übliche Ausdrucksweisen als (teilweise irrtümliche) Metaphern aus und rekonstruiert das menschliche Handeln und Sprechen als Grundlage von technischen und natürlichen Formen der Informationsverarbeitung.

- Abstract
- Als "Technopol" bezeichnet Postman die Beherrschung einer Zivilisation durch Technik und technizistisches Denken, eine Entwicklung, die der New Yorker Medien-Prof. in den USA am weitesten fortgeschritten sieht. Die Folgen für Individuum und Gesellschaft illustriert er, wie immer in glänzender Diktion und mit sarkastischem Witz, u.a. an der Informationsschwemme, der Apparate-Medizin und der Computertechnologie. Das Schlusskapitel, immerhin, weckt ein Fünkchen Hoffnung auf möglichen Widerstand. Postmans neue Streitschrift (mit Anmerkungen, Bibliographie), thematisch an "Die Verweigerung der Hörigkeit" anknüpfend, reicht weder an die grossen Zeitdiagnosen eines G. Anders heran noch an J. Weizenbaums grundlegende Analyse der "Macht der Computer". Dennoch dürfen Postmans zeitgemässe Kassandrarufe inzwischen allgemeiner Aufmerksamkeit sicher sein.

- Abstract
- Diskussionen um Datennetze und Informationstechnik drehen sich häufig um kompetentes Handeln. In der Publikation werden Voraussetzungen eines autonomen informationellen Handelns gezeigt: Abstrahieren, Analogien bilden, Plausibilitäten beachten, Schlussfolgern und kreativ sein. Informationelle Kompetenz ist gelebte Informationelle Autonomie. Es lassen sich Konsequenzen für ein zukünftiges Menschenbild in informationstechnischen Umgebungen ziehen.

- Im Zeitalter der elektronischen Medien ist "Information" zu einem schillernden Schlagwort geworden. Sie legt die Basis für Entscheidungsprozesse und bestimmt unser Denken und Handeln. Doch was ist Information und wie funktioniert sie? Das Buch stellt das Thema erstmals aus der Sicht der Informationstheorie, der Wahrnehmung, des Denkens und der Sprache dar. Auf interdisziplinärer Ebene wird der Informationsbegriff erarbeitet. Wie erlangen Daten Sinn und Bedeutung? - Abstract
- Der Begriff des Wissens geht davon aus, dass Tatbestände als 'wahr' und 'gerechtfertigt' angesehen werden. Die Gründe für solche Überzeugungen liegen in der Gewissheit der eigenen Wahrnehmung sowie in der Kommunikation dieser Wahrnehmungen. Beide Bedingungen befinden sich gegenwärtig im Umbruch: Unsere sinnliche Wahrnehmung wird durch Medien und Sensorsysteme gestützt, und die Verständigung über solcherart erzeugte Wahrnehmungen wird in wachsendem Maße telematisch kommuniziert. Die tendenziell globale Ausweitung der kollaborativen Erzeugung des Wissens durch computergestützte Netzwerke irritiert nicht nur die Vertrauensverhältnisse, die den Wissensprozessen zugrunde liegen, sondern auch die Struktur und Funktionen des Wissens selbst.

- Abstract
- Mit Referenz auf Art. 19 der Universal Declaration of Human Rights wurde vor gut 25 Jahren eine erbitterte Auseinandersetzung um das "right to communicate" (r2c) als zentraler Bestandteil einer "New World Information and Communication Order" (NWIKO) geführt, die sich heute, unter veränderten Rahmenbedingungen, aber mit ähnlicher politischer, ökonomischer und medialerRelevanz und Brisanz, auf dem Weg zum Weltgipfel zur Informationsgesellschaft (WSIS) wiederholt. Erneut geht es zwar auch um Meinungs-/Medien-/Pressefreiheit aber in erster Linie darum, wer in globaler Hinsicht die Organisationsformen bzw. den Umgang mit Wissen und Information dominieren kann. Es werden die wesentlichen Argumente des alten Streits um die NWIKO im Lichte der aktuellen Entwicklung des WSIS reinterpretiert und zwar aus politischer, medienpolitischer und menschenrechtlicher Sicht. Der Wechsel vom Distribu-tions- zum Interaktions- und Kommunikationsparadigma macht neue Formen medialer Öffentlichkeit, kooperativer Partizipation in der Wirtschaft aber auch kollaborativer Erarbeitung von Wissen und Information und dessen Verteilung möglich. Es wird die These aufgestellt, dass die derzeit von (großen Teilen aus) Politik, Wirtschaft und den Medien mit Vehemenz betriebene Abwehr von r2c als Bestandteil der offiziellen WSIS-Verlautbarungen in ersterLinie der Besitzstandswahrung dient. Es könnte so die Chance verpasst werden, über ein zugestandenes r2c den Weg für neue, elektronischen Umgebungen angemessene Produktions-, Verteil- und Nutzungsformen für den Umgang mit Wissen und Information zu öffnen. Informationsgesellschaften können sich erst dann zu inklusiven und nachhaltigen Gesellschaften entwickeln, wenn Kommunikationsrechte tatsächlich auch von allen zur Überwindung der verschiedenen Ausprägungen des Digital divide wahrgenommen werden können.'

- Abstract
- Nichts ist wichtiger für die Informationsgesellschaft als das Tempo der Informationsvermittlung. Was zählt, sind die neuesten Neuigkeiten, am besten in "Echtzeit" übertragen: Diesseits aller kulturkritischen Vorbehalte profitiert man mit jeder E-Mail und jedem live gesendeten Fußballspiel von dieser medialen Dynamik. Auch die immer wieder neu ausgerufenen Entdeckungen der Langsamkeit können nichts daran ändern, dass die Informationsgesellschalt nun einmal dem "Gesetz der Beschleunigung" (Paul Virilio) folgt. In der Ausstellung "Vom Boten zum Bit" im Museum für Kommunikation (in Frankfurt am Main) wird vor Augen geführt, welche vor allem nachrichtentechnischen Innovationen sich hinter dieser Beschleunigungstendenz verbergen. Auf kompakte Weise rekonstruiert die Ausstellung in mehreren Stationen die räumliche und zeitliche "Entfesselung der Kommunikation": Am Anfang steht nicht der Bote, der etwa auf dem römischen "Cursus publicus" Nachrichten überbringt, sondern die Trommel einer äthiopischen Dorfgemeinschaft. Über die optischen und elektrischen Telegrafen und Beispielen der frühen Rundfunk- und Telefontechnik gelangt die zunächst arg geraffte Zeitreise rasch zur Gegenwart, die im Zentrum der Ausstellung steht. Hier wird das Ausmaß der medialen Entfesselung von Raum und Zeit zuallererst sichtbar: Fotos zeigen, wie CNN überall in den Wohnzimmern flimmert; drei Papierstapel von dpa veranschaulichen eindrucksvoll die Verzehnfachung der täglichen Informationsmenge seit 1949; und angesichts der Entwicklung vom so genannten Intelligenzblatt bis, zur Echtzeit-Börse wird erkennbar, dass Zeit im wahrsten Sinn des Wortes Geld geworden ist. Was die Ausstellung leider etwas vermissen lässt, sind originelle und provokative Thesen. Zwar wird am Ende noch auf Virilios Beschleunigungsgesetz und Joshua Meyrowitz' These von der durch die elektronischen Medien erzeugten Ortlosigkeit hingewiesen. Auch das Problem der Uber- schreitung moralischer' Grenzen,; etwa bei der Berichterstattung zum "Geiseldrama" von Gladbeck, wird benannt. insgesamt aber kommt die Ausstellung nicht über McLuhans berühmte These vom globalen Dorf hinaus und erzählt relativ distanzlos eine eindeutige Fortschrittsgeschichte. Da dieser Fortschritt aber zugleich faszinierend ist, ist die Ausstellung alles andere als langweilig. Und auch wenn Provokationen fehlen mögen, überzeugt doch die professionelle und informative Präsentation der Materialfülle. Das ist deshalb bemerkenswert, weil die Schau im Rahmen einer neuen Kooperation zwischen der Uni, versität Mainz und dem Museum für Kommunikation von' Mainzer Publizistik-Stu-denten konzipiert und organisiert worden. ist. - Abstract
- Die Produktion und Verbreitung von Informationen und Wissen ist heute nicht mehr nur die Sache weniger hochspezialisierter Experten und exklusiver Kreise, sondern vielmehr ein kollektives Unternehmen. Viele Köpfe auf der ganzen Welt - Sachverständige wie Laien - arbeiten von heimischen Rechnern aus über Wikis, Blogs und Open-Source-Projekte gemeinsam am Wissenskorpus der Menschheit, der dann über das Internet fast jedermann zur Verfügung steht. Fluch oder Segen? Werden wir durch die Überflutung mit ungesicherten Informationen zu Schafen einer digitalen Herde, die einfach das glauben, was viele für richtig halten, und nicht, was wirklich richtig ist? Oder verwirklicht sich hier gerade eine Utopie: alles zu wissen, was jeder von uns weiß? Cass R. Sunstein exponiert sich in seinem neuen Buch als entschiedener Infotopist. Traditionelle geschlossene Expertenzirkel, so zeigt er, werden häufig zu »Informationskokons«, aus denen heraus nicht selten Entscheidungen mit fatalen Folgen getroffen werden - etwa jene, die zur Rechtfertigung des Irak-Krieges, zum Zusammenbruch von Enron und zum Absturz des Space Shuttle Columbia geführt haben. Die neuen Formen kollektiven Wissenserwerbs unterliegen hingegen einem Prozeß, in dem Informationen fortlaufend und öffentlich ausgetauscht, aktualisiert und kritisiert werden. Anhand zahlreicher schlagender Beispiele und mit theoretischer Prägnanz erarbeitet Sunstein Regeln für eine Kommunikation im offenen Wissensnetzwerk, mit denen sich diese Diskussionsprozesse so gestalten lassen, daß wir zu mehr und vor allem exakterem Wissen kommen, an dem wir im infotopischen Idealfall alle partizipieren können.

- Abstract
- A summary of brain theory is given so far as it is contained within the framework of Localization Theory. Difficulties of this "conventional theory" are traced back to a specific deficiency: there is no way to express relations between active cells (as for instance their representing parts of the same object). A new theory is proposed to cure this deficiency. It introduces a new kind of dynamical control, termed synaptic modulation, according to which synapses switch between a conducting and a non- conducting state. The dynamics of this variable is controlled on a fast time scale by correlations in the temporal fine structure of cellular signals. Furthermore, conventional synaptic plasticity is replaced by a refined version. Synaptic modulation and plasticity form the basis for short-term and long-term memory, respectively. Signal correlations, shaped by the variable network, express structure and relationships within objects. In particular, the figure-ground problem may be solved in this way. Synaptic modulation introduces exibility into cerebral networks which is necessary to solve the invariance problem. Since momentarily useless connections are deactivated, interference between di erent memory traces can be reduced, and memory capacity increased, in comparison with conventional associative memory
