- Abstract
- Das Problem der Wahrnehmung und Darstellung von Wahrheit durch die Medien führt zu vier zentralen Fragen: Wie viel Wahrheit gibt es in der Welt, über die Journalisten berichten müssen? Wie ermittelt oder recherchiert man diese Wahrheit? Wie trennt man die Spreu vom Weizen? Und wie geht man als Journalist mit dem um, was man als Wahrheit erkannt hat oder erkannt zu haben glaubt? Hier gibt es ganz offensichtlich eine Parallele zwischen Journalisten und Wissenschaftlern. Journalisten und Wissenschaftler brauchen erstens Hypothesen, zweitens geeignete Hypothesentests, drittens ein gutes Abgrenzungs-Kriterium und viertens Verfahren, um die erkannten Sachverhalte auf angemessene Weise für eine Kommunikation mit anderen zu repräsentieren, das heißt sie darzustellen. Es gibt zwei große Unterschiede zwischen Journalisten und Wissenschaftlern: Journalisten sind in der Regel auf raum-zeitlich begrenzte Aussagen aus, Wissenschaftler in der Regel auf raumzeitlich unbegrenzte Gesetze. Aber diese Unterschiede sind fließend, weil Wissenschaftler raum-zeitlich begrenzte Aussagen brauchen, um ihre All-Aussagen zu überprüfen, und Journalisten sich immer häufiger auf das Feld der allgemeinen Gesetzes-Aussagen wagen oder doch zumindest Kausalinterpretationen für soziale Phänomene anbieten. Der zweite Unterschied besteht darin, dass die Wissenschaft weitgehend professionalisiert ist (zumindest gilt dies uneingeschränkt für die Naturwissenschaften und die Medizin), was ihr relativ klare Abgrenzungs- und Güte-Kriterien beschert hat. Diese fehlen weitgehend im Journalismus.

- Abstract
- Die letzten Jahre waren von einem rasanten Wandel im Bereich der Medien und der Kommunikation geprägt. Was anfänglich ein von militärischen Interessen inspiriertes technisches Kommunikationsmittel war und Mitte der neunziger Jahre einen wirtschaftlichen Boom grösseren Ausmasses ausgelöst hatte um schliesslich an der Schwelle zum neuen Jahrtausend eine realistischere Einschätzung zu erfahren, ist heute schlicht Teil unseres Alltages geworden: das Internet. Die Hälfte der schweizerischen Bevölkerung gehört mittlerweile zu den regelmässigen oder unregelmässigen Internet-Usern (Stand anfangs 2001), eine von drei Personen surft mehrmals pro Woche im World Wide Web. Auch die Wissenschaft ist von dieser Entwicklung nicht unberührt geblieben: Eine der umfassendsten Analysen zu diesem Thema legte Michael Nentwich im Auftrag des Instituts für Technikfolgenabschätzung der Österreichischen Akademie der Wissenschaften und dem Max-Planck-Institut für Gesellschaftsforschung in Köln 1999 vor. Nentwich geht von der These aus, dass die Informations- und Kommunikationstechniken "einige Rahmenbedingungen und praktisch alle Formen wissenschaftlicher Tätigkeit betreffen". Involviert sind (respektive werden sein) die Formen der wissenschaftlichen Kommunikation und die Wissensvermittlung, aber auch der organisatorische Rahmen des Wissenschaftsbetriebes und die Art und Weise der Wissensproduktion. Diese Veränderungen, so Nentwich weiter, werden nicht nur - wie heute zumeist angenommen - die Kommunikation beschleunigen, sondern sie haben "das Potential zu qualitativen Veränderungen des Wissenschaftssystems". Dass die Auswirkungen dieses Wandels höchst vielfältig sind, zeigt ein Blick in die Flut neuer und neuester Studien und Stellungnahmen zu diesem Thema. Die breit angelegte SteFi-Studie (Studieren mit elektronischen Fachinformationen) zum Beispiel kam zu folgendem Schluss: Die Informationskompetenz der meisten Studierenden ist unzureichend; sie empfinden das Angebot elektronischer Informationen als unübersichtlich und sehen sich ausserstande, die Qualität der Ergebnisse zu bewerten. Gleichzeitig hielt die SteFi-Studie auch fest, dass das Internet zunehmend zum Informationsmedium Nummer 1 bei der Suche nach wissenschaftlicher Literatur geworden ist.

- Abstract
- Dass sich Kommunikation über einen Medienmix vollzieht, stellt schon seit sehr langer Zeit den Regelfall dar. In letzter Zeit wird verstärkt für Mischungen aus gegensätzlichen Medien plädiert, allen voran aus konventionellen und elektronischen Medien. Der Beitrag behandelt die Frage, nach welchen Mustern derartige hybride Kommunikationsmixe konstruiert sind und wie deren Effektivität und Effizienz zu beurteilen sind. Die Beantwortung dieser Fragen erfolgt auf der Basis einer Expertenbefragung zum Einsatz von Web-2.0-Medien in Veränderungsprozessen.

- Abstract
- 25 Jahre DGI-Online-Tagung sind eine stolze Leistung. In dieser Zeit ist diese Tagung der DGI zu einer festen Größe in der Informationswissenschaft und Informationswirtschaft geworden. Ein solches Jubiläum ist natürlich auch Motiv für einen kleinen Rückblick ebenso wie für den Ausblick in die Zukunft. Lassen Sie mich beginnen mit einem Rückblick auf die Entwicklungen in der Informationstechnik und der Fachinformationspolitik, die uns das Ausmaß des Wandels im Laufe eines Vierteljahrhunderts verdeutlichen. - 25 Jahre Wandel - 1978 erlebten wir, ohne es wirklich abschätzen zu können, die Entstehung des Markts für Personal Computer und zugleich die Genese eines herstellerunabhängigen, globalen Computernetzwerks, also die Keimzellen der PC- und Internetrevolution. Erste Mikrocomputer wie der Apple 2, der Commodore PET u.a. kamen auf den Markt und erreichten erstmals hohe Stückzahlen. Das was wir heute als Internet kennen, nahm Gestalt an durch die Herausbildung der heute noch gültigen Internetprotokolle TCP/IP, die aber erst 1981 zum offiziellen Standard wurden. Auch informationspolitisch bahnte sich vor 25 Jahren ein Wandel an. Die Bundesregierung hatte die ersten Fachinformationszentren gegründet mit dem Ziel, die sehr verstreut gesammelten Informationen und Daten unterschiedlicher wissenschaftlicher Institutionen zu bündeln. Es gab zum ersten Mal einen systematischen Aufbau von fachlichen Informationseinrichtungen. Mit der Verbesserung der Informationsdienstleistungen sollten die Effektivität und Produktivität der Forschungs- und Entwicklungsarbeit erhöht und Innovationen beschleunigt werden. Es entstand ein elektronischer Fachinformationsmarkt. Technisch stehen wir heute vor einem Entwicklungsschritt, bei dem die Kommunikation Maschine-Maschine die Kommunikation von Mensch zu Maschine weitgehend ablöst. Die Bandbreite der Kommunikationsnetze, die enormen Rechnerleistungen, die vor allem durch die neuen Formen verteilten Rechnens möglich sind, die Vernetzung von Datenbanken, die zunehmende Nutzung der Internettechnologien, der multimedialen Inhalte und der mobilen Kommunikation, lassen Oualitätssprünge in den wissenschaftlichen Anwendungen erwarten. Computer, Internet und Fachinformation haben sich in den letzten 25 Jahren dynamisch weiterentwickelt. Damals ging es darum, das exponentielle Wachstum wissenschaftlicher Publikationen zu strukturieren und in den Griff zu bekommen. Heute geht es darum, die ins Unermessliche gewachsenen Datenmengen zu strukturieren und vernetzt zugänglich zu machen. Damit sind neue Anwendungen zu realisieren, die man sich bisher kaum vorstellen konnte. Heute ist es möglich, Forschung und Lehre mit elektronischen Arbeitsumgebungen zu unterstützen, in denen Kommunikation, Information, Daten, Experimente, E-Learning-Module u.a. räumlich verteilt organisiert werden können. Das Internet und die elektronischen Medien verlangen, dass über die Gestaltung der Wissensversorgung unserer Gesellschaft in einem globalen Umfeld neu nachgedacht werden muss.

- Abstract
- Document representations for text classification are typically based on the classical Bag-Of-Words paradigm. This approach comes with deficiencies that motivate the integration of features on a higher semantic level than single words. In this paper we propose an enhancement of the classical document representation through concepts extracted from background knowledge. Boosting is used for actual classification. Experimental evaluations on two well known text corpora support our approach through consistent improvement of the results.

- Abstract
- Although service-oriented architectures go a long way toward providing interoperability in distributed, heterogeneous environments, managing semantic differences in such environments remains a challenge. We give an overview of the issue of semantic interoperability (integration), provide a semantic characterization of services, and discuss the role of ontologies. Then we analyze four basic models of semantic interoperability that differ in respect to their mapping between service descriptions and ontologies and in respect to where the evaluation of the integration logic is performed. We also provide some guidelines for selecting one of the possible interoperability models.

- Abstract
- Mit Referenz auf Art. 19 der Universal Declaration of Human Rights wurde vor gut 25 Jahren eine erbitterte Auseinandersetzung um das "right to communicate" (r2c) als zentraler Bestandteil einer "New World Information and Communication Order" (NWIKO) geführt, die sich heute, unter veränderten Rahmenbedingungen, aber mit ähnlicher politischer, ökonomischer und medialerRelevanz und Brisanz, auf dem Weg zum Weltgipfel zur Informationsgesellschaft (WSIS) wiederholt. Erneut geht es zwar auch um Meinungs-/Medien-/Pressefreiheit aber in erster Linie darum, wer in globaler Hinsicht die Organisationsformen bzw. den Umgang mit Wissen und Information dominieren kann. Es werden die wesentlichen Argumente des alten Streits um die NWIKO im Lichte der aktuellen Entwicklung des WSIS reinterpretiert und zwar aus politischer, medienpolitischer und menschenrechtlicher Sicht. Der Wechsel vom Distribu-tions- zum Interaktions- und Kommunikationsparadigma macht neue Formen medialer Öffentlichkeit, kooperativer Partizipation in der Wirtschaft aber auch kollaborativer Erarbeitung von Wissen und Information und dessen Verteilung möglich. Es wird die These aufgestellt, dass die derzeit von (großen Teilen aus) Politik, Wirtschaft und den Medien mit Vehemenz betriebene Abwehr von r2c als Bestandteil der offiziellen WSIS-Verlautbarungen in ersterLinie der Besitzstandswahrung dient. Es könnte so die Chance verpasst werden, über ein zugestandenes r2c den Weg für neue, elektronischen Umgebungen angemessene Produktions-, Verteil- und Nutzungsformen für den Umgang mit Wissen und Information zu öffnen. Informationsgesellschaften können sich erst dann zu inklusiven und nachhaltigen Gesellschaften entwickeln, wenn Kommunikationsrechte tatsächlich auch von allen zur Überwindung der verschiedenen Ausprägungen des Digital divide wahrgenommen werden können.'

- Abstract
- Im Rahmen einer auf die moderne Informations- und Mediengesellschaft übertragenen Diskussion um Mythen und Kulte stellt der Autor Aussagen wie die folgende zu Diskussion: "Der Glaube an eine grundsätzliche Verbesserung des Privat- oder Arbeitslebens durch vernetzte Kommunikation und schnellen Zugang zu Botschaften und Informationen lässt sich durchaus als mit kultischen Handlungen verbunden interpretieren." (S.67) Daraus leitet sich ab, dass eine mythologisierende Betrachtung (etwa des Internet) die Funktion hat, rational nicht Verstandenes (vielleicht für den Einzelnen auch nicht Verstehbares) als für die eigene Erfahrungswelt zugänglich zu machen und beherrschbar erscheinen zu lassen. Nicht allein, aber besonders durch Internet und Massenmedien wird der Mythos wieder zum Gegenwartsphänomen, indem er uns, die wir doch sonst eher die Prinzipien einer als rational verstandenen Aufklärung für unser Denken und Handeln in Anspruch nehmen, die Furcht vor dem Unbekannten nimmt und für Undurchschaubares die prinzipielle Sinnhaftigkeit garantiert? Eine sicher diskutierbare, aber doch reizvolle Sicht auf viele Erscheinungsformen in diversen Darstellungen, Mailinglisten und Diskussionsforen.

- "Digitale Informationen sind zu einem wichtigen Bestandteil unseres kulturellen und wissenschaftlichen Erbes geworden. Wissenschaftliche Erkenntnisse, historische Ereignisse und kulturelle Leistungen begegnen uns immer häufiger in elektronischen Formen. Ein rasanter technischer Wandel führt jedoch zum schnellen Veralten von Datenträgern und Datenformaten. Dies bewirkt eine akute Gefährdung der langfristigen Nutzbarkeit digitaler Objekte, die als Quellen für Wissenschaft und Forschung dienen. Die digitale Langzeitarchivierung ermöglicht die Erhaltung digitaler Objekte für zukünftige Generationen. Sie muss eingebettet werden in den gesellschaftlichen Kontext der nationalen Informations-, Forschungs- und Kulturpolitik und die weltweite Vernetzung in Wissenschaft und Forschung. Archivierende Institutionen der wissenschaftlichen und kulturellen Informationsversorgung erfahren dadurch eine entscheidende Erweiterung ihres Aufgabenspektrums. Proaktive Maßnahmen zur Erhaltung der Langzeitverfügbarkeit digitaler Informationen müssen im Verbund mit und zusätzlich zu den bereits eingesetzten Methoden zur Bestandserhaltung nicht-digitaler Medien ergriffen werden und diese ergänzen. Ohne diese Maßnahmen droht die Gefahr, wichtige Kulturgüter zu verlieren. Die Erhaltung des digitalen Erbes erfordert zusätzliche und nachhaltige Anstrengungen seitens der politischen Entscheidungsträger, Urheber, Verleger, von Hardware- und Softwareherstellern und der kulturellen und wissenschaftlichen Gedächtnisorganisationen. In der nationalen Langzeitarchivierungs-Policy sollen die dafür notwendigen Rahmenbedingungen verankert sein. Sie zeigt intelligente Strategien für die Erhaltung des Wissens auf, das in digitalen Objekten manifestiert ist und empfiehlt Maßnahmen für ihre langfristige Sicherung und ihre Verfügbarkeit im Rahmen einer nachhaltigen Wissenschafts- und Forschungspolitik. Die hier vorgestellten Empfehlungen stützen sich auf Projektergebnisse von nestor, auf die UNESCO-Charta zur Bewahrung des digitalen Kulturerbes sowie auf die Strategiepapiere der Deutschen Forschungsgemeinschaft "Die deutschen Archive in der Informationsgesellschaft` (2003), "Aktuelle Anforderungen der wissenschaftlichen Informationsversorgung" (2004), und "Elektronisches Publizieren" (2005)."

- »Auf der rechten Seite sehen Sie die Nachschlagewerke, gleich dahinter befinden sich die Semesterapparate der sozialwissenschaftlichen Fächer...« Nicht erst seit heute empfinden Studienanfänger die klassische Bibliotheksführung als Zumutung, schon zu früheren Zeiten blieb bei dieser Form der Präsentation meist nicht viel hängen. Durch das Internet hat sich die Erwartungshaltung des Publikums zusätzlich gewandelt, Vortrag und Führung gelten als antiquiert und wenig effizient: Schließlich muss der Auskunftsdienst die fehlenden Kenntnisse über Medienangebot und Dienstleistungsprofil kompensieren. Dagegen fahren mittlerweile viele Hochschulbibliotheken eine Doppelstrategie: Zum einen wird mit dem Konzept der Teaching Library versucht, die Informationskompetenz als obligatorischen Baustein einer akademischen Basisausbildung zu etablieren. Zum anderen ermöglichen Online-Medien neue Formen der Kommunikation zwischen Kundschaft und Bibliothek.

- Abstract
- Nichts ist wichtiger für die Informationsgesellschaft als das Tempo der Informationsvermittlung. Was zählt, sind die neuesten Neuigkeiten, am besten in "Echtzeit" übertragen: Diesseits aller kulturkritischen Vorbehalte profitiert man mit jeder E-Mail und jedem live gesendeten Fußballspiel von dieser medialen Dynamik. Auch die immer wieder neu ausgerufenen Entdeckungen der Langsamkeit können nichts daran ändern, dass die Informationsgesellschalt nun einmal dem "Gesetz der Beschleunigung" (Paul Virilio) folgt. In der Ausstellung "Vom Boten zum Bit" im Museum für Kommunikation (in Frankfurt am Main) wird vor Augen geführt, welche vor allem nachrichtentechnischen Innovationen sich hinter dieser Beschleunigungstendenz verbergen. Auf kompakte Weise rekonstruiert die Ausstellung in mehreren Stationen die räumliche und zeitliche "Entfesselung der Kommunikation": Am Anfang steht nicht der Bote, der etwa auf dem römischen "Cursus publicus" Nachrichten überbringt, sondern die Trommel einer äthiopischen Dorfgemeinschaft. Über die optischen und elektrischen Telegrafen und Beispielen der frühen Rundfunk- und Telefontechnik gelangt die zunächst arg geraffte Zeitreise rasch zur Gegenwart, die im Zentrum der Ausstellung steht. Hier wird das Ausmaß der medialen Entfesselung von Raum und Zeit zuallererst sichtbar: Fotos zeigen, wie CNN überall in den Wohnzimmern flimmert; drei Papierstapel von dpa veranschaulichen eindrucksvoll die Verzehnfachung der täglichen Informationsmenge seit 1949; und angesichts der Entwicklung vom so genannten Intelligenzblatt bis, zur Echtzeit-Börse wird erkennbar, dass Zeit im wahrsten Sinn des Wortes Geld geworden ist. Was die Ausstellung leider etwas vermissen lässt, sind originelle und provokative Thesen. Zwar wird am Ende noch auf Virilios Beschleunigungsgesetz und Joshua Meyrowitz' These von der durch die elektronischen Medien erzeugten Ortlosigkeit hingewiesen. Auch das Problem der Uber- schreitung moralischer' Grenzen,; etwa bei der Berichterstattung zum "Geiseldrama" von Gladbeck, wird benannt. insgesamt aber kommt die Ausstellung nicht über McLuhans berühmte These vom globalen Dorf hinaus und erzählt relativ distanzlos eine eindeutige Fortschrittsgeschichte. Da dieser Fortschritt aber zugleich faszinierend ist, ist die Ausstellung alles andere als langweilig. Und auch wenn Provokationen fehlen mögen, überzeugt doch die professionelle und informative Präsentation der Materialfülle. Das ist deshalb bemerkenswert, weil die Schau im Rahmen einer neuen Kooperation zwischen der Uni, versität Mainz und dem Museum für Kommunikation von' Mainzer Publizistik-Stu-denten konzipiert und organisiert worden. ist. Wenn das Ziel der Studenten nicht zuletzt auch die Sammlung von Berufspraxis war, ist diese Ausstellung mehr als gelungen, und man wünscht sich weitere Kooperationen dieser Art.

- Abstract
- The employees of an organization often use a personal hierarchical classification scheme to organize digital documents that are stored on their own workstations. As this may make it hard for other employees to retrieve these documents, there is a risk that the organization will lose track of needed documentation. Furthermore, the inherent boundaries of such a hierarchical structure require making arbitrary decisions about which specific criteria the classification will b.e based on (for instance, the administrative activity or the document type, although a document can have several attributes and require classification in several classes).A faceted classification model to support corporate information organization is proposed. Partially based on Ranganathan's facets theory, this model aims not only to standardize the organization of digital documents, but also to simplify the management of a document throughout its life cycle for both individuals and organizations, while ensuring compliance to regulatory and policy requirements.

- Abstract
- Der folgende Beitrag bezieht sich auf Kommunikationsprozesse. Das klassische Kommunikationsmodell, das schon auf die antike Rhetorik zurückgeht, beschreibt eine Person, von der die Kommunikation ausgeht - das theoretische Modell, auf das heutzutage in der Regel zurückgegriffen wird, Claude Elwood Shannons und Warren Weavers "mathematische Theorie der Kommunikation" (1964), nennt diesen Ausgangspunkt der Kommunikation den 'Sender' -, und die Person, die das Ziel der kommunikativen Bemühungen ist, den 'Empfänger'. Für die Darstellung des Kommunikationsprozesses in historischer Zeit genügen diese beiden Elemente; der Kommunikationsprozess erfolgte in der Regel direkt, da (nahezu ausschließlich) mündlich. (Probleme der Kodierung von Informationen durch Sprache seien an dieser Stelle nicht berücksichtigt.) Unter Umständen benötigen Sender und Empfänger aber auch ein Medium, eine 'Mittelinstanz' (vom lateinischen medium, das Mittlere), damit die kommunikativen Signale gut vom Sender zum Empfänger kommen können. Der Begriff Medium' - Mittelinstanz' macht deutlich, dass damit das 'Sender'-'Empfänger'-Modell nicht aufgegeben wird. Es handelt sich vielmehr um eine Metapher, die den Ort und die Funktion dieser Instanz im Kommunikationsfluss lokalisiert und bewertet. Ein historisch frühes Beispiel für ein solches 'Medium' sind bildhafte Darstellungen in steinzeitlichen Höhlen. Es war jedoch stets (selbst den steinzeitlichen Menschen zumindest unbewusst) klar, dass diese mediale Form des Informationstransfers nicht nur untersucht werden muss, weil sie möglicherweise störanfällig ist oder den Umfang, die Sende- und die Empfangsmöglichkeiten der zu übermittelnden Informationen begrenzt. Schon früh hat sich gezeigt, dass die Metapher problematisch sein kann, weil ein Medium' nicht nur Mittelinstanz' ist, sondern auch selbst die Art und den Inhalt der zu übermittelnden Informationen (mit) beeinflussen kann.

- Abstract
- Elektronische Technologien durchdringen zunehmend alle Lebens- und Arbeitsbereiche wie Politik, Wirtschaft, Wissenschaft und Kultur. Vor allem durch die breite Nutzung des Internets formiert sich die so genannte Informationsgesellschaft. Innerhalb dieser haben Archive zusammen mit Bibliotheken und Museen für die Sicherung und Bereitstellung des Kulturerbes einen bedeutenden Stellenwert. Im Zeitalter globaler Kommunikation treten so neben konventionelle Formen des Informationsangebots zunehmend auch neue Wege der Informationsvermittlung. Die Staatliche Archivverwaltung Baden-Württemberg als traditioneller Dienstleister für Verwaltung und Forschung entwickelt sich in den letzten Jahren verstärkt zu einem öffentlichen Informationsdienstleister. Dabei werden auch neue Kooperationsformen eingeschlagen, wozu auch die Zusammenarbeit mit dem Bibliotheksservice-Zentrum Baden-Württemberg (BSZ) gehört. Im Mittelpunkt steht die Entwicklung eines kundenorientierten, mehrstufigen Internetangebots, das bis zur Präsentation von digitalisiertem Archivgut auf der untersten Stufe reicht. So wurden in den letzten Jahren neue Lösungen für Online-Findmittel mit Präsentationsmodulen für digitalisiertes Archivgut entwickelt, die die Basis für die Teilnahme an verschiedenen Portal-Projekten bilden. Durch die Digitalisierung von Archivgut besteht die Möglichkeit, interessierten Bürgern, Wissenschaftlern, Studenten und Schülern den Zugang zu den Quellen über Online-Medien wie dem Internet zu ermöglichen. Dadurch können einerseits die wertvollen Originale und Unikate geschützt werden, andererseits erhält der Nutzer unabhängig von Ort und Zeit völlig neue Zugriffsmöglichkeiten auf Archivgut. In diesem Beitrag werden verschiedene Internet-Angebote und Technologien der Staatlichen Archivverwaltung Baden-Württemberg vorgestellt, die neue Möglichkeiten des Zugangs zu Archivgut bilden. - Vom 6.-8. November 2007 hält die Zentralbibliothek des Forschungszentrums Jülich die Tagung WissKom2007 in Jülich ab. Thematisch stellt die Wisskom2007 die Frage nach der Zukunft der wissenschaftlichen Kommunikation: Welche Medien und welche Verhaltensweisen bestimmen die Wissenschaftskommunikation der Zukunft? Wird Wissen über das Internet mit Hilfe von Blogs und Repositorien kommuniziert? Oder wird auch weiterhin der individuelle Kontakt zwischen Wissenschaftlern gesucht, verschlossen für die breite Öffentlichkeit? - Abstract
- Demokratie kann nur auf der Basis eines ausgewogenen Spiels der Kräfte funktionieren. Öffentlichkeit ist hierbei ein ausgezeichnetes Mittel, dieses Spiel am Laufen zu halten. Medien, die Öffentlichkeit herstellen, werden deshalb sogar als »vierte Macht« bezeichnet. Sie werden dann zur Macht, wenn sie nicht nur als Vermittler der öffentlichen Meinung auftreten, sondern durch ihr Agieren selbst Gesellschaft gestalten. Hauptaufgabe der Medien ist es, eine Öffentlichkeit durch Transparenz herzustellen. Je mehr relevante Informationen Bürger erhalten, desto eher sind sie in der Lage, sich eine Meinung zu bilden. In den USA wird das Recht der Bürger auf Information umschrieben mit dem »Recht der Öffentlichkeit, zu wissen«, »the public's right to know«. Informationsfreiheit ermöglicht Bürgern, sich zu informieren, sich zu bilden und mündig Entscheidungen zu treffen. Die Medien stehen damit im Dienste des öffentlichen Interesses auf Wissen und Bildung.

- Abstract
- Die Welt wird zu einem Dorf, in dem jeder jeden kennt und die Distanz keine Rolle mehr spielt. So versuchte der kanadische Pop-Medientheoretiker Marshall McLuhan in den 60er Jahren eine Welt zu begreifen, die schon im Vorinternet-Zeitalter durch die elektronischen Medien näher zusammenrückte. In der Tat, die Massenmedien Rundfunk und Fernsehen sowie das Telefon ermöglichten zunehmend über Satelliten- und Kabelverbindungen einen Informations- und Kommunikationsfluss, in dem die Entfernung des Raums aufgehoben wird und Informationen in Echtzeit von Menschen auf der ganzen Erde gesendet und empfangen werden können. Prinzipiell könnte damit jeder Ort auf dem Globus zu einem öffentlichen Platz werden, so dass die Weltöffentlichkeit im Augenblick des Geschehens dieses telepräsent beobachten könnte. Die seitdem möglich gewordene globale Öffentlichkeit gibt es aber nur in seltenen Ausnahmefällen, bei großen Ereignissen wie Kriegen, manchen Sportveranstaltungen oder Terroraktionen. Die Anschläge vom 11. September 2001 auf das World Trade Center in New York oder die Flutkatastrophe Ende 2004 in Asien waren solche globalen Ereignisse, die die kollektive Aufmerksamkeit aller Menschen, die Zugang zu Medien haben, in ihren Bann gezogen haben. Die Zuschauer, so weit sie auch entfernt sein mochten, wurden durch die Fernsehbilder am 11. September tatsächlich zu Augenzeugen der schrecklichen Geschehnisse. Gleichwohl ist diese Öffentlichkeit eine der Massenmedien und - im Extrem - die eines globalen, durch Massenmedien vermittelten Bewusstseins, während in der Regel und viel deutlicher mit dem Internet und/oder dem Mobilfunk die Informations- und Kommunikationsströme parallel und dezentral fließen. Das entspricht auch Ereignissen wie der Flutkatastrophe, die nicht wie Terroranschläge für die Kameras an einem überschaubaren Ort inszeniert werden, sondern in einem riesigen Gebiet stattfinden.
