- Der Unterschied zwischen 'Informationsethos', d.h. die herrschende Informationsgewohnheiten einer Gruppe oder Gesellschaft und 'Informationsethik', d.h. die kritische Begründung moralischer Soll-Vorstellungen im Bereich der Fachinformation, bildet den Ausgangspunkt dieser Überlegungen. Ihre Kernthese besagt, daß der Staat eine originäre Verantwortung im Hinblick auf die Demokratisierung des Zugangs zur elektronischen Information hat.
