    "Umfrage unter Nobelpreisträgern bestätigt den Internet-Trend - Zum ersten Mal wurden Nobelpreisträger weltweit nach ihrer Einschätzung zu den Auswirkungen des Internet bis in das Jahr 2020 befragt. 71 Preisträger aus allen Kategorien nahmen an der Untersuchung teil, um der Frage nachzuspüren, wie das Zusammenspiel von Internet, Bildung und Innovation in den nächsten 20 Jahren die Welt beeinflussen wird. Den Preisträgern zufolge hat das Internet auch in Zukunft weiterhin einen positiven Einfluß auf die Verbreitung von Wissen und Bildung sowie auf den allgemeinen wirtschaftlichen Wohlstand. - Grenzenlose Kommunikation - Im Zentrum der Umfrage standen die Themen Bildung, Innovationen und Lebensstandard. 93 Prozent der Befragten denken, daß das Internet die grenzüberschreitende Kommunikation verbessern wird. Auf diese Art werden ihrer Meinung nach Barrieren fallen, die im Moment noch zwischen Kulturkreisen bestehen. Auf lange Sicht ergäben sich ökonomische Vorteile für die Bevölkerung. 72 Prozent der Befragten zufolge birgt das Internet für Menschen in Entwicklungsländern mehr Möglichkeiten, am ökonomischen Aufschwung teilzuhaben. Die Studie wurde von Princeton Survey Research Associates (PSRA) im Auftrag von Cisco Systems durchgeführt. Fast ein Drittel aller lebenden Nobelpreisträger nahm daran teil. Rob Lloyd, President von Cisco Systems Europa: "Die Umfrage gibt uns einen Eindruck davon, wie einige der größten Denker unserer Zeit die Möglichkeiten des Internet einschätzen, die Welt zu verändern." - Internet beeinflußt die Arbeit nachhaltig - Als potenzielle Gefahren durch das Internet sehen die Preisträger die Verletzung der Privatsphäre (65 Prozent), eine wachsende Entfremdung (51 Prozent) sowie größere politische oder wirtschaftliche Ungleichheit (44 Prozent). Dennoch faßt die Mehrheit der Befragten das Internet als positiv auf. 85 Prozent gaben an, daß ihre eigene Arbeit und ihr Leben positiv durch das Internet beeinflußt werden. Die meisten Preisträger (89 Prozent) benutzen einen Computer, das Internet und E-Mail zur Kommunikation. 69 Prozent sind der Ansicht, daß sie mit Hilfe des Internet ihre Arbeiten schneller fertig stellen konnten. "Die Umfrageergebnisse sind deswegen so bedeutend, da die meisten der Preisträger ohne Computer oder Internet aufgewachsen sind.", so Mary McIntosh, Vizepräsidentin bei PSRA. "Das Durchschnittsalter der Befragten beträgt 72 Jahre." - E-Learning gehört die Zukunft - Das Internet wird Bildung und Lernmöglichkeiten verbessern, indem virtuelle Klassenzimmer entstehen. Dies wurde von 74 Prozent der Befragten angegeben. Innovationen werden den meisten Preisträgern zufolge beschleunigt und der Stand der Wissenschaft erweitert (82 Prozent). Fast alle Preisträger (93 Prozent) sind der Meinung, daß das Internet einen verbesserten Zugang zu Bibliotheken, Informationen und Lehrkörpern eröffnen wird."

    Abstract
    Das Problem der Wahrnehmung und Darstellung von Wahrheit durch die Medien führt zu vier zentralen Fragen: Wie viel Wahrheit gibt es in der Welt, über die Journalisten berichten müssen? Wie ermittelt oder recherchiert man diese Wahrheit? Wie trennt man die Spreu vom Weizen? Und wie geht man als Journalist mit dem um, was man als Wahrheit erkannt hat oder erkannt zu haben glaubt? Hier gibt es ganz offensichtlich eine Parallele zwischen Journalisten und Wissenschaftlern. Journalisten und Wissenschaftler brauchen erstens Hypothesen, zweitens geeignete Hypothesentests, drittens ein gutes Abgrenzungs-Kriterium und viertens Verfahren, um die erkannten Sachverhalte auf angemessene Weise für eine Kommunikation mit anderen zu repräsentieren, das heißt sie darzustellen. Es gibt zwei große Unterschiede zwischen Journalisten und Wissenschaftlern: Journalisten sind in der Regel auf raum-zeitlich begrenzte Aussagen aus, Wissenschaftler in der Regel auf raumzeitlich unbegrenzte Gesetze. Aber diese Unterschiede sind fließend, weil Wissenschaftler raum-zeitlich begrenzte Aussagen brauchen, um ihre All-Aussagen zu überprüfen, und Journalisten sich immer häufiger auf das Feld der allgemeinen Gesetzes-Aussagen wagen oder doch zumindest Kausalinterpretationen für soziale Phänomene anbieten. Der zweite Unterschied besteht darin, dass die Wissenschaft weitgehend professionalisiert ist (zumindest gilt dies uneingeschränkt für die Naturwissenschaften und die Medizin), was ihr relativ klare Abgrenzungs- und Güte-Kriterien beschert hat. Diese fehlen weitgehend im Journalismus.

    Abstract
    Ich fand es einfach grundsätzlich wichtig, die Elemente des Computers und des Hirns zu kombinieren motiviert durch die Idee einen Hirnchip zu bauen. Das war und ist natürlich Science Fiction Aber allein die Vorstellung davon trieb mich, es doch einmal ganz unten zu versuchen. Das bescheidene Ziel war es, die Kontaktstelle zwischen zwei völlig verschiedenen Informationssystemen zu schaffen: auf der einen Seite die Elektronik, einen Chip, Schaltprozesse, die in einer Tausendstel Millisekunde ablaufen. Auf der anderen Seite ein Organ, Nervenzellen, deren Signalübertragung durch Ionen getragen wird in Zeiten von einigen Millisekunden. Vollkommen verschiedene Weiten. Hirn und Computer sind beide erfolgreiche informationsverarbeitende Maschinen. Ob die beiden Systeme zusammen mehr leisten könnten, als jedes für sich, das ist allerdings unbekannt

    Abstract
    Der Artikel geht der Frage nach, ob und inwieweit Informations- und Recherchesysteme von der Technologie natürlich sprachlicher Frage-Antwortsysteme, so genannter Question Answering-Systeme, profitieren können. Nach einer allgemeinen Einführung in die Zielsetzung und die historische Entwicklung dieses Sonderzweigs der maschinellen Sprachverarbeitung werden dessen Abgrenzung von herkömmlichen Retrieval- und Extraktionsverfahren erläutert und die besondere Struktur von Question Answering-Systemen sowie einzelne Evaluierungsinitiativen aufgezeichnet. Zudem werden konkrete Anwendungsfelder im Bibliothekswesen vorgestellt.

Das klassische Kommunikationsmodell, das schon auf die antike Rhetorik zurückgeht, beschreibt eine Person, von der die Kommunikation ausgeht - das theoretische Modell, auf das heutzutage in der Regel zurückgegriffen wird, Claude Elwood Shannons und Warren Weavers "mathematische Theorie der Kommunikation" (1964), nennt diesen Ausgangspunkt der Kommunikation den 'Sender' -, und die Person, die das Ziel der kommunikativen Bemühungen ist, den 'Empfänger'. Für die Darstellung des Kommunikationsprozesses in historischer Zeit genügen diese beiden Elemente; der Kommunikationsprozess erfolgte in der Regel direkt, da (nahezu ausschließlich) mündlich. (Probleme der Kodierung von Informationen durch Sprache seien an dieser Stelle nicht berücksichtigt.) Unter Umständen benötigen Sender und Empfänger aber auch ein Medium, eine 'Mittelinstanz' (vom lateinischen medium, das Mittlere), damit die kommunikativen Signale gut vom Sender zum Empfänger kommen können. Der Begriff Medium' - Mittelinstanz' macht deutlich, dass damit das 'Sender'-'Empfänger'-Modell nicht aufgegeben wird. Es handelt sich vielmehr um eine Metapher, die den Ort und die Funktion dieser Instanz im Kommunikationsfluss lokalisiert und bewertet. Ein historisch frühes Beispiel für ein solches 'Medium' sind bildhafte Darstellungen in steinzeitlichen Höhlen. Es war jedoch stets (selbst den steinzeitlichen Menschen zumindest unbewusst) klar, dass diese mediale Form des Informationstransfers nicht nur untersucht werden muss, weil sie möglicherweise störanfällig ist oder den Umfang, die Sende- und die Empfangsmöglichkeiten der zu übermittelnden Informationen begrenzt. Schon früh hat sich gezeigt, dass die Metapher problematisch sein kann, weil ein Medium' nicht nur Mittelinstanz' ist, sondern auch selbst die Art und den Inhalt der zu übermittelnden Informationen (mit) beeinflussen kann.

    Abstract
    Dieser Band führt in die Theorie und Forschung medialer Kommunikation ein und sucht die nunmehr traditionellen Ansätze der Massenkommunikationsforschung mit neueren Forschungsperspektiven zu verknüpfen, die sich für die digitalen und interaktiven Medien stellen. Nach einem kurzen Abriß der Mediengeschichte wird an verschiedenen Medienbegriffen gezeigt, wie weit und disparat inzwischen Forschungen zur medialen Kommunikation geworden sind und weiterhin sein werden.     Ganz so erstaunlich ist es nicht, dass sich an Googles geo-psychologischen Aktivitäten nun eine Protestbewegung entfacht, die Ähnlichkeiten mit dem Volkszählungsboykott der frühen achtziger Jahre aufweist. Schon damals ging es nur bedingt um die Gefahren fürs Private. Den pragmatischen Sinn, den der Staat in der Erhebung statistischer Daten sah, mochte kaum jemand bezweifeln. Bei der Vermittlung der Volkszählung war der Eigensinn der Bürger sträflich vernachlässigt worden, und so wurde die vermeintlich harmlose Volkszählung zum Präzedenzfall eines zivilen Ungehorsams, der 1983 durch ein Urteil des Bundesverfassungsgerichts zum Teil legitimiert wurde. Die erfolgreiche Boykottgeschichte ist denn wohl auch einer der Gründe dafür, dass die Straßeninspektion in Deutschland Widerstände hervorruft, während sie in Frankreich und anderswo ohne vergleichbare Aufmüpfigkeit an den Start gebracht werden konnte. Der Protest verweist auf die viel zu lange vernachlässigte politische Dimension des gesellschaftlichen Datengebrauchs. Bei Googles Begehren, die Straßen unserer Städte abzulichten und zu digitalisieren, geht es nicht um staatliche Datenerhebung, sondern Unternehmensstrategien. Was Google mit seinem lustigen Namen und freundlichen Logo zu einem monströsen Akteur der Netzwelt macht, ist sein Ubiquitätsanspruch. Längst geht es nicht mehr nur um hilfreiche Orientierung im Internet. Aus der Suchmaschine ist ein virtueller Weltakteur geworden, der immer und überall bereits da ist. Das ist es wohl auch, was zumeist schwach begründet und diffus Unbehagen verbreitet.
