- Abstract
- Die von der DFG geförderte InFoLiS-Projektreihe wurde dieses Jahr erfolgreich abgeschlossen. Die Projekte wurden von GESIS - Leibniz-Institut für Sozialwissenschaften, der Universitätsbibliothek Mannheim und der Hochschule der Medien Stuttgart durchgeführt. Ziel der Projekte InFoLiS I und InFoLiS II war die Entwicklung von Verfahren zur Verknüpfung von Forschungsdaten und Literatur. Diese Verknüpfung kann einen erheblichen Mehrwert für Recherchesystem in Informationsinfrastrukturen wie Bibliotheken und Forschungsdatenzentren für die Recherche der Nutzerinnen und Nutzer darstellen. Die Projektergebnisse im Einzelnen sind: - Entwicklung von Verfahren für die automatische Verknüpfung von Publikationen und Forschungsdaten - Integration dieser Verknüpfungen in die Recherchesysteme der Projektpartner - Automatische Verschlagwortung von Forschungsdaten - Überführung der entwickelten Verfahren in eine Linked Open Data-basierte nachnutzbare Infrastruktur mit Webservices und APIs - Anwendung der Verfahren auf einer disziplinübergreifenden und mehrsprachigen Datenbasis - Nachnutzbarkeit der Links durch die Verwendung einer Forschungsdatenontologie Weitere Informationen finden sich auf der Projekthomepage [http://infolis.github.io/]. - Abstract
- Der Fachinformationsverbund IBLK (FIV) wird als kooperativer Produzent eines Portalangebotes vorgestellt. Nach einer kurzen Einführung zur Entstehung und Zielsetzung des FIV werden die Partner des FIV, nämlich deutsche und europäische Spezialbibliotheken und Fachinformationseinrichtungen, kurz in ihrer Struktur und Funktion im Kontext der jeweiligen Institution, bei der sie angesiedelt sind, beschrieben. Die Kooperationseffekte und Kooperationsnotwendigkeiten im FIV werden herausgearbeitet und gezeigt, dass gleichzeitig aber externe Kooperationen möglich bleiben und realisiert werden. Das gemeinsame neue Produkt, das Fachportal IBLK, wird kurz in seiner Struktur vorgestellt. Ausgehend vom zentralen Element, der Datenbank World Affairs Online (WAO), wird der Ausbau um weitere nationale, europäische und internationale Datenbanken und Angebote beschrieben. Dabei spielt der fachliche Kontext eine große Rolle und stellt das wesentliche Element der Attraktivität für weitere Anbieter von Datenbanken dar. Auch das weiter gefasste, relativ lose europäische Kooperationsnetzwerk EINIRAS wird zur Integration weiterer Angebote genutzt. Das Fachportal IBLK wird auch als Element von vascoda betrachtet. Das Spannungsverhältnis zwischen Fachportal und übergreifendem nationalem Portal wird diskutiert. Vascoda wird als Dienstleister für technische und organisatorische Funktionalitäten und als Kooperationsraum verschiedener Anbieter thematisiert. Die zentrale vascodaIdee des integrierten fachbezogenen Angebots von Inhalten aus den verschiedensten Quellen oder Ausschnitten von Quellen in einem Fachportal wird beim Fachportal IBLK realisiert. Zentrale Erfolgskriterien der Kooperation im FIV sind die fachliche Zuspitzung und die Balance zwischen Aufwand und Ertrag aus der Perspektive der einzelnen Partner.

- "Wir können und dürfen den Ländern nicht bei der Digitalisierung helfen, das ist ein ureigener kulturpolitischer Bereich", sagt Kommissionssprecher Martin Selmayr. Die EU will in den kommenden zwei Jahren aber weitere 119 Millionen Euro bereitstellen, um die Erforschung und Entwicklung von Technologien zur Digitalisierung voranzubringen. Die Slowakei habe mit dem Geld etwa einen früheren Militärkomplex mit drei Robotern ausgestattet, die Buchseiten automatisch einlesen. Die digitalisierten Objekte werden von einem Team aus Archivaren, Bibliothekaren und IT-Spezialisten in der Königlichen Bibliothek in Den Haag geordnet, vernetzt und auf Europeana bereitgestellt. Was auf die Plattform gelangt, entscheiden die Museen. Sie stehen auch dafür gerade, dass das Urheberrecht beachtet wird. "Wir müssen einen entscheidenden Schritt unternehmen, um ein Schwarzes Loch im 20. Jahrhundert zu vermeiden, so Europeana-Direktorin Jill Cousin. Es müssten Lösungen gefunden werden, um etwa auch Filme aus den 30er Jahren abspielen zu können. Für den Unterhalt des Portals zahlt die Kommission pro Jahr zwei Millionen Euro, die Mitgliedsländer schießen insgesamt noch einmal 500 000 Euro hinzu. Bisher ist freilich nur ein Prozent aller europäischen Kulturgüter digitali- siert. Um die Zahl von zehn Millionen Werken bis 2010 zu erreichen, müssen die Staaten nach Schätzung der Kommission weitere 350 Millionen Euro in die Hand nehmen. Dass das Internetarchiv eines Tages Europas Museen die Besucher abspenstig machen könnte, glauben die Verantwortlichen nicht. "Museumsfans können auf Europeana herausfinden, wo ihre liebsten Gemälde hängen sagt Portal-Sprecher John Purday. Eine niederländische Studie habe gezeigt, dass solche Angebote das Interesse an Museen im Gegenteil eher wecken. Auch die Vermutung, dass Europeana ein Rivale der digitalen Büchersammlung von Google werden könne, weist die Kommission weit von sich. "Europeana ist keine europäische Antwort auf ein kommerzielles Projekt", sagt Selmayr. "Genau wie ein Buchladen und eine Bibliothek nicht in Konkurrenz stehen." Google biete eine fortgeschrittene Suchmaschine für Bücher, Europeana sei hingegen ein multimediales Museum."

- Abstract
- Informationssuche stellt einen wesentlichen Bestandteil wissenschaftlichen Arbeitens dar. GEO-LEO (GEO - Library Experts Online), die "Virtuelle Fachbibliothek Geowissenschaften, Bergbau, Geographie, Thematische Karten", bietet unter www.GEO-LEO.de Studierenden, Wissenschaftlern und allen Interessenten der Geo- und Montanwissenschaften die Möglichkeit, gedruckte und elektronische Fachliteratur und -information effektiv zu finden und zu verwalten. GEO-LEO ist ein Gemeinschaftsprojekt der geo- und montanwissenschaftlichen Sondersammelgebietsbibliotheken Universitätsbibliothek "Georgius Agricola" der Technischen Universität Bergakademie Freiberg (UB Freiberg) und der Niedersächsischen Staats- und Universitätsbibliothek Göttingen (SUB Göttingen), welches von der Deutschen Forschungsgemeinschaft (DFG) gefördert wird. In Deutschland existieren neben Sondersammelgebietsbibliotheken weitere Einrichtungen, die für die Geo- und Montanwissenschaften wichtige Informationsressourcen besitzen und anbieten. Ziel der Virtuellen Fachbibliothek ist es, diese heterogenen, verteilten fachspezifischen Informationsressourcen durch eine Metasuche gemeinsam recherchierbar zu machen. Damit sollen der Nachweis und die Nutzung digitaler und analoger Bestände - vor allem der SSG-Bibliotheken - erhöht und die Arbeitsbedingungen der Studenten und Wissenschaftler bei der Suche, Beschaffung und Verwaltung von fachrelevanten Informationen insgesamt verbessert werden. Zudem werden in GEOLEO auch die weiterführenden Informationsangebote und Dienstleistungen der beteiligten Einrichtungen gebündelt. GEO-LEO ist als eigenständiges, bilinguales Fachportal konzipiert. Darüber hinaus bildet es den geo- und montanwissenschaftlichen Baustein von "vascoda", dem interdisziplinären Internetportal für wissenschaftliche Informationen in Deutschland und das Bibliotheksmodul im Rahmen des "GIN-NET" (Geoscience Information Network) Projekts

- "Noch nie zuvor war es so leicht, an wissenschaftliche Fachinformation von hoher Qualität zu kommen: Unter www.vascoda.de haben 37 leistungsstarke deutsche Bibliotheken, Forschungsinstitute und Informationseinrichtungen ein fächerübergreifendes Internet-Portal eingerichtet. Es wird als zentrale Anlaufstelle große Mengen an wissenschaftlicher Literatur und Fachinformation online für die Öffentlichkeit zugänglich machen. vascoda bündelt als übergeordnetes Wissenschaftsportal die in Deutschland vorhandenen, mit öffentlichen Mitteln aufgebauten Informationsdienstleistungen unter einer einheitlichen Zugangsoberfläche. Die Suchmaske ist genauso einfach zu handhaben wie die Internet-Suchmaschine Google. Ihre Benutzung ist unentgeltlich. Alle angebotenen Informationen stammen aus geprüften Quellen. Ein Großteil davon ist kostenlos zu beziehen. Es werden aber auch kostenpflichtige Informationen, zum Beispiel aus Verlagsangeboten und kommerziellen Datenbanken, verfügbar gemacht. Um einen schnellen Zugriff auch auf diese Veröffentlichungen zu gewährleisten, soll möglichst viel Information im Einzelverkauf nach Aufruf, dem sogenannten "Pay-per-View"-Verfahren, bereitgestellt werden. Auch vorhandene Abonnements von elektronischen Zeitschriften können weiterhin so genutzt werden, wie es mit dem Verlag oder Informationsanbieter vereinbart ist. Das Bundesministerium für Bildung und Forschung (BMBF) und die Deutsche Forschungsgemeinschaft (DFG) fördern den Aufbau von vascoda gemeinsam. Die Förderer und die an der Informationsallianz beteiligten Partner betrachten das Portal als Grundstein der "Digitalen Bibliothek Deutschland", die sich an den Bedürfnissen der Benutzer orientiert. Zur Zeit sind 23 virtuelle Fachbibliotheken (ViFas), die vier großen Informationsverbünde EconDoc (Wirtschaft), Getlnfo (Naturwissenschaft und Technik), infoconnex (Pädagogik, Sozialwissenschaften, Psychologie und Medizin) sowie die Elektronische Zeitschriftenbibliothek (EZB) in vascoda eingebunden. ViFas - virtuelle Fachbibliotheken - sind Anlaufstellen im Web, die einen Überblick über das fachspezifische Informationsangebot zu bestimmten wissenschaftlichen Fachgebieten geben. Sie wurden in den letzten Jahren mit Unterstützung der DFG aufgebaut, um qualitativ hochwertige Internetquellen, aber auch gedruckte Publikationen - über die Einbindung von Bibliothekskatalogen - leicht zugänglich zu machen. Informationsverbünde bieten ebenfalls Unterstützung bei der Informationssuche. Sie bündeln auf fachlicher Ebene alle Formen relevanter Informationen, um dem Benutzer einen umfassenden Zugang zu ermöglichen. Dabei ist das Angebot von elektronischen Dokumenten in ihrem vollen Wortlaut (Volltext) von zentraler Bedeutung. Das heißt, die gewünschte Information kann sofort im Anschluss an die Suche online auf den eigenen Computer heruntergeladen und ausgedruckt werden. Die EZB ist ein kooperativer Service von 209 Bibliotheken zur Bereitstellung von elektronischen Zeitschriften, die im Internet publiziert werden. Vascoda führt alle diese Informationsquellen unter einem Zugang zusammen. Die erste Version von vascoda wird zur internationalen Bibliothekskonferenz IFLA Anfang August in Berlin (1.-9.8.2003) im Internet freigeschaltet. vascoda ist darauf ausgerichtet, kontinuierlich weitere Partner mit Informationen zu allen wissenschaftlichen Disziplinen einzubinden. - Abstract
- Wissenschaftliche Bibliotheken haben im Laufe ihrer Geschichte verschiedene Rollen übernommen. Sie sind langfristige Bewahrer des Wissens, kompetente Vermittler von Informationen und verlässliche Garanten für Qualität. Für die Zukunft wird eine weitere Rolle zentrale Bedeutung gewinnen: die des Dienstleisters'. Nicht mehr die Größe des Bestands oder die Exzellenz einer Sammlung werden die entscheidenden strategischen Erfolgsfaktoren sein. Die wissenschaftliche Bibliothek 2007 stellt vielmehr den Nutzer oder auch Kunden in den Mittelpunkt. Nicht mehr implizit, im Sinne einer wohlmeinenden Fürsorge durch den Informationsprofi Bibliothekar. Kundenorientierung bedeutet künftig, dass alle bibliothekarischen Aktivitäten sich daran messen lassen müssen, ob sie im Ergebnis für den Nutzer eine sinnvolle Dienstleistung darstellen. Erfolg wird definiert als Akzeptanz durch den Kunden. Referenzrahmen für die Gestaltung von digitalen Services ist das Internet geworden, das sich zur maßgeblichen, branchenübergreifenden Plattform für digitale Dienstleistungen entwickelt hat. Wissenschaftliche Bibliotheken können sich nicht länger den allgemeinen Leistungsmerkmalen von Internetservices entziehen: intuitive Bedienbarkeit auch für den Laien, überschaubares Funktionen-Angebot, überzeugende Performance, rascher Wechsel von einem Dienst in den anderen, durchgehende Erreichbarkeit sowie die »Garantie« für ein Erfolgserlebnis. Eigene, lieb gewonnene Gewohnheiten und Traditionen von Bibliotheken werden sehr sorgfältig zu prüfen sein, ob sie aus Sicht der Nutzer und gemessen an den Service-Maßstäben des Internet weiterhin Bestand haben können. Bibliotheken können nicht länger nur von Bibliotheken lernen. Erfolg versprechend können zukünftig die sorgfältige Wahrnehmung und Analyse branchenfremder Dienstleistungen sein, weniger inhaltlich als methodologisch und strukturell. Lernen vom Internet bedeutet aber nicht, die dortigen Erfolgsrezepte bloß zu kopieren. Bibliotheken haben eigene, traditionelle Stärken, die sie kreativ in neue Services einbringen sollten. Dazu gehören die neutrale Bewertung von Informationsquellen, die inhaltlich relevante Kategorisierung und Filterung, das Bemühen um kostengünstigen Zugriff für den Nutzer sowie die dauerhafte Sicherung des Informationszugriffs. Die wissenschaftlichen Bibliotheken verstehen sich als Garanten einer qualitativ hochwertigen Literaturversorgung für die wissenschaftliche Community. Was bedeutet es, Informations-Dienstleistungen im Jahr 2007 zu erbringen? Wie definieren wir digitale Services im Zeitalter des Internet? Der folgende Artikel versucht Antwort auf diese Fragen zu geben und damit Orientierungshilfe für die weiteren, entscheidenden Weichenstellungen für Bibliotheken.
