    Abstract
    Informationelle Städte sind prototypische Städte der Wissensgesellschaft. Als informationelle Weltstädte sind sie neue Zentren der Macht. In ihnen dominieren gemäß Manuel Castells - neben den Spaces of Place - die Spaces of Flow (Kapital-, Macht- und Informationsflüsse). Zentral sind die IKT-Infrastruktur und die kognitive Infrastruktur (Basis der Wissensstadt und der kreativen Stadt) sowie das Wissensmanagement auf Stadtebene. Digitale Bibliotheken sorgen für den Zugriff auf das explizite Weltwissen. Zur Stimulierung lokaler impliziter Informationsflüsse schafft die informationelle Stadt kreative Cluster und Orte persönlicher Kontakte. In informationellen Städten herrschen Einkommens- und Berufspolarisierung zugunsten gut ausgebildeter Arbeitskräfte. Finanzdienstleister, wissensintensive High-tech-Industriefirmen, Firmen der Informationswirtschaft sowie weitere kreative wie wissensintensive Dienstleister bestimmen die Unternehmensstruktur solcher Städte. Attraktive Einrichtungen für Kultur, Freizeitgestaltung und Konsum bilden weiche Standortfaktoren. Wesentlich für den Aufbau einer informationellen Stadt sind der politische Wille und das Setzen regulierender Maßstäbe (E-Governance). Der Artikel arbeitet Indikatoren heraus, mittels derer der Grad der "Informationalität" einer Stadt bestimmbar wird und versucht auf Basis der Prinzipien der Netzökonomie eine Hypothese aufzustellen, warum bestimmte Städte den Übergang zu informationellen Städten bewältigen und andere (die in relative Bedeutungslosigkeit versinken) nicht.

    LexisNexis ist einer der weltgrößten Anbieter von Wirtschafts- und Rechtsinformationen. Die Geschichte des heute zu Reed Elsevier gehörenden Unternehmens reicht bis in die 60er Jahre des 20. Jahrhunderts. Von Anfang an verfolgte LexisNexis Volltextretrieval. Die internationale Abteilung von LexisNexis führt auf wichtigen nationalen Märkten jeweils regionale Produkte ein. In Deutschland sind dies "LexisNexis Recht" und "LexisNexis Wirtschaft". Der Artikel beschreibt auf der Basis von Nutzertests die genannten Produkte und analysiert den deutschen Markt und sein Umfeld. Abschließend werden Stärken und Schwächen, Chancen und Risiken von LexisNexis auf dem deutschen Informationsmarkt diskutiert.

    Abstract
    Suchmaschinen im World Wide Web wird nachgesagt, dass sie - insbesondere im Vergleich zur Retrievalsoftware kommerzieller Online-Archive suboptimale Methoden und Werkzeuge einsetzen. Elaborierte befehlsorientierte Retrievalsysteme sind vom Laien gar nicht und vom Professional nur dann zu bedienen, wenn man stets damit arbeitet. Die Suchsysteme einiger "independents", also isolierter Informationsproduzenten im Internet, zeichnen sich durch einen Minimalismus aus, der an den Befehlsumfang anfangs der 70er Jahre erinnert. Retrievalsoftware in Intranets, wenn sie denn überhaupt benutzt wird, setzt fast ausnahmslos auf automatische Methoden von Indexierung und Retrieval und ignoriert dabei nahezu vollständig dokumentarisches Know how. Suchmaschinen bzw. Retrievalsysteme - wir wollen beide Bezeichnungen synonym verwenden - bereiten demnach, egal wo sie vorkommen, Schwierigkeiten. An ihrer Qualität wird gezweifelt. Aber was heißt überhaupt: Qualität von Suchmaschinen? Was zeichnet ein gutes Retrievalsystem aus? Und was fehlt einem schlechten? Wir wollen eine Liste von Kriterien entwickeln, die für gutes Suchen (und Finden!) wesentlich sind. Es geht also ausschließlich um Quantität und Qualität der Suchoptionen, nicht um weitere Leistungsindikatoren wie Geschwindigkeit oder ergonomische Benutzerschnittstellen. Stillschweigend vorausgesetzt wirdjedoch der Abschied von ausschließlich befehlsorientierten Systemen, d.h. wir unterstellen Bildschirmgestaltungen, die die Befehle intuitiv einleuchtend darstellen. Unsere Checkliste enthält nur solche Optionen, die entweder (bei irgendwelchen Systemen) schon im Einsatz sind (und wiederholt damit zum Teil Altbekanntes) oder deren technische Realisierungsmöglichkeit bereits in experimentellen Umgebungen aufgezeigt worden ist. insofern ist die Liste eine Minimalforderung an Retrievalsysteme, die durchaus erweiterungsfähig ist. Gegliedert wird der Kriterienkatalog nach (1.) den Basisfunktionen zur Suche singulärer Datensätze, (2.) den informetrischen Funktionen zur Charakterisierunggewisser Nachweismengen sowie (3.) den Kriterien zur Mächtigkeit automatischer Indexierung und natürlichsprachiger Suche

    Abstract
    Ovid Technologies speist sich aus unterschiedlichen Unternehmensgeschichten; die Erfahrungen von BRS, SilverPlatter, Ovid und Wolters-Kluwer ergänzen sich in den derzeit betriebenen zwei Plattformen Ovid und SilverPlatter. Ovid spricht vor allem praktizierende wie forschende Spezialisten in der medizinisch-biowissenschaftlichen Sparte an, während SilverPlatter eher auf den gesamten akademischen Betrieb abzielt. Wir konzentrieren uns in diesem Artikel auf die Ovid-Plattform und vernachlässigen SilverPlatter. Das Interessante an Ovid ist die Einheit von bibliographischen Nachweisdaten, Volltexten und praxisrelevanten klinischen Entscheidungshilfen. U.E. lohnt die Retrievaloberfläche von Ovid und die hier praktizierte durchgehende Verlinkung von Nachweisen und Volltexten und von Volltexten untereinander einer näheren Betrachtung. Unsere Ergebnisse stützen sich auf den Fragebogen, Gespräche mit Jens Gräßler, National Sales Manager Germany, vom deutschen Ovid-Büro in Berlin sowie auf Tests im März und im April 2004.

    Abstract
    Informationsdienste werden heutzutage von großen Teilen der Bevölkerung im Berufs- wie im Privatleben genutzt. Es ist ein wichtiges informationswissenschaftliches Thema, Informationsdienste adäquat zu beschreiben und ihre Qualität zu bewerten. Unser Information Service Evaluation (ISE) Modell führt unterschiedliche Traditionen der Evaluations- sowie der Technologieakzeptanzforschung zusammen und besteht aus fünf Dimensionen: Qualität des Informationsdienstes, Nutzer, Informationsakzeptanz, Informationsumfeld und Zeit. Der Überblicks­artikel erläutert diese Dimension und bietet einen Einblick in ein flexibel handhabbares und umfassendes holistisches Modell der Beschreibung und Bewertung von Informationsdiensten.

    Abstract
    Information Retrieval ist die Wissenschaft, die Technik und die Praxis des Suchens und Findens von Informationen. Drei Anwendungsfälle zeigen die Relevanz dieser Teildisziplin in der Informationswissenschaft und Informatik: Suchmaschinen im Internet, Recherchewerkzeuge in unternehmensinternen Netzwerken und elektronische Informationsdienste. Das Lehrbuch vermittelt umfassend und auf leicht verständliche Weise grundlegende Kenntnisse über Theorien, Modelle und Anwendungen des Information Retrieval. Stock stellt die Retrievalforschung als einheitliche Wissenschaftsdisziplin dar, die klassische Modelle sowie aktuelle Ansätze des Web Information Retrieval gleichermaßen umfasst.     Abstract
    Gegenstand der empirischen Forschungsarbeit sind dargestellte wie empfundene Gefühle bei Videos. Sind Nutzer in der Lage, solche Gefühle derart konsistent zu erschließen, dass man deren Angaben für ein emotionales Videoretrieval gebrauchen kann? Wir arbeiten mit einem kontrollierten Vokabular für neun tionen (Liebe, Freude, Spaß, Überraschung, Sehnsucht, Trauer, Ärger, Ekel und Angst), einem Schieberegler zur Einstellung der jeweiligen Intensität des Gefühls und mit dem Ansatz der broad Folksonomy, lassen also unterschiedliche Nutzer die Videos taggen. Versuchspersonen bekamen insgesamt 20 Videos (bearbeitete Filme aus YouTube) vorgelegt, deren Emotionen sie indexieren sollten. Wir erhielten Angaben von 776 Probanden und entsprechend 279.360 Schiebereglereinstellungen. Die Konsistenz der Nutzervoten ist sehr hoch; die Tags führen zu stabilen Verteilungen der Emotionen für die einzelnen Videos. Die endgültige Form der Verteilungen wird schon bei relativ wenigen Nutzern (unter 100) erreicht. Es ist möglich, im Sinne der Power Tags die jeweils für ein Dokument zentralen Gefühle (soweit überhaupt vorhanden) zu separieren und für das emotionale Information Retrieval (EmIR) aufzubereiten.

    Die Informationswissenschaft im Sinne des Düsseldorfer Forschungsprogramms untersucht das Auswerten, Bereitstellen, Suchen und Finden von relevantem (vorwiegend digital vorliegendem) Wissen. Sie umfasst ein Spektrum von fünf Teildisziplinen. Eine zentrale Rolle spielt das Information Retrieval, die Wissenschaft der Suchmaschinen unter Berücksichtigung technischer Systeme und Informationsbedürfnisse der Nutzer. Wissensrepräsentation thematisiert Metadaten sowie Methoden und Werkzeuge für den Einsatz beim Indexieren und Referieren. Anwendungsnahe Teilgebiete sind das Wissensmanagement mit der Konzentration auf das (Ver-)Teilen unternehmensinternen Wissens und der Integration externen Wissens in die betriebliche Informationswirtschaft sowie Forschungen zum Informationsmarkt mit einem weiten Gegenstandsbereich, der sich von der Informationsinfrastruktur eines Landes über die Branche elektronischer Informationsdienste und dem Informationsrecht bis hin zur Netzökonomie erstreckt. Informationswissenschaft geht - soweit möglich - empirisch vor und erfasst ihre Gegenstände mittels quantitativer Methoden. Informetrische Forschungen umfassen die deskriptive Informetrie, die Webometrie, die Szientometrie genauso wie die Evaluation von Informationssystemen und Nutzer- sowie Informationsbedarfsanalysen. Die Informationswissenschaft der Heinrich-Heine-Universität Düsseldorf verfolgt ein Forschungsprogramm, das sich allen Teildisziplinen widmet. Unser Begriff von "Forschungsprogramm" folgt den wissenschaftstheoretischen Überlegungen von Imre Lakatos.

    Abstract
    In unserem Retrievaltest von Suchwerkzeugen im World Wide Web (Password 11/2000) schnitt die Suchmaschine Google am besten ab. Im Vergleich zu anderen Search Engines setzt Google kaum auf Informationslinguistik, sondern auf Algorithmen, die sich aus den Besonderheiten der Web-Dokumente ableiten lassen. Kernstück der informationsstatistischen Technik ist das "PageRank"- Verfahren (benannt nach dem Entwickler Larry Page), das aus der Hypertextstruktur des Web die "Popularität" von Seiten anhand ihrer ein- und ausgehenden Links berechnet. Google besticht durch das Angebot intuitiv verstehbarer Suchbildschirme sowie durch einige sehr nützliche "Kleinigkeiten" wie die Angabe des Rangs einer Seite, Highlighting, Suchen in der Seite, Suchen innerhalb eines Suchergebnisses usw., alles verstaut in einer eigenen Befehlsleiste innerhalb des Browsers. Ähnlich wie RealNames bietet Google mit dem Produkt "AdWords" den Aufkauf von Suchtermen an. Nach einer Reihe von nunmehr vier Password-Artikeln über InternetSuchwerkzeugen im Vergleich wollen wir abschließend zu einer Bewertung kommen. Wie ist der Stand der Technik bei Directories und Search Engines aus informationswissenschaftlicher Sicht einzuschätzen? Werden die "typischen" Internetnutzer, die ja in der Regel keine Information Professionals sind, adäquat bedient? Und können auch Informationsfachleute von den Suchwerkzeugen profitieren?

    Abstract
    Die empirische Wissenschaftsforschung arbeitet bei den Indikatoren wissenschaftlicher Leistung und wissenschaftlicher Wirkung mit Publikations- und Zitationsraten. Die vorliegende Arbeit befaßt sich mit dabei auftretenden methodischen Problemen. Was ist überhaupt eine Publikation? Was heißt Zitation? Zentral ist auch die Zählbasis, d.h. die Einheitenbildung: Was ist 1 Publikation? und: Was ist 1 Zitation? Bei Printpublikationen gibt es eine Reihe von beachtenswerten Faktoren (u.a. Mehrautorenwerke, Gewichtungsfaktoren wie den Impact Factor, Dokumenttypen). Bei elektronischen Publikationen im Internet mit ihrem dynamischen Charakter ist die Einheitenbildung noch weitaus problematischer. Zitationen, verstanden als zitierte Publikationen, werfen alle methodischen Probleme der Publikationseinheiten auf, hinzu kommen weitere, spezifische Probleme. Lösungsmöglichkeiten im syntaktischen Bereich (Relativierung auf Textseiten oder Zeichen) ändern am grundlegenden Problem nur wenig, Lösungsversuche im semantischen Bereich (etwa im Rahmen der semantischen Informationstheorie) sind im Rahmen der Publikations- und Zitationsanalysen nicht durchführbar und verweisen sowohl auf themenanalytische Methoden als auch auf die Wissenschaftstheorie. Mit diesem Working Paper wollen wir vor allem auf offene Probleme hinweisen; "endgültige" Lösungen wird der Leser nicht finden, wohl aber Lösungsvorschläge, die meist durchaus noch diskussionswürdig sind. In der Informationswissenschaft wie in der Wissenschaftsforschung sind wir bisher viel zu sicher davon ausgegangen, daß wir wissen, was Publikationen und Zitationen sind

    Abstract
    Dimensionen der Zeitschriftenszientometrie sind (1.) die Produktion der Zeitschrift (Artikel, Autoren), (2.) der Inhalt (Themen) (3.) die Rezeption (Leser), (4.) die formale Fachkommunikation (Referenzen, Zitationen) sowie (5.) die Redaktion (Redaktionspolitik, Verlag). Die Zeitschrift "BuB - Forum für Bibliothek und Information" (BuB) wird einer szientometrischen Analyse unterzogen. BuB ist die auflagenstärkste deutschsprachige Zeitschrift des Bibliotheks- und Informationswesens. Innerhalb des Beobachtungszeitraums von 1990 bis 2003 sind 4.297 Beiträge mit insgesamt 6.803 Referenzen intellektuell ausgewertet worden. Im Vergleich zu erwarteten informetrischen Regelmäßigkeiten zeigt BuB bemerkenswerte Besonderheiten: Nicht ein Top-Autor, sondern eine über Jahre hinweg recht homogene Gruppe von Verfassern dominiert die Literaturproduktion bei BuB. Bei den Referenzen zeigt sich eine sehr hohe Konzentration auf die eigene Zeitschrift. BuB gleicht einer Insel, an die nur wenige fremde Informationen angespült werden. Obwohl Männer und Frauen jeweils 50 Prozent der Beiträge erarbeiten, so gibt es doch sowohl Männerdomänen (vor allem Rezensionen, aber auch Aufsätze) als auch Frauendomänen (Kurzbeiträge und Tagungsberichte). Die Halbwertszeit der Referenzen ist mit 2,7 Jahre sehr niedrig, Halbwertszeiten zitierter Monographien sind dabei höher als die der zitierten Zeitschriftenartikel.

    Abstract
    Die ursprüngliche Konzeption der Universaldienste zielt auf eine Grundversorgung mit Sprachtelefonen für jedermann zu erschwinglichen Preisen. Die Finanzierung von Universaldiensten ist im Rahmen der ordnungspolitischen Regelungen der Telekommunikation gesichert. Wir beschreiben die Konzeptionen des Universaldienstes in Deutschland, in der Europäischen Union sowie in den Vereinigten Staaten von Amerika. Die Informationsgesellschaft ist eine Wissensgesellschaft; d.h. das Wissen wird zu einer tragenden Ressource dieser neuen Gesellschaftsform. Gewisse Dienste mit Informationsinhalten werden in der Informationsgesellschaft deshalb zu Universaldiensten. Im Sinne einer dualen Informationsordnung wird zwischen inhaltlichen Universaldiensten (Dienste der informationellen Grundversorgung, z.B. elektronische Bibliothekskataloge, bibliographische Datenbanken) und kommerziellen Informationsdiensten (z.B. Dokumentlieferdienste, elektronische Volltexte) unterschieden, die jeweils von Bibliotheken und anderen Informationseinrichtungen angeboten werden.     Abstract
    Das ISI in Philadelphia bündelt seine großen Zitationsdatenbanken und bietet sie (vorzugsweise als Intranet-, aber auch als Internetlösung) als 'Web of Science'an. Im derzeitigen entwicklungsstand geht 'Web of Science' bis in die 70er Jahre zurück und weist damit knapp 20 Mill. Quellenartikel mit darin enthaltenen rund 300 Mill. Zitationen in einer einzigen datenbank nach. Neben 'gewohnten' Suchstrategien etwa nach Sachthemen oder Namen werden zitationsanalytische Suchstrategien geboten: Recherchen nach zitierter Literatur, nach zitierenden Artikeln und nach (im Sinne gemeinsamer Fußnoten) 'verwandten' Artikeln. Die Ausgabefunktionen umfassen Document Delivery via ISI sowie Links zu Artikeln, die parallel zur Druckausgabe im WWW erscheinen. Durch die Multidisziplinarität der ISI-Datenbanken sind als Kundenkreis vor allem Einrichtungen angesprochen, die mehrere Wissenschaftsfächer berühren. Hochschulbibliotheken oder Bibliotheken großer Forschungseinrichtungen dürften am 'Web of Science' kaum vorbeikommen.     Abstract
    Selten wurde ein Dienst so stark diskutiert wie 'RealNames', da sowohl seine Suchwörter als auch die darauf aufsetzenden Links auf Homepages verkauft werden. Machen wir uns doch nichts vor: Das WWW ist ein kommerzielles Unternehmen, die Dienstleistungen müssen finanziert werden. Und warum soll nicht ein Privatunternehmen mit Inhaltserschließung Gewinne erzielen? RealNames mit seinem 'Internet Keyword System' ist eine interessante Idee, das Retrieval nach Homepages zielgenau durchzuführen. Was bringt RealNames den Nutzern? Wann sollte jemand, der Sites im WWW unterhält, Suchwörter und Links bei RealNames abonnieren (und was kostet das)? Im Oktober 1999 haben wir RealNames genauer angeschaut. Analysiert wurde das gezielte Retrieval nach Homepages bei AltaVista, Fireball und bei RealNames.com

    Abstract
    Bewertung wissenschaftlicher Forschungsergebnisse aus einer elektronischen Datenbank heraus? Rangordnungen der wichtigsten Institutionen, Wissenschaftler, Zeitschriften und sogar Länder in Fachdisziplinen nach Einfluss? Markierung "heißer", hochaktueller Artikel? Auflisten der hochzitierten Forschungsfronten in den einzelnen Wissenschaftsdisziplinen? Und das alles auf Knopfdruck und nicht mittels umständlicher szientometrischer Verfahren? Geht so etwas überhaupt? Es geht. Mit den "Essential Science Indicators" (ESI) legt das ISl ein webbasiertes Informationssystem zur Wissenschaftsevaluation vor, das einzigartige Ergebnisse präsentiert und in der Tat ausgesprochen einfach zu bedienen ist. Aber es geht, verglichen mit ausgeklügelten Methoden der empirischen Wissenschaftsforschung, nicht alles. Wo liegen die Grenzen des Systems? Wir werden die Arbeitsweise der ESI, seine Datenbasis, die eingesetzten informetrischen Algorithmen - und deren methodischen Probleme, die Suchoberfläche sowie die Ergebnisdarstellung skizzieren. Als Beispiel dienen uns Aspekte deutscher Forschung. Etwa: In welcher Disziplin haben Deutschlands Forscher den größten internationalen Einfluss? Welches deutsche Institut der Neurowissenschaften kann aufglobaler Ebene mitmischen? Oder: Welcher in Deutschland tätige Wissenschaftler führt eine disziplinspezifische Rangordnung an?Letztlich: Wer braucht die "Essential Science Indicators"? - Wir testeten die Essential Science Indicators Mitte Februar 2002 anhand der Version vom 1. Januar 2002, die das Zehn-Jahres-Intervall 1991 bis 2000 sowie die ersten zehn Monate aus 2001 berücksichtigt.

    Abstract
    In einer szientometrischen bzw. informetrischen Studie werden internationale wie deutschsprachige Zeitschriften der Informations-/Bibliothekswissenschaft und -praxis mittels Zitationsanalyse und Expertenbefragung analysiert. Die zitatenanalytischen Kennwerte umfassen den Impact Factor, die Halbwertszeit, die Zitierfreudigkeit, die relative Häufigkeit von Zeitschriftenselbstreferenzen sowie Soziogramme der einflussreichen Periodika. Der Fragebogen erhebt die Lesehäufigkeit, die Einsetzbarkeit der gelesenen Journale im Tätigkeitsbereich, die Publikationstätigkeit und die Publikationspräferenz sowohl für alle Respondenten als auch für abgrenzbare Gruppen (Praktiker vs. Wissenschaftler, Bibliothekare vs. Dokumentare vs. Informationswissenschaftler, öffentlicher Dienst vs. Informationswirtschaft vs. andere Wirtschaftsunternehmen).
