- Abstract
- In der Diskussion über die Transformation des wissenschaftlichen Publizierens zeigt sich deutlich, dass Repositorien zukünftig eine noch bedeutsamere Rolle im Zusammenhang mit d em freien Zugang zu Forschungsergebnissen und -daten zukommen könnte und sollte. Daher erschien es uns reizvoll, eine Art Bestandsaufnahme zu "Repositorien in Österreich - Status quo und (zukünftige) Herausforderungen" zu initiieren.

- Abstract
- The Art and Architecture Thesaurus (AAT) was designed as a comprehensive vocabulary in its domain. Its faceted, hierarchically arranged structure allows for powerful indexing and retrieval capabilities, while its planned network of related term relationships makes it especially amenable to natural language processing. To gauge the AAT's effectiveness as a search tool against natural language queries, an experiment was carried out on DIALOG. There are 3 art data bases on DIALOG and there are also a number of other data bases that contain art related material. The experiment used queries culled from reference librarians at art and architecture libraries.

- Vom 17.-23.10.1992 fand eine 'Internationale Konferenz für ein neues Europa' zum Thema 'Informationspolitik als Kulturpolitik - Kulturell und gesellschaftspolitische Aspekte' in Königswinter statt. Die Teilnehmer kamen aus 23 Ländern Ost-, Mittel- und Westeuropa sowie aus den USA und aus Japan. Ziel der Konferenz war es, die Interdependenz zwischen Information und Kultur darzustellen. Es sollten (1) die ökonomischen, sozialen und gesellschaftlichen Dimensionen dieser Beziehung herausgearbeitet, (2) die politischen Implikationen auf der lokalen/kommunalen, der regionalen, der nationalen und der europäischen Ebene kritisch diskutiert, (3) die sich aus der dramatischen Umbruchsituation in Europa ergebenden politischen Konsequenzen und Handlungsnotwendigkeiten beleuchtet und in praktische Anregungen umgesetzt werden. Buzinkay): "Diese Buchbesprechung (und auch meine zweite - 101 e-learning Seminarmethoden) ist zunächst in diesem Rahmen thematisch vielleicht etwas fragwürdig. Ich möchte deshalb ein wenig meine Wahl für diese zwei Bücher begründen, bevor wir zur eigentlichen Buchrezension kommen. Die Bibliothekswelt ist in einem technologischen und konzeptuellen Umbruch begriffen. Bibliotheken werden nicht mehr nur als ein Ort der geordneten Büchersammlung verstanden, und sie können es auch nicht mehr. Nicht nur, dass das Medium zunehmend an Bedeutung verliert, und mag es noch einhundert Jahre dauern, der Umbruch ist unaufhaltsam; sondern auch die Anforderungen der "Leserinnen" (auch ein Wort, dass "demnächst" in der Versenkung verschwinden wird) verändern sich rasch und tiefgreifend. Dass sich die Bibliothek anpassen muss, ist nahe liegend, doch das "wie" ist eine heiß diskutierte Angelegenheit. Ein Konzept ist das der Teaching Library, die Bibliothek als ein Ort des Lernens. Wenn Sie der Meinung sind, dass der gängige Lesesaal dieses Konzept bereits verwirklicht, dann können Sie diese Buchbesprechung getrost überspringen. Wenn Sie aber glauben, die Bibliothek hat mehr drauf und sollte sich in die Mitte des Lernprozesses bewegen, dann fangen Sie am besten damit an, die Möglichkeiten einer Lernplattform wie Moodle auszutesten. Neben dem eigentlichen Inhalt bietet das Buch auch einen Einstieg in den virtuellen Sandkasten von Moodle, wo Sie alle Funktionen ohne Reue ausprobieren können. Dieses Buch ist von einem in Moodle erfahrenen Pädagogen geschrieben, der auf eigene Faust Lehrinhalte auch virtuell als Ergänzung zum Präsenzunterricht vorangetrieben hat. Moodle ist eine Open-Source-Lernplattform, die mit Hilfe eines Administrators relativ einfach in die Gänge zu bekommen ist.
Was kann das Buch also? In 28 übersichtlichen, anschaulichen und verständlich geschriebenen Kapiteln wird der Einstieg in das System Moodle ermöglicht und baut Ihre Kenntnisse Schritt für Schritt auf. Zahlreiche Screenshots und Tips ergänzen den gut struktierten Inhalt. Die wesentlichen Inhalte sind: - der Einstieg ins System - die Verwaltung von Kursen, Lehrern und Studenten - die Erstellung von Arbeitsunterlagen, Lektionen und Tests - die Nutzung verschiedener integrierter Kommunikationskanäle Jedes einzelne Kapitel beinhaltet neben dem eigentlichen Thema, Tipps und Anregungen, auch abschließende Übungen, die sie in Moodle sofort umsetzen können. Es ist deshalb nicht schlecht, bereits zu Beginn der Lektüre zumindest den Zugang zum Moodle-Testsystem zu haben. Optimal wäre es natürlich, wenn Moodle schon bei Ihnen in Betrieb wäre ... Die letzten Seiten des Buches sind zahlreichen Einsatz-Beispielen aus der Praxis gewidmet. Das gibt nicht nur einen guten Eindruck über die Vielfalt der Möglichkeiten von Moodle, sondern inspiriert eigene eLearningSituationen, die auch in der Bibliothek einen mehr als berechtigten Ansatz hätten. Das Einzige, was ich an diesem Buch bedauere, ist, dass es nicht früher erschienen (und mir in die Hände gefallen) ist."

- Host-Retrieval und Global Research war das Thema der 20. Online-Tagung der DGD im Mai 1998. Erfahrungen und Einschätzungen von mehr als 60 Referentinnen und Referenten zu Fragen der kommerziellen sowie der innerbetrieblichen Informationsrecherche, zum internationalen Informationsangebot, zur Informationsvermittlung mit neuen Ansätzen, zur Geschäftsabwicklung über das Internet oder zur Informationsbeschaffung in den Bereichen Chemie, Pharma, Biologie, Medizin, Patente und Wirtschaft erwarteten die Kongreßbesucher. Der Tagungsband vereinigt über 30 der dort gehaltenen Vorträge. - Abstract
- Leistungsfähige Arbeitsplatzrechner mit ihrer Fähigkeit, Bild, Text und Ton zu kombinieren, und die weltweite Vernetzung der Arbeitsstationen über das "WorldWideWeb", die den unmittelbaren Austausch multimedialer Dokumente erlauben, verändern nicht nur Formen und Strukturen der alltäglichen Informationsbeschaffung und Informationsweitergabe, sondern prägen auch nachhaltig die Organisation und Repräsentation sowie die Kommunikation und Präsentation von Fachwissen. Die Deutsche Sektion der "International Society of Knowledge-Organization" (ISKO) empfindet angesichts dieser Entwicklungen eine besondere Herausforderung, sich wissenschaftlich und pragmatisch mit den dadurch verursachten Implikationen auseinander zu setzen. Deshalb beschäftigte sich die im Herbst 1997 an der Humboldt-Universität Berlin stattfindende Tagung Wissensorganisation '97 schwerpunktmäßig mit Fraugen und orientierenden Aussagen zum Begriff Bild, zur Bildrepräsentation und -manipulation, zu Visualisierungsprozessen, multimedialen Präsentationen und Anwendungen sowie den Besonderheiten und Möglichkeiten des Internets und seiner Strukturen. Gegenstand der Tagung waren aber auch allgemeine Grundlagen der Wissensorganisation, beispielsweise Probleme der Begriffsabgrenzung, der Klassifikation und des Information-Retrieval, die ebenfalls von der ISKO thematisch abgedeckt werden. Der vorliegende Band 5 der Reihe "Fortschritte in der Wissensorganisation" beinhaltet eine repräsentative Auswahl der Tagungsbeiträge. Sie sind bewußt auf die Bedürfnisse einer interdisziplinär orientierten Leserschaft ausgerichtet und vermitteln einen faszinierenden Einblick in die Möglichkeiten, Techniken und Hilfsmittel moderner multimedialer und vernetzter Dokumente und Wissensstrukturen.

- Abstract
- Durch Vernetzung unterschiedlicher Informationsbestände und ihre Verfügbarkeit über Länder- und Gruppengrenzen hinweg werden vorrangig Fragen aufgeworfen, welche die Integration, die Interpretation und die Repräsentation von Wissen betreffen. Entsprechend scheinen hierdurch für die Wissensorganisation altbekannte Problematiken in neuem Licht und mit veränderter Tragweite auf. Für die 6. Tagung der Deutschen Sektion der Internationalen Gesellschaft für Wissensorganisation (ISKO), die vom 23.-25. September 1999 an der Fachhochschule Hamburg stattfand, wurde deswegen das Leitthema 'Globalisierung und Wissensorganisation' gewählt. In unterschiedlicher Weise hatten die Referenten der Tagung die veränderten Fragestellungen für die Wissensorganisation und die Implikationen dessen, was heute oft mit dem Terminus `Globalisierung' verbunden wird, herausgearbeitet. 'Globalisierung' kann als Ausdruck der Ängste und Erwartungen unserer Zeit in Hinblick auf die Zukunft gesehen werden, welche an der Schwelle zur Jahrtausendwende (vermeintlich) besonders gravierend erscheinen. Der wechselseitige Bezug zwischen 'Wissensorganisation' und 'Globalisierung' thematisiert aber nicht nur neue, umfassendere Fragen für die Wissensorganisation sondern versucht auch, in den unklaren Perspektiven einer globalisierten Wissenslandschaft einige Orientierungspunkte zu geben. Aktuelle Anwendungsgebiete ergeben sich grundsätzlich dort, wo verteilte Ressourcen weltweit bereitgestellt oder genutzt werden: So etwa beim Wissensmanagement in multi-nationalen Unternehmen, beim Entwurf von Ontologien, die für unterschiedliche fachliche oder kulturelle Konzeptualisierungen offen sind, bei der sachlichen Ordnung in thematischen Clearingstellen und der Erstellung von Meta-Daten für Internet-Quellen, bei der Recherche von multimedialer Information und bei vielem anderen.

- Abstract
- Wie wird sich die Privatsphäre im Zeitalter digitaler Vernetzung effektiv schützen lassen? Was können Staat und Recht leisten und wo müssen die Bürger als Datensubjekte selbst agieren? Wie lassen sich Innovationen fördern und Daten zum Allgemeinwohl nutzen, ohne dass dabei die Grundrechte der Datensubjekte leiden? Viele Fragen zum Datenschutz sind noch ungeklärt, verlangen aber nach fachübergreifenden Debatten. Diesem Bedürfnis stellt sich die unabhängige Stiftung Datenschutz als Herausgeberin mit Band 1 der neuen Schriftenreihe DatenDebatten, in dem es um die Zukunft der informationellen Selbstbestimmung geht. Band 1 der DatenDebatten führt Utopien und Dystopien zum Datenschutz zusammen und wirft einen spannenden Blick auf die kommende Entwicklung des Schutzes der Privatsphäre. Möglich wurde das durch namhafte Autoren verschiedener Disziplinen und Professionen. Unter ihnen sind u.a. - Peter Schaar (Vorsitzender der Europäischen Akademie für Informationsfreiheit und Datenschutz und ehemaliger Bundesbeauftragter für den Datenschutz und die Informationsfreiheit), - Prof. Dr. Hans Peter Bull (emeritierter Professor für Öffentliches Recht und Verwaltungswissenschaften und erster Bundesbeauftragter für den Datenschutz) sowie - Sabine Leutheusser-Schnarrenberger (frühere Bundesjustizministerin). Als gemeinnützige Einrichtung des Bundes beleuchtet die Stiftung Datenschutz die Aspekte des Datenschutzes neutral und frei von gewerblichen oder behördlichen Interessen. Datenschutz ist nicht nur Recht und Technik. Die neue Reihe DatenDebatten gibt der Diskussion um die Zukunft der Daten auf dem Weg zu einem Datenrecht deshalb einen größeren Rahmen. Die Schriftenreihe DatenDebatten richtet sich an Personen aus Wissenschaft, Politik, Wirtschaft, Aufsicht und Beratung, die sich mit Datenschutz und seinen Grundlagen befassen. (2016-01-29)

Auf über 170 Seiten werden durch verschiedene Autoren unterschiedliche Aspekte beleuchtet und dargestellt. Die Zusammenstellung der Autoren umfasst bekannte Namen, die man entweder aus dem Umfeld der Stiftung Datenschutz wahrgenommen hat, oder weil man sie aus der politischen Diskussion zum Thema kennt, sie als früherer Leiter einer Aufsichtsbehörde in Erinnerung blieben, sie wissenschaftlich das Thema erschließen oder sie sich journalistisch auch auf diesem Gebiet spezialisiert haben. Bei der Fülle des Spektrums der Autoren und deren Themen sei eines vorweggenommen: Sie sind nicht alle einer Meinung und man wird gelegentlich mit Gedanken konfrontiert, denen man sich stellen sollte, weil sie nicht dem allgemeinen Datenschutz-Mainstream-Verständnis (oder gar den eigenen Erwartungen) entsprechen. Die Beiträge wiederholen nicht die Geschichte des Datenschutzes, sondern wollen einen Beitrag liefern für einen Diskurs zwischen rechtlichen Grundlagen, gelebter Realität und Möglichkeiten, wie mit beidem in der Zukunft umgegangen werden kann. Auch wenn die DS-GVO nicht einmal in den Erwägungsgründen den Begriff der informationellen Selbstbestimmung heranzieht, sondern bei ihrer Berechtigungs- und Wertebasis in Erwägungsgrund 1 auf Art. 8 der Charta der Grundrechte der Europäischen Union verweist, sollte die Diskussion über das, was wir von einer informationellen Selbstbestimmung erwarten, nicht beendet werden.
Der frühere Bundesbeauftragte für Datenschutz Hans Peter Bull schreibt, wie aus seiner Sicht die Zukunft der informationellen Selbstbestimmung aussieht und weist in diesem Zusammenhang auf die Kompliziertheit und Unübersichtlichkeit des Anspruchs hin, die daraus folgen, dass der Gesetzgeber nicht jeden Umgang mit Daten im Voraus regeln kann. Kritisch mit der Datenschutz-Grundverordnung setzt sich der ehemalige Sächsische Datenschutzbeauftragte Thomas Giesen auseinander. Er legt die aus seiner Sicht fehlende Regelungskompetenz der EU dar, verzichtet aber auch nicht darauf, sich Grundprinzipien in Abschnitten wie »Was sind Daten?« oder »Informationelle Selbstbestimmung ist unmöglich« zu hinterfragen. Die Erreichung eines wirksamen Datenschutzes durch die Rolle des Rechts stellt der Wissenschaftler Jürgen Kühling vor. Die Bundesjustizministerin a.D. Sabine Leutheusser-Schnarrenberger geht in ihrem Beitrag zur Verantwortung der Internet-Giganten auch auf den Aspekt des Privatheitkonzepts und die Schutzpflicht des Staates ein. Kai von Lewinski trägt mit seiner Kurzfassung seiner Matrix des Datenschutzrechts eine Begriffsfeldanalyse bei und versucht daraus eine Zukunftsvorhersage abzuleiten. Unter anderem mit der Erwartungshaltung der Betroffenen beschäftigt sich Bettina Robrecht in ihrem Beitrag zu dem »Gesellschaftlichen Wandel und Digitalisierung«. Peter Schaar mahnt in seinem Kapitel »Datenschutz ohne Zukunft« an, dass der Datenschutz-Grundverordnung weitere Maßnahmen folgen müssen, um zu einem globalen Verständnis zu führen, auf dessen Grundlage das in den Grund- und Menschenechten garantierte Recht auf Privatsphäre und Datenschutz global durchgesetzt werden kann.
Im Rahmen einer Rezension kann nicht jeder Beitrag verkürzt dargestellt werden. Es werden daher die Beiträge nur in der Zusammenstellung angesprochen. So bieten die Beiträge von Julia Schramm (»Im Zeitalter von Post-Privacy«), Christine Schulzki-Haddouti (»Wie sieht eine angemessene Datenschutzkontrolle aus?«), Michael Seemann (»Informationelle und andere Selbstbestimmungen«), Indra Spiecker, gen. Döhmann (»Datenschutzrecht im Internet in der Kollision«), Julia Stinner (»Informationelle Selbstbestimmung und Grenzen rechtlicher Regulierung«), Sabine Trepte (»Die Zukunft der informationellen Selbstbestimmung«) Anregungen zu einem Diskurs, der im Rahmen des Gesetzgebungsverfahrens zur Datenschutz-Grundverordnung ausblieb. Der Band ist empfehlenswert für alle diejenigen, die daran interessiert sind, wie sich das bestehende Verständnis von informationeller Selbstbestimmung in den nächsten Jahren - wenn nicht Jahrzehnten - verändern wird und welche Faktoren dabei in der Diskussion berücksichtigt werden sollten."
