    A detailed description of how to use Java applets and Common Gateway Interface (CGI)/Dynamic Link Library (DLL) programs for Web publication of textual databases. The advantages of Java applets include low cost, flexible and visually appealing search interfaces, and the ability to be embedded in HTML pages, eliminating the need for Internet service provider permissions for their use. Highlights the FindIt family of Java applets from DoubleOLogic as one of the best product lines in the category. CGI programs may be written in Perl, Java, or some other language, and like DLL programs, must be installed on the server side.     Abstract
    Discusses the arrival of DVD-Video drives, which are designed for the play of full screen, full length motion pictures over a television. It looks similar to a CD-ROM, though the disc contains over 7 times the data of CD-ROM, plus provides broadcast quality playback for a quality superior to that of either VHS or video disc. There were originally no DVD movie titles available until 3 weeks after the release of the first palyers, and they are still very slow to reach the market. DVD-ROM, the computer based relative of the video DVD, could become a competitor for CD-ROM. However, DVD-ROM's similarities to DVD-Video cause confusion, and paired with its high price may stall its acceptance in the PC markets

    Reviews the current market for CD-ROM databases with particular reference to the online versus CD-ROM versus print debate. Concludes that the most likely scenario is a steady convergence of technologies, at least until the end of the century. Review the current and the most likely future developments in the area of CD-ROM database contents, software, hardware, and marketing. Concludes that users will choose databases on the basis of such factors as: ease of use; power of use; storage and delivery capacity; quality; functionaliy; timeliness; overall appeal; and real cost, not just price. Lists the most likely candidates for successful CD-ROM database development; not yet available. Concludes that Windows user faces will steadily replace DOS based systems, but not unless the Windows replacements are truly better and not just different. Recommends that both Windows and DOS interfaces be loaded onto the same CD-ROM with each database allowing the user to choose which to use. Reviews likely developments in CD-ROM hardware and marketing strategies

    Abstract
    State of the art review of the criteria used to judge and evaluate the quality of databases, including: content, ease of use, accessibility, customer support, documentation, and value to cost ratio. Concludes that the principle factor governing quality is content, defined by the scope and the coverage of the database and its currency, accuracy, consistency and completeness. Scope is determined by its composition and coverage, including time period, number of periodicals and other primary sources, number of articles and geographic and language distribution. Currency is measured by the time lag between publication of the primary source and availability of the corresponding records in the database. Accuracy is governed by the extent to which the records are free from errors of all types. Consistency depends on the extent to which records within the database follow the same rules. Completeness is measured by the consistency with which applicable data elements are assigned to all the records in the database. Reviews the major contributions to the literature in the field and summarizes the background of milestone studies

    Recommends for libraries the use of some of the features of HTML 3.2 as the least expensive and sometimes the only feasible approach to making an existing database available on the Web, referring to the Scholarly Electronic Publishing Bibliography as an excellent illustration of what can be achieved. Describes how to apply HTML using the example of a Web prototype of an abstracting and indexing database of 12 volumes of 'Processes in Hawaii', created as part of a course in library and information science at the University of Hawaii. Explains the choosing of primary access points, linking, anchoring references to make the browser jump and show the exact section of the document where a name or term appears, and framing to retain displays simultaneously on the screen
