    Abstract
    The Internet is a giant semiotic system. It is a massive collection of Peirce's three kinds of signs: icons, which show the form of something; indices, which point to something; and symbols, which represent something according to some convention. But current proposals for ontologies and metadata have overlooked some of the most important features of signs. A sign has three aspects: it is (1) an entity that represents (2) another entity to (3) an agent. By looking only at the signs themselves, some metadata proposals have lost sight of the entities they represent and the agents - human, animal, or robot - which interpret them. With its three branches of syntax, semantics, and pragmatics, semiotics provides guidelines for organizing and using signs to represent something to someone for some purpose. Besides representation, semiotics also supports methods for translating patterns of signs intended for one purpose to other patterns intended for different but related purposes. This article shows how the fundamental semiotic primitives are represented in semantically equivalent notations for logic, including controlled natural languages and various computer languages

    Abstract
    With the aim of building a "Semantic Web", the content of the documents must be explicitly represented through metadata in order to enable contents-guided search. Our approach is to exploit a standard language (RDF, recommended by W3C) for expressing such metadata and to interpret these metadata in conceptual graphs (CG) in order to exploit querying and inferencing capabilities enabled by CG formalism. The paper presents our mapping of RDF into CG and its interest in the context of the semantic Web

    Abstract
    Much research has focused on the problem of knowledge accessibility, sharing and reuse. Specific languages (e.g. KIF, CG, RDF) and ontologies have been proposed. Common characteristics, conventions or ontological distinctions are beginning to emerge. Since knowledge providers (humans and software agents) must follow common conventions for the knowledge to be widely accessed and re-used, we propose lexical, structural, semantic and ontological conventions based on various knowledge representation projects and our own research. These are minimal conventions that can be followed by most and cover the most common knowledge representation cases. However, agreement and refinements are still required. We also show that a notation can be both readable and expressive by quickly presenting two new notations -- Formalized English (FE) and Frame-CG (FCG) - derived from the CG linear form [9] and Frame-Logics [4]. These notations support the above conventions, and are implemented in our Web-based knowledge representation and document indexation tool, WebKB¹ [7]

    Abstract
    This book provides a practical introduction to metadata for the digital library, describing in detail how to implement a strategic approach which will enable complex digital objects to be discovered, delivered and preserved in the short- and long-term.
    The range of metadata needed to run a digital library and preserve its collections in the long term is much more extensive and complicated than anything in its traditional counterpart. It includes the same 'descriptive' information which guides users to the resources they require but must supplement this with comprehensive 'administrative' metadata: this encompasses technical details of the files that make up its collections, the documentation of complex intellectual property rights and the extensive set needed to support its preservation in the long-term. To accommodate all of this requires the use of multiple metadata standards, all of which have to be brought together into a single integrated whole.
    Metadata in the Digital Library is a complete guide to building a digital library metadata strategy from scratch, using established metadata standards bound together by the markup language XML. The book introduces the reader to the theory of metadata and shows how it can be applied in practice. It lays out the basic principles that should underlie any metadata strategy, including its relation to such fundamentals as the digital curation lifecycle, and demonstrates how they should be put into effect. It introduces the XML language and the key standards for each type of metadata, including Dublin Core and MODS for descriptive metadata and PREMIS for its administrative and preservation counterpart. Finally, the book shows how these can all be integrated using the packaging standard METS. Two case studies from the Warburg Institute in London show how the strategy can be implemented in a working environment. The strategy laid out in this book will ensure that a digital library's metadata will support all of its operations, be fully interoperable with others and enable its long-term preservation. It assumes no prior knowledge of metadata, XML or any of the standards that it covers. It provides both an introduction to best practices in digital library metadata and a manual for their practical implementation.

    Abstract
    Im Kontext der durch die Deutsche Forschungsgemeinschaft (DFG) geförderten Projekte "Virtuelle Fachbibliothek Politikwissenschaft" und "Virtuelle Fachbibliothek Wirtschaftswissenschaften" wird für den Nachweis von Onlinequellen jeweils ein Fachinformationsführer aufgebaut. Die verantwortlichen Institutionen, die Staatsund Universitätsbibliothek Hamburg (SUB Hamburg), die Universitäts- und Stadtbibliothek Köln (USB Köln) und die Deutsche Zentralbibliothek für Wirtschaftswissenschaften (ZBW Kiel) haben dazu ein Metadatenkonzept in Abstimmung mit nationalen und internationalen Entwicklungen auf Basis von Dublin Core entwickelt und dieses Konzept beim Aufbau der Verbunddatenbank Internetquellen umgesetzt.

    Abstract
    This book offers a comprehensive guide to the world of metadata, from its origins in the ancient cities of the Middle East, to the Semantic Web of today. The author takes us on a journey through the centuries-old history of metadata up to the modern world of crowdsourcing and Google, showing how metadata works and what it is made of. The author explores how it has been used ideologically and how it can never be objective. He argues how central it is to human cultures and the way they develop.     Abstract
    Die seit Mitte der goer Jahre des letzten Jahrhunderts durch das Internet und vor allem durch das World Wide Web (WWW) entstandenen neuen Kommunikations- und Publikationsmöglichkeiten stellen die mit der Sammlung, Erschließung und Nutzbarmachung von Veröffentlichungen beauftragten wissenschaftlichen Bibliotheken vor neue Herausforderungen. Netzpublikationen erfordern die Überprüfung und Anpassung bestehender Methoden und Geschäftsgänge. Neben den bibliothekarischen Verfahren haben sich im WWW neue Vorgehensweisen herausgebildet. Um die Suche, die Identifikation und den Zugriff auf Netzpublikationen zu unterstützen, werden strukturierte Daten beigegeben: Metadaten. Außer den zum Auffinden der Ressourcen notwendigen Metadaten spielen weitere Arten von Metadaten für Netzpublikationen eine zunehmend wichtige Rolle.

    Reports the involvement of the Conference of European National Librarians (CENL), and its responsibility both to preserve and to provide access to books and information in an increasingly electronic world. Describes the 2 European Commission programmes, managed by a Forum of 8 national libraries, to serve these ends: CoBRA (Computer and Bibliographic Record Actions), which established 4 task groups to study: improved European bibliographic services; user needs for bibliographic products; networked record distribution and reuse; and promotion of data sharing; and a new programme called CoBRA PLus to continue the work of CoBRA and widen its focus to include collection based services, with emphasis on resource sharing, user needs and the use of communication networks.     Abstract
    Das Kompetenzzentrum Interoperable Metadaten (KIM) ist eine Informations- und Kommunikationsplattform für Metadatenanwender und -entwickler zur Verbesserung der Interoperabilität von Metadaten im deutschsprachigen Raum. KIM unterstützt und fördert die Erarbeitung von Metadatenstandards, die interoperable Gestaltung von Formaten und damit die optimale Nutzung von Metadaten in digitalen Informationsumgebungen mittels Lehrmaterialien, Schulungen und Beratungen. Das Kompetenzzentrum entsteht im Rahmen des von der Deutschen Forschungsgemeinschaft (DFG) geförderten Projekts KIM unter der Federführung der Niedersächsischen Staats- und Universitätsbibliothek Göttingen (SUB) in Zusammenarbeit mit der Deutschen Nationalbibliothek (DNB). Projektpartner sind in der Schweiz die Hochschule für Technik und Wirtschaft HTW Chur, die Eidgenössische Technische Hochschule (ETH) Zürich und in Österreich die Universität Wien. Aufgabe des Kompetenzzentrums ist es, die Interoperabilität von Metadaten zu verbessern. Interoperabilität ist die Fähigkeit zur Zusammenarbeit von heterogenen Systemen. Datenbestände unabhängiger Systeme können ausgetauscht oder zusammengeführt werden, um z. B. eine systemübergreifende Suche oder das Browsen zu ermöglichen. Daten werden zum Teil in sehr unterschiedlichen Datenbanksystemen gespeichert. Interoperabilität entsteht dann, wenn die Systeme umfangreiche Schnittstellen implementieren, die ein weitgehend verlustfreies Mapping der internen Datenrepräsentation ermöglichen.

    Abstract
    In this article recording evidence for data values in addition to the values themselves in bibliographic records and descriptive metadata is proposed, with the aim of improving the expressiveness and reliability of those records and metadata. Recorded evidence indicates why and how data values are recorded for elements. Recording the history of changes in data values is also proposed, with the aim of reinforcing recorded evidence. First, evidence that can be recorded is categorized into classes: identifiers of rules or tasks, action descriptions of them, and input and output data of them. Dates of recording values and evidence are an additional class. Then, the relative usefulness of evidence classes and also levels (i.e., the record, data element, or data value level) to which an individual evidence class is applied, is examined. Second, examples that can be viewed as recorded evidence in existing bibliographic records and current cataloging rules are shown. Third, some examples of bibliographic records and descriptive metadata with notes of evidence are demonstrated. Fourth, ways of using recorded evidence are addressed.

    Abstract
    In den Handlungsempfehlungen der Koordinierungsstelle für die Erhaltung des schriftlichen Kulturguts (KEK) von 2015 (KEK-Handlungsempfehlungen) wird ein nationaler Standard bei der Dokumentation von Bestandserhaltung gefordert: "In den Bibliothekskatalogen sollten künftig für den verbundübergreifenden Abgleich Bestandserhaltungsmaßnahmen für die Bestände ab 1851 [.] in standardisierter Form dokumentiert und recherchierbar gemacht werden. Dies bedarf einer gemeinsamen Festlegung mit den Bibliotheksverbünden [.]." In den KEK-Handlungsempfehlungen werden auf der Basis einer im Jahr 2015 erfolgten Erhebung für Monografien fast neun Millionen Bände aus dem Zeitabschnitt 1851-1990 als Pflichtexemplare an Bundes- und Ländereinrichtungen angegeben, die akut vom Papierzerfall bedroht und als erste Stufe einer Gesamtstrategie zu entsäuern sind. Ein Ziel der KEK ist es, standardisierte und zertifizierte Verfahren zur Massenentsäuerung zu fördern. Im Metadatenformat sind zunächst fünf Verfahren der Massenentsäuerung in Form von kontrolliertem Vokabular dokumentiert: DEZ, Mg3/MBG, METE, MgO, MMMC[2]. Mit diesen Angaben, die gezielt selektiert werden können, ist mittel- und langfristig die Anwendung einzelner Verfahren der Massenentsäuerung abrufbar und statistisch auswertbar.

    MedPilot (www.medpilot.de) ist ein Gemeinschaftsprojekt der Deutschen Zentralbibliothek für Medizin (ZBMed) und des Deutschen Instituts für Medizinische Dokumentation und Information (DIMDI).     Abstract
    Vielen Bibliotheksbenutzern wird inzwischen mehr und mehr bewußt: Alle Vernetzungsbestrebungen in Bibliotheksbereich, die lokale Traditionen zugunsten eines überregionalen Nachweises der Bestände aufgeben, handeln auch gegen die Benutzerinteressen. Wir werden uns zunehmend klar darüber, daß von den meisten wissenschaftlern der lokale Online-Katalog allein für Literaturrecherchen herangezogen wird, und zwar aus dem Grund, daß das gesuchte Buch so schnell und unkompliziert wie möglich zur Hand sein soll. Diese Feststellung impliziert auch den Gedanken, daß die Aufgabe guter lokaler Katalogisierungstraditionen möglicherweise ein unwiederbringlicher Verlust ist, ein Schritt hin zu einer schlechteren und oberflächlicheren Information. Wie sich eine überregionale Verbesserung der Nachweissituation unter gleichzeitiger Bewahrung lokaler Traditionen darstellen kann, ist Gegenstand der folgenden Ausführungen. Sie bahandeln das Thema aus dem Blickwinkel der Bilbiotheken, Archive und Museen, deren aufgabe im Nachweis und der Bewahrung von Unikaten besteht. die hier behandelte Metadatendiskussion bezieht sich also auf die Beschreibungskriterien nicht für digitales Material, sondern für Manuskripte, Briefe, Gegenstände
