    Abstract
    Diese Diplomarbeit beschreibt ein verteiltes Bibliothes-Informationssystem für bibliographische Datenbnaken im Internet. Der Name des Systems ist ZACK. Der Benutzer kann mit ZACK in einer oder mehreren bibliographischen Datenbanken nach einem Dokument suchen und die Treffer in die eigene lokale Datenbank übernehmen. Mit der Übernahme der Datensätze aus einer fremden Datenbank wird die Erfassung neuer Dokumente wesentlich erleichtert, da die Eigenkatalogisierung auf ein Minimum beschränkt werden kann. Bei der verteilten Suche mit ZACK wird parallel in mehreren Datenbanken gesucht. Dubletten werden als solche erkannt

    Abstract
    Die vorliegende Arbeit befasst sich mit den Möglichkeiten der Informationsextraktion aus den Daten von Webcommunities und der Verwendung der extrahierten Informationen in Case-Based Reasoning- (CBR) Systemen. Im Rahmen der Arbeit wird auf die Entwicklung der Webcommunities im Zeitraum der letzten 30 Jahre eingegangen. Es wird eine Klassifikation der derzeitig anzutreffenden Webcommunities in verschiedene Kategorien von Webcommunities vorgenommen. Diese Klassifikation erfolgt hinsichtlich der Struktur, der technischen Mittel sowie der Interessen der Nutzer dieser Webcommunities. Aufbauend auf die vorgenommene Klassifikation von Webcommunities erfolgt eine Untersuchung der Eignung dieser Kategorien von Webcommunities zur Informationsextraktion im Kontext der Verwendung der extrahierten Informationen in CBR-Systemen. Im selben Kontext werden verschiedene Ansätze und Techniken der Informationsextraktion auf ihre Eignung zur Extraktion von Wissen speziell für die Wissenscontainer von CBR -Systeme geprüft. Aufbauend auf den dadurch gewonnenen Erkenntnissen wird, angelehnt an den Prozess der Knowledge Discovery in Databases, ein eigenes Prozessmodell der Wissensextraktion aus Webcommunities für CBR-Systeme entworfen. Im Zuge der näheren Betrachtung dieses Prozessmodells wird auf verschiedene, durch die beabsichtigte Verwendung der extrahierten Informationen in den vier Wissenscontainern des CBR bedingte, Anforderungen an NLP- sowie IE-Techniken, die zur Extraktion dieser Daten verwendet werden, eingegangen. Die in den theoretischen Betrachtungen erlangten Erkenntnisse werden dann dazu eingesetzt, eine Anwendung zur Informationsextraktion aus einer Webcommunity für ein CBR-System, in Form der Knowledge Extraction Workbench zu implementieren. Diese IEAnwendung arbeitet im Kontext des auf der SEASALT-Architektur aufbauenden Projektes docQuery. Die Realisierung dieser IE-Anwendung wird dokumentiert sowie die Extraktionsergebnisse der Anwendung hinsichtlich ihres Umfanges und ihrer Qualität evaluiert.

    Abstract
    Die räumliche Trennung von Literaturbeständen und der für die Überwindung dieser Trennung notwendige zeitliche Aufwand stellten und stellen für Bibliotheksbenutzer ein Hindernis bei der Informationsbeschaffung dar. Bibliotheken suchen deshalb seit langem nach Möglichkeiten, die ungünstigen Folgen räumlicher Verteilung von Informationsressourcen zu mindern. Die Einführung der EDV in das Bibliothekswesen eröffnete neue Perspektiven für die Verfolgung dieses Anliegens. Der Begriff der virtuellen Bibliothek, der ca. 1980 in die Diskussion um die Verbesserung von Informationsstrukturen eingeführt wurde, steht heute für unterschiedliche Modelle durch elektronische Hilfsmittel zusammengeführter verteilter Bestände bzw. Bestandsnachweise'. So existieren virtuelle Bibliotheken in regionalem Kontext, wie etwa im Fall der Digitalen Bibliothek NRW und in fachlichem Zusammenhang, wie die Virtuelle Fachbibliothek Psychologie. Auch der Leistungsumfang virtueller Bibliotheken ist unterschiedlich - er reicht von einer strukturierten Link-Liste bis zur integrierten Suche nach verschiedenen Medienformen unter einer Oberfläche. Trotz dieser Unterschiede weisen Konzepte virtueller Bibliotheken grundlegende Gemeinsamkeiten auf: Sie gehen von der Verfügbarkeit digitaler Daten aus, setzen technische Strukturen zur Vernetzung von Informationsanbietern und Benutzern voraus und formulieren als Ideal den Zugriff auf verteilte Ressourcen unterschiedlicher Art über eine Suchoberfläche in einem Rechercheschritt.

    In Chapter 5, the "Election Issue Tracker" is introduced. The Election Issue Tracker calculates currency that is defined as "frequency of mentions of the issue terms per newspaper and across newspapers" in the three major national newspapers. The Election Issue Tracker is used to study which issues resonate with the press and which do not. As one would expect, Rogers found that not all issues that are considered important or central to a political party resonate with the press. This book contains a wealth of information that can be accessed by both researcher and practitioner. Even more interesting is the fact that researchers from a wide assortment of disciplines, from political science to information science and even communication studies, will appreciate the research and insights put forth by Rogers. Concepts presented in each chapter are thoroughly described using a wide variety of cases. Albeit all the cases are of a European flavor, mainly Dutch, they are interesting and thought-provoking. I found the descriptions of Rogers various information instruments to be very interesting. Researchers can gain from an examination of these instruments as it points to an interesting method for studying activities and behaviors on the Internet. In addition, each chapter has adequate illustrations and the bibliography is comprehensive. This book will make for an ideal supplementary text for graduate courses in information science, communication and media studies, and even political science. Like all books, however, this book had its share of shortcomings. While I was able to appreciate the content of the book, and certainly commend Rogers for studying an issue of immense significance, I found the book to be very difficult to read and parse through. The book is laden with jargon, political statements, and even has several instances of deficient writing. The book also lacked a sense of structure, and this affected the presentation of Rogers' material. I would have also hoped to see some recommendations by Rogers in terms of how should researchers further the ideas he has put forth. Areas of future research, methods for studying future problems, and even insights on what the future might hold for information politics were not given enough attention in the book; in my opinion, this was a major shortcoming. Overall, I commend Rogers for putting forth a very informative book on the issues of information politics on the Web. Information politics, especially when delivered on the communication technologies such as the Web, is going to play a vital role in our societies for a long time to come. Debates will range from the politics of how information is searched for and displayed on the Web to how the Web is used to manipulate or politicize information to meet the agendas of various entities. Richard Rogers' book will be of the seminal and foundational readings on the topic for any curious minds that want to explore these issues."
