    Abstract
    Eine der wesentlichen Aufgaben als Fachreferent*in ist die inhaltliche Erschließung der neuerworbenen Literatur, sowie die Begutachtung und Auswahl der neu erschienenen Werke in den jeweiligen Fachgebieten hinsichtlich der Relevanz für die eigenen Sammlungen gemäß dem Sammlungsprofil der TU Wien Bibliothek. Im Zuge der Corona-Krise wurde die herkömmliche Arbeitsweise in der Sacherschließung beeinträchtigt, und es haben sich neue Herausforderungen, aber auch Möglichkeiten ergeben. Neben der fehlenden Autopsie der Literatur leidet auch die Sichtung und Erwerbung neuer Literatur unter der physischen Abwesenheit vom Arbeitsplatz bzw. der entsprechenden technischen Infrastruktur. Auch der persönliche Austausch mit den Kolleg*innen wurde deutlich erschwert. Neben den Schwierigkeiten wurden aber auch die neuen Handlungsoptionen auf beruflicher und individueller Ebene positiv gesehen. In dem Artikel werden unsere individuellen Erfahrungen an der TU Wien Bibliothek sowie Ausblicke in die Zukunft wiedergegeben.

    Abstract
    Diskussionen um Datennetze und Informationstechnik drehen sich häufig um kompetentes Handeln. In der Publikation werden Voraussetzungen eines autonomen informationellen Handelns gezeigt: Abstrahieren, Analogien bilden, Plausibilitäten beachten, Schlussfolgern und kreativ sein. Informationelle Kompetenz ist gelebte Informationelle Autonomie. Es lassen sich Konsequenzen für ein zukünftiges Menschenbild in informationstechnischen Umgebungen ziehen.

    Abstract
    Wissenschaftliche Karrieren und Publikationen benötigen Reputation und möglichst viel Beachtung. Literatur, die diese Aufmerksamkeit findet, wird - so die gängige Annahme - häufig zitiert. Ausgehend von dieser Überlegung wurden Verfahren der Zitationsmessung entwickelt, die Auskunft über die Relevanz oder (wie im- und explizit oft auch postuliert wird) gar die Qualität einer Publikation oder eines Wissenschaftlers geben sollen.

    Abstract
    Converting UDC numbers manually to a complex format such as the one mentioned above is an unrealistic expectation; supporting building these representations, as far as possible automatically, is a well-founded requirement. An additional advantage of this approach is that the existing records could also be processed and converted. In my dissertation I would like to prove also that it is possible to design and implement an algorithm that is able to convert pre-coordinated UDC numbers into the introduced format by identifying all their elements and revealing their whole syntactic structure as well. In my dissertation I will discuss a feasible way of building a UDC-specific XML schema for describing the most detailed and complicated UDC numbers (containing not only the common auxiliary signs and numbers, but also the different types of special auxiliaries). The schema definition is available online at: http://piros.udc-interpreter.hu#xsd. The primary goal of my research is to prove that it is possible to support building, retrieving, and analyzing UDC numbers without compromises, by taking the whole syntactic richness of the scheme by storing the UDC numbers reserving the meaning of pre-coordination. The research has also included the implementation of a software that parses UDC classmarks attended to prove that such solution can be applied automatically without any additional effort or even retrospectively on existing collections.

    Abstract
    Werden Maschinen mit Begriffen beschrieben, die ursprünglich der Beschreibung des Menschen dienen, so liegt zunächst der Verdacht nahe, dass jene Maschinen spezifischmenschliche Fähigkeiten oder Eigenschaften besitzen. Für körperliche Fähigkeiten, die mechanisch nachgeahmt werden, hat sich in der Alltagssprache eine anthropomorphisierende Sprechweise bereits etabliert. So wird kaum in Frage gestellt, dass bestimmte Maschinen weben, backen, sich bewegen oder arbeiten können. Bei nichtkörperlichen Eigenschaften, etwa kognitiver, sozialer oder moralischer Art sieht dies jedoch anders aus. Dass mittlerweile intelligente und rechnende Maschinen im alltäglichen Sprachgebrauch Eingang gefunden haben, wäre jedoch undenkbar ohne den langjährigen Diskurs über Künstliche Intelligenz, welcher insbesondere die zweite Hälfte des vergangenen Jahrhunderts geprägt hat. In jüngster Zeit ist es der Autonomiebegriff, welcher zunehmend Verwendung zur Beschreibung neuer Technologien findet, wie etwa "autonome mobile Roboter" oder "autonome Systeme". Dem Begriff nach rekurriert die "Autonomie" jener Technologien auf eine bestimmte Art technologischen Fortschritts, die von der Fähigkeit zur Selbstgesetzgebung herrührt. Dies wirft aus philosophischer Sicht jedoch die Frage auf, wie die Selbstgesetzgebung in diesem Fall definiert ist, zumal sich der Autonomiebegriff in der Philosophie auf die politische oder moralische Selbstgesetzgebung von Menschen oder Menschengruppen beziehungsweise ihre Handlungen bezieht. Im Handbuch Robotik hingegen führt der Autor geradezu beiläufig die Bezeichnung "autonom" ein, indem er prognostiziert, dass "[.] autonome Roboter in Zukunft sogar einen Großteil der Altenbetreuung übernehmen werden."

    Algorithmen sind Rezepte, aus denen Computerprogramme entstehen. Es gibt keine Software ohne Algorithmen. Je eleganter ein Algorithmus ist, desto weniger Rechenpower benötigt er, um zum Ziel zu kommen.     Abstract
    Computerlinguistik (die Verarbeitung von Sprache mit dem Computer) und Texttechnologie (die automatisierte Handhabung elektronischer Texte) haben im letzten Jahrzehnt unterschiedliche Richtungen eingeschlagen. Beide Disziplinen speisen sich jedoch aus der gleichen Quelle: der formalen Grammatik. Deshalb ist eine gemeinsame Darstellung sinnvoll. Der Bezug auf die gemeinsamen Grundlagen und die kontrastierende Gegenüberstellung einzelner Teilbereiche fördern das Verständnis der jeweils anderen Disziplin und eröffnen interessante Querbezüge. Erstmals wird die Verknüpfung von Computerlinguistik und Texttechnologie mit dieser Einführung in knapper Form systematisch vollzogen, was sie insbesondere für Module im Bachelor-Studium geeignet macht.

    Abstract
    Zum Nationalen IT-Gipfel, der am 16. und 17. 11. 2016 in Saarbrücken stattfindet, appelliert die Deutsche Mathematiker-Vereinigung: Nicht das bloße Verwenden digitaler Medien, sondern das Verständnis ihrer Grundlagen schafft die Voraussetzung für einen souveränen digitalen Wandel. Ohne die richtigen Lerninhalte bleiben Soft- und Hardwarelieferungen eine Scheinlösung.

    Berlin, 15. November 2016. Der Vorstand der Deutschen Mathematiker-Vereinigung fasst seine Position zur "Bildungsoffensive zur digitalen Wissensgesellschaft" wie folgt zusammen. Um die technischen, wirtschaftlichen und gesellschaftlichen Herausforderungen der Digitalisierung zu meistern, muss auf allen Ebenen der Bildung gehandelt werden. Wir begrüßen den Willen der deutschen Bildungspolitik, ihren Handlungsspielraum auf diesem Feld zu nutzen. Mit ihrer gegenwärtigen Schwerpunktsetzung schafft die "Bildungsoffensive zur digitalen Wissensgesellschaft" aus unserer Sicht allerdings eine Scheinlösung und könnte ihr Ziel verfehlen. Deshalb plädieren wir dafür, den Schwerpunkt der Debatte und der "Offensive" zu verschieben. Ziel sollte sein, grundlegende Kompetenzen zu vermitteln, die Lernende zu einem mündigen Umgang mit digitalen Neuerungen befähigen. Wir fordern: Inhalte statt Geräte!
    Tablets und soziale Netzwerke verwenden zu können, heißt noch lange nicht, den digitalen Wandel zu meistern. Vollständig digital kompetent ist und bleibt auf lange Sicht nur, wer die theoretischen Grundlagen versteht. Diese Grundlagen entstehen nicht als Nebeneffekt beim Lernen mit digitalen Medien, sondern müssen separat und fokussiert im Unterricht vermittelt werden. Digitale Medien können und sollten hierzu nur ergänzend eingesetzt werden. Nach Erfahrung der überwältigenden Mehrheit der Mathematikerinnen und Mathematiker weltweit sind Tafel, Papier und das direkte Unterrichtsgespräch meist viel besser geeignet. Auch dürfen diese Grundlagen nicht allein Hochbegabten oder digital Affinen vorbehalten bleiben, sondern müssen Teil der Allgemeinbildung werden. Ohne die vorherige Vermittlung dieser Grundlagen ist die Belieferung von Bildungseinrichtungen mit Soft- und Hardware hingegen eine Scheinlösung. Bleiben die richtigen Lerninhalte aus, hemmt sie sogar den Anstieg der Digitalisierungskompetenz in Deutschland. Stattdessen wird die Lernzeit der Lernenden überfrachtet, und oberflächlich sinnvolle Inhalte verdrängen den Erwerb von Grundlagen.
    Wir halten es daher für fehlgeleitet, an erster Stelle in digitale Medien zu investieren. Reduziert man Digitalisierungskompetenz auf den Umgang mit digitalen Medien, so glaubt man irrig, Digitalisierungskompetenz entstehe erschöpfend im Lernen mithilfe digitaler Medien. Das Gegenteil ist aber richtig: Erst die auf Grundlagen sorgfältig aufbauende Digitalkompetenz kann das enorme Potenzial moderner Hard- und Software voll nutzen! Digitale Medien sollten nicht um ihrer selbst willen und auf Kosten der Zukunft Lernender gefördert werden. Wir fordern über die föderalen Hemmnisse hinweg, die allgemeinen Rahmenbedingungen für die Bildung zu verbessern. Wir fordern den Unterricht in den Fächern Mathematik und Informatik zu stärken und nicht weiter auszudünnen, damit hier die grundlegende und langfristige Digitalisierungskompetenz vermittelt werden kann. Wir fordern, die Lehrerbildung in diesen Bereichen substanziell zu verbessern. Wir fordern, analytisches Denken gezielt zu lehren und diesem Anliegen Priorität zu geben."

    Abstract
    Mit dem ersten Teil dieses Beitrages wurde in Heft 4/2017 eine Bilanz zu Maßnahmen und Wirkungen der Initiative für Informationskompetenz der DGI gezogen. Nun werden einzelne Aktivitäten und Modellprojekte in Politik und Verbänden zur besseren Sichtbarkeit der Informationskompetenz und ihrer stärkeren Verankerung in der universitären, beruflichen, besonders aber schulischen Ausbildung vorgestellt. Dazu thematisiert der Artikel Aspekte der Forschung zum Begriff Informationskompetenz und seine Abgrenzung zur Medienkompetenz.

    Abstract
    Die so genannten Schattenbibliotheken sind vermutlich die radikalste Form, um Beschränkungen des Zugangs zu wissenschaftlicher Literatur zu umgehen. Sie nutzen die Möglichkeiten digitaler Medien und Netze und vermitteln konsequent, niedrigschwellig und umfangreich den Zugang zu digitalen Kopien von Monographien und Aufsätzen. Obschon offensichtlich in vielen Fällen urheberrechtswidrig, erfreuen sich diese Plattformen einer regen Nachfrage und zwar naturgemäß vor allem aus dem Bereich der Wissenschaft. Es scheint, als würden die Schattenbibliotheken Versorgungslücken schließen, die auch vergleichsweise gut ausgestattete Hochschulbibliotheken haben. Einer weiterer Aspekt könnte sein, dass die sehr einfache Benutzbarkeit verbunden mit der Aussicht, ein Paper garantiert herunterladen zu können, den Umweg über VPN-Einwahl und Bibliotheks-Login unattraktiv macht. Werden Schattenbibliotheken somit zur Konkurrenz für Hochschulbibliotheken? Und mit welcher Motivation setzen sich die Betreiber dieser Plattformen einer möglichen Strafverfolgung, die im Kontext der jüngsten Urteile nun wahrscheinlicher wird, aus? Im Juni diesen Jahres bekam der Wissenschaftsverlag Elsevier, der Gewinnmargen von 37% erzielt (siehe Holcombe 2015), von einem US-Gericht knapp 13 Millionen Euro Schadensersatz für die nicht genehmigte Verbreitung von 100 wissenschaftlichen Artikeln (siehe Scherschel 2017 und Strecker 2017) zugesprochen. Die Fachgesellschaft American Chemical Society (ACS) erhielt in einem zweiten Urteil den Anspruch auf knapp 4,1 Millionen Euro Schadenersatz für 32 zu Unrecht kopierte und verbreitete Werke (Siehe Ernesto 2017). Neben der zunehmenden Kriminalisierung erfährt Sci-Hub jedoch auch großen Zuspruch, der sich neben der starken Nutzung auch in Solidaritätsbekundungen manifestiert (siehe Barok, D. et al 2015).
    LIBREAS hatte die Gelegenheit, sich mit einer an der Plattform Sci-Hub beteiligten Person zu unterhalten. Das Interview und die damit verbundenen informationsethischen Fragestellungen führten dabei redaktionsintern zu einigen Diskussionen. Auch stand die Frage im Raum, ob der Text überhaupt veröffentlicht werden sollte. Sci-Hub kann jedoch als mittlerweile sehr großer potentieller Forschungskorpus sowie aufgrund seiner starken Nutzung als wissenschaftliches Instrument trotz seines rechtlichen Status nicht ignoriert werden. Wir haben versucht, einzelne Behauptungen im Text mit Quellen zu belegen. Naturgemäß sind jedoch nicht sämtliche Angaben verifizierbar. Daher haben wir uns entschlossen größtenteils möglichst direkt die Aussagen des Interviewpartners wiederzugeben. Alle redaktionellen Anmerkungen sind durch eckige Klammern gekennzeichnet.
