    Abstract
    The progress in the first century of the classification era is traced in the three majot perios: pre-facet, transition-to-facet, and facet period. The facet-period is divided into the restricted facet formula, generilised facet formula periods and the two relativity periods - viz. Dorking and Elsinore periods. For each of the six resulting periods, the chief achievements in library classification and the social factors leading to them are mentioned. The achievements of the Dorking period just ending are described in greater detail. The follows the programme of research work for the Elsinore period of 1965 to 1975. A programme for fundamental research in the idea, verbal, and notational planes is chalked out. Then follows the programme for routine research in the building of schedules of common isolates, whcih is a back log from the Dorking period, and in the new area of the design and building of schedules for the depth classification of diverse subjects, needed for documentation work and service. Lastly, the organization suitable to carry out the programme is outlined

    "Die informierte Gesellschaft In Zukunft werden die Menschen nicht nur über mehr materielle Güter und mehr Energie verfügen, sondern auch über sehr viel mehr Information. Der Besitz an Wissen wird mit unvorstellbarer Geschwindigkeit vergrößert werden, Informationen über Ereignisse an entfernten Orten werden durch Telegrafie, Fernsprecher und Fernsehen überallhin transportiert werden, diesewerden in Computern miteinander verknüpft und auf ihre Wirkung analysiert, das gesamte Wissen wird in riesigen, allen Menschen zugänglichen Informationsbanken gespeichert sein. Menschen werden mit Methoden belehrt, welche das Lernen zum Vergnügen machen und vom gegenwärtigen Stil der Massen- und Bestrafungsausbildung weiter entfernt sind als ein Elektromotor von einer Tretmühle. Die zukünftige Gesellschaft wird nicht nur eine Gesellschaft ohne Mangel an materiellen Gütern und Energie sein, die zukünftige Gesellschaft wird im besonderen eine informierte Gesellschaft sein. Der Übergang von der schlecht informierten Gesellschaft zur informierten Gesellschaft wird Veränderungen im menschlichen Verhalten bewirken. Zwar gibt es Komponenten des menschlichen Verhaltens, die unveränderbar sind, aber es ist sicher, daß sich der Mensch in einer anderen Umwelt anders verhalten wird. Die informierte Gesellschaft ist eine Umwelt, deren Wirkung auf den Menschen bisher noch nicht untersucht werden konnte. Das zukünftig zu erwartende Informiertsein über die Konsequenzen menschlichen Verhaltens ermöglicht es, spezielle Verhaltensmuster an deren Konsequenzen zu bewerten, nicht - wie es bisher üblich war - durch Vergleich mit der Tradition. Der kritische Blick orientiert sich dann weniger an der Vergangenheit, mehr an der Zukunft. Diese veränderte Blickrichtung ergibt sich zwangsläufig bei Menschen, deren Schicksal die Permanenz der Veränderung ist. Das Grundgesetz wird sein: Zukunft geht vor Vergangenheit! Wo immer eine aus der Vergangenheit stammende Denkweise in Kollision gerät mit Entwürfen, welche die Verbesserung menschlicher Existenz in der Zukunft ermöglichen, muß die Denkweise der Vergangenheit zurücktreten. Nichts zwingt den Menschen, die ungeheuren Möglichkeiten der Wissenschaft und Technik zu seinem Unheil zu verwenden, alle Wege sind offen, Wissenschaft und Technik zu seinem Wohle zu verwenden."

    Abstract
    Max Weber hat den Begriff der »Rationalität« eingeführt, um die Form der kapitalistischen Wirtschaftstätigkeit, des bürgerlichen Privatrechtsverkehrs und der bürokratischen Herrschaft zu bestimmen. Rationalisierung meint zunächst die Ausdehnung der gesellschaftlichen Bereiche, die Maßstäben rationaler Entscheidung unterworfen werden. Dem entspricht die Industrialisierung der gesellschaftlichen Arbeit mit der Folge, daß Maßstäbe instrumentalen Handelns auch in andere Lebensbereiche eindringen (Urbanisierung der Lebensweise, Technisierung des Verkehrs und der Kommunikation). In beiden Fällen handelt es sich um die Durchsetzung des Typus zweckrationalen Handelns: hier bezieht er sich auf die Organisation von Mitteln, dort auf die Wahl zwischen Alternativen. Die Planung schließlich kann als ein zweckrationales Handeln zweiter Stufe aufgefaßt werden: sie zielt auf die Einrichtung, Verbesserung oder Erweiterung der Systeme zweckrationalen Handelns selber. Die fortschreitende »Rationalisierung « der Gesellschaft hängt mit der Institutionalisierung des wissenschaftlichen und des technischen Fortschritts zusammen. In dem Maße, in dem Technik und Wissenschaft die institutionellen Bereiche der Gesellschaft durchdringen und dadurch die Institutionen selbst verwandeln, werden die alten Legitimationen abgebaut. Säkularisierung und »Entzauberung « der handlungsorientierenden Weltbilder, der kulturellen Überlieferung insgesamt, ist die Kehrseite einer wachsenden »Rationalität« des gesellschaftlichen Handelns.
