    Abstract
    Eine der wesentlichen Aufgaben als Fachreferent*in ist die inhaltliche Erschließung der neuerworbenen Literatur, sowie die Begutachtung und Auswahl der neu erschienenen Werke in den jeweiligen Fachgebieten hinsichtlich der Relevanz für die eigenen Sammlungen gemäß dem Sammlungsprofil der TU Wien Bibliothek. Im Zuge der Corona-Krise wurde die herkömmliche Arbeitsweise in der Sacherschließung beeinträchtigt, und es haben sich neue Herausforderungen, aber auch Möglichkeiten ergeben. Neben der fehlenden Autopsie der Literatur leidet auch die Sichtung und Erwerbung neuer Literatur unter der physischen Abwesenheit vom Arbeitsplatz bzw. der entsprechenden technischen Infrastruktur. Auch der persönliche Austausch mit den Kolleg*innen wurde deutlich erschwert. Neben den Schwierigkeiten wurden aber auch die neuen Handlungsoptionen auf beruflicher und individueller Ebene positiv gesehen. In dem Artikel werden unsere individuellen Erfahrungen an der TU Wien Bibliothek sowie Ausblicke in die Zukunft wiedergegeben.

    Abstract
    Diskussionen um Datennetze und Informationstechnik drehen sich häufig um kompetentes Handeln. In der Publikation werden Voraussetzungen eines autonomen informationellen Handelns gezeigt: Abstrahieren, Analogien bilden, Plausibilitäten beachten, Schlussfolgern und kreativ sein. Informationelle Kompetenz ist gelebte Informationelle Autonomie. Es lassen sich Konsequenzen für ein zukünftiges Menschenbild in informationstechnischen Umgebungen ziehen.

    Abstract
    Wissenschaftliche Karrieren und Publikationen benötigen Reputation und möglichst viel Beachtung. Literatur, die diese Aufmerksamkeit findet, wird - so die gängige Annahme - häufig zitiert. Ausgehend von dieser Überlegung wurden Verfahren der Zitationsmessung entwickelt, die Auskunft über die Relevanz oder (wie im- und explizit oft auch postuliert wird) gar die Qualität einer Publikation oder eines Wissenschaftlers geben sollen.

    Abstract
    Werden Maschinen mit Begriffen beschrieben, die ursprünglich der Beschreibung des Menschen dienen, so liegt zunächst der Verdacht nahe, dass jene Maschinen spezifischmenschliche Fähigkeiten oder Eigenschaften besitzen. Für körperliche Fähigkeiten, die mechanisch nachgeahmt werden, hat sich in der Alltagssprache eine anthropomorphisierende Sprechweise bereits etabliert. So wird kaum in Frage gestellt, dass bestimmte Maschinen weben, backen, sich bewegen oder arbeiten können. Bei nichtkörperlichen Eigenschaften, etwa kognitiver, sozialer oder moralischer Art sieht dies jedoch anders aus. Dass mittlerweile intelligente und rechnende Maschinen im alltäglichen Sprachgebrauch Eingang gefunden haben, wäre jedoch undenkbar ohne den langjährigen Diskurs über Künstliche Intelligenz, welcher insbesondere die zweite Hälfte des vergangenen Jahrhunderts geprägt hat. In jüngster Zeit ist es der Autonomiebegriff, welcher zunehmend Verwendung zur Beschreibung neuer Technologien findet, wie etwa "autonome mobile Roboter" oder "autonome Systeme". Dem Begriff nach rekurriert die "Autonomie" jener Technologien auf eine bestimmte Art technologischen Fortschritts, die von der Fähigkeit zur Selbstgesetzgebung herrührt. Dies wirft aus philosophischer Sicht jedoch die Frage auf, wie die Selbstgesetzgebung in diesem Fall definiert ist, zumal sich der Autonomiebegriff in der Philosophie auf die politische oder moralische Selbstgesetzgebung von Menschen oder Menschengruppen beziehungsweise ihre Handlungen bezieht. Im Handbuch Robotik hingegen führt der Autor geradezu beiläufig die Bezeichnung "autonom" ein, indem er prognostiziert, dass "[.] autonome Roboter in Zukunft sogar einen Großteil der Altenbetreuung übernehmen werden."

    Abstract
    Auf die Herausforderung, Forschung stärker kommunikativ, transdisziplinär, kollaborativ und international zu organisieren sowie die Potenziale der Informationstechnologien zu nutzen, reagiert die nationale und europäische Forschungspolitik mit der Förderung von virtuellen Anwendungen zur Unterstützung der Forschungsprozesse. Aber nicht jede dezentral kooperierende Forschungsgruppe gewinnt automatisch an Effizienz, wenn sie den Aufwand des Einsatzes einer umfangreichen Virtuellen Forschungsumgebung wagt. Die Implementierung von Virtuellen Forschungsumgebungen auf breiter Basis bedarf der strategischen Planung und vorausgehender und begleitender informationswissenschaftlicher Forschung. Der Beitrag unternimmt es, vor dem Hintergrund bisheriger Programme und Erfahrungen ein Szenario für informationswissenschaftliche Forschungsfelder zu entwickeln.

    Abstract
    Dieses Lehrbuch bietet eine umfassende Einführung in Grundlagen und Methoden der Computerlinguistik und stellt die wichtigsten Anwendungsgebiete in der Sprachtechnologie vor. Es richtet sich gleichermaßen an Studierende der Computerlinguistik und verwandter Fächer mit Bezug zur Verarbeitung natürlicher Sprache wie an Entwickler sprachverarbeitender Systeme. Nach einem Überblick über Aufgaben und Ziele der Computerlinguistik werden die erforderlichen theoretischen Grundlagen zur Logik, den Formalen Sprachen, der Graphentheorie, den statistischen Verfahren sowie der Texttechnologie beispielbezogen erläutert. Es schließt sich eine Darstellung der verschiedenen Methoden für die Verarbeitung auf den linguistischen Beschreibungsebenen an. Dabei werden zunächst die grundlegenden Begriffe und Konzepte der Phonetik und Phonologie, Morphologie, Syntax, Semantik sowie der Pragmatik vermittelt und darauf aufbauend die Prinzipien der sprachtechnologischen Umsetzung behandelt. Die drei letzten Teile des Buchs geben Überblicke über die verwendeten sprachtechnologischen Informationsquellen, die vielfältigen Anwendungen in der Praxis sowie über Evaluationsverfahren für sprachverarbeitende Systeme. Anhand konkreter Fragestellungen - von der Entwicklung von Korrekturprogrammen über das Informationsmanagement bis zur Maschinellen Übersetzung - wird das Zusammenwirken der einzelnen Methoden aufgezeigt. Für die dritte Auflage wurden sämtliche Kapitel überarbeitet und aktualisiert sowie zum Teil zu eigenständigen, neuen Kapiteln zusammengeführt. Insbesondere trägt die dritte Auflage der rasanten Entwicklung in der Computerlinguistik und Sprachtechnologie durch eine stärkere Fokussierung auf statistische Grundlagen und Methoden Rechnung.     Abstract
    Das Szenario klingt fast unheimlich: Etwas unbekanntes, sehr wertvolles befindet sich gleichzeitig an vielen geheimen Orten in der Bibliothek. Es ist nicht gerade wählerisch, was den Aufenthaltsort angeht: manchmal verbirgt es sich in Papierdokumenten, oft sucht es Schutz in Datenbanken, dann zieht es sich in einzelne Dateien zurück, und schließlich gedeiht es heimlich in den Köpfen. Angesichts aller Versuche, es zu fassen, erscheint es geradezu flüchtig (oder gar auf der Flucht?). Die Rede ist von Wissen. Was genau charakterisiert aber diese Ressource, von der alle reden und deren Gebrauch in der heutigen Zeit als zentral propagiert wird? "Wissen ist die Fähigkeit zum effektiven Handeln". Die Fähigkeit zum effektiven Handeln setzt beim Handelnden oftmals die Kenntnis von bestimmten Informationen voraus. Kann er an diese schnell gelangen und gelingt es ihm, sie an das vorhandene Wissen anzuknüpfen, handelt er effektiv. Wissen kann verschiedene Aggregatzustände einnehmen: Explizit ist Wissen, wenn es dokumentiert, ausgesprochen oder konkretisiert wurde und somit nicht mehr an den Menschen gebunden ist (genau genommen wird das Wissen hier also wieder in "Information" zurück gewandelt). Hingegen ist stilles Wissen nicht dokumentiert, lässt sich aber prinzipiell beschreiben und dokumentieren. Implizites Wissen ist schließlich Erfahrungswissen, das sich häufig nur verbal oder bildlich beschreiben lässt und deshalb meist an den Menschen gebunden bleibt.

    Abstract
    Dieses Lehrbuch bietet eine umfassende Einführung in Grundlagen, Potentiale und Anwendungen Semantischer Technologien. Es richtet sich an Studierende der Informatik und angrenzender Fächer sowie an Entwickler, die Semantische Technologien am Arbeitsplatz oder in verteilten Applikationen nutzen möchten. Mit seiner an praktischen Beispielen orientierten Darstellung gibt es aber auch Anwendern und Entscheidern in Unternehmen einen breiten Überblick über Nutzen und Möglichkeiten dieser Technologie. Semantische Technologien versetzen Computer in die Lage, Informationen nicht nur zu speichern und wieder zu finden, sondern sie ihrer Bedeutung entsprechend auszuwerten, zu verbinden, zu Neuem zu verknüpfen, und so flexibel und zielgerichtet nützliche Leistungen zu erbringen. Das vorliegende Buch stellt im ersten Teil die als Semantische Technologien bezeichneten Techniken, Sprachen und Repräsentationsformalismen vor. Diese Elemente erlauben es, das in Informationen enthaltene Wissen formal und damit für den Computer verarbeitbar zu beschreiben, Konzepte und Beziehungen darzustellen und schließlich Inhalte zu erfragen, zu erschließen und in Netzen zugänglich zu machen. Der zweite Teil beschreibt, wie mit Semantischen Technologien elementare Funktionen und umfassende Dienste der Informations- und Wissensverarbeitung realisiert werden können. Hierzu gehören etwa die Annotation und das Erschließen von Information, die Suche in den resultierenden Strukturen, das Erklären von Bedeutungszusammenhängen sowie die Integration einzelner Komponenten in komplexe Ablaufprozesse und Anwendungslösungen. Der dritte Teil beschreibt schließlich vielfältige Anwendungsbeispiele in unterschiedlichen Bereichen und illustriert so Mehrwert, Potenzial und Grenzen von Semantischen Technologien.     Abstract
    Computerlinguistik (die Verarbeitung von Sprache mit dem Computer) und Texttechnologie (die automatisierte Handhabung elektronischer Texte) haben im letzten Jahrzehnt unterschiedliche Richtungen eingeschlagen. Beide Disziplinen speisen sich jedoch aus der gleichen Quelle: der formalen Grammatik. Deshalb ist eine gemeinsame Darstellung sinnvoll. Der Bezug auf die gemeinsamen Grundlagen und die kontrastierende Gegenüberstellung einzelner Teilbereiche fördern das Verständnis der jeweils anderen Disziplin und eröffnen interessante Querbezüge. Erstmals wird die Verknüpfung von Computerlinguistik und Texttechnologie mit dieser Einführung in knapper Form systematisch vollzogen, was sie insbesondere für Module im Bachelor-Studium geeignet macht.

    Abstract
    Zahlreiche Autoren, Autorinnen und kritische Initiativen (z. B. DORA) kritisieren den zu hohen und schädlichen Einfluss quantitativer Daten, welche akademische Instanzen für Evaluationszwecke heranziehen. Wegen des großen Einflusses der globalen Zitatdatenbanken von Thomson Reuters (bzw. Clarivate Analytics) auf die Bewertung der wissenschaftlichen Leistungen von Forscherinnen und Forschern habe ich extensive qualitative und quantitative Fallstudien zur Datenqualität des Social Sciences Citation Index (SSCI) durchgeführt, d. h. die Originaleinträge mit den SSCI-Datensätzen verglichen. Diese Fallstudien zeigten schwerste - nie in der Literatur erwähnte - Fehler, Verstümmelungen, Phantomautoren, Phantomwerke (Fehlerrate in der Fallstudie zu Beebe 2010, Harvard Law Review: 99 Prozent). Über die verwendeten Datenerfassungs- und Indexierungsverfahren von TR bzw. Clarivate Analytics ist nur wenig bekannt. Ein Ergebnis meiner Untersuchungen: Bei der Indexierung von Verweisen in Fußnoten (wie in den Rechtswissenschaften, gerade auch der USA, vorgeschrieben) scheinen die verwendeten Textanalyse-Anwendungen und -Algorithmen völlig überfordert. Eine Qualitätskontrolle scheint nicht stattzufinden. Damit steht der Anspruch des SSCI als einer multidisziplinären Datenbank zur Debatte. Korrekte Zitate in den Fußnoten des Originals können zu Phantom-Autoren, Phantom-Werken und Phantom-Referenzen degenerieren. Das bedeutet: Sämtliche Zeitschriften und Disziplinen, deren Zeitschriften und Büchern dieses oder ähnliche Zitierverfahren verwenden (Oxford-Style), laufen Gefahr, aufgrund starker Zitatverluste falsch, d. h. unterbewertet, zu werden. Wie viele UBOs (Unidentifiable Bibliographic Objects) sich in den Datenbanken SCI, SSCI und AHCI befinden, wäre nur mit sehr aufwändigen Prozeduren zu klären. Unabhängig davon handelt es sich, wie bei fast allen in meinen Untersuchungen gefundenen fatalen Fehlern, eindeutig um endogene Fehler in den Datenbanken, die nicht, wie oft behauptet, angeblich falsch zitierenden Autorinnen und Autoren zugeschrieben werden können, sondern erst im Laufe der Dateneingabe und -verarbeitung entstehen.

    Abstract
    Mit dem ersten Teil dieses Beitrages wurde in Heft 4/2017 eine Bilanz zu Maßnahmen und Wirkungen der Initiative für Informationskompetenz der DGI gezogen. Nun werden einzelne Aktivitäten und Modellprojekte in Politik und Verbänden zur besseren Sichtbarkeit der Informationskompetenz und ihrer stärkeren Verankerung in der universitären, beruflichen, besonders aber schulischen Ausbildung vorgestellt.     Abstract
    Der folgende Artikel beschäftigt sich mit den Anforderungen und Aufgaben eines Systems zur vernetzten Datenverwaltung, welches zeitbezogene Verknüpfungen zwischen audiovisuellen Inhalten und Metadaten ermöglicht. Anhand der zusammenhängenden Relationen kann ein audiovisuelles Medium nicht nur als Ganzes effektiv beschrieben und erfasst werden, sondern auch dessen Fragmente und Kontexte. Auf Basis dieser Datenverarbeitung lassen sich vielfältige Schnittstellen und Anwendungen zur kontextbasierten Erschließung, Bearbeitung und Auslieferung von Dokumenten und Medien abbilden, welche insbesondere für Mediatheken und Systeme des Media-Asset-Managements im medialen Umfeld einen großen zusätzlichen Nutzen aufweisen, aber auch Aufgaben innerhalb wissenschaftlicher Bibliotheken und Archivsystemen erfüllen können.
