    Abstract
    Das "Statement of Principles" - allgemein bekannt als "Paris Principles" - wurde 1961 von der International Conference on Cataloguing Principles verabschiedet. Sein Ziel, als Basis für die internationale Standardisierung in der Katalogisierung zu dienen, ist sicherlich erreicht worden: Die meisten Katalogisierungsregelwerke, die in der Folgezeit weltweit entwickelt wurden, folgten den Prinzipien ganz oder wenigstens in hohem Maß. Mehr als vierzig Jahre später ist das Bedürfnis nach gemeinsamen internationalen Katalogisierungsregeln gewachsen, weil Katalogisierer und Benutzer weltweit OPACs (Online Public Access Catalogues = Online-Benutzerkataloge) nutzen. An der Schwelle des 21. Jahrhunderts hat die IFLA einen Vorstoß unternommen, neue Prinzipien zu erarbeiten, die auf Online-Bibliothekskataloge und auch darüber hinaus anwendbar sind. Das oberste Prinzip ist der Komfort des Katalognutzers. Diese Erklärung ersetzt die "Paris Principles" und weitet den Geltungsbereich von rein textlichen Werken auf alle Materialarten aus und von der Bestimmung und Form einer Eintragung auf alle Aspekte von bibliografischen Daten und Normdaten, die in Bibliothekskatalogen genutzt werden. Sie umfasst nicht nur Prinzipien und Ziele (d. h. Funktionen des Katalogs), sondern auch Regelungen, die international in Katalogisierungsregelwerken enthalten sein sollten, und gibt Anleitung für Suchfunktionen. Die Prinzipien bauen auf den großen Katalogtraditionen der Welt sowie auf dem konzeptionellen Modell der Functional Requirements for Bibliographic Records (FRBR) der IFLA auf.

    Abstract
    "Katalogisierung" klingt in manchen Ohren altmodisch. Man redet heute von "Metadaten"! Gemeint ist aber nichts völlig anderes. Es gibt nur viele neue Formen, Praktiken und Nutzungen, während sich früher Katalogdaten fast nur in Katalogen und Bibliographien befanden. "Metadaten" ist nur ein neuer Oberbegriff, aber in einer Katalogdatenbank haben wir längst mehr und andersartige Datenelemente und Funktionen als in Zettelkatalogen. Es ist notwendig, weiter auszugreifen als es die klassischen Regelwerke, RAK und AACR, getan haben, und deren hergebrachte Konzepte zu überdenken.

    "Das Projekt "3R-Projekt für DACH-Bibliotheken" ist Ende 2022 erfolgreich zu Ende gegangen. Es wurde von der DNB geleitet und für die Durchführung hatte der Standardisierungsausschuss (STA) die Fachgruppe Erschließung beauftrag, in der Kolleg*innen aus Österreich, Deutschland und der Schweiz zusammenarbeiten. Das Projekt hatte zum Ziel, ein Handbuch für die Erschließung in Bibliotheken im deutschsprachigen Raum auszuarbeiten, das die Kontinuität in der Erschließung gewährleistet. Parallel zu diesem Projekt wurde an der Entwicklung einer Online-Plattform gearbeitet. In dieser neuen STA-Dokumentationsplattform wird das Erschließungshandbuch unter dem Namen "RDA-DACH" veröffentlich werden. Technische Basis der STA-Dokumentationsplattform ist Wikibase und in der Zukunft sollen alle Regelungen für die Erschließung und die GND dort zugänglich gemacht werden. In den letzten Monaten wurde verstärkt an der Entwicklung der Plattform gearbeitet und die Ergebnisse aus dem Erschließungshandbuch in die Wikibase-Umgebung übertragen. Am 1. März 2023 konnte eine Beta-Version der STA Dokumentationsplattform mit den RDA DACH und den GND-Regelungen zur Verfügung gestellt werden. Diese ist zunächst nicht öffentlich, sondern dient einer Evaluierung durch die Fachgruppe Erschließung. Die Ergebnisse dieser Review-Phase werden im Laufe des Frühjahrs eingearbeitet und die Veröffentlichung der STA-Dokumentationsplattform ist für den Sommer 2023 geplant. Daran anschließen werden sich RDA-Praxis-Updates. Dies sind Informationsveranstaltungen für die Kolleg*innen, die bereits mit RDA arbeiten. Schulungen für Neueinsteiger*innen werden zu einem späteren Zeitpunkt folgen. Ebenso werden in diesem ersten Release nur wenige Regelungen für Spezialressourcen enthalten sein. Diese sind zur Zeit in Arbeit und werden im Laufe dieses Jahres folgen."

    Abstract
    Der Umstieg der deutschsprachigen Länder auf den neuen Katalogisierungsstandard RDA wirft die Frage auf, wie mit den gemäß RAK erschlossenen Altdaten umgegangen werden soll. Der vorliegende Beitrag untersucht aus datentechnischer Sicht, ob bzw. inwieweit RAK-Katalogisate (Titel- und Normdatensätze) mit maschinellen Mitteln auf RDA angehoben werden könnten. Beispielhaft betrachtet werden dabei u. a. die zu übertragenden Elemente in der bibliografischen Beschreibung, der Inhaltstyp sowie die Aufspaltung in getrennte bibliografische Identitäten im Fall von Pseudonymen. Es wird gezeigt, dass RDA-Upgrades möglich, aber hochkomplex sind.

    Abstract
    Der ORCID DE Monitor ist ein Instrument zur Analyse der Nutzung der ORCID iD in der wissenschaftlichen Publikationslandschaft und wurde federführend durch die Universitätsbibliothek der Universität Bielefeld entwickelt.     Abstract
    Der Bibliotheksverbund NEBIS (Netzwerk von Bibliotheken und Informationsstellen in der Schweiz) ist der grösste Verbund wissenschaftlicher Bibliotheken der Schweiz. Ihm gehören rund 140 Bibliotheken an 154 Standorten aus allen Landesteilen der Schweiz an. Im NEBIS arbeiten Bibliotheken sowohl aus der Deutschschweiz als auch aus den Französisch und Italienisch sprechenden Landesteilen. Der Anteil der nicht-deutschsprachigen Bibliotheken beträgt im NEBIS über 15 Prozent. Auf den Jahresbeginn 2016 hat der NEBIS-Verbund das bisher verwendete Regelwerk KIDS (Katalogisierungsregeln des IDS) durch das internationale Regelwerk RDA sowie die hauseigene Normdatenbank durch die deutschorientierte Normdatenbank GND abgelöst. Der Zustand der französischsprachigen Übersetzung der RDA sowie die Übersetzung der Anwendungsregeln des D-A-CH Raumes waren eine der grössten Herausforderungen bei der Einführung im Verbund. In einer mehrsprachigen Umgebung mit einer monolingualen Datenbank wie der GND zu arbeiten, bedeutete besonders für die französischsprachigen Bibliotheken viel Umstellung und Flexibilität. Die Arbeit mit deutschen Begriffen wie zum Beispiel die Berufsbegriffe in der GND erfordert sowohl von der NEBIS-Verbundzentrale wie auch von den französischsprachigen Bibliotheken einen ausserordentlichen Effort. Der NEBIS-Verbund wird auch künftig darauf angewiesen sein, dass die französische Übersetzung der RDA sowie die Übersetzung der Anwendungsregeln möglichst aktuell bleibt. Zudem wird auch im Bereich GND weiterhin eine flexible und geduldige Arbeitsweise aller Beteiligten erforderlich sein.

    Abstract
    Die DFG hat am 15. März den Ausgang der wichtigen DFG-Ausschreibung "Neuausrichtung überregionaler Informationsservices" verkündet. Ich denke, das Thema verlangt ein bisschen mehr Aufmerksamkeit in der Fachwelt als ihm bisher zugekommen ist, weil es sich eben nicht um eine der üblichen DFG-Ausschreibungen handelt, sondern um den erklärten Versuch, "einen umfassenden Umstrukturierungsprozess mit anzustoßen und zu unterstützen", der eine grundlegende Veränderung der Informationsinfrastruktur in Deutschland mit sich bringen kann. Im Themenfeld 1 "Bibliotheksdateninfrastruktur und Lokale Systeme" wurde der Antrag "Cloudbasierte Infrastruktur für Bibliotheksdaten (CIB)" bewilligt, mit dem ich mich hier näher befassen möchte.

    Abstract
    Einige Monate nach dem Umstieg auf das neue Regelwerk "Resource Description and Access" (RDA) wurden an 18 großen deutschen wissenschaftlichen Universalbibliotheken Fokusgruppengespräche mit Katalogisierererinnen und Katalogisierern durchgeführt. Die Katalogisierenden wurden u.a. befragt, wie sicher sie sich bei der Anwendung von RDA fühlen, was sie am neuen Regelwerk gut oder schlecht finden, wie sie den Aufwand im Vergleich zum früheren Regelwerk RAK einschätzen, welche Informations- und Hilfsmittel sie verwenden und wie sie zu den regelmäßigen Änderungen im Standard stehen. Der vorliegende Aufsatz dokumentiert die Ergebnisse der Gespräche.

    Abstract
    Am 14. Februar 2017 ist das neue Release des RDA Toolkits<http://www.rdatoolkit.org/development/February2017release> erschienen. Das Release enthält im englischen Text alle Änderungen aus dem Fast-Track-Verfahren RSC/Sec/6<http://www.rda-rsc.org/sites/all/files/RSC-Sec-6.pdf>. Ebenso enthalten sind die Updates der LC-PCC PS (Library of Congress-Program for Cooperative Cataloging Policy Statements) und der MLA Best Practices. Neu aufgenommen wurden die Policy Statements der Library and Archives Canada in Kooperation mit der Bibliothèque et Archives nationales du Québec. Diese sind sowohl im Register als auch im Text über ein Icon (dunkel violett) mit den Buchstaben LAC/BAC-BAnQ ansteuerbar. Ab sofort ist es möglich sich auch die Policy Statements in einer zweisprachigen Ansicht anzeigen zu lassen, dazu wurde die Funktion Select Language und Dual View in der Symbolliste unter dem Reiter "Ressourcen" eingefügt. Im deutschen Text wurden ausschließlich Änderungen an den Anwendungsrichtlinien für den deutschsprachigen Raum (D-A-CH) eingearbeitet. Die dazugehörige Übersicht (Kurz- bzw. Die Umsetzung der Änderungen in der deutschen Übersetzung aus den Fast-Track-Dokumenten RSC/Sec/4 und RSC/Sec/5 und RSC/Sec/6 sind für den August 2017 geplant.

    Abstract
    Die Universitäts- und Stadtbibliothek Köln stellt im Zuge der Coronapandemie und der dadurch beschleunigten Digitalisierungsprozesse ihr universitätsinternes Präsenzschulungsangebot zum Regelwerk RDA auf ein digitales Kursangebot um. Dafür wurden Inhalte, Struktur und Ablauf der bisherigen RDA-Schulungen bedarfsorientiert angepasst, aktualisiert, reorganisiert und anhand mediendidaktischer Standards digital aufbereitet. Der neu entstandene E-Learning-Kurs "How to ... RDA?" bietet ein rein digitales RDA-Lernformat mit dem Fokus auf Flexibilität, Praxisnähe und unterschiedliche Lernbedürfnisse.

    Abstract
    Nach fast einem Jahr praktischer Erfahrung mit dem neuen Regelwerk wurde in der Universitätsbibliothek Trier eine Umfrage zur Einführung von "Resource Description and Access (RDA)" durchgeführt. Dabei ging es um den Katalogisierungsalltag: die Sicherheit im Umgang mit RDA und dem Toolkit, die Informationsversorgung, Änderungen beim Arbeitsaufwand, die Bewertung der RDA-Regelungen, insbesondere des neuen Prinzips "Cataloguer's judgement" und die persönliche Einstellung gegenüber dem Regelwerksumstieg. Die Ergebnisse der 20 Fragen werden im folgenden Beitrag vorgestellt und analysiert. Die Umfrage führte zu überraschend positiven Erkenntnissen, deckte aber auch Problemfelder auf, die der Nachbearbeitung bedürfen.

Mit diesem Release ist die deutsche Übersetzung auf demselben Stand wie die englische Originalausgabe vom April 2017. Alle Änderungen aus dem Proposalverfahren 2016 und auch aus den Fast Tracks (für kleinere Änderungen) sind eingearbeitet und übersetzt. Ebenfalls aktualisiert wurden Glossar und RDA Registry<http://www.rdaregistry.info/>. Die deutsche Übersetzung ist im Zeitplan des 3R-Projekts (RDA Toolkit Restructure and Redesign Projekt). Sie erlauben die eindeutige Zuordnung von Publikationen zu ihren Urheberinnen und Urhebern, ermöglichen - auch auf übergreifenden Plattformen - gezielte Rechercheeinstiege und unterstützen die semantische Verknüpfung im Netz. Darüber hinaus können Autorenidentifikationssysteme zur einfachen Pflege von Publikationslisten und für die Forschungsevaluation genutzt werden. Neben zahlreichen proprietären Systemen von Verlagen und Datenbankbetreibern widmet sich im Wissenschaftsbereich die global agierende Initiative ORCID (Open Researcher and Contributer ID) der Vergabe einer eindeutigen ID für Forschende. Im deutschen Bibliothekswesen kommt zur Erschließung mit Personenbezug vor allem der Gemeinsamen Normdatei (GND) entscheidende Bedeutung zu. In den Open-Access-Repositorien deutscher Hochschulen und Forschungseinrichtungen hat sich die Verwendung übergreifender Autorenidentifikationssystemen dagegen bislang kaum durchgesetzt. Im Rahmen des 6. Bibliothekskongresses veranstaltete die AG Elektronisches Publizieren der Deutschen Initiative für Netzwerkinformation (DINI) am 15.03.2016 einen Workshop zu diesem Themenfeld. Die Referentinnen und Referenten haben das Thema Autorenidentifikation und deren Anwendungsszenarien aus unterschiedlichen Blickwinkeln beleuchtet. Das Projekt wurde in zwei Förderphasen ( <http://doi.org/10.2312/lis.16.01> 2016 bis 2019 und <https://doi.org/10.2312/lis.20.01> 2020 bis 2022) von der Deutschen Forschungsgemeinschaft (DFG) gefördert und von der Deutschen Initiative für Netzwerkinformation (DINI) initiiert. ORCID spielt auf der Ebene nationaler Standards, wie dem DINI-Zertifikat und dem Kerndatensatz Forschung (KDSF), aber auch auf lokaler Ebene in den wissenschaftlichen Einrichtungen eine zentrale Rolle. Die Notwendigkeit und der Nutzen von Persistent Identifiern zur dauerhaft verlässlichen Identifizierung der mit Forschungsprozessen verknüpften Ressourcen, der Akteure und ihrer Forschungsprodukte wird anhand von ORCID besonders deutlich.     Abstract
    Unter RDA ist es nicht mehr zwingend vorgeschrieben, gezählte monografische Reihen hierarchisch zu beschreiben. Der HeBIS-Verbund hat die hierarchische Beschreibung monografischer Reihen vor kurzem vollständig abgeschafft: "Teile aus monografischen Reihen werden analytisch unter Verzicht auf eine Verknüpfung zur Aufnahme der Reihe erschlossen", heißt es in den Verbundfestlegungen (Version 3, Stand 10.12.2015, S. 2). Soweit ich weiß, haben drei weitere Verbünde (BVB, KOBV und GBV) die Anwendung "flexibilisiert", d.h. es ihren Bibliotheken freigestellt, ob sie die hierarchische Beschreibung für monografische Reihen weiter verwenden oder nicht. Ich verfolge diese Entwicklung mit großer Sorge und, offen gesprochen, auch mit einigem Unverständnis. Denn nach meiner Einschätzung ist die hierarchische Beschreibung der analytischen nicht nur im Ergebnis merklich überlegen, sondern sie ist auch weitaus effizienter und rationeller.

    Abstract
    Der Beitrag will die Erschließungspraxis der Deutschen Nationalbibliothek im ersten Implementierungsschritt der RDA zur Angabe der Werkebene darstellen, Erfahrungen zur grundsätzlichen Vorgehensweise und zu Sonderregelungen vermitteln und einen Ausblick in die Zukunft bieten. Die Angabe der Werkebene als Kernelement des neuen Standards wird bei der Erschließung von Ressourcen in der Deutschen Nationalbibliothek immer berücksichtigt. Bei der intellektuellen Erschließung von Monografien wird das Element als Normdatensatz oder als textuelle Angabe im Katalogisat erfasst. Allerdings setzt die derzeitige Praxis auch auf zukünftige automatische Clusterverfahren. Der erreichte Stand zu Algorithmen und Testläufen für das Werkclustering soll ebenso aufgezeigt werden, wie die daraus resultierenden Entscheidungen und die weitere Perspektive. Von zentraler Bedeutung ist die Frage, ob und unter welchen Bedingungen auf der Basis der Werkcluster Normdatensätze für die Gemeinsame Normdatei (GND) generiert werden können, um sie im deutschen Sprachraum kooperativ zu nutzen und sie in der Linked-Data-Cloud zu vernetzen.
