    Abstract
    In this paper, we present two ways to improve the precision of HITS-based algorithms onWeb documents. First, by analyzing the limitations of current HITS-based algorithms, we propose a new weighted HITS-based method that assigns appropriate weights to in-links of root documents. Then, we combine content analysis with HITS-based algorithms and study the effects of four representative relevance scoring methods, VSM, Okapi, TLS, and CDR, using a set of broad topic queries. Our experimental results show that our weighted HITS-based method performs significantly better than Bharat's improved HITS algorithm. When we combine our weighted HITS-based method or Bharat's HITS algorithm with any of the four relevance scoring methods, the combined methods are only marginally better than our weighted HITS-based method. Between the four relevance scoring methods, there is no significant quality difference when they are combined with a HITS-based algorithm.

    Abstract
    The employees of an organization often use a personal hierarchical classification scheme to organize digital documents that are stored on their own workstations. As this may make it hard for other employees to retrieve these documents, there is a risk that the organization will lose track of needed documentation. Furthermore, the inherent boundaries of such a hierarchical structure require making arbitrary decisions about which specific criteria the classification will b.e based on (for instance, the administrative activity or the document type, although a document can have several attributes and require classification in several classes).A faceted classification model to support corporate information organization is proposed. Partially based on Ranganathan's facets theory, this model aims not only to standardize the organization of digital documents, but also to simplify the management of a document throughout its life cycle for both individuals and organizations, while ensuring compliance to regulatory and policy requirements.

    Abstract
    Document representations for text classification are typically based on the classical Bag-Of-Words paradigm. This approach comes with deficiencies that motivate the integration of features on a higher semantic level than single words. In this paper we propose an enhancement of the classical document representation through concepts extracted from background knowledge. Boosting is used for actual classification. Experimental evaluations on two well known text corpora support our approach through consistent improvement of the results.

    Abstract
    Although service-oriented architectures go a long way toward providing interoperability in distributed, heterogeneous environments, managing semantic differences in such environments remains a challenge. We give an overview of the issue of semantic interoperability (integration), provide a semantic characterization of services, and discuss the role of ontologies. Then we analyze four basic models of semantic interoperability that differ in respect to their mapping between service descriptions and ontologies and in respect to where the evaluation of the integration logic is performed. We also provide some guidelines for selecting one of the possible interoperability models.

    Abstract
    A summary of brain theory is given so far as it is contained within the framework of Localization Theory. Difficulties of this "conventional theory" are traced back to a specific deficiency: there is no way to express relations between active cells (as for instance their representing parts of the same object). A new theory is proposed to cure this deficiency. It introduces a new kind of dynamical control, termed synaptic modulation, according to which synapses switch between a conducting and a non- conducting state. The dynamics of this variable is controlled on a fast time scale by correlations in the temporal fine structure of cellular signals. Furthermore, conventional synaptic plasticity is replaced by a refined version. Synaptic modulation and plasticity form the basis for short-term and long-term memory, respectively. Signal correlations, shaped by the variable network, express structure and relationships within objects. In particular, the figure-ground problem may be solved in this way. Synaptic modulation introduces exibility into cerebral networks which is necessary to solve the invariance problem. Since momentarily useless connections are deactivated, interference between di erent memory traces can be reduced, and memory capacity increased, in comparison with conventional associative memory

    Abstract
    This research revisits the classic Turing test and compares recent large language models such as ChatGPT for their abilities to reproduce human-level comprehension and compelling text generation. Two task challenges- summary and question answering- prompt ChatGPT to produce original content (98-99%) from a single text entry and sequential questions initially posed by Turing in 1950. We score the original and generated content against the OpenAI GPT-2 Output Detector from 2019, and establish multiple cases where the generated content proves original and undetectable (98%). The question of a machine fooling a human judge recedes in this work relative to the question of "how would one prove it?" The original contribution of the work presents a metric and simple grammatical set for understanding the writing mechanics of chatbots in evaluating their readability and statistical clarity, engagement, delivery, overall quality, and plagiarism risks. While Turing's original prose scores at least 14% below the machine-generated output, whether an algorithm displays hints of Turing's true initial thoughts (the "Lovelace 2.0" test) remains unanswerable.

    Abstract
    On a scientific concept hierarchy, a parent concept may have a few attributes, each of which has multiple values being a group of child concepts. We call these attributes facets: classification has a few facets such as application (e.g., face recognition), model (e.g., svm, knn), and metric (e.g., precision). In this work, we aim at building faceted concept hierarchies from scientific literature. Hierarchy construction methods heavily rely on hypernym detection, however, the faceted relations are parent-to-child links but the hypernym relation is a multi-hop, i.e., ancestor-to-descendent link with a specific facet "type-of". We use information extraction techniques to find synonyms, sibling concepts, and ancestor-descendent relations from a data science corpus. And we propose a hierarchy growth algorithm to infer the parent-child links from the three types of relationships. It resolves conflicts by maintaining the acyclic structure of a hierarchy.

    Abstract
    What is the difference between Piaget's constructivism and Papert's "constructionism"? Beyond the mere play on the words, I think the distinction holds, and that integrating both views can enrich our understanding of how people learn and grow. Piaget's constructivism offers a window into what children are interested in, and able to achieve, at different stages of their development. The theory describes how children's ways of doing and thinking evolve over time, and under which circumstance children are more likely to let go of-or hold onto- their currently held views. Piaget suggests that children have very good reasons not to abandon their worldviews just because someone else, be it an expert, tells them they're wrong. Papert's constructionism, in contrast, focuses more on the art of learning, or 'learning to learn', and on the significance of making things in learning. Papert is interested in how learners engage in a conversation with [their own or other people's] artifacts, and how these conversations boost self-directed learning, and ultimately facilitate the construction of new knowledge. He stresses the importance of tools, media, and context in human development. Integrating both perspectives illuminates the processes by which individuals come to make sense of their experience, gradually optimizing their interactions with the world.

    Abstract
    Die schnelle Entwicklung der Internet- und Web-Technologie verändert den Stand der Technik in der Kommunikation von Wissen oder Forschungsergebnissen. Insbesondere werden semantische Technologien, verknüpfte und offene Daten zu entscheidenden Faktoren für einen erfolgreichen und effizienten Forschungsfortschritt. Zuerst definiere ich den Research Data Service (RDS) und diskutiere typische aktuelle und mögliche zukünftige Nutzungsszenarien mit RDS. Darüber hinaus bespreche ich den Stand der Technik in den Bereichen semantische Dienstleistung und Datenanmerkung und API-Konstruktion sowie infrastrukturelle Lösungen, die für die RDS-Realisierung anwendbar sind. Zum Schluss werden noch innovative Methoden der Online-Verbreitung, Förderung und effizienten Kommunikation der Forschung diskutiert.

    Abstract
    ORCID schafft mit Services wie der eindeutigen Verknüpfung von Forschenden und ihren Publikationen die Basis moderner Wissenschaftskommunikation. Das ORCID-Deutschland-Konsortium bietet eine kostenreduzierte ORCID-Premiummitgliedschaft an und unterstützt die Mitglieder bei der erfolgreichen ORCID-Integration. Diese umfasst neben einer Dialogplattform mit deutschsprachigen Informationsmaterialien weitere Supportleistungen. Ein wichtiger Erfolgsfaktor ist außerdem eine umfassende Kommunikationsstrategie der ORCID-Implementierung. Hier können die Mitglieder auf etablierte Kommunikationskanäle innerhalb ihrer Einrichtungen zurückgreifen. Gemeinsam leisten sie mit der Unterstützung des ORCID-DE-Projekts einen wesentlichen Beitrag zur erfolgreichen Verbreitung von ORCID in Deutschland.

    Abstract
    Die Universitätsbibliothek Dortmund (UB) steht vor der Herausforderung, künftig Aussagen zum Publikationsverhalten ihrer Angehörigen treffen zu müssen. Dabei liegt die eine Schwierigkeit darin, Personen eindeutig Publikationen zuzuordnen. Zweitens müssen die Publikationsleistungen möglichst sowohl für einzelne Autoren als auch für alle Disziplinen umfassend nachgewiesen werden. Um beiden Herausforderungen zu begegnen, wurde ein Metadatenmanagementsystem entwickelt. Bereits bei der Konzeption dieses Systems wurde eine ORCID-Integration angestrebt, denn die UB sieht für beide genannten Herausforderungen die ORCID iD als Teil einer möglichen Lösung an. Die Ziele und die technische Umsetzung der Integration werden anhand der fünf Integrationsstufen, die ORCID bietet, vorgestellt.

    "Erster Tag: Bibliothekarische Fortbildung zum Thema "Bibliothekarische Sacherschließung - können wir uns die noch leisten?" Der erste Veranstaltungstag in Cottbus (Dienstag) war für die traditionelle Bibliothekarische Fortbildung organisiert. Es ging diesmal um Kosten. Das Leitreferat lautete dementsprechend: "Bibliothekarische Sacherschließung - können wir uns die noch leisten?" Und der Leitreferent Dr. Klaus Ceynowa von der Staats- und Universitätsbibliothek Göttingen gab seine ExpertenAntwort mit dem ihm zu Gebote stehenden Mittel des Controlling. Heraus kam nach Abklärung der Prämissen ein "Prozesskostensatz" von 16,57 EURO pro Dokument bei einer Bearbeitungszeit von 18 Minuten im Fachreferat. Das alles berechnet nach beispielhaften Annahmen, die in der Realität einer Einzelbibliothek sicher ähnlich ausfallen würden. Eingedenk der stetig steigenden Kosten mögen in Zweifelsfällen die "Zuständigen" (die allemal in höheren Hierarchien angesiedelt sind als wir Bibliothekare) nun entscheiden, ob der Preis für das solchermaßen seriös berechnete Produkt Sacherschließung angemessen ist. Wobei zu bedenken sein würde, dass eine Literatur, die ohne sachliche Erschließung im Online-Katalog angeboten wird, noch teurer sein könnte. Man denke nur an vertane Suchzeiten am Katalog, Erhöhung der Mitarbeiterzahlen am Informationsdienst einer Bibliothek und an den worst case: Das einschlägige Buch bleibt unentdeckt im Regal stehen. Über das Produkt Sacherschließung selbst äußerte sich Dr. Holger Flachmann von der Universitäts- und Landesbibliothek Münster (Effiziente Sacherschließung als Kernaufgabe von Bibliotheken: Perspektiven und Probleme leistungsgerechter bibliothekarischer Produkte). In einem ersten Teil wurden verschiedene Ansatzmöglichkeiten vorgestellt, um die Frage nach der Effizienz der bibliothekarischen Sacherschließung zu präzisieren. Dem schloß sich als beispielhafter Anwendungsfall die Untersuchung der Effizienz eines konkreten Erschließungsverfahrens an, und zwar der verbalen Sacherschließung nach den Regeln für den Schlagwortkatalog (RSWK). Wie man die Erarbeitung des Produkts Sacherschließung wirtschaftlicher gestalten kann, war Gegenstand der Referenten Günter Peters von der Gruner + Jahr-Dokumentation, Hamburg, Prof. Dr. Harald Zimmermann, Universität des Saarlandes und Stefan Wolf vom Bibliotheksservice-Zentrum BadenWürttemberg (BSZ). Alle miteinander waren auf der Suche nach den zukunftsfähigen Erschließungsverfahren, die intellektuelle Leistungen einsparen helfen und trotzdem den Weg zur gewünschten Literatur öffnen können sollen.
    Günter Peters legte eine PowerPoint-Datei vor, die er krankheitshalber nicht erläutern konnte. Dem bei Gruner + Jahr eingesetzten System DocCat attestierte er eine erhebliche Kompetenz. Umso bedauerlicher, dass in seiner Abwesenheit in Cottbus lediglich einige seiner Folien mit laienhaftem Kommentar vorgestellt werden konnten. Unser Trost: Vielleicht wird DocCat im März 2004 in Dortmund vom Kollegen Peters vorgeführt. Prof. Zimmermann war einer der Beteiligten bei der Entwicklung des Systems Milos/KASCADE (das bei der Jahrestagung der GfKI in München schon vorgestellt wurde). In Cottbus lieferte Zimmermann Gedanken zur automatisierten verbalen Sacherschließung, wobei er kurz das Milos/KASCADE-Verfahren streifte und an das von Lustig und Knorz in den 80er Jahren entwickelte Verfahren Air/Phys erinnerte. Dort "lernt" das System mit dem Anwachsen eines lexikalischen Inventars (ISBN 3-48707825-2). Leider ist die Weiterentwicklung von Air/Phys aber unterblieben. Stefan Wolf vom BSZ berichtete über den anderen Weg, Sacherschließung zu erleichtern, nämlich durch Übernahme von Fremdleistungen. Aktuelle Maßnahme hierzu war die Übernahme von Erschließungsdaten sowohl klassifikatorischer als auch verbaler Art aus dem Bibliotheks-Verbund Bayern (BVB) in die Titelaufnahmen, die der Südwestverbund vorhält. Im Frühjahr 2002 verfügte der Südwestverbund über 1,6 Millionen Schlagwortketten an 1,3 Millionen Titeln. Bei der klassifikatorischen Sacherschließung durch die Regensburger Verbundklassifikation (RVK) verfügte der Verbund über lediglich 2% Erschließung. Nach der Anreicherung der Titeldaten durch Übernahme von Bayerischen Sacherschließungsdaten im Laufe des Jahres 2002 verfügten nunmehr 2.4 Millionen Titelaufnahmen über verbale Erschließung (24,9 % von derzeit 9,6 Millionen Titeln Gesamtbestand) und über 18,2 % klassifikatorische Erschließung mit RVK. Dieser Zugang an intellektueller Indexierung fließt derzeit in die Online-Kataloge der angeschlossenen Bibliotheken und eröffnet dort den Nutzern die sachlichen Zugänge zu ihren Schätzen. Abgerundet wurde die Thematik durch Berichte aus Bibliotheken und einer sachlich nahestehenden Einrichtung, so von Jiri Pika von der ETH-Bibliothek in Zürich, Kerstin Zimmerman vom Forschungszentrum Telekommunikation Wien, Horst Lindner von der Universitätsbibliothek der Brandenburgischen Technischen Universität Cottbus und Dörte Braune-Egloff von der UB der Freien Universität Berlin. Wobei Frau Braune-Egloff deutlich machte, dass die von Ihr vertretene Bibliothek zwar zentrale Aufgaben im Bereich der SWD-Kooperation im Kooperativen Bibliotheksverbund Berlin-Brandenburg (KOBV). wahrnimmt, allerdings nicht komplett diejenigen einer "Verbundzentrale Sacherschliessung" im herkömmlichen Sinn. Die Vorträge bzw. Power-Point-Präsentationen von Cottbus werden bei Erscheinen des Mitgliederbriefes bereits auf dem Archivserver MONARCH der TU Chemnitz verfügbar sein. In der Sache ein klares Eingeständnis: Noch sind wir nicht so weit, dass sich beispielsweise eine Scan-Apparatur gleichsam in ein Buch versenkt und anschließend dem Online Katalog der besitzenden Bibliothek einen oder mehrere Erschließungsdatensätze hinzufügt. Zum Glück nicht, denn dann könnten die Bibliothekare die Reise nach Dortmund von vornherein unterlassen. So wie die Dinge liegen, gibt es noch viel Neues zu entdecken und Gedanken darüber auszutauschen. Daher schon jetzt mein Aufruf: Die Dortmunder Tagung vom Dienstag, 9. bis Donnerstag, 11. März 2004 vormerken!"

    Abstract
    Im November 2018 wurde die European Open Science Cloud (EOSC) von der Europäischen Kommission in Wien gelauncht. Mit der EOSC wird eine europäische Dateninfrastruktur für Wissenschaft und Forschung aufgebaut, die leistungsstarke Cloud-Lösungen für Forschende integriert und in Zukunft diese Dienste auf den öffentlichen Sektor und die Industrie ausweiten wird. Das Verständnis der EOSC-Struktur ist ein erster Schritt, um die Möglichkeiten von interoperablen und standardisierten Services zu erkennen. Dieser Artikel bietet einige Überlegungen zum besseren Verständnis der Realisierung des EOSC im gegenwärtigen Stadium und gibt Auskunft über die fortlaufenden Entwicklungen bis Ende 2020.
