    Abstract
Reports on a study assessing statewide electronic network initiatives using the Maryland Sailor network as a case study. Aims to develop assessment techniques and indicators for the evaluation of statewide electronic networks. Defines key components of the statewide networked environment. Develops and operationalizes performance measures for networked information technologies and services provided through statewide networks. Explores several methods of evaluating statewide electronic networks. Identifies and discusses key issues and preliminary findings that affect the successful evaluation of statewide networked services

    Abstract
The Federal Government must undertake a concerted, major effort to build a modern information and telecommunication technology infrastructure to serve its own internal information resources management needs and, more importantly, to deliver services to its citizens. It must also implement a management and policy framework that guides a directs a re-invigorated, customer-based service orientation, and must be involved, on a partnership basis with other levels of government and with non-profit and private-sector organizations, in the development of a national information infrastructure. Guiding these initiatives should be a clear and strategic vision for delivering government services in an electronically oriented information society

    Abstract
The rapid development of networked information resources and services has not been matched with ongoing assessment of how well these resources and services meet user needs. Stresses the importance of developing and implementing a range of user based evaluation techniques as a means of assessing the usefulness of the services, and planning for future services. Describes a number of user based data collection techniques appropriate for evaluations within the networked environment. Concludes with specific suggestions for enhancing the overall effectiveness of such evaluations

    Abstract
This paper is a summary of a final report that assessed the impact of providing Internet connectivity to rural public libraries. The purpose of the evaluation was to determine impacts on the librarians, libraries, local communities, and the larger Internet community as a results of Internet connectivity. The results of this study indicate that a number of important impacts and benefits resulted from the Internet connections, that such an approach is technological feasible, and that the librarians in the study were able to master the skills and competencies required. The paper describes critical success factors for public libraries connecting rural public libraries to the Internet

    Abstract
Reports results of an evaluation of the Online at PA Libraries project (Autumn 1996 to Autumn 1997), funded by Bell Atlantic and administered by the Pennsylvania Dept. of Education's Office of Commonwealth Libraries and the Schuylkill Intermediate Unit, which has had a significant impact on the provision of Internet based information services and resources to Pennsylvania public library users. 4 surveys were conducted: a survey to assess the participating libraries' expectations concerning the project; a user survey to determine user satisfaction, demographic and overall project and Internet assessment; and 2 training evaluation surveys conducted at the start and at the follow up stage of the project. The project has provided a statewide demonstration of what can be done to improve quickly and significantly the statewide public library services; to connect public libraries to the Internet and provide a range of new services and resources to their communities; and to 'junpstart' libraries, librarians and citizens into the global networked society

    Abstract
The issue of how public libraries will evolve in the Internet/NREN environment remain unanswered. Will the public library survive in this new age? Presents findings from a study that describes and assesses the key issues affecting the role of public libraries in the evolving national electronic networked environment. Recommends roles and strategies for the public library if it is to flourish in the networked environment

    Abstract
Reports results of a questionnaire survey of 1996 Internet and WWW activity in UK public libraries, undertaken by the UK Office for Library and Information Networking (UKOLN) on behalt of the Library and Information Commission, and compares the results with a similar survey of public libraries in the USA. The range of issues investigated include: number of libraries connected to the Internet; how the libraries are connected; availability of public access. Concludes that the UK id generally far behind the USA in the development of Internet services and levels of connectivity. The 1996 results for the UK are similar to those obtained in the 1994 USA survey. There is a high reliance on dial up as a connection methos, limited amounts of public access and general low connectivity. However, a noticeable amount of enthudiasm about the Internet was observed in the respondents and a great deal of planning was taking place. In addition, the higher level of public libraries Internet involvement in the USA did not always indicate that high levels of Internet services are being offered to the public. Lists recommended levels of Internet services that should be considered

    Abstract
Describes a study of the use of electronic networks by scientists and engineers. The study of network use was conducted in order to make policy recommendations for the proposed Natioanl Research and Education Network (NREN) and combines traditional social science empirical methods with policy analysis. Argues that qualitative techniwues, such as semi-structured interviews and focus groups, provide data important to the development of user-based policies and that social and behavioural issues must be given more attention ny network policy makers

    Abstract
Academic libraries have been on the leading edge in the provision of services, navigation aids, and user training for the Internet and the emerging National Research and Education Network (NREN). Yet empirical research and synthesis of librarians' experience with electronic networking is scarce. Reports selected findings from a recently completed study that examined the impact of the national networked environment on academic libraries. Its goals was to investigate the roles of academic libraries and librarians in the national networking context. Summarizes the study activities and key issues and findings from data analysis

    Abstract
Describes research in the progress at Syracuse Univ.'s School of Information Studies that is invesitigating the role of public libraries in developing and exploiting the next generation of national networks as presently embodied in the Internet/NREN. The study will determine present knowledge and use of the Internet by public library leaders; identify barriers to Internet use; explore evolving roles for public libraries in the rapidly developing networked environment; and recommended specific strategies and policies for public libraries to pursue to take better advantage of Internet/NREN information resources and services
