    Abstract
    Purpose - The purpose of the paper is to examine and compare Nicholas Belkin's information concept and his concept of communication with the authors' semeiotic inspired communication model - the Dynacom. Design/methodology/approach - The authors compare the two communication models by comparing the requirements given by Belkin and the conditions of the Dynacom. Findings - The authors conclude that Belkin's idea of information and his idea of communication lack the social aspect. Based on his theory, he is unable to point out how information becomes knowledge. These are two major issues the authors believe they can elaborate on by introducing the Dynacom and their semeiotic inspired concept of information. Originality/value - No one has previously specifically analyzed Nicholas Belkin's concept of information and compared it to a semeiotic ditto.

    Abstract
    Purpose - The purpose of this paper is to explore the flood of information that is inundating us. This flood makes it increasingly difficult to make sense of the world and arrive at the correct interpretation of events. Design/methodology/approach - Classic narrative literature review applying the dosage metaphor to the growing problem of information overload. Findings - The seven elements of dosage - amount, frequency, sequencing, delivery systems, contraindications, interactions, and dysfunctions - are used to discuss four major coping mechanisms - escape, attention, delegation, and creative destruction - for dealing with the flood. Each of the coping mechanisms has different entailments for the dosage elements. Originality/value - This essay develops a guiding principle for thinking about how we should cope with this central problem of the information age: suggesting a minimalist approach that offers the hope of clarity in acting in an age that increasingly overwhelms us.

    Abstract
    Purpose - The purpose of this paper is to examine the association between information and boundaries. Life depends on boundaries; but in order to survive an organism needs to make decisions based on an interpretation of the environment beyond its boundaries: it therefore needs information. Design/methodology/approach - The paper explores the evolution of physical, social and cultural boundaries and considers how they have shaped ways in which information is gathered and used. Findings - Several evolutionary developments are reviewed. The paper argues that each one has generated an additional boundary and that each new boundary has affected the information needs within it. The paper argues that all living things use information to help address three fundamental concerns: "Where can the energy needed to stay alive be found?", "How can it be stored?", and "How can use of energy be reduced?" Because these questions are fundamental at a biological level they are also fundamental at a societal level. One way to increase energy efficiency was for organisms to grow larger. This brought risks which were alleviated by the evolution of better information gathering and processing tools. Amongst these tools were the means to communicate, which afforded the evolution of social boundaries. Originality/value - This is a new perspective on a topic of growing interest in information science and demonstrates further the significance of information as a factor in the shaping of life.

    Abstract
    Purpose - The different senses of the term information in physical, biological and social interpretations, and the possibility of connections between them, are addressed. Special attention is paid to Hofkirchner's Unified Theory of Information (UTI), proposing an integrated view in which the notion of information gets additional properties as one moves from the physical to the biological and the social realms. The paper aims to discuss these issues. Design/methodology/approach - UTI is compared to other views of information, especially to two theories complementing several ideas of it: the theory of the hypertextual documental universe ("docuverse") and the theory of integrative levels of reality. Two alternative applications of the complex of these three theories are discussed: a pragmatical, hermeneutic one, and a more ambitious realist, ontological one. The latter can be extended until considering information ("bit") together with matter-energy ("it") as a fundamental element in the world. Problems and opportunities with each view are discussed. Findings - It is found that the common ground for all three theories is an evolutionary approach, paying attention to the phylogenetic connections between the different meanings of information. Research limitations/implications - Other theories of information, like Leontiev's, are not discussed as not especially related to the focus of the approach. Originality/value - The paper builds on previously unnoticed affinities between different families of information-related theories, showing how each of them can provide fruitful complements to the other ones in clarifying the nature of information.

    Abstract
    Weltweit rückt heute Wissen ins Zentrum des Interesses. Mit Blick auf die Bewältigung der globalen sozialen, wirtschaftlichen und ökologischen Probleme wird in Berichten der Weltbank (1999), Programmen der Vereinten Nationen (1999) und UNESCO-Konferenzen (UNESCO/ICSU 1999) von der "Unhintergehbarkeit des Wissens" gesprochen. Die Organisation von Wissenstransfer, die Sicherung des öffentlichen Zugangs zu Wissen und die Schaffung von Kapazitäten für Wissen in Bildungs- und Wissenschaftseinrichtungen gehören zu den anerkannten Herausforderungen des "global change" und eines reformulierten Nord-Süd-Dialogs, der sowohl makroökonomische Ziele wie auch das Ziel der "menschlichen Entwicklung" gleichrangig befördern soll. In den hochtechnisierten Ländern des Nordens findet der "global change" Ausdruck in einer Vielfalt tentativ verwendeter Begriffe wie "Dienstleistungsgesellschaft", "Postindustrielle Gesellschaft", "Informations-" oder "Wissensgesellschaft". Wissen gilt inzwischen als vierter und zudem bedeutendster Produktionsfaktor neben Arbeit, Kapital und Natur. Bei Microchips ist der Preis zu 70 durch Wissen bestimmt (Forschung, Entwicklung, Kontrolle), nur zu 12 durch Arbeit. Ähnliche Relationen zwischen investiertem Wissen und investierter Arbeit findet man in der Pharmaindustrie, im Bereich von Information und Kommunikation, mehr und mehr in allen innovativen Branchen, in denen eine Reduktion der Materialdurchsätze bei höheren oder gleichen Leistungen von Produkten und Dienstleistungen identifizierbar ist. Neue Berichte sprechen davon, daß sich 70 bis 80 % des wirtschaftlichen Wachstums auf neues oder verbessertes Wissen zurückführen lassen (European Commisson 2000). Wissen gilt nach jüngsten Studien als Schlüssel für die Erklärung von Differenzen in Entwicklungsprozessen unterschiedlicher Nationen. Die Wachstumssprünge in Ostasien in den letzen Jahrzehnten erklärt man sich mehr und mehr aus dem Wandel im Bildungsstand der jeweiligen Länder, der Form und der Nutzung des Wissens.     ""Wir dürfen nicht passiv zuschauen, sondern müssen unser Schicksal selbst in die Hand nehmen", erklärte UN-Generalsekretär Kofi Annan am Mittwoch bei der Eröffnung des "Weltgipfels über die Informationsgesellschaft". Annan sieht einen "historischen Wandel in der Art zu leben, zu lernen, zu arbeiten, zu kommunizieren und Geschäfte abzuwickeln". Delegierte von 175 Staaten, darunter mehr als 60 Staats- oder Regierungschefs, sind zu dieser ersten Weltkonferenz über Information und Kommunikation nach Genf gekommen. Einschließlich der Bosse von Medienkonzernen und der Vertreter von Nicht-Regierungs-Organisationen nehmen rund 15 000 Personen an der Großveranstaltung teil, deren Vorbereitung fünf Jahre in Anspruch nahm. Kofi Annan bemängelte die Schwachstellen beim Aufbau einer weltumspannenden Informationsgesellschaft, die nicht nur mit der technologischen Kluft zwischen dem Norden und dem Süden zu erklären seien. Auch die Inhalte der Leistungen klafften aus-' einander. Ein großer Teil der Webseiten im Internet hätten keinerlei Bezug zu den wirklichen Bedürfnissen der Menschen. Fast 70 Prozent dieser Webseiten seien in englischer Sprache abgefasst. Damit würden lokale Stimmen und Ansichten verdrängt. - Frauen im Nachteil - Außerdem bestehe in der Informationsgesellschaft ein großer Unterschied zwischen den Geschlechtern, sagte Annan, weil Frauen und Mädchen weniger Zugang zu den modernen Technologien hätten als Männer und Jungen. Dies gelte sowohl für die Industriestaaten wie für die Entwicklungsländer. Am Eröffnungstag ergriffen neben anderen politischen Führern der ägyptische Präsident Hosni Mubarak und dessen iranischer Amtskollege Mohammad Khatami das Wort. Die beiden trafen sich anschließend zu vertraulichen Gesprächen über den Nahostkonflikt. Für Robert Mugabe, den' Präsidenten von Simbabwe, musste die Schweiz eine Sonder-Einreiserlaubnis erteilen, weil der Diktator in den meisten europäischen Ländern Aufenthaltsverbot hat. Bei der Fahrt Mugabes von seinem Hotel ins Konferenzzentrum gab es ein Handgemenge zwischen seinen Leibwächtern und Fotografen. Bundeskanzler Gerhard Schröder und Wirtschaftsminister Wolfgang Clement mussten ihre Reise nach Genf wegen der innenpolitischen Debatte in Berlin absagen. Im Namen Deutschlands will am Donnerstag Rezzo Schlauch, Parlamentarischer Staatssekretär im Wirtschaftsministerium, eine Rede halten. Unter den prominenten Politikern beim Weltgipfel sind der französische Ministerpräsident Jean-Pierre Raffarin, der nigerianische Präsident Olusegun Obasanjo und der "Maximo Lider" Kubas, Fidel Castro. Insgesamt sind die westlichen Industriestaaten auf niedrigerer Ebene vertreten als die Entwicklungsländer. Der für Öffentlichkeitsarbeit zuständige stellvertretende UN-Generalsekretär Shashi Tharoor meinte dazu: "Denen, die nicht kamen, kann ich nur sagen, dass sie eine Gelegenheit verpasst haben." Die meisten stritti- gen Fragen waren allerdings vor Eröffnung der Konferenz bereinigt oder an 'Arbeitsgruppen weitergeschoben worden. So wurde gegen den anfänglichen Widerstand Chinas die Meinungs- und Pressefreiheit bestätigt. Die chinesischen Behörden wachen genau darüber, welche Webseiten im Internet die gewöhnlichen Bürger anklicken dürfen. Verhandlungsteilnehmer erwarten nun, dass Peking seine einschränkenden Praktiken in Einklang mit der Erklärung von Genf (unser Bild zeigt die Installation "Hello World" im Genfer See) bringt. Auf die zweite Runde des Informationsgipfels im Jahr 2005 in Tunis vertagt wurde die Frage, wer das Internet "verwalten" soll. Derzeit registriert die mit einer Lizenz der US-Regierung ausgestattete kalifornische Firma "Interne Corporation for Assigned Names and Numbers" (Icann) die Anmeldungen von so genannten "Domaines": Vor allem Brasilien, China, Indien und Südafrika wollen diese Kontrolle den USA entreißen und eine Agentur der Vereinten Nationen mit dem Internet-Management betrauen. Die vorgelegten Pläne sind aber derzeit noch recht vage."

    Abstract
    Purpose - The purpose of this paper is to show that uncertainty may be caused not only by a knowledge gap in the mind of a user with respect to a given subject or topic, but also by the various complexities associated with the information seeking and retrieval (IS&R) process in a digital environment. Design/methodology/approach - Both quantitative and qualitative studies were conducted to collect data from users in the higher education sector regarding whether or not they experienced uncertainty in relation to the IS&R process. Analysis: a correlation analysis was undertaken to establish whether there were any relationships between information-seeking activities and information-seeking problems. Findings - The findings of this research show that uncertainty existed at different stages of the IS&R process amongst users. It was established that uncertainty was caused by a number of information-seeking activities and information-seeking problems, and that such uncertainty could continue over the course of successive search sessions, leading to the proposal of a new model of uncertainty. Research limitations/implications - The proposed model of uncertainty should contribute to a better understanding of the issues related to IS&R in a digital environment. Practical implications - A number of benefits could be realised in systems design from the application of this model in terms of reducing the negative impact of uncertainty, while at the same time helping users to gain from the positive aspects of uncertainty in IS&R.
    Originality/value - The general consensus is that uncertainty is a mental state of users reflecting a gap in knowledge which triggers an IS&R process, and that the gap is reduced as relevant information is found, and thus that the uncertainty disappears as the search process concludes. However, in the present study it is argued that some form of uncertainty is always associated with some part of the IS&R process and that it also fluctuates throughout the IS&R process. Users may therefore feel uncertain at any stage of the IS&R process and this may be related to: the initial information need and expression of that need, the search process itself, including identification of relevant systems, services and resources; and the assessment of, and reaction to, the results produced by the search process. Uncertainty may be unresolved, or even increase, as the user progresses, often iteratively, through the IS&R process and may remain even after its completion, resulting in what may be called a persistent uncertainty. In other words, this research hypothesises that, in addition to the uncertainty that triggers the information search process (Wilson et al., 2000), users suffer from varying degrees of uncertainty at every stage of the information search and retrieval process, and that in turn, triggers different information-seeking behaviours.
