    Abstract
    Document representations for text classification are typically based on the classical Bag-Of-Words paradigm. This approach comes with deficiencies that motivate the integration of features on a higher semantic level than single words. In this paper we propose an enhancement of the classical document representation through concepts extracted from background knowledge. Boosting is used for actual classification. Experimental evaluations on two well known text corpora support our approach through consistent improvement of the results.

    Abstract
    Although service-oriented architectures go a long way toward providing interoperability in distributed, heterogeneous environments, managing semantic differences in such environments remains a challenge. We give an overview of the issue of semantic interoperability (integration), provide a semantic characterization of services, and discuss the role of ontologies. Then we analyze four basic models of semantic interoperability that differ in respect to their mapping between service descriptions and ontologies and in respect to where the evaluation of the integration logic is performed. We also provide some guidelines for selecting one of the possible interoperability models.

    Abstract
    The employees of an organization often use a personal hierarchical classification scheme to organize digital documents that are stored on their own workstations. As this may make it hard for other employees to retrieve these documents, there is a risk that the organization will lose track of needed documentation. Furthermore, the inherent boundaries of such a hierarchical structure require making arbitrary decisions about which specific criteria the classification will b.e based on (for instance, the administrative activity or the document type, although a document can have several attributes and require classification in several classes).A faceted classification model to support corporate information organization is proposed. Partially based on Ranganathan's facets theory, this model aims not only to standardize the organization of digital documents, but also to simplify the management of a document throughout its life cycle for both individuals and organizations, while ensuring compliance to regulatory and policy requirements.

    Abstract
    Vom 28. bis 30. Juli 2003 trafen sich in der Deutschen Bibliothek Frankfurt am Main auf Einladung der Sektion Katalogisierung der IFLA Regelwerksexperten aus Europa, Amerika und Australien zum »First IFLA Meeting of Experts an an International Cataloguing Code«. Die europäischen Regelwerksgremien entsandten verantwortliche Regelwerksexperten. Dieser Auftaktveranstaltung, die die Erschließung in Europa zum Schwerpunkt hatte, sollen weitere Veranstaltungen im Vorfeld der IFLA-Konferenzen 2004 in Buenos Aires und 2006 in Seoul folgen. 52 Teilnehmerinnen und Teilnehmer aus insgesamt 29 Ländern und drei Kontinenten nutzten die Gelegenheit zu einem intensiven Informations- und Meinungsaustausch auf der Frankfurter Konferenz, nachdem bereits im Vorfeld Hintergrundpapiere auf der Konferenz-Website" bereitgestellt worden waren. Diskussionsbeiträge wurden ebenfalls bereits vor dem Treffen über eine E-MailListe ausgetauscht, die nicht nur den Teilnehmerinnen und Teilnehmern, sondern auch weiteren Interessierten offen stand und besonders in den Wochen und Tagen vor der Konferenz rege genutzt wurde. Arbeitssprache der Konferenz war englisch. Das Ziel der Konferenz, die Möglichkeiten eines weltweiten Datenaustausches über gemeinsame Standards zu den Inhalten von bibliografischen Datensätzen und Normdatensätzen zu verbessern, stieß auf allgemeines Interesse. Für eine vergleichende Untersuchung zu grundlegenden Gemeinsamkeiten und Unterschieden in den derzeit in Europa verwendeten Regelwerken erstellten die Regelwerksgremien unter Verwendung eines einheitlichen Fragenkataloges »Steckbriefe«, um Möglichkeiten einer Harmonisierung auszuloten und vielleicht sogar in naher Zukunft ein internationales Regelwerk zu entwickeln. Angesichts der Vielzahl der in Europa verwendeten Regelwerke konnten diese nicht alle im Plenum vorgestellt werden. Stattdessen gab es eine kurze Vorstellung der Regelwerksgremien in den angloamerikanischen Ländern sowie Frankreich, Deutschland und Osterreich, Spanien, Russland, Italien und Kroatien.

    Abstract
    By the explosion of possibilities for a ubiquitous content production, the information overload problem reaches the level of complexity which cannot be managed by traditional modelling approaches anymore. Due to their pure syntactical nature traditional information retrieval approaches did not succeed in treating content itself (i.e. its meaning, and not its representation). This leads to a very low usefulness of the results of a retrieval process for a user's task at hand. In the last ten years ontologies have been emerged from an interesting conceptualisation paradigm to a very promising (semantic) modelling technology, especially in the context of the Semantic Web. From the information retrieval point of view, ontologies enable a machine-understandable form of content description, such that the retrieval process can be driven by the meaning of the content. However, the very ambiguous nature of the retrieval process in which a user, due to the unfamiliarity with the underlying repository and/or query syntax, just approximates his information need in a query, implies a necessity to include the user in the retrieval process more actively in order to close the gap between the meaning of the content and the meaning of a user's query (i.e. his information need). This thesis lays foundation for such an ontology-based interactive retrieval process, in which the retrieval system interacts with a user in order to conceptually interpret the meaning of his query, whereas the underlying domain ontology drives the conceptualisation process. In that way the retrieval process evolves from a query evaluation process into a highly interactive cooperation between a user and the retrieval system, in which the system tries to anticipate the user's information need and to deliver the relevant content proactively. Moreover, the notion of content relevance for a user's query evolves from a content dependent artefact to the multidimensional context-dependent structure, strongly influenced by the user's preferences. This cooperation process is realized as the so-called Librarian Agent Query Refinement Process. In order to clarify the impact of an ontology on the retrieval process (regarding its complexity and quality), a set of methods and tools for different levels of content and query formalisation is developed, ranging from pure ontology-based inferencing to keyword-based querying in which semantics automatically emerges from the results. Our evaluation studies have shown that the possibilities to conceptualize a user's information need in the right manner and to interpret the retrieval results accordingly are key issues for realizing much more meaningful information retrieval systems.

    Abstract
    Internet und E-Business gehören heute zum wirtschaftlichen Alltag. Beu näherer Betrachtung fällt auf, dass weniger als die Hälfte der traditionellen KMU in Europa einen Internet-Zugang besitzt. Paradoxerweise besteht bei sehr vielen traditionellen KMU ein großes Interesse, dieses Potenzial nutzbringend zu integrieren. Ein Problem ist die Inhomogenität der Zielgruppe KMU, die sowohl Dienstleister als auch Fördermittelgeber zu schaffen macht. Maßgeschneiderte Lösungen für KMU bedeuten etwas ganz anderes als Lösungen für Großunternehmen.     Abstract
    Sprache ist einer der wichtigsten Träger von Informationen. Europa ist reich an Informationen und somit auch reich an der Möglichkeit Informationen zu übertragen. Trotz aller verwandtschaftlichen Beziehungen gibt es wohl nicht die europäische Sprache, weil die Schnittmengen und Familienähnlichkeiten aller Sprachen in Europa gering sind. Sprache in Europa bedeutet die Vielfalt der Sprachen, die in Europa nebeneinander bestehen, zu bewahren. Europäisch sind nicht nur die Sprachen der Europäischen Union der 25 Mitgliedsstaaten, sondern auch die Sprachen der Beitritts- und Kandidatenländer; europäisch sind auch die Sprachen der 45 Länder, die im Europarat offiziell vertreten sind. Europäisch sind auch die vielen Dialekte, die bestimmten geographischen Bereichen gemeinsam sind. Sprachen in Europa haben viel zu tun mit Politik. Die Bewahrung der Verschiedenheit der Sprachen ist das Markenzeichen Europas. Die sprachliche Verschiedenheit ist europäische Gemeinsamkeit und Besonderheit im Vergleich zu anderen vergleichbaren Regionen in der Welt. Eine Sprache lernen heißt nicht nur, sie aussprechen können, Wörter dieser Sprache zu lernen und schreiben zu können. Dies ist der Anfang eines umfassenden Verständnisses für Sprache. Sprachen vermitteln auch kulturelle Werte. Sprachunterricht ist auch Kulturunterricht, so verstanden ist Sprachunterricht "europäisch". Sprachliche Vielfalt in Europa ist kulturelle Vielfalt. Die Bedeutung der Sprache für Mensch und Gesellschaft ist Ausgangspunkt der Überlegung, dass die Vielsprachigkeit eine besondere Fähigkeit der Europäer ist, die es zu bewahren gilt. Die verschiedenen Ansätze der EU zur Bewahrung der Sprachvielfalt soll hier dargestellt werden, um die Bedeutung von Sprache als Informations- und Kulturträger in Europa zu veranschaulichen.

    Abstract
    Aufgrund des lokalen Vertrages mit dem Ministerium für Wissenschaft und Kunst wird nunmehr im Land Baden-Württemberg bei 32 Bibliotheken HORIZON eingesetzt. Die weitere Nutzung im gesamten Geschäftsgang ist geplant, darüber hinaus sollen noch in diesem Jahr die Verbundanforderungen erfüllt werden. Ein Baustein dazu ist das im April übergebene WebPac/ Z39.50-Tool. Insgesamt betreut die Dynix GmbH aktuell in Europa 158 HORIZON-Installationen, davon 84 im deutschsprachigen Europa, 5 in Skandinavien, 2 in den Benelux-Ländern, 3 in Ungarn, 50 in Polen und 14 im restlichen Europa. Etwa 300 Bibliotheken arbeiten in Europa mit HORIZON, die mit dem Dynix-Partner epixtech aus den USA von London und Paris aus supportet werden. Seit Anfang 2001 verfügt die Dynix GmbH über die Source Codes von allen epixtech-Produkten und den damit verbundenen Rechten.
