    Abstract
    Online library catalogues and other information resources accessible through network connections offer students and scholars a variety of useful data, but present special problems to remote users. Issues facing the user of Internet-accessible systems include: knowing how to reach a system; finding out what a system contains; mastering commands and menu structures; using appropriate kinds of search terms; and choosing among systems to meet information needs effectively. These issues should be addressed by bibliographic instruction librarians and others who develop instructional units for access to systems on the Internet

    Abstract
    We present a declarative language for the construction of hypertext views on databases. The language is based on an object-oriented data model and a simple hypertext model with reference and inclusion links. A hypertext view specification consists in a collection of parameterized node schemes which specify how to construct node and links instances from the database contents. We show how this language can express different issues in hypertext view design. These include: the direct mapping of objects to nodes; the construction of complex nodes based on sets of objects; the representation of polymorphic sets of objects; and the representation of tree and graph structures. We have defined sublanguages corresponding to particular database models (relational, semantic, object-oriented) and implemented tools to generate Web views for these database models

    Abstract
    The microblogging site Twitter generates a constant stream of communication, some of which concerns events of general interest. An analysis of Twitter may, therefore, give insights into why particular events resonate with the population. This article reports a study of a month of English Twitter posts, assessing whether popular events are typically associated with increases in sentiment strength, as seems intuitively likely. Using the top 30 events, determined by a measure of relative increase in (general) term usage, the results give strong evidence that popular events are normally associated with increases in negative sentiment strength and some evidence that peaks of interest in events have stronger positive sentiment than the time before the peak. It seems that many positive events, such as the Oscars, are capable of generating increased negative sentiment in reaction to them. Nevertheless, the surprisingly small average change in sentiment associated with popular events (typically 1% and only 6% for Tiger Woods' confessions) is consistent with events affording posters opportunities to satisfy pre-existing personal goals more often than eliciting instinctive reactions.

    Abstract
    The use of codes and other methods of concealing the contents of messages is as old as recorded information. With the advent of computer communication, the need for a method of ensuring secure communication over insecure channels, such as the Internet, has seen an increased demand for good cryptography. However, the recent availability of public domain public key encryption software, such as Philip R. Zimmermann's Pretty Good privacy (PGP), has been seen by some as betraying the principles of security and has raised issues of national communication policy and personal privacy. In the USA, the government's Clipper encryption chip initiative sought to implement a key escrow system which would enable law enforcement agencies to wiretap all digital communication. Civil liberty opponents of key escrow systems argue that they will not affect criminals, and fear that they can only be made effective by banning the use of alternative encryption systems, such as PGP. Describes methods for obtaining and using PGP to encrypt and decrypt electronic mail messages

    Abstract
    Language barrier is the major problem that people face in searching for, retrieving, and understanding multilingual collections on the Internet. This paper deals with query translation and document translation in a Chinese-English information retrieval system called MTIR. Bilingual dictionary and monolingual corpus-based approaches are adopted to select suitable tranlated query terms. A machine transliteration algorithm is introduced to resolve proper name searching. We consider several design issues for document translation, including which material is translated, what roles the HTML tags play in translation, what the tradeoff is between the speed performance and the translation performance, and what from the translated result is presented in. About 100.000 Web pages translated in the last 4 months of 1997 are used for quantitative study of online and real-time Web page translation
