    Abstract
    Describes the final phase of the work on the ELINOR (Electronic Library INformation Online Retrieval) project at De Montfort University, Leicester, which concluded in 1996. ELINOR was 2 phase project with 3 overall goals: to create a practical pilot system based on a commercial product (Excalibur EFS); to investigate the expansion of a small scale electronic library to a larger, distributed library system; and to develop a more efficient and effective means of accessing and sharing resources within a networked multi campus institution. ELINOR was successful in demonstrating that libraries may conveniently digitize and supply smal collections of high demand materials over a campus network in text anf TIFF format. Operational conditions have so far indicated that the barriers are not technological but involve copyright, use issues and sustainability

    A project to design a graphical user interface for the OKAPI online catalogue search system which uses the basic term weighting probabilistic search engine. Presents a research context of the project with a discussion of interface and functionality issues relating to the design of OPACs. Describes the design methodology and evaluation methodology. Presents the preliminary results of the field trial evaluation. Considers problems encountered in the field trial and discusses contributory factors to the effectiveness of interactive query expansion. Highlights the tension between usability and functionality in highly interactive retrieval and suggests further areas of research

    Databases of historical texts are increasingly becoming available for end user searching via online or CD-ROM databases. Many of the words in these databases are spelt differently from today with resultant loss of retrieval.     Abstract
    W.S. Cooper's utility theory was used to evaluate end user and mediated searching of online and CD-ROM databases. The searches were conducted by 510 end users, using MEDLINE. The relevance of the references and the usefulness of the documents retrieved were examnied. The study also assessed the perceived value to end users of the information retrieved. Mediated online searching cost 3 times as much as end user CD-ROM searching, but was only about twice as effective in terms of user satisfaction; user convenience should be a high priority for the information provider and mediated CD-ROM searching may be the best compromise currently available as regards cost effectiveness and successful information retrieval for end users

    Abstract
    Presents the findings of the South Ayrshire Libraries OPen Learning and the Internet project, Sep 1997 to Oct 1998. The objective was to demonstrate how open learning materials available on the Internet could be integrated with the provision of local open learning resources to provide an enhanced learning environment in public libraries. The main areas of concentration within the project were information skills support to public library users and the provision of WWW based independent materials to learners. The organisation and retrieval of Web based resources for local use was a major issue throughout the project. Recommends the adoption of Dublin Core metadata standards, the connection of databases of resources with searchable wen pages, and the development of thesauri of terms used to index the Web based resources locally. Sstaff training, and the new skills which will need to be developed, were identified as issues. Cost was also identified as a related issue, extending to issues such as access to open learning material and the Internet

    Abstract
    Report of a project commissioned by British Library Research and Development Department (BLRDD) from Electronic Publishing Services Ltd designed to provide factual input about electronic publishing in the UK for a worlking party convened by the British Library as part of a follow up to the Information 2000 exercise, completed in 1991. The working party will consider the possible impacts on the library community of the development of electronic publishing. For the purpose of this study, electronic publishing was defined as including: online services (including videotex); magnetic tape services; magnetic disk products; CD-ROM and other optical disc products; ROM cards; and electronic periodicals. The main conclusions were: that the dominant position of Reuters and other financial information services means that online information retrieval still accounts for the vast majority of electronic publishing revenues; that CD-ROM is experiencing high growth, but growth from a small base and coming later than predicted; that network publishing is still in the experimental stage and almost entirely funded from the public sector; that ROM cards, which provide the medium for hand held electronic reference books are still present in the market and represent the only mass market channel; and that other electronic media (magnetic tape, magnetic disk, analogue videodisc) are not seen as having a significant part to play

    Abstract
    Describes the ELINOR (Electronic Library INformation Online Retrieval) Electronic Library Project, at De Montfort University, UK, which aims to convert library primary materials and course documents to electronic form and to make the full text documents accessible to teaching staff and students in an electronic workstation environment. This pilot phase of the ELINOR Electronic Library Project demonstrated the feasibility of collecting electronic documents for 1 undergraduate course, BA/BSc Business Information Systems (BIS), and the benefits of optical character recognition (OCR) and scanning and document image processing (DIP) techniques in a client server environment. A key feature of the project was the negotiation of short term licences from 11 publishers for 53 textbooks.     Abstract
    Reports on the findings of the major study, carried out by the Royal Society, etc. and prompted by the concern felt about the increasing signs of strain in the scientific, technical and medical information systems (STM) and the consequences for technical research. The report is a follow up to the earlier study (BLRDD report 5626) with the aim of covering the trends which have developed since the earlier report was published (online information retrieval, electronic networks, CD-ROM etc.). The study covers: the nature of the UK scientific, technical and medical information system; users of the STM information system; the changing role of libraries and librarians with regard to periodicals, books and other services; economic aspects of the STM information system (research libraries, primary publishing, secondary publishing, and value of scientific research); economic aspects of the STM information system, and perceived problems and potential changes with regard to primary periodicals, electronic periodicals, user interaction, and funding of the services.     Abstract
    The SAC Subcommittee on Subject Relationships/Reference Structures was authorized at the 1995 Midwinter Meeting and appointed shortly before Annual Conference. Its creation was one result of a discussion of how (and why) to promote the display and use of broader-term subject heading references, and its charge reads as follows: To investigate: (1) the kinds of relationships that exist between subjects, the display of which are likely to be useful to catalog users; (2) how these relationships are or could be recorded in authorities and classification formats; (3) options for how these relationships should be presented to users of online and print catalogs, indexes, lists, etc. By the summer 1996 Annual Conference, make some recommendations to SAC about how to disseminate the information and/or implement changes. At that time assess the need for additional time to investigate these issues. The Subcommittee's work on each of the imperatives in the charge was summarized in a report issued at the 1996 Annual Conference (Appendix A). Highlights of this work included the development of a taxonomy of 165 subject relationships; a demonstration that, using existing MARC coding, catalog systems could be programmed to generate references they do not currently support; and an examination of reference displays in several CD-ROM database products. Since that time, work has continued on identifying term relationships and display options; on tracking research, discussion, and implementation of subject relationships in information systems; and on compiling a list of further research needs.
