Abstract: A comprehensive set of evaluation criteria, named OnE, for evaluating ontologies has been proposed in this paper. Each criterion of OnE has been defined in a way such that together they are capable of evaluating any ontology from all aspects. The process of using OnE for evaluation has been demonstrated by evaluating chemical ontologies. Also, for this purpose, an ontology on the domain of agricultural chemicals has been constructed by following the human-centric faceted approach for ontology construction (HCFOC) and has been evaluated using OnE. The results obtained after the evaluation has provided insights about the ontologies. The constructed ontology aims to support any information system trying to support farmers in the process of decision making while selecting chemicals for use in agriculture. Also, it is envisaged that the demonstrated ontology and the set of evaluation criteria named OnE will redefine ontology evaluation and make it easy while making a strong impact on ontology developers.

Abstract: This study provides evidence of data set mentions and citations in multiple disciplines based on a content analysis of 600 publications in PLoS One. We find that data set mentions and citations varied greatly among disciplines in terms of how data sets were collected, referenced, and curated. While a majority of articles provided free access to data, formal ways of data attribution such as DOIs and data citations were used in a limited number of articles. In addition, data reuse took place in less than 30% of the publications that used data, suggesting that researchers are still inclined to create and use their own data sets, rather than reusing previously curated data. This paper provides a comprehensive understanding of how data sets are used in science and helps institutions and publishers make useful data policies.

Abstract: Beginning with a short review of Public Library of Science (PLOS) journals, we focus on PLOS ONE and more specifically the contributions of Chinese authors to this journal. It is shown that their contribution is growing exponentially. In 2013 almost one fifth of all publications in this journal had at least one Chinese author. The average number of citations per publication is approximately the same for articles with a Chinese author and for articles without any Chinese coauthor. Using the odds-ratio, we could not find arguments that Chinese authors in PLOS ONE excessively cite other Chinese contributions.

Abstract: "How to Build a Digital Library" is the only book that offers all the knowledge and tools needed to construct and maintain a digital library, regardless of the size or purpose. The second edition reflects new developments in the field as well as in the Greenstone Digital Library open source software. In Part I, the authors have added an entire new chapter on user groups, user support, collaborative browsing, user contributions, and so on. There is also new material on content-based queries, map-based queries, cross-media queries. There is an increased emphasis placed on multimedia by adding a 'digitizing' section to each major media type. Abstract: This chapter illustrates the impact on a well-known digital library system Greenstone when it is moved from fixed modules and simple metadatabased structures, to open semantic digital library modules. This change has profound effects on the tools available to end-users to retrieve relevant content from the library, and an equally significant impact on the digital library (DL) architecture. Most current DL systems contain protocols for internal communication that define information exchange solely in terms of searching, browsing, and document retrieval. These communications reect traditional user interactions in the library. However, this regimented approach results in inexible systems that are difficult to extend to support other retrieval techniques. Furthermore, simple field-based metadata limits the ability of the DL to connect or disambiguate key items of information, impeding the precision of retrieval.

Abstract: Historische Rezensionen online (HR O) ist eine auf geschichtswissenschaftliche Rezensionen fokussierte Suchmaschine. Sie berücksichtigt ausschließlich fachwissenschaftliche Besprechungen, die im Web veröffentlicht wurden und ohne Zugangsbeschränkungen im Volltext zur Verfügung stehen. Eingebunden in das Portal des DFG-geförderten Kooperationsprojektes Clio-online sind über eine einfache Suchmaske gegenwärtig mehr als 35.000 Rezensionen zu über 30.000 Publikationen im Volltext recherchierbar. Statt unter hohem Aufwand Daten zu erstellen oder manuell zu katalogisieren, werden bei HRO bereits vorhandene Texte und bibliografische Daten voll automatisiert gesammelt, verknüpft und in einem zentralen Suchindex aufbereitet. Die Spezialisierung auf eine Textsorte und die Anreicherung der Rezensionstexte mit den in der Verbunddatenbank des GBV bereits erfassten bibliografischen Informationen erlauben zudem zielgerichtete Anfragen nach bestimmten Autoren oder eingeschränkt auf einzelne Themenbereiche, ein Mehrwert für die Nutzerinnen und Nutzer von HRO gegenüber kommerziellen Suchmaschinen.

Abstract: Purpose - The purpose of this paper is to introduce Greenstone and explain how librarians use it to create and customize digital library collections. Design/methodology/approach - Through an end-user interface, users may add documents and metadata to collections, create new collections whose structure mirrors existing ones, and build collections and put them in place for users to view. Findings - First-time users can easily and quickly create their own digital library collections. More advanced users can design and customize new collection structures Originality/value - The Greenstone digital library software is a comprehensive system for building and distributing digital library collections. Abstract: Aus einem kleinen InternetProjekt ist ein ernst zu nehmender Herausforderer geworden. Kann Wikipedia, das kostenlose Gemeinschaftsprojekt im Internet, den beiden Enzyklopädieriesen Encarta und Brockhaus auf DVD die Butter vom Brot klauen? Jahrelang galt Microsofts Encarta in der WeIt des Wissens als das Maß aller Dinge. Dann legte die CD-ROM/DVDVersion des Brockhaus gewaltig nach und drohte den Platzhirschen zu entmachten. In unserem letzten Test vor vier Jahren lagen beide Mammutwerke nahezu gleichauf an der Spitze. Jetzt fordert die beiden erfolgsverwöhnten Lexikonriesen ein Konkurrent heraus, den eigentlich niemand so richtig auf der Rechnung hatte: das InternetProjekt Wikipedia. Die freie Enzyklopädie im Web wächst immer schneller und wird immer beliebter. Es scheint nur noch eine Frage der Zeit zu sein, bis sie mit den 240 000 Artikeln des großen Brockhaus Premium gleichzieht. Für die ersten 100 000 Artikel brauchte die deutsche Wikipedia-Szene noch drei Jahre - im Frühjahr dieses Jahres knallten die Sektkorken, um das freudige Ereignis zu begießen. Inzwischen ist die Zahl der Einträge bereits auf über 140 000 angewachsen. Die große Stärke des InternetLexikons, seine Popularität, ist allerdings auch seine gefährlichste Schwäche. Jeder kann auf der Webseite www.wikipedia.de kostenlos Informationen abrufen, aber auch jeder, ganz gleich ob Nobelpreisträger oder Laie, darf sie schreiben oder bearbeiten. ; Fazit Wikipedia erreichte mit 3,6 Zählern im Inhaltstest die höchste durchschnittliche Gesamtpunktzahl - das entspricht einem schwachen Gut. Die WikipediaGemeinde scheint das Verlässlichkeitsproblem - es fehlt eine Redaktion, die Artikel auf ihre Richtigkeit hin überprüft - langsam in den Griff zu kriegen. Schließlich unterlaufen trotz aller Kontrollen auch den kommerziellen Konkurrenten Fehler. Schwerer wiegt das Verständlichkeitsproblem, besonders dann, wenn es um schwierige mathematische und wissenschaftliche Expertenthemen geht. An vielen exzellenten Wikipedia-Fachartikeln werden Laien, die den Umgang mit Formeln nicht gewöhnt sind, schwer zu schlucken haben. Sie müssen sich das zum Verständnis nötige Hintergrundwissen erst erarbeiten und wären letztlich mit einem fachlich nicht ganz so guten, aber besser verständlichen Encarta-Artikel besser bedient. Wikipedia ist das Nachschlagewerk für den neugierigen Wissenschaftler mit guter Allgemeinbildung, der auf Videos, Animationen und multimediale Elemente keinen Wert legt.

Abstract: Four focus groups were held with young Web users (10 to 13 years of age) to explore design criteria for Web portals. The focus group participants commented upon four existing portals designed with young users in mind: Ask Jeeves for Kids, KidsClick, Lycos Zone, and Yahooligans! This article reports their first impressions on using these portals, their likes and dislikes, and their suggestions for improvements. Design criteria for children's Web portals are elaborated based upon these comments under four headings: portal goals, visual design, information architecture, and personalization. An ideal portal should cater for both educational and entertainment needs, use attractive screen designs based especially on effective use of color, graphics, and animation, provide both keyword search facilities and browsable subject categories, and allow individual user personalization in areas such as color and graphics

Abstract: The classification of documents from a bibliographic database is a task that is linked to processes of information retrieval based on partial matching. A method is described of vectorizing reference documents from LISA which permits their topological organization using Kohonen's algorithm. As an example a map is generated of 202 documents from LISA, and an analysis is made of the possibilities of this type of neural network with respect to the development of information retrieval systems based on graphical browsing.

Abstract: The explosive growth of digital image collections on the Web sites is calling for an efficient and intelligent method of browsing, searching, and retrieving images. In this article, an artificial neural network (ANN)-based approach is proposed to explore a promising solution to the Web image retrieval (IR). Compared with other image retrieval methods, this new approach has the following characteristics. First of all, the Content-Based features have been combined with Text-Based features to improve retrieval performance. Instead of solely relying on low-level visual features and high-level concepts, we also take the textual features into consideration, which are automatically extracted from image names, alternative names, page titles, surrounding texts, URLs, etc. Secondly, the Kohonen neural network model is introduced and led into the image retrieval process. Due to its self-organizing property, the cognitive knowledge is learned, accumulated, and solidified during the unsupervised training process. The architecture is presented to illustrate the main conceptual components and mechanism of the proposed image retrieval system. To demonstrate the superiority of the new IR system over other IR systems, the retrieval result of a test example is also given in the article.

Abstract: The vectors used in IR, whether to represent the documents or the terms, are high dimensional, and their dimensions increase as one approaches real problems. The algorithms used to manipulate them, however, consume enormously increasing amounts of computational capacity as the said dimension grows. We used the Kohonen algorithm and a fuzzification module to perform a fuzzy clustering of the terms. The degrees of membership obtained were used to represent the terms and, by extension, the documents, yielding a smaller number of components but still endowed with meaning. To test the results, we use a topological classification of sets of transformed and untransformed vectors to check that the same structure underlies both.

Abstract: The Greenstone digital library software is an open-source system for the construction and presentation of information collections. It builds collections with effective full-text searching and metadata-based browsing facilities that are attractive and easy to use. Moreover, they are easily maintained and can be augmented and rebuilt entirely automatically. The system is extensible: software "plugins" accommodate different document and metadata types. Greenstone incorporates an interface that makes it easy for people to create their own library collections. Collections may be built and served locally from the user's own web server, or (given appropriate permissions) remotely on a shared digital library host. End users can easily build new collections styled after existing ones from material on the Web or from their local files (or both), and collections can be updated and new ones brought on-line at any time.

Abstract: The Internet provides an exceptional testbed for developing algorithms that can improve bowsing and searching large information spaces. Browsing and searching tasks are susceptible to problems of information overload and vocabulary differences. Much of the current research is aimed at the development and refinement of algorithms to improve browsing and searching by addressing these problems. Our research was focused on discovering whether two of the algorithms our research group has developed, a Kohonen algorithm category map for browsing, and an automatically generated concept space algorithm for searching, can help improve browsing and / or searching the Internet. Our results indicate that a Kohonen self-organizing map (SOM)-based algorithm can successfully categorize a large and eclectic Internet information space (the Entertainment subcategory of Yahoo!) into manageable sub-spaces that users can successfully navigate to locate a homepage of interest to them. The SOM algorithm worked best with browsing tasks that were very broad, and in which subjects skipped around between categories. Subjects especially liked the visual and graphical aspects of the map. Subjects who tried to do a directed search, and those that wanted to use the more familiar mental models (alphabetic or hierarchical organization) for browsing, found that the work did not work well. The results from the concept space experiment were especially encouraging. There were no significant differences among the precision measures for the set of documents identified by subject-suggested terms, thesaurus-suggested terms, and the combination of subject- and thesaurus-suggested terms. The recall measures indicated that the combination of subject- and thesaurs-suggested terms exhibited significantly better recall than subject-suggested terms alone. Furthermore, analysis of the homepages indicated that there was limited overlap between the homepages retrieved by the subject-suggested and thesaurus-suggested terms. Since the retrieval homepages for the most part were different, this suggests that a user can enhance a keyword-based search by using an automatically generated concept space. Subejcts especially liked the level of control that they could exert over the search, and the fact that the terms suggested by the thesaurus were 'real' (i.e., orininating in the homepages) and therefore guaranteed to have retrieval success

Abstract: Reprots the results of a study which sought indications of the effectiveness of searching for information on the WWW versus the traditional online vendors, for comparisons of how it took to search, and for comments on the relative value of the results retrieved. Professional searchers were invited to search for answers to the same questions on both the WWW and on either DIALOG or Dow Jones Interactive. Overall DIALOG / Dow Jones Interactive retrieved more relevant documents and total searching time was more than double for finding information on the Web. Summarizes the comments from searchers on: searching assumptions of professional searchers; the subjects and types of searches for which DIALOG and Dow Jones Interactive showed superiority; areas where the Web has advantages over traditional online services; and uses for which both traditional online vendors and the Web can supplement each other.
