Abstract

Das Internet ist in den letzten Jahren zu einem wichtigen Faktor der Informationsindustrie geworden. Es verbindet Millionen von Menschen und Firmen auf der ganzen Welt. Gleichzeitig wird das Internet für die Verbreitung von pornographischen Inhalten mißbraucht. Online-Dienste spielen für das Wachstum des Internets eine entscheidende Rolle. Sie bieten ihren Mitgliedern neben eigenen Inhalten auch den freien Zugang zum Internet. Über 50% der Internet-Nutzer weltweit sind Mitglieder eines Online-dienstes. Mißbraucht der Nutzer einen Online-Dienst, um pädophile Inhalte zu veröffentlichen, oder lädt er pornographische Abbildungen vom Internet herunter, so stellt sich die Frage der Verantwortlichkeit der Online-Dienste als Verbreitungsmedium oder Zugangsvermittler zum Datennetz. Da Inhalte in verschiedenen Ländern eingespeist und abgerufen werden können, gilt den internationalen Lösungen besondere Aufmerksamkeit
