Abstract
Man hat die Technologie der Telekommunikation von Anfang an als einen Motor der Demokratie betrachtet: Jede Innovation, die die Kommunikation befördert, befördert auch eine Politik, die in der Macht des Wortes fundiert ist. Seit einiger Zeit hat diese Technologie auch die Globalisierung vorangetrieben, indem sie die Grenzen durchlässig gemacht und die kirchturmpolitischen Beschränkungen untergraben hat, die die nationalen Wirtschaften voneinander trennten. Mit ihrer Förderung der Globalisierung kann die Technologie aber zugleich die Demokratie unterminieren: indem sie die nationale Souveränität gefährdet, die immer die natürliche Freistatt der Demokratie gewesen ist. Die meisten Diskussionen über den Schnittpunkt von neuer Telekommunikationstechnologie mit globaler Demokratie waren ergebnislos, wenn auch nur, weil diejenigen, die sich in der Technologie auskennen, wenig von Demokratie verstehen und die Fachleute für Demokratie jämmerlich unwissend sind, was Technologie angeht. Dennoch ist keine Diskussion entscheidender für die Zukunft der Demokratie als diejenige über die Frage: "Werden die neuen Technologien, die die Globalisierung getragen haben, die Demokratie stärken oder schwächen?" Kategorien wie "Teledemokratie" und "virtuelles Gemeinwesen" erscheinen uns sehr griffig. Aber ihre Bedeutung zu entschlüsseln, erfordert nicht nur Auffassungsgabe für die Technologie, sondern ein tieferes Verständnis für Begriffe wie Gemeinwesen und demokratische Regierungsform, als es diejenigen normalerweise zeigen, die vom elektronischen Grenzland der Demokratie fasziniert sind. In der Tat können wir die Frage "Wie beeinflußt Technologie die Demokratie?" nur beantworten, wenn wir den Charakter und das Wesen der Demokratie selber verstehen: etwas, was zu oft für selbstverständlich gehalten wird. Bevor ich aber den problematischen Versuch mache, Demokratie zu definieren, möchte ich einige Einwände vorbringen, die das allgemeinere Problem der Technologie betreffen - denn auch hier gehen wir oft von zweifelhaften Voraussetzungen aus.
