Abstract
In der Debatte zur "Wissensgesellschaft" wird hervorgehoben, dass die materielle und symbolische Reproduktion einer Gesellschaft immer mehr von wissensbasierten Operationen durchdrungen ist. Der Faktor Wissen erscheint als besonders wichtige Einflußgröße, um nicht nur die ökonomische Modernisierung, sondern zugleich den sozialen Wandel gegenwärtiger Gesellschaften analysieren zu können. Mit dem Aufstieg von Wissen zu einer bedeutenden Handlungs- und Steuerungsressource werden unterschiedliche Erwartungen verbunden. Zumeist ungeklärt bleibt jedoch die Frage, inwieweit sich die Generierung, Aneignung und Diffusion von neuen Wissensformen auf die soziale Konstitution globaler Naturordnungen auswirkt. Ausgehend von diesem Desiderat soll in diesem Beitrag die These diskutiert werden, dass die Generierung von neuem Wissen und seine erfolgreiche Einbettung in gesellschaftliche Strukturen in besonderer Weise darüber entscheidet, ob es gelingt, Praktiken zur Nutzung der Umwelt stärker als bisher auf Nachhaltigkeitsnormen auszurichten, um gegenwärtige oder zukünftige Belastungspotentiale der globalen Umwelt abbauen zu können. Während der Zusammenhang von Wissen und ökonomischer Prosperität unter Bedingungen der Globalisierung wenigstens ansatzweise theoretisch beschrieben und empirisch aufgezeigt werden kann, sind hingegen die Zusammenhänge von Umwelt und Wissen sowie die sozialen und institutionellen Voraussetzungen von Wissensinnovationen zum Schutze der Umwelt weitaus unklarer. Die Klärung dieses Zusammenhangs ist aber unverzichtbar, um die Bedeutung von Wissen für nachhaltige Entwicklungsstrategien abschätzen zu können. In diesem Vortrag möchte ich zunächst problematisieren,wie und in welcher Weise das Verhältnis von Wissen und Umwelt in den Sozialwissenschaften thematisiert worden ist. Hieran anschließend möchte ich in einem zweiten Schritt die weithin vernachlässigte Frage nach der sozialen Aneignung und Invertsetzung von Umweltleistungen durch Wissen erörtern. Im abschließenden dritten Schritt werde ich auf der Folie der gegenwärtigen Transformationen in Wirtschaft und Gesellschaft, die auf den Begriff der "Wissensgesellschaft" gebracht werden, die wissensinduzierten Verlagerungen von Umweltnutzungen und die damit verbundenen Wohlfahrtseffekte skizzieren. Hierbei ist herauszuarbeiten, dass der Abbau von Wissensasymmetrien und Wissensmonopolen sowie die institutionelle Regelung eines freien bzw. fairen Zugangs zu neuen Wissensformen als notwendige Bedingung einer am Leitbild Nachhaltigkeit ausgerichteten Entwicklungsstrategie anzusehen ist.
