Abstract
2004 Jahre nach Jesus Christus und 30 Jahre nach Hans Matthöfer hat die (deutsche) Informationswirtschaft einen Zustand erreicht, der zu einer geisteswissenschaftlich/philosophischen Betrachtung verleitet. Die Syndrome: (1) PASSWORD konstatiert in mehreren Ausgaben eine "Entinformatisierung" der Kundschaft sowie ein "Ausfransen" der Branche. (2) Hansjoachim Samulowitz beklagt den steinigen Weg des Bibliotheksund Informationswesens in die Informationsgesellschaft. (3) Vera Münch sieht die Branche heftig pubertieren. (4) Der nun auch schon auf die 70 zugehende Rainer Kuhlen sinniert über kreative Ambiguität und sorgt sich um seine Restkreativität. (5) Die diesjährige ComInfo ließ erneut den großen Ruck nach vorn vermissen. (6) Der DGI-Geschäftsstelle wurde die Gelbe Karte gezeigt. Hat diese Befindlichkeit etwas mit der gedämpften Stimmung im Lande und der branchenübergreifenden Rezession zu tun oder ist sie hausgemacht? Haben die Globalisierer oder Oskar Lafontaine ihre Hand im Spiel? Oder sind "die Politik" und Hartz IV schuld? Was ist Informationswirtschaft? Hilfreich ist zunächst eine Klärung, was unter,Informationswirtschaft' verstanden werden soll. Rainer Kuhlen neigt mit Bell$ zu der Auffassung, dass die (postindustrielle) Informationswirtschaft die in die Jahre gekommene Industriewirtschaft abgelöst hat, d.h. Beschäftigungsstruktur und Bruttosozialprodukt sind nicht mehr durch den Industriesektor, sondern durch den Informationssektor bestimmt. Informatisierung sei der Motor der Informationswirtschaft und der entscheidende Leistungsfaktor in allen Bereichen der Wirtschaft. Informationen sind zur Ware geworden, die nach Prinzipien von Angebot und Nachfrage gehandelt werden. Zugleich beklagt er, dass die so genannten informationellen Postprofessionellen' (d.h. die Informations- und Contentwirtschaft) "uns" mit immer neuen Produkten, Methoden, Systemen und Programmen zuschütten, und vermittelt seinen Studenten diesbezüglich "Verblüffungsfestigkeit". Für den 1992 gegründeten VIW Verband der Informationswirtschaft e.V. umfasste die Informationswirtschaft "die gesamte Produktions- und Dienstleistungskette von der Informationserzeugung bis hin zur Nutzung, inkl. der dazu notwendigen Multimediatechniken und Telekommunikationsdienste". Dem Verband blieb jedoch hierzulande der Durchbruch versagt; er wanderte nach Österreich aus. Heute bemühen sich der BVDW (Bundesverband Digitale Wirtschaft) und BITKOM (Bundesverband Informationswirtschaft, Telekommunikation und Neue Medien) darum, die Mitstreiter zu einen.
Für Wolfgang Stock ist Informationswirtschaft eine Wirtschaftsbranche, welche Informationen produziert, speichert und verteilt, ohne eine feste Wirtschaftsstruktur. Von einem festen Wissensstand könne keine Rede sein; Flexibilität und stetes Dazulernen seien die Kernkompetenz der Informationswirtschaft. Informationswirtschaft im Wandel der Zeit Das führt zu der Frage, wo und wie die Informationswirtschaft zeitlich/historisch anzusiedeln ist, wobei drei Szenarien denk bar sind: Szenario A: Informationswirtschaft war und ist nichts Neues, sondern hat es immer schon gegeben und wird es weiter geben (vulgo: Ewiges Leben). Szenario B. Informationswirtschaft war ein singuläres Event der 80er und 90er Jahre; sie ist ein Auslaufmodell und befindet sich jetzt in der Endzeit. Szenario C: Informationswirtschaft war und ist etwas Neues, hat eine neue Ära eingeleitet und erntet künftig die Früchte ihres Wirkens. Die historische Perspektive zeigt, dass Informationen schon immer erzeugt, gespeichert und vermittelt wurden, d.h. Informationswirtschaft ist mit das älteste Gewerbe der Welt. Nur wurden früher Informationen nicht elektronisch erzeugt, gespeichert und vermittelt, sondern durch Kassiber, reitende Boten, am Stammtisch, auf Papier oder im Beichtstuhl. So gesehen gab es auch immer schon Endnutzer. Soweit diese (noch) nicht mit Geld zahlten, zeigte man sich mit anderen Gegenleistungen erkenntlich, wie Naturalien, Wohlwollen oder Tauschgeschäften. Wenn die gemeinnützigen Anbieter heute die entgeltlichen Dienste durch das Unwort "kommerziell" ausgrenzen, so liegt darin vordergründiger Opportunismus. Informationswirtschaft hatte stets - direkt oder indirekt - etwas mit Geld zu tun. Ebenso gab es schon immer Information Professionals - Medizinmänner bei den Naturvölkern, Räte an den mittelalterlichen Höfen oder schriftkundige Geistliche in den Kirchen. Zu allen Zeiten gab es auch eine jeweils spezifische Informationskultur.
