    Abstract
    Die technische Struktur der wissenschaftlichen Kommunikation und Information ist geprägt von der Vernetzung bzw. dem Zugang zu den weltweiten internationalen Netzen, von der rasanten Verbesserung des Preis - Leistungsverhältnisses bei Speicherkapazitäten und der ebenso wichtigen Vermehrung der intelligenten Arbeitsplätze. Diese Entwicklung bezieht zunehmend auch die privaten Haushalte ein. PCs mit Netzanschluß über Telefon (Modem) oder ISDN usw. mit CD-ROM-Laufwerk und vielfältiger Systemsoftware werden auch im privaten bereich in den nächsten Jahren ebenso selbstverständlich sein wie Telefon. Die Verbreitung des eigentlich erst vor kurzem eingeführten Telefax zeigt, welche Dynamik bei der Einführung neuer Technologien auch im privaten Bereich entstehen kann. Dies ist die technische Umgebung der Bibliotheken ebenso wie des wissenschaftlichen Publikationswesens. Wie verhalten sich beide zueinander, wenn sie dieser immer selbstverständlicher werdenden Umgebung gerecht werden wollen?

    Abstract
    Was macht die neue IT-Infrastruktur für deutsche Bibliotheken? Wird das CIB-Projekt sie bringen? Was machen die Verbünde? Die Autoren (damals mit Hermann Kronenberg) haben 2012 aus Anlass der DFG-Ausschreibung eine Neustrukturierung nach dem Stand der Technik vorgeschlagen. Das von der DFG 2013 genehmigte CIB-Projekt geht in die gleiche Richtung. Inzwischen versuchen sich die Verbünde einzeln neu zu positionieren - und einige sehr geschickt. Wie wird so eine gemeinsame neue Infrastruktur entstehen? Die Grundfrage "regional-national-international" hat sich nicht geändert, aber wo werden die Lösungen erarbeitet? Jedenfalls sind die Verbünde und Bibliotheken immer noch zu sehr mit der Verbesserung der alten Arbeitsabläufe und Dienstleistungen beschäftigt und kümmern sich noch zu wenig um die neuen Lösungen, z.B. die optimierte Informationsversorgung der Wissenschaftler.

    Abstract
    Die Neukonzeption eines EDV-Systems für die bibliothekarische Informationsversorgung einer Hochschule sollte nicht nur den Zugang aller Katalog- und Verarbeitungsdaten der Bibliothek selbst, sondern auch von IuD-Dienstleistungen im Universitätsnetz gewährleisten. Das gesamte EDV-bezogene Informationssystem einer Hochschulbibliothek sollte daher nicht nur die Inhouse-Verbuchungssysteme für Buch- und Zeitschriftenbestellung und -eingangsverbuchung, Rechnungsabwicklung, Katalogisierung, Ausleihe, Fernleihe abwickeln, sondern auch die für den Benutzer interessanten Daten aus dem Bearbeitungsprozeß, wie z.B. die Bestell- und Eingangsdaten, Kontenübersicht, Vormerkungen usw. im Ausleih- und Fernleihsystem an jedem Netzterminal der Universität zugreifbar machen, ebeneso wie den Online-Katalog und den Hostzugriff zu IuD-Hosts und CD-ROM Datenbanken. Dabei gewinnen die CD-ROM-Datenbanken im Netz eine immer größere Bedeutung, da diese wie Bücher eingekauft werden und kostenlos im Netz recherchiert werden können. Die Universität Bielefeld hat für ihre Bibliothek begonnen, ein Konzept zu realisieren, in dem die einzelnen Teilbereiche der Bibliotheks- und Informationsarbeit in autonomen, aber untereinander vernetzten Teilsystemen bearbeitet werden. Dabei wurde das erste Teilnetz, nämlich für Online-Katalog und CD-ROM-Datenbanken, bereits in Betrieb genommen. Im Jahr 1990 wird das Katalogisierungs- und Erwerbungsnetz folgen. Die Ausleihe wird entweder 1990 oder spätestens 1991 ebenfalls in das Netz eingefügt werden. Datex-P Anschluß wird für alle benutzerrelevanten Daten zur Verügung gestellt

    The virtual library can be described as the ultimate in resource sharing. This now involves both electronically stored and printed information, often now available thorugh a flat range of production and through preprints.
